7 Location: University of Southern Mississippi Greene Hall Attendees: See attached sign-in sheet. Meeting Minutes 1. Logistics as related to turning in Bids were reviewed and discussed. 2. Bid date for the project is: Thursday, June 29, 2017 at 2 p.m. Sealed bids will be received at the Bureau of Building, Grounds and Real Property Management, 501 North West Street, Suite 1401B, Jackson, Mississippi Noted Instructions to Bidders, Section 00 of the specifications. All requirements of this section must be followed, including: a. All questions should be directed to the architect in writing via . Should a bidder find any discrepancies in or omissions from the drawings or project manual, or be in doubt as to their meaning, the bidder should immediately notify the professional. b. Non-resident bidder: If the non-resident bidder's state has a resident bidder preference law, a copy of that law shall be submitted with the proposal form; Or if the state has no such law then a statement indicating this shall be submitted w/ the proposal form. c. Bidders, at the time of bid opening, will be presumed to have inspected the site, read and become thoroughly familiar w/ the drawings and project manual including all addenda. d. Bidder shall fill in all applicable blank spaces on the proposal forms including: base bid proposal, alternates, unit prices, certificate of responsibility numbers (include Mechanical, Plumbing, and Electrical), acknowledgement of all addendums, etc. e. Any addenda to the drawings or project manual issued before or during the time of bidding shall be included in the proposal and become a part of the contract. f. Bids will be publicly opened shortly after the time stated in the advertisement for bids.

8 g. Any protest must be delivered in writing to the Owner within 24 hours after the bid opening. h. Any claim of error and request for release of bid must be delivered to the Owner within 24 hours after the bid opening. The bidder shall provide sufficient documentation with the written request clearly proving an error was made. i. Bids are to be held good for a period of forty-five (45) days after the bid date. 4. Contract time for the project is 365 calendar days from the issue of Notice to Proceed. There will be $500/day liquidated damages per calendar day beyond that time. 5. The University may request that no work take place on certain days due to football games on campus or other events. The contract time will be adjusted for these occasions as they occur. 6. Base bid includes all work indicated on the drawings and specifications except for the additive alternates as described. Discussed the scope of work in the 3 additive alternates: 1. Provide all labor, material, and equipment necessary to furnish and install the Lecture Hall Fixed Seating per Section in Auditorium 162 and Fixed Tiered Classroom Seminar Tables per Section , complete as indicated on the drawings and in accordance with the specifications. 2. Provide all labor, material and equipment necessary to construct the new construction at the north end of Seminar 168, including the Commercial Kitchen and Dining Area, complete as indicated on the drawings and in accordance with the specifications. 3. Provide all labor, material and equipment necessary to furnish and install Kitchen Equipment and Casework for the Commercial Kitchen (Rooms A105, A109, A112) complete as indicated on the drawings and in accordance with the specifications. 7. Discussed the Allowances for the project to include: 1. Energy Management and System Control Allowance in the amount of $240, Refer to Section Discussed Utilities: Temporary Utilities will be as required in Section The Prime General Contractor shall make arrangements for and furnish all water, electricity and other utilities necessary for construction purposes. A written agreement must be reached on how all utilities (water and electricity) will be furnished and the rates the Contractor will be charged. A copy of the final agreement signed by the Contractor and the Institutions or Agency must be forwarded to the Owner. 9. Stated that the building has been designated a Mississippi Landmark by the State of Mississippi through the Department of Archives and History. All work shall be in accordance with the Mississippi Antiquities Law ( Et, al, of the Mississippi Code, 1972 as amended) and the Secretary of the Interior s Standards for the Treatment of Historic Properties. 10. The lay-down area and contractor employee parking area was discussed as being on the project site. The contractor will be required to secure the site. 11. The contractor shall be responsible for any damages to existing landscaping, irrigation systems, etc., and shall restore all damaged areas to their original condition.

9 12. If the contractor needs to block any campus handicap access, they shall coordinate the requirements with USM, and install temporary alternate access as required. 13. It was stated that there will be zero tolerance for any construction workers fraternizing with students, faculty, or staff. 14. It was clarified that the Owner will pay for third-party structural testing services that are required by IBC and described in the Construction Documents on Sheet S1.01. The balance of all remaining testing that is required in the plans and specs is to be employed and paid for by the Contractor. 15. The Davis-Bacon Act is not a requirement for this project. 16. RFIs that require an addition or change to the drawings or specs will be included to the contract documents by addendum. 17. Any and all RFIs to should be submitted in writing via to architect's office by end of day Friday, June 23, 2017 so that responses can be incorporated in final addenda to the contract documents if necessary. The final opportunity for an addendum is Monday, June 26, Anyone requiring access to the building, after this Pre-Bid Conference shall contact and coordinate with Sara Hill (601) It was noted that all Contractor s will need to read and review the Section University of Southern Mississippi Special Conditions. 20. The successful bidder will be required to obtain USM Parking Permits for all vehicles, or pay the fines. 21. Meeting adjourned to the site for further discussion. NOTE: ALL MECHANICAL, PLUMBING, AND ELECTRICAL SUB-CONTRACTORS MUST BE LISTED ON THE PROPOSAL FORM AT TIME OF BID. THEY MAY NOT BE CHANGED AFTER THE BID OPENING. - End of Minutes
