3 Overview Elkhorn Public Schools is seeking proposals for a wireless system, potentially at all district locations. (See Appendix A for list of physical addresses.) Exact locations included in the wireless system upgrade will be determined at time of signing a contract. Contract terms to be described later in this document. Top two Resellers may be asked to present their proposal to the district technology staff in person. All proposals must include a life-time warranty for access points after online diagnosis and RMA issuance. Implementation should be included as part of this RFP. Installation of the equipment will be completed by the district; equipment will be drop shipped to the dock at the location at Elkhorn Public Schools, Glenn Street, Elkhorn, NE Vendors will have 24 hours after vendor selection is announced to raise any questions. Questions will be addressed via the web site posting answers to all questions. The District will have the final authority to the resolution of all questions. All bidding vendors must be Erate eligible and file an FCC Form 498 and have an updated Form 473 on file to provide the services requested and must provide their SPIN number as part of this RFP. Proposals are due in either hardcopy or in electronic form (PDF format) on or before March 25 th, 2016 at 1:00 pm CST at Elkhorn Public Schools, Attn: Jason Harris, Glenn Street, Elkhorn, NE or ed to erate@epsne.org. ed proposal documents will be timestamped from the receiving computer. 4 1.1 Description of Project. Elkhorn Public Schools is requesting proposals for a wireless system at all district locations. All building floor plans are attached (See Appendix D). Exact locations included in the wireless system upgrade will be determined at time of signing a contract. Generally, this RFP is requesting one AP per classroom with common areas such as gym to be served as identified on the floor plan diagrams. Classroom access point (AP) capacity is estimated at between IP requests to the network. All proposals must include access points and management software. The top two vendors may be asked to present their proposal to the district technology staff in person. Floor Plan Identification: CL...CLassroom identification CAxxxx...Common Area xxxx =number of IP addresses IE.: CA1000 would mean a common area requiring 1000 IP accesses 2.1 Product Specifications. The proposed solution must provide an intelligent Wireless solution that meets the requirements provided below. Your response should describe how your offering would meet these requirements. Vendors must provide clear and concise responses, illustrations can be provided where appropriate. Any additional feature descriptions for your offering can be provided, if applicable. Pricing Option A must be for ac Wave 2 access points operating in a 4x4 MIMO with 4 Spatial Streams Pricing Option B (Optional) for ac Wave 1 operating in a 3x3 MIMO with 3 Spatial Streams. Support 802AF/AT POE/POE+ not to exceed 22.5 Watts o All District switches currently support both 802.3AF/AT POE/POE+. Access Points must support dual concurrent, dual-band radios Access Points must be available with internal antennas unless otherwise specified. Please provide the following specifications for your product: o Maximum Transmit power of each radio o Over-the-air performance in Gbps o Number of LAN ports and capabilities including performance in pps. o Authentication and Accounting options, IE: Radius and Active Directory o Do the APs support an autonomous or semi-autonomous mode of operation? If yes, Please describe how the APs support encryption, security, filtering, RF Management and QoS without the dependency of a wireless appliance. The wireless management system may be hardware appliance, virtual appliance or cloud based, but must support the following o High-Availability, please describe o Centrally-deployed configurations and upgrades. 4
5 o Role-based differentiated user access connected to Microsoft Active Directory and third-party solutions such as but not limited to Facebook, Google, etc. o Critical real time applications through policy applied by user identification and/or group/vlan membership for proper Quality of Service (QOS) o AP RF Management must support automatic channel selection and transmit power controls. o AP RF Management must adapt to new channels based on user configurable signal-to-noise ratio and channel occupancy. o Ability to disable a single radio in an Access point individually from the management console. o Dashboards with drill down ability o Customized reporting for historical and real-time data o Interactive topology maps o Device views o Events logs o Device search functionality The Access Points (APs) must support the following: o Rate limiting at the AP per client and application. o Seamless roaming between wireless APs at OSI layer 2/3. Roaming should be transparent to user and running applications. o Load balancing and band-steering. o Plug and Play installation. o h for dynamic channel control o Access Points must support a minimum of 10 SSIDs (5 per radio). o e protocols including WMM, PEC and U-APSD. 3.1 Implementation Implementation and initial configuration must be included as part of the vendor s proposal. 4.1 Maintenance and Support Three (3) years of controller management software, included cloud-based if necessary, must be included in the proposal cost. Cloud licensing must be included in the proposal cost (Eligible for Erate funding). If lifetime warranty is included, this needs to be noted in the proposal. 5.1 Pricing and Payment Structure Vendors are required to breakdown the purchases by building as outlined in the table in Appendix B. Elkhorn Public Schools is seeking proposals for two different scenarios. 5
6 Appendix B1 is for deployment at the Secondary Schools and District Buildings only; district buildings are noted in Appendix A. Appendix B2 is for a district wide deployment at all district locations. Vendors are required to complete both Appendix B1 and Appendix B2 as part of their proposal. Contracts will be awarded only after receiving a funding commitment and decision letter from SLD or agreed upon by the district. This RFP will automatically become part of any contract awarded to a vendor. Once a contract is awarded, the total dollar amount is the responsibility of the district. The contract will define the 50% of installation complete amount. 30 days after contract signature 30 days after 50% installation complete 30 days after final testing completed 20% of contract 40% of contract 100% of contract 6.1 Evaluation Process Please refer to Appendix C for further details regarding the evaluation process 7.1 Discrepancies and Omissions Vendors finding discrepancies or omissions in the RFP or having any doubts as to the meaning or intent of any part thereof shall submit such questions or concerns to Jason Harris, Elkhorn Public Schools, erate@epsne.org. Addenda issued in correspondence to this RFP shall be considered a part of this RFP and shall become part of any final Contract that may be derived from this RFP. This RFP and its addenda will be part of any possible future contract with successful vendor(s). 8.1 Contingencies This RFP should not be considered as a Contract to purchase goods or services, but is a Request for Proposal in accordance with the Terms and Conditions herein and will not necessarily give rise to a contract. However, RFP responses should be as detailed and complete as possible to facilitate the formation of a contract based on the RFP response(s) that are pursued should Elkhorn Public Schools decide to do so. The purchase of said equipment will require an approval process which will not be complete until the noted Anticipated Award Date. Proposals stating that pricing is valid dependent upon availability and/or subject to prior sale will be considered as non-responsive. Completion of this RFP form and its associated Appendices are a requirement. Failure to do so will disqualify your RFP response submittal. Vendors must submit sealed RFP responses by the due date and time as specified herein. Electronic submissions will be accepted if create in PDF format and to erate@epsne.org by the due date and time as specified herein. Date and time stamp of receiving computer will govern all s. Vendors will be considered nonresponsive if the above requirements are not submitted as 6
7 requested. The Elkhorn Public Schools has the right to reject all submitted proposals and resubmit for new proposals through a revised RFP. 9.1 Vendor Questions and Clarifications. 11 Appendix C Evaluation Rubric Elkhorn Public Schools Erate: Cat Wireless 1. Cost of eligible equipment and/or eligible maintenance points Cost of Equipment will be released at time of proposal opening. Points will be awarded during the evaluation of the proposal(s). 2. Compatibility with currently owned district devices and Infrastructure points Compatibility is very important. Points will be awarded during the evaluation of the proposal(s) and determination of compatibility with existing devices and infrastructure will be done at that same time. Zero (0) points will be awarded for non-compatible devices and twenty (20) points will be awarded for full 100% compatibility. 3. Features included points All documented features of the device in the RFP will be evaluated and points award as such. Points will not be awarded for features that are not included in the cost of the device as presented in the RFP. 4. Support of hardware points Technical support will be contacted and will be evaluated on its technical knowledge, English as the primary language, and ease of use. Systems Engineer or Product Integrator within 250 miles. 5. Reliability points Reliability score will be determined using the following criteria: a. References given in the RFP b. Known other users of the device c. Personal experiences 6. User Interface points The user interface will be evaluated and points awarded on the ease of use and the completeness of the interface to the device. 7.
