The award wll be conferred by Governor Nelson A. Rockfeller on a wnner to be announced at the tme of the presentaton. The New York State Personnel Cour.cl s comprsed of drectors of personnel of all departments and agences of State government. Each group presented ts annual award for outstandng achevement. Those honored were: John W. Allen, the Harold Levne Memoral Award from the Muncpal Personnel Socety; James P. The report "nsurance Coverage of Mental llness. 1962" was compled by the Jont nformaton Servce of the Amercan Psychatrc Assn and NAMH. MPROVEMENT n coverage s attrbuted to shortened hosptal stay resultng from new therapes and accumulated evdence that such coverage wll not substantally ncrease health nsurance costs. At the same tme, the report found that coverage of mental llness s stll more restrctve than for physcal llness. COMMERCAL nsurance companes cover about 50 percent of the populaton, and usually nclude coverage of mental lkess n basc hosptalzaton polces for groups. But a quarter to one-half of the polces ssued to ndvduals exclude mental llness. NSURANCE companes wrtng major medcal polces nclude mental condtons but on a more lmted bass than physcal condtons ether requrng the patent to assume a greater proporton of the cost or by placng a lmtaton on psychatrsts' fees on the number of vsts. BLUE CROSS provdes at least 21 days of hosptalzaton for nervous and mental dseases n 58 of ts hosptalzaton plans a marked ncrease snce 1955 when only 39 of 79 plans offered such benefts. Blue Cross nsures about 30 per cent of the populaton. OF THE 67 BLUE SHELD plans, 30 per cent provde regular coverage of physcans fees for n-losptal treatment of mental llness. Forty percent lmt the coverage to a lesser number of days than for physcal llness and 5 percent allow such coverage only under a specal rder. The remanng 25 plans exclude mental and nervous condtons, OF THE 32 BLUE SHELD plans offerng medcal benefts, 28 provde for mental care.
