Communcaton from Mr. May: At the present tme part of the Harry A; Fee Trust, managed by the Detrot Bank & Trust Company, s nvested n one of ts own mutual-type funds consstng entrely of tax-exempt bonds. Mr. Goulet, the trust offcers, has suggested that these funds, amountng to approxmately $44,000 plus $6,000 whch wll be receved from maturng U. S. Treasury Bonds, be transferred from ts Trust Fund 3 (tax exempts) to Trust Fund 2 consstng of corporate bonds. The reason for the suggested change n nvestment s due to the fact that when Mss Jesse Fee was the recpent of the ncome, t was qute advantageous for her to have tax exempt ncome. Now that she has renounced her rght to receve the ncome, the tax-exempt feature s no longer mportant. By makng the change we can ncrease our rate of ncome on the funds from approxmately 3.3% to O.. Thank you so much for the beautful tray whch you gave me as a partng memento. My warmest regards and best wshes to all of you. Communcaton Forrest Smth Contracts awarded for Power Plant, Communcaton from Forrest A. Smth, retrng Secretary! Manager of the Mchgan Agrcultural Conference urgng that the Unversty nclude n ts plans a buldng on the campus that wll seat,000 or more at a dnner meetng. The Buldng Dvson of the State Department of Admnstraton had takenthree dfferent sets of bds on the Power Plant but had not sgned the contracts when the Attorney General! s rulng was ssued declarng the language of the appropraton act unconsttutonal nsofar as t assgned the responsblty for supervsng constructon on unversty campus to the State Buldng Authorty. The Buldng Dvson of the Department of Admnstraton recommends that the contracts coverng these tems be awarded by the Unversty as follows: a. On October 8, 964, bds for Water Treatng Equpment were receved and opened publcly at 2 p.m. at the Lews Cass Buldng. Bds are as follows: Cochrane Dvson, Crane Co., Kng of Prussa, Pennsylvana Graver Water Condton Co., New York Cty The Pefmuttt Company, Paramus, New Jersey L. A. Water Condtonng, Cty of ndustry, Calforna $66,22 64,800 57,454 47,550 n addton to the four bdders above, nvtatons and bddng documents were submtted to Alls-Chalmers Mfg. Co., llnos Water Treatment Co., and nfloo, None of whom elected to make proposals for the work. L. A. Water Condtonng has submtted a lst of 80 demneralzer nstallatons, a copy of ther 964 Annual Report (year endng May 3) showng assets of $6,40,8, and professonal resumes of ten of ther key personnel. They appear to be well qualfed to buld the water treatment equpment for Power Plant 65. Recommended L.A. Water Condtonng be awarded contract for Water Treatng Equpment. On November 9, 964, bds for the constructon of a radal brck chmney for Power Plant 65 were receved and opened publcly at 2 p.m. at the Lews Cass Buldng. Four bds T^gere receved, as follows: nternatonal Chmney Corporaton, Buffalo, New York Custods Constructon Co., Chcago llnos Consoldated Chmney Co., Chcago, llnos Rust Engneerng Co., Pttsburgh, Pennsylvana $02,800 89,300 83,840 74,750 All bds were guaranteed by Bonds of adequate amount. The low bd of the Rust Engneerng Co. dsregards the allowable stresses establshed n the specfcatons, to whch all other bdders quoted wthout exceptons. These desgn data compare as follows: Specfcaton Rust Engneerng t Max. allowable tenson Max. allowable compresson Wnd load 0 5 tons/sq ft 20 lb/sq ft. 4 tons/sq ft. 20 tons/sq. ft. 25 lb/sq. ft n addton to assumng an apprecable amount of tenson Rust has also assumed a hgher allowable compresson n relaton to the wnd load. n other words, by assumng hgher allowable stresses they have reduced the amount of materal n the chmney and have thereby reduced the cost. Other bdders undoubtedly could have done the same. t s recommended that the contract for a Radal Brck Chmney, Specfcaton , be awarded to the Consoldated Chmney Co., n the amount of $83,840, thers beng the lowest bd conformng to the specfcaton. On November 9, 964, bds for furnshng controls and nstruments for Power Plant 65 were receved and at 2 p.m. were opened publcly at the Lews Cass Buldng. Fve bds were receved as follows: Baley Meter Company, Wcklffe, Oho Hagan Controls Corporaton, Pttsburgh, Pennsylvana Hays Corporaton, Mchgan Cty, ndana Republc Dvson, Rockwell, Chcago, llnos Copes-Vulcan Dvson, Blaw-Knox, Ere, Pennsylvana $83,000 72,968 60,000 58,550 55,624 contnued - -

4 January 2, FNANCE COMMTTEE TEMS, contnued * Power Plant bds, contnued: c. Contnued: Baley Meter Company and Hays Corporaton submtted cashers checks and the other three bdders submtted bd bonds. All were adequate n the amount to guarantee ther bds. Contracts awarded Power Plant \ All bdders acknowledged recept of the two addenda that had been ssued. Baley, Hays, and Republc have ndcated no exceptons on the proposal form. n submttng the low bd/ Copes-Vulcan Dvson ndcated three exceptons to the specfcatons, as follows:. Secton 8a and b wll be accepted by Copes-Vulcan provded, however, no lqudated damages wll be due hereunder unless some actual delay n the nstallaton schedule s experenced. 2. Regardng smoke densty transmtter (T60) Copes-Vulcan quotng Ess type transmtter complete wth the lght source, photo unt and transformer, Baley Bolometer specfed s not compatble wth Hays equpment. 3. Regardng Art. 45 (guarantee of Work) Copes-Vulcan wll agree to ths Art. provdng acceptance s receved 80 days after delvery of equpment. Excepton No. above would transfer responsblty for completng the nstallaton on tme to the mechancal contractor who wll nstall ths equpment. He cannot be expected to guarantee a completon date unless he can be assured of recept of the control equpment and nstruments n tme to permt ts nstallaton. We do not beleve ths excepton would be acceptable to the mechancal contractor and s, therefore, unacceptable to us. Excepton No. 2 mght be acceptable f Hays equpment s to be furnshed also. However, the Hays proposal does not make ths excepton. Also, snce Copes-Vulcan would be usng other manufacturers! equpment they mght have selected somethng that would be compatble wth the Bolometer specfed. Excepton No. 3 also s an excepton to paragraph 22 on page 33 of the detaled specfcatons, whch requres a guarantee of one year from the date of ntal operaton of the controls and nstruments. The lowest bd wthout 'exceptons r s that submtted by Republc Dvson of the Rockwell Corporaton. Republc s a well establshed, relable, and competent manufacturer of controls and nstruments for power plant use. t s recommended that the contract for Controls and nstruments, Specfcaton , be awarded to Republc Dvson, Rockwell Manufacturng Company, n the amount of $58,550, thers beng the lowest bd wthout exceptons. On moton by Mr. Nsbet, secondedby Mr. Stevens, t was voted to approve awardng the contracts as follows:.. Water Treatment Equpment L. A. Water Condtonng, Cty of ndustry, Calforna Radal Brck Chmney Consoltated Chmney Company, Chcago, llnos Controls and nstruments Republc Dvson, Rockwell, Chcago, llnos $47,550^ 83,840 58,550 OAKLAND UNVERSTY TEMS 2. Recommendaton that the frm of^dell, Hewlett and Luckenbach be authorzed to do the archtectural work for the servce buldng for the Meadow Brook Festval.
