He recommended that the Board take under advsement changng ts present polcy n connecton wth the award of constructon contracts to requre separate bds from the general contractors and from the specalty contractors at the sam~ tme but that at the tme the contract s awarded that the low specalty] bds be ncorporated n the low general bd, thereby placng the specal~ty contracts under the supervson of the general contractor.. REPORT OF THE COMMITTEE OF THE WHOLE, SATURDAY AFTER. NOON, JULY 17= The Charman reported the followng recommendatons and/or actons approved by the Commttee of the Whole at ts meetng on Saturday afternoon, July 17, 1965: I. Data Processng Unt.--The Admnstraton was authorzed to place an order for delvery next July for an IBM 360 System Model 30. The lease on ths model wll be JZZ0~ 000 per year. 2. Proposed Afflaton Wth Lutheran Hosptal.--The Cornmttee of the Whole approved Doctor Clark's re.commendaton that there be authorzed n prncple an afflaton between The Unversty of Texas and the Lutheran Hosptal Assocaton for the purpose outlned n hs proposal and that a commttee be apponted by the Board of Regents to work wth a commttee smlarly apponted by the Board of the Lutheran Hosptal Assocaton n the jont preparaton of the specfc terms of agreement for subsequent approval by both boards. At Man Unversty there s an offcal Campus Master Plan, but ts basc concept of use-zonng for land utlzaton does not extend to the new land beng acqured nor take nto account the possble removal of Intercollegate Athletcs facltes. The Admnstraton would lke to have the Consultng Archtects begn mmedately the development of zonng-use prqposals (several alternatves) for examnaton and mprovement by the Buldngs and Grounds Commttee. Presdent Woolf s very anxous to start development of a new Campus Master Plan at once, and the Admnstraton agrees wth hs sense of urgency. Authorzatons for these two endeavors are recommended. The Commttee also approved: (I) that the Band Hall be located on a corner bounded by Red Rver~ Z0th, Sabne, and 20- /2, Streets; (g) that the Consultng Archtects be authorzed to proceed wth prelmnary plans for a structure of the sze ndcated and for necessary ste work, landscapng and fencng for the entre block wthn a total cost for the project of $550,000, and (3) that an appropraton of $5,500 from Permanent Unversty Fund Bonds proceeds on hand be appled toward archtectural fees for the work authorzed. z9 / l ~!!' 5. e. Marred Student Housng Proect (Colorado Apartments), Man Unverstv: Consderaton-of a Completon Contract. --The contractor for the Marred Student Housng Project (Colorado Apartments)~ Man Unversty~ Martn Brothers General Contractors, Inc., of San Antono, Texas, furnshed wrtten notce that the company s n default and unable to complete the contract for constructon of the apartments. The surety= Fdelty & Depost Company of Maryland~ has gven notce that t wll care for all costs necessary for the completon of the contract ncludng lqudatng damages and other vald clams. In the proposal submtted by the surety~ Fdelty & Depost Company of Maryland~ t has requested that the Unversty execute a completon contract wth a new contractor for the completon of the Martn Brothers General Contractors, Inc., contract ntally agreed upon. Representatves of the surety~ Fdelty & Depost Company of Maryland, appeared before the Board and explaned the proposal to the Commttee of the Whole.,-4-

It was suggested by Regent Ikard that there be lsted on the agenda a dscusson of the Master Plan for Houston n order that the new members may be nformed of the stuaton. 9. Recent achevements by Texas educatonal phlanthropy reflect both ntellectual darng and educatonal confdence. They beneft the cornm purposes of all educatonal nsttutons. These programs wll follo~ gudelnes suggested by the Texas Commsson on Hgher Educaton an antcpate the redoubled efforts of the Governor's Coordnatng Board. The purpose of these programs s to captalze upon educatonal resources, elmnate duplcaton, and unfy academc plannng. Among the frst goals wll be a central desgn for lbrary development and communcaton systems. Other major steps n coordnaton wll nclude jont vstng professorshps and lectureshps, coop~eratve plannng of selected research projects, arrangements for sharng faclte s to be used n teachng and nve stgaton. The frst conference for 'relatng medcal development programs was held recently n Galveston. Supported by a foundaton grant, a study wll begn next month on means of lnkng research nformaton collec~ ons. Cooperatve programs n felds as dverse as mental health, astronomy, bo-engneerng, languages, Latn-Amercan studes, fne arts, and research publcaton are already under way wth other state nsttutons and prvate unverste s.
