2 1. INTRODUCTION The Cllectin Site Guidelines are intended t prvide practical guidance t peratrs wh will be participating as Cllectin Sites in the Manitba Paint Recycling Prgram (the Prgram ). These guidelines are nt intended t replace any Prvincial and Federal regulatins standards, acts r regulatins nr relieve the peratr f any bligatins under the regulatins. Prduct Care Assciatin (PCA) accepts n respnsibility and assumes n liability arising frm the use f the infrmatin cntained in this publicatin. Backgrund Infrmatin The Husehld Hazardus Material and Prescribed Material Stewardship Regulatin under the Waste Reductin and Preventin (WRAP) Act requires brand wners f certain types f paint t perate a prvince wide paint recycling prgram t manage pst cnsumer leftver paint.pca is the nn-prfit industry assciatin which has develped, and will perate, the Prgram n behalf f the paint brandwners. PCA has cntracted with lcal gvernment, paint retailers and ther businesses, such as reginal recycling centres, t act as cllectin sites fr cnsumers t return leftver paint. 2. PRODUCTS ACCEPTED The Prgram includes architectural paint (husehld paint) in cntainers under 25L in size, and all paint aersl,(autmtive, industrial etc.). There are tw majr types f architectural (husehld) paints sld t cnsumers: latex r water-based paints and alkyd r slvent-based paints. Bth types are accepted by the prgram regardless f the sheen/glss r finish, slid r transparent. The Prgram accepts leftver paint frm any categry f paint cnsumer including: Hmewners Cmmercial painters Businesses See Appendix A: Prducts Accepted/Nt Accepted

3 3.2 Cllectin Site Supplies Paint Cans Paint Aersls String prducts crrectly: Immediately place the paint cntainer inside the bin place 5 galln pails in the bttm f the bin all cntainers shuld be packed upright and tightly tgether Pack paint aersls int the 205 L drums. D nt verfill bin r drum. Replace the lid n the bin r drum. 3.4 Shipment Prcedures Arranging fr shipment: T rder a pick-up call PCA at and indicate: Yur cllectin site/cmpany name and lcatin. The number f bins r drums fr pickup. The transprter will prvide: Labels t apply t the full tubskids/drums Transprtatin f Dangerus Gds (TDG) labels t be appliedt the replacement tubskid r drum befre use. Shipping dcument fr yu t sign. Preparatin fr shipment: Ensure the lid f the cllectin cntainer is secure and fits flat ver the cntainer. Ensure that the cllectin cntainer has the prper TDG label affixed. Sign the shipping dcument prvided by the transprter.

4 PRODUCTS ACCEPTED/NOT ACCEPTED (appendix A) Architectural (Husehld) Paints (Maximum Cntainer Size: 25 Litres) All cntainers must be prperly sealed, labeled and in riginal cntainer. Full, partially full and empty cntainers are acceptable. ACCEPTABLE HOUSEHOLD PAINTS Interir & exterir : latex, acrylic, water-based, alkyd, il-based, enamel All types f finishes & sheens including textured Deck catings & flr paints (including elastmeric) Cncrete, drywall, stucc & driveway paints and sealers (nn-tar-base) Marine paints (except antifuling) Melamine, metal & anti-rust paints Stains & shellacs Stain blcking paints Swimming pl (single cmpnent) Varnishes & urethanes (single cmpnent) Wd and masnry water repellents & sealers Wd finishing ils & preservatives (cntaining n pesticides) Already empty paint cntainers Paint Aersls (Maximum Cntainer size: 660g r 24 z) All types f spray paint r paint aerslsincluding cnsumer, autmtive and industrial aersls. Already emptied, partially full r full cntainers are accepted. UNACCEPTABLE PRODUCTS X Brushes & rllers X Bulging cntainers X Caulking cmpund, epxies, glues r adhesives X Clrants & tints X Deck cleaners X Industrial paints & finishes (baked-n, heat resistant etc ) X Nn-aersl autmtive paints X Nn-aersl craft paints X Paint thinners, mineral spirits r slvents X Pesticide cntaining prducts e.g. creste X Quick drying paints X Resins X Rf patch r repair X Tar-based r bitumen based prduct X Traffic r line marking paint X 2 part r cmpnent paints X Imprperly sealed cntainers r leaking X Unidentifiable r unlabelled cntainers

5 Examples f Unacceptable Prducts This is an unacceptable cntainer based n a number f reasns. 1. It has n label. 2. It is an unknwn prduct. 3. Nt Prperly Sealed. 4. Cntainer integrity is in questin. Resins are nt acceptable t the prgram at all.

6 This prduct is nt acceptable fr tw reasns. 1. It is nt prperly sealed. 2. It is an industrial prduct. Nn-aersl (liquid) autmtive paint is nt accepted by the prgram. Clrants, tints and ther paint additives are nt accepted by the prgram.

7 Rfing prducts are nt accepted by the prgram. Indicatrs n the label such as quick drying are usually a sign that it is an industrial prduct. WHMIS labelling is anther indicatr that a prduct is fr industrial r cmmercial use and nt accepted by the prgram.

8 Other symbls, such as this dangerus gds transprtatin label, indicate that a cntainer is an industrial prduct and nt acceptable in the prgram. Paint in glass cntainers are unacceptable unless it is the riginal labelled cntainers, as in the case f sme brands f shellacs.

9 Part A, part B, r tw-part paints are industrial and are therefre unacceptable. Transprtatin f dangerus gds label is an indicatin f an industrial prduct and is nt acceptable in the prgram. Traffic marking paint is an industrial prduct and is nt acceptable.

10 All glues, cntact cement and adhesives are nt acceptable. Wd preservatives that cntain pesticides are nt acceptable. This is a nn-aersl liquid autmtive paint which is nt accepted by the prgram. Only aersl autmtive paint may be accepted.

11 This is an industrial catalyst and is nt acceptable in the prgram. All catalysts are nt accepted by the prgram. Paint strippers are nt acceptable. Quick dry, rapid dry, rapid cure, fast dry etc. are unacceptable as they are industrial paint prducts.

12 Unlabelled cntainers r unknwn prducts are nt acceptable at all. Anti-fuling paint cntains pesticides. It is nt an acceptable prduct. Antifuling r marine bttm paint is nt acceptable. Crrsive prducts such as bleaches, cleaners and ther acids and bases are nt acceptable.

13 Fundatin Catings are nt acceptable. Fundatin Catings and Damp Prf Catings are nt acceptable.

14 Paint nt in riginal cntainers is nt acceptable. Paint nt in riginal cntainers is nt acceptable. Paint nt in riginal cntainers is nt acceptable.

15 Nitrcellulse based paints are nt acceptable. Paint thinners and items labeled Industrial are nt acceptable. Unknwn items r unlabelled cntainers are nt acceptable.

16 Catalysts are nt acceptable. Paints labelled as Industrial Use Only are nt acceptable. Turpentine and Paint Thinners are nt acceptable.

17 Flr Finishes are nt acceptable. Acids are nt acceptable. Drywall cmpund is nt acceptable
