1 The Municipality of Greenstone Greenstone Fire Department REQUEST FOR PROPOSAL (RFP) Fire Department VHF Digital Radio Communication System The Municipality of Greenstone seeks Requests for Proposals (RFP S) for a Municipality wide Digital Radio and Paging solution for the Greenstone Fire Department. The attached information contains mandatory requirements and a submission form. Proposals are invited to submit a proposal for a Radio System on the form provided. 2 Municipality of Greenstone Request for Proposal Fire Radio Communication System To Design, engineer where required, supply and install. Mandatory Minimum Requirements: The system will be a vhf digital system operating present vhf available frequencies; if extra frequencies are required the supplier will be responsible for applications to Industry Canada to acquire such. The system will be able to communicate on analog as well as Multiple Digital protocols The new communication system must provide seamless communication from the Greenstone Municipal boundary to the west, and as far east as the Hornepayne Highway (Highway 631) The new communication system must provide seamless communication throughout the complete area of the Municipality of Greenstone including the ward areas of Beardmore, Jellicoe, Geraldton, Nakina, Longlac and Caramat. The communication system will include: o 100 Portable Radios with speaker microphones as well as cases o 20 Mobile Radios o 7 Mobile Repeaters o 6 Base station locations o 80 minitor VI pagers & cases with programming module and software o 7 Laptop/Tablet IP54/55 or better with vehicle mounts o Any needed antenna and hardware for all mobile and repeater sites o Any fixed repeater sites needed for coverage The communication system must have multi-channel capacity to offer dispatch channels as well as Tactical work groups The communication system must have 2 way audio to the Fire Chief Cell phone when not in the district. The communication system must have seamless integration with the Greenstone Fire Dispatch center and permit two way audio conversation and data transmission The Communication system must have option for portable radio GPS location tracking and man down capabilities. The Communication system must have option for vehicle management and tracking. The Communication system must have future option for SCBA audio integration. All Portable radios must come with an IP67 Immersion rating All Mobile radios must come with an IP54/55 rating The Communication system must have 3 redundant call reception methods The communication system will have data capacity Options for data collection will be offered as an option in the RFP The communication system will have full voice and data recording and storage capacity The RFP must include a live demonstration of the system and capabilities which will be scheduled prior to awarding any contract

3 RFP must include detailed information on all elements of the system from equipment supplied to protocols being used by the radio communications to equipment for data and any servers being supplied and installed The Bidders are responsible to view existing equipment and locations at their expense to see compatibility of existing equipment that could be used in conjunction with the new system DETAILS: This request for Proposal (RFP) consists of designing, constructing and making ready for a turnkey radio and paging communication system for the Municipality of Greenstone Fire department. The targeted date for roll out of the new system will be Sept 1, The system building and implementation process must not impede the fire department from receiving emergency calls from our dispatch at any time. The Town reserves the right, in its sole discretion to reject any and all bids and the lowest bid will not necessarily be accepted. Without limiting the generality of the statement above, the Municipality shall not be required to award or accept a proposal, or recall the proposal at a later date: a) When only one bid has been received as a result of the proposal b) Where the lowest responsive and responsible bidder substantially exceeds the estimated cost of goods or service, c) When all bids received fail to comply with the specifications of the RFP terms and conditions, d) Where a change in the scope of work or specifications is required. Further The Municipality of Greenstone reserves the right to accept any portion of a proposal. Selection of the successful quotation shall be subject to approval by the council of The Municipality of Greenstone.
