1 CITY OF MORRO BAY / CAYUCOS SANITARY DISTRICT ADDENDUM NO. 1 TO REQUEST FOR PROPOSALS For EQUIPMENT FOR THE 2014 CITY OF MORRO BAY / CAYUCOS SANITARY DISTRICT WASTEWATER TREATMENT PLANT IMPROVEMENT PROJECT: MECHANICALLY CLEANED BAR SCREEN, CONVEYANCE SYSTEM AND SCREENINGS WASHING-COMPACTION EQUIPMENT PROPOSALS DUE Monday, January 27, 2014, at 2:00 PM Local Time The purpose of this addendum is to provide clarifications requested by prospective suppliers. This addendum shall become part of the contracted documents. Acknowledge receipt of this addendum by completing the acknowledgement section at the end of this addendum and attaching the executed acknowledgement to the proposal. The following revisions have been made to the Request for Proposal (RFP) per this Addendum. 1. RFP, p. 1, Paragraph 1 Revise as shown: The City of Morro Bay/Cayucos Sanitary District (City/District) hereby issues this Request for Proposal (RFP) for equipment to be provided for improvements (Project) to the City of Morro Bay/ Cayucos Sanitary District Wastewater Treatment Plant. In submitting a Proposal, Mechanically Cleaned Bar Screen, Conveyance System, and Washer-Compaction Equipment Supplier (Supplier) acknowledges that time is of the essence and therefore agrees that Supplier shall meet all Project Milestones mutually agreed upon between Supplier and City/District. City/District Schedule Goals are identified in Section A for Supplier consideration and response. Suppliers shall be available for interviews on February 5, 2014, if requested by City/District staff. 2. RFP, p. 1, Section A Revise as shown: A. Project Milestones City/District Goals Add Supplier Interviews February 5, RFP, p. 3, Section E Revise submittal date to No later than 2:00 pm on Monday, January 27, RFP, p. 3, Section F Add the following to the list of items required for submittal by the proposers: Written exceptions to the City/District Schedule Goals (Section A) or written acknowledgement that Supplier will meet those milestones. 5. RFP, p. 4, Paragraphs F3 and F4 Revise as shown: ADDENDUM NO. 1 MB 2014-WW01 Page 1 of 3
2 3. The Supplier shall have a minimum of ten operating equipment installations of a similar size and type in the United States. 4. The Supplier shall have a minimum of ten years experience in the manufacturer of wastewater screening equipment. Five references from the list of installations identified in response to Section F.3 above, operating in the United States shall be provided. The location /contact person/phone-fax for the references must be submitted with the proposal. 6. RFP, p. 5, Paragraph F10 Revise as shown: 10. The City/District s schedule goals are outlined in Section A of this RFP. Supplier is asked to respond to the goals provided and note whether they can comply with each Project Milestone. Any deviations or requested modifications to the schedule should be explained. The City and Supplier shall develop a final milestone-based schedule according to the Supplier s response to the RFP and final agreement negotiations. 7. RFP, p. 5, Paragraph F12 Revise as shown: 12. Warranty information (as required in the Technical Specifications) shall be provided with the Proposal. 8. RFP, p. 5, Paragraph F13 Revise first selection criterion as shown below: Compliance with the specified requirements in the Technical Specifications and/or clear explanation for deviations (subject to City/District acceptance of deviations) 33.3% 9. RFP, p. 5, Paragraph F14 Revise as shown:: 14. Liquidated Damages: By submitting a response to this RFP, Supplier acknowledges that time is of the essence in this Contract and due to need to coordinate with installing contractor, City/District will suffer financial loss if the equipment is not furnished within the final schedule agreed upon by the Supplier and City/District. They also recognize the delays, expenses, and difficulties involved in proving in a legal or arbritration proceeding the actual loss suffered by City/District if equipment is not furnished on time. Accordingly, instead of requiring any such proof, City/District and Supplier agree that as liquidated damages for delay (but not as penalty), Supplier shall pay City/District the following sums for each day that expires after the times indicated (actual dates to be negotiated with the selected vendor): a) Receipt of first submittal of Shop Drawings and manufacturers data 500 b) Receipt of second submittal of Shop Drawings and manufacturers data 500 c) Completion of delivery of all equipment to the Point of Delivery RFP, p. 5, Paragraph F15 Add note regarding retainage: Retainage shall be reduced to 5% if equipment is not installed within 90 days of delivery to site 11.
