Trustees present: Dolores M. Cook, Joel Ferguson, Russell G. Mawby, Dean Prdgeon, Melane Renhold, Barbara J. Sawyer, John D. Shngleton, and Robert E. Wess. On a moton by Mr. Wess, supported by Mr. Shngleton, THE BOARD VOTED to approve the amended agenda. 2. Presdent Guyer announced that General Counsel Kurz has requested that the Board of Trustees meet n Executve Sesson to consder the wrtten legal opnon of Counsel dated December 10, 1992, whch opnon s exempt from dsclosure under Secton 8(h) of the Mchgan Open Meetngs Act. Request for Executve Sesson On a moton by Mr. Wess, supported by Mr. Shngleton, A ROLL CALL VOTE was conducted by Secretary Wllams. The moton passed unanmously. Presdent Guyer announced the Board would go nto Executve Sesson and return for the Trustee Fnance Commttee meetng. 3. The Trustee Fnance Commttee and the Trustee Polcy Commttee meetngs were held n the Board Room of the Admnstraton Buldng. Trustee GPA Award recpents for Fall Semester 1992 were congratulated for ther exceptonal academc performance. Awards were presented to Marc McCurry and Scott Stowtts. 2 10402 December 11," 1992 Publc Partcpaton contnued -Mr. John Shapley, Presdent of the Black Student Allance, expressed the concerns of the Afrcan Amercan communty of students. Mr. Gl de las Alas, Asan Pacfc Amercan Assocaton (APASO) member and a mnorty ade, requested addtonal Asan Amercan faculty and mplementaton of an Asan Amercan studes program at Mchgan State. Mr.-Jonathan Roldan, a student representng APASO, Coalton of Hspanc Students for Progressve Acton {CHSPA), and MEChA concerned students, addressed the ssues of the varous groups. Mr. Raul Mora, Charperson of MEChA, spoke of the demands the students presented to the admnstraton n a recent letter. Mr. Todd Mrales, member of MEChA, thanked Presdent Guyer for respondng to the student concerns relatng to educatng and the retenton of Hspanc and Chcano students. H. Ms. Consuelo Frausto, representng the Coalton of APASO, MEChA, and CHSPA requested that new programs be created wth an ncrease n Latno staff for future generatons of students. Ms. Stephane Ros, a member of MEChA and CHSPA, dentfed what she perceves are the hardshps of Latno students. Ms. Meghan Yamansh, Co-Presdent of Asan Pacfc Amercan Student Organzaton, and foundng member of the Allance of Chcano, Latno, and Asan Pacfc Amercan students, requested new and separate programs, servces, and servers to nclude faculty, staff, and mnorty ades whch meet ther specfc ethnc and cultural needs. K. Ms. Monca Elcero, Mnorty Ade n Shaw Hall, requested an ncrease n the number of mnorty ades to work wth students whch would result n a better support system. Dr. Guyer thanked the students for beng courteous. He stated t s not a matter of competton among the varous student groups, but that each group has strong feelngs about ts own concerns. 9. Presdent Guyer announced the Board would recess and reconvene followng lunch. 10. D. Dr. Jenny Bond, Professor of Food Scence and Human Nutrton, receved the Food and Agrculture Scence Excellence n Teachng Award,
3 10403 E. F. G. H.. Mr. Bob Asmann, Manager of Akers Hall, receved prase n a letter from the mother of an Akers Hall resdent who he asssted wth a resdence hall problem. Ms. Mkala Keatng, a senor, was drector of Parents Weekend ths year whch brought more than 400 famles of students to the Unversty. The MSU Foundaton has completed a strategc plannng process and has worked closely wth the Unversty n plannng for the next decade. Professors Weber and Staatz were recognzed for ther leadershp n provdng students wth nternatonal global experences. Dr. Guyer presented the followng statement whch would be released regardng student actvty: "We have an exemplary record of student recreaton at MSU. ndeed, we are proud of the postve vsblty that comes from our natonally renowned student actvtes. Therefore, was dsapponted n and, frankly, angered by Thursday evenng 1 s events, ncludng snowball fghts that resulted n njures to several students. read where some students clamed such an event has become a tradton.! Dr. Perre commented on the nternatonal projects supported by the Agency for nternatonal Development as well as varous other sgnfcant research projects of faculty. 14. Revson of Statement of 1nvestment Objectves Trustee Sawyer abstaned from partcpatng n ths acton snce she serves on the board of a Lansng hosptal. t was recommended that the Statement of nvestment Objectves be revsed to reflect the nvestment acton taken at the October 9, 1992 Board of Trustees meetng. H. The Commttee receved a Fnal Report on nfrastructure Fnancng from Mr. Stephen H. Terry, Assstant Vce Presdent for Fnance. The report s on fle n the offce of the Vce Presdent for Fnance and Operatons. 15. The report of the Trustee Polcy Commttee was presented by Ms. Cook. A. At the mornng commttee meetng, Dr. Moses Turner, Vce Presdent for Student Affars and Servces, commented on the annual report of actvtes of the Student Affars dvson. A vdeo was presented of Unversty programs on substance abuse preventon and polcy enforcement. Dr* Turner commented on the commtment of the Student Affars staff members. B. t was recommended that the Board of Trustees concur wth the explanatory clarfcaton of the Unversty Commttee on Faculty Tenure (UCFT) and the Offce of the Provost regardng the Dsmssal of Tenured Faculty for Cause Procedure; and drect that the polcy reflect that clarfcaton n a footnote to Secton V.a. to read as set forth n Attachment A whch s ncluded wth the Board Agenda n the Offce of the Secretary of the Board of Trustees. t was further recommended that the UCFT and the Offce of the Provost, n consultaton wth the Offce of the General Counsel, address further the legal ssues relatng to dscplnary acton and be prepared to recommend amendments to the polcy to the Board of Trustees by no later than ts June 1993 meetng. Trustee Renhold's success n the busness world also served the Unversty's nterests well. She began her landscapng career n 1977 after recevng her degree n Ornamental Hortculture from Mchgan State Unversty* Jonng Renhold Landscape, a frm founded by her father, Wllam Renhold, n 1924, she was promoted to Presdent n 1983 and rapdly bult the frm nto one of the naton f s leadng landscape companes. Snce then she has merged the frm wth Vdosh, nc., creatng Renhold & Vdosh, nc., now one of the naton's largest full-servce landscape contractng frms. For her nsght and servce durng a tme of crtcal change at the Unversty, the Board of Trustees, on behalf of Mchgan State Unversty and the ctzens of Mchgan, extend to Melane Renhold our sncere grattude and best wshes for the future- ft Trustee Renhold commented on her experences as a Trustee. Prdgeon, colleague and frend. On the occason of hs fnal meetng as a member of ths body, we recognze an ndvdual whose career has not only encompassed many moments of hstorcal sgnfcance as a Trustee, but one whose very sprt embodes the land-grant phlosophy poneered and fostered by ths Unversty. As a Trustee and Charperson, and whle not always n the spotlght, hs reasoned, measured responses to challenges were drected toward enhancng the stature of Mchgan State Unversty. Durng hs eght years, he was wtness to and helped develop some of the most sgnfcant changes n the Unversty's hstory. The undergraduate and graduate research programs were revewed and restructured. Greater emphass was placed on dversty, and the academc calendar changed from the quarter to the semester system. He also saw the launchng of the hghly successful frst Unversty-wde captal campagn, "MSU 2000." Dean Prdgeon s of the land and from the land. Throughout hs career, at ths Unversty and n communty and government servce, he has artculated the mportance of Mchgan's agrculture. Hs contrbutons were recognzed when Mchgan State Unversty honored hm wth the Dstngushed Servce to Agrculture award n Hs talents were further recognzed when he was apponted to and headed the Natural Resources Commsson and later was named Drector of the Mchgan Department of Agrculture. Therefore, be t hereby resolved that the members of the Board of Trustees of Mchgan State Unversty acknowledge Trustee Dean Prdgeon*s devoted servce and accomplshments n communty and governmental servce and, n partcularly for hs contrbutons as a member of ths Board. Scott and former Secretary of the Board of Trustees Marylee Davs/ Resoluton to Dr. Davd K. Scott "From the tme of hs brth and youth on the Orkney slands off the coast of Scotland, Dr. Davd K. Scott has been drven by a quest for excellence n hmself, hs colleagues, and hs students. And, he has acheved excellence as a student at Ednburgh Unversty and Oxford Unversty, as a nuclear physcs researcher and Drector of the Cyclotron Laboratory at the Unversty of Calforna-Berkeley, and n hs roles at MSU as a Hannah Professor of Physcs and Astronomy and of Chemstry, as Assocate Provost, and as Provost. The Board of Trustees s partcularly apprecatve of Dr. Scott's achevements as Provost. He led the academc communty effectvely and magnatvely, seekng at all tmes to provde an envronment that nurtures the contnung growth of both students and faculty. Durng a perod of lmted fnancal resources, enabled growth n crtcal areas. He poneered educatonal nnovaton by launchng R-Cubed, a campus-wde ntatve that s now beng used as a pattern for other unverstes. By refocusng, rebalancng, and refnng Mchgan State Unversty, R- Cubed has prepared the campus communty to meet the opportuntes and challenges of a new decade a new century. Hs recognton of the needs of the future, and hs determnaton to help the campus prepare, placed the unversty n a poston to compete n a changng world. He led the development of programs for provdng students wth a broad, ntegrated educaton, for brngng MSU to a semester system, and for makng everyone n the MSU communty more apprecatve and knowledgeable of the strength of dversty. At the Wnter Term graduatng class: Commencement n 1982, Dr. Scott sad to the! There s a unversty vsble and a unversty nvsble. The one s made up of buldngs, lke those on ths lovely campus here at Mchgan State, of teachers and students and of ceremonous occasons such as ths. Resoluton to Dr. Marylee Davs "The Board of Trustees of Mchgan State Unversty today extends to Marylee Davs ts deep apprecaton and best wshes. For more than sx years, Dr* Davs served wth dstncton as Executve Assstant to the Presdent of Mchgan State Unversty and as Secretary of the Board of Trustees. n these dual roles, she served the Presdent as chef of staff and served the Board of Trustees as ts admnstratve lason. Pror to these key appontments, she was Specal Assstant to the Executve Vce Presdent and later was named Assstant Vce Presdent for Admnstraton and Publc Affars. Ths past summer, Dr. Davs was apponted Assocate Vce Presdent of Unversty Relatons for Publc Servce and Communty Affars.
