4 EXECUTIVE SUMMARY The Public Art Framewrk prvides the Twn f Gawler and the brader cmmunity with a guide fr understanding and develping public art. The dcument is divided int fur sectins: Public Art Overview Public Art Plicy Public Art Develpment Guidelines Public Art Actin Plan The dcument is designed t guide the wrk f Twn f Gawler in relatin t the develpment and maintenance f public art and encurage ther stakehlders t cntribute t public art initiatives in the Cuncil area. The first sectin, WHAT IS PUBLIC ART prvides a definitin f public art that is referenced thrughut the remainder f the dcument. It utlines the varius types and purpses f public art and includes several case studies that demnstrate its value n a number f levels. The POLICY utlines the parameters fr Cuncil t abide by when develping public art and the Guidelines prvide a hw t guide fr artists, grups and businesses wh wuld like t develp public art. The GUIDELINES includes detailed instructins n develping public artwrk frm writing a basic prject plan t implementing a management and maintenance plan. 5 SECTION ONE WHAT IS PUBLIC ART? DEFINITION Public art is artistic expressin presented in tw r three dimensinal frm and installed in places where the public has regular access. It can be situated indrs, in places such as shpping malls, civic centres r libraries r utdr spaces such as parks, rad reserves, car parks and alng pedestrian crridrs. Prviding the public has regular and easy access t the artwrk, it can be virtually anywhere. Public art can be permanent, temprary r ephemeral and it can take many frms including paintings, sculpture, sund installatins, text, phtgraphy, prjectins r invlve street-scaping that has been artist designed. It can be f any scale with the size and nature f the artwrk ften influenced by the surrunding envirnment. Creating r develping public art is ften referred t as cmmissining, with an artist r arts rganisatin cmmissined t create a site-specific piece f art. Public art has an intrinsic relatinships with the site it is lcated and bth the artwrk and the site generally infrm each ther. Whilst murals and histric based figures are cmmnly recgnised, examples f ther public art include: A realist r abstract sculpture. Imagery r decratin integrated within a building structure. Prse r petry inscribed in public places such as n ftpaths r walls. Digital artwrks that may include mving r still images r sund. A memrial place, figure r scrll. A temprary artwrk made frm less durable r natural materials such as paper r textile. The develpment f public art can be instigated by anyne but given the public nature f it, gvernments at varius levels are ften invlved, either as a service prvider prviding funds r ther supprt, facilitatr, wner, custdian r regulatr. Develpers f public, private and cmmercial infrastructure ften chse t include public art as part f new facilities r redevelpments and ther entities such as cmmunity rganisatins, crpratins and educatinal institutins cmmissin public art fr a range f different reasns. 6 PURPOSE AND VALUE The rle f public art in the cmmunity is diverse with wrk created by different grups fr many different reasns. It can be t mark an ccasin r acknwledge an histric figure r happening r it can be simply t enhance the landscape and prvide a fcal pint fr a large pen space. Whilst art has an intrinsic value in its wn right, n an instrumental level, public art can have psitive impact n a variety f things including the way peple mve arund in a space, health and wellbeing, turism, cmmunity pride and wnership and educatin. The purpse f public art can be any f the fllwing: T beautify r enhance a public space. T influence the way peple mve thrugh a space such as pedestrians taking a particular rute thrugh a reserve r vehicular traffic slwing dwn at a particular pint. T celebrate r acknwledge a histrically significant event r place. T encurage visitatin and enhance visitr experiences. T individualise a particular site and create a recgnisable icn which can be used in cnjunctin with place-based branding and prmtin. T raise awareness r educate n a particular issue r theme such as multiculturalism, the envirnment, children and yung peple r civic respnsibility. T reflect and celebrate the identity and values f the peple and the places they live, wrk r visit cnveying characteristics and/r stries that are relevant t the lcal cmmunity. 7 Public Art Case Studies Althugh difficult t assess, the benefits f public art are widely dcumented with ecnmic, scial and envirnmental utcmes achieved thrugh public art prjects. The fllwing case studies demnstrate the benefits f public art in a variety f settings: Achieving Icn Status and Develping New Incme Streams The Califrnia Department f Transprtatin (Caltrans) invested the mandated 1% f the building budget n public art fr its new headquarters in Ls Angeles in Despite sme initial skepticism, the artwrk, which features illuminated clured tubes n the exterir f the building, has brught in revenue fr the Department. The artwrk has given the building a striking and unique aesthetic nature that has made it a sught after site fr mvie, televisin and phtgraphy back drps with Caltrans receiving substantial nging incme by licensing the entry plaza f the building fr these types f activities. The building has als been displayed prminently in print publicatins arund the wrld, establishing the site as a Ls Angeles icn. Public Art Changing Perceptins abut Cmmunity Safety First develped in 2006, Ncturnal is a night-time festival f temprary Public Art installatins presented annually in the City f Greater Dandenng, in Melburne s Suth East. The event aims t reinvigrate Dandenng s cmmercial centre after dark and change perceptins abut safety in the area. A range f artwrks is develped fr the festival using lights and large-scale prjectin. These are presented alngside a range f ther activities including perfrmances and night-time turs, which illuminate many f the city s laneways, car parks and streets and prvide a sense f vibrancy and safety fr participants. After the 2013 event 42% f participants reprted that their perceptins f Dandenng at night had imprved this figure rse t 90% after the 2015 event. Twn f Gawler Public Art Framewrk

8 Attracting Visitrs and Prviding a Catalyst fr Ecnmic and Cultural Grwth The Angel f the Nrth is a large-scale public artwrk in the nrth f England, situated alngside a majr highway that runs thrugh Gateshead Cuncil. Created by Antny Grmley and cmpleted in 1998, the artwrk is 20 metres high, 54 metres wide and weighs 200 tnnes. Over 150,000 visitrs see the Angel each year in additin t the 90,000 drivers wh see it frm the A1 highway n a daily basis, which equates t abut 33 millin peple per year. It is ne f the mst viewed pieces f art in the wrld. A pivtal wrk fr the Gateshead Cuncil s Public Art Prgram, its impact has helped win funding fr ther majr prjects including the Millennium Bridge, the Centre fr Cntemprary Art and the Sage Gateshead Music Centre. It has als greatly increased financial, business, media and arts interest in the regin. Influencing Public Plicy and Infrmatin Access Particle Falls is an envirnmentally themed temprary public artwrk develped in San Jse, Califrnia in Featuring a cascade f light installed n the wall f a prminent building, it reflected the vlume f particle matter air pllutin in the air at any given time. The greater the presence f particle matter in the air, the brighter and strnger the waterfall f blue light appeared. With the number f peple dying frm airbrne particulate pllutin tripling each year in 2009, the wrk cmmunicated an imprtant envirnmental health issue. An imprtant aspect f the prject was breaking dwn the barriers t access infrmatin regarding air quality. Thrugh cllabratin with Air Nw, an pen data platfrm fr air quality, the artists Andrea Plli and Chuck Varga, were able t cntribute t imprving the quality f data released t the public by the US EPA. 9 TYPES OF PUBLIC ART As suggested in the definitin, public art is diverse in size, type and lcatin. Artists can interpret a range f ideas and cncepts thrugh artwrk, which can be quite literal and bvius r smetimes mre subtle and abstract. There are lts f ways f describing public art with the fllwing prviding an verview f public art types. Artwrks can fit int mre than ne categry. PERMANENT TEMPORARY EPHEMERAL Artwrk that is designed t last fr a lng perid f time usually a minimum f twenty years but generally fr much lnger. Permanent public artwrk is ften made f stne r brnze and lcatin and installatin are imprtant cnsideratins. Memrials and cmmemrative artwrks are cmmn examples f permanent public artwrk. Artwrk that is psitined in r created within public place fr a shrt time. Unlike ephemeral artwrk it wuld need t be packed up r mved at the cmpletin f a shrt timeframe frm a few minutes t a few mnths. It can be made frm less durable materials r be a perfrmance r installatin f several elements that link tgether. Artwrk that has a very brief lifespan and is ften designed t break dwn in the envirnment with little interventin required fr clean up. Fr example sand sculptures at the beach r mandalas made frm natural fibres culd be created in-situ, enjyed fr a few days and then disperse naturally back int their envirnment. INTEGRATED FUNCTIONAL COMMEMORATIVE Artwrk that is incrprated int the fabric f a building r place such as an artistically designed façade, landscaping r specially cmmissined fittings fr the flr r ceiling. This type f public art usually invlves an artist wrking in cllabratin with architects, interir designers and builders fr new r redevelped facilities. Artwrk that is created with an alternative cmplementary functin in mind such as smewhere t sit r t add light. Often develped fr playgrunds, parks and in main street, functinal public artwrk such as bllards, interpretive signage bards r furniture gives envirnments a unique flavr. Artwrk that is designed t memrialise r cmmemrate a persn, place, event r thing. These ften invlve figurative frms that incrprate sme explanatry text with names and/r stries. 10 Design, Cnstructin and Installatin The develpment f public art can happen in a variety f ways. An individual r grup f artists can manage and facilitate the entire prcess including design / frmulatin, fabricatin / cnstructin and installatin. Alternatively the artwrk can be designed t specificatin by an artist(s) that cllabrates with a range f ther specialist trades peple, craftspeple r labrers wh help t cnstruct and install the wrk. Fr example a sculptr might design an artwrk and then wrk with a metal fabricatr t make varius elements, which are welded tgether and plished by anther specialist tradespersn. Public artwrk can als be created in cllabratin with the cmmunity. An artist can take n a leadership rle and wrk with cmmunity members wh actively participate in designing, creating and/r installing the artwrk. Alng with high quality artistic utcmes, public art created in this way can prvide pprtunities fr peple t develp skills and make scial cnnectins. This prcess is ften referred t as cmmunity centred practice r cmmunity art. Alternatively the artist may wrk in a cnsultative manner with the cmmunity wh infrm the artwrk thrugh their stries, ideas and values prviding cntext and themes. Twn f Gawler Public Art Framewrk

11 SECTION TWO PUBLIC ART POLICY 1. Purpse The purpse f this plicy is t utline the principles that gvern funding, acquisitin, management and dispsal f public art in the Twn f Gawler. 2. Scpe This plicy relates t: Public artwrk develped and maintained by Cuncil. Private land develpers, artists and cmmunity grups cnsidering creating public artwrks n Cuncil land and in public pen space. Public art integrated int the design f new buildings r pen space precincts. The plicy needs t be read in cnjunctin with Sectins One, Three and Fur f the Gawler Public Art Framewrk. 3. Definitins *Public Art: Refers t wrks f art in any media that have been planned and executed with the specific intentin f being sited r staged in the physical public dmain, usually utside and accessible t all. De-accessin: Is the prcess f remving and dispsing f public art wrks. Mral Rights f Artists: Mral rights are rights individual creatrs have in relatin t cpyright wrks they have created. Creatrs have the right t be attributed (r credited) fr their wrk; nt have their wrk falsely attributed and nt have their wrk treated in a dergatry way. Develping Party: The individual r rganisatin that instigates and leads the develpment f a public artwrk within the public realm. Public Realm: Any publicly wned streets, pathways, right f ways, parks, publicly accessible pen spaces r any public civic buildings and facilities. *The varius types f public art including permanent, temprary, ephemeral, functinal, integrated and cmmemrative are utlined in detail in Sectin One f the Gawler Public Art Framewrk. 12 4. Cuncil s Rle in Public Art Twn f Gawler understands the benefits f public art and is cmmitted t encuraging, develping and managing public art initiatives in Gawler. Cuncil has many rles in relatin t public art. It is bth manager and regulatr but Cuncil is als a facilitatr and agent that develps public art bth independently and in cllabratin with ther stakehlders. 4.1 Cuncil as Public Art Manager Management f public art includes general maintenance, insurance and any ther decisins in relatin t the artwrk including de-accessining and significant repairs that are beynd the anticipated maintenance schedule e.g. damage caused by unexpected elements such as a majr strm r fire. The develping party wns the public artwrk unless a transfer f wnership takes place by mutual agreement with anther party, which may be Cuncil r a third party. If the develping party includes multiple partners, wnership f the artwrk will be nminated in the prject Memrandum f Understanding (MOU). Fr example if public art is created n the wall f a building by smene ther than the prperty wner, the wnership f the artwrk and management respnsibilities will be determined in the MOU. Management f public art is the respnsibility f the wner unless a management agreement is put in place between Cuncil and/r anther third party. Twn f Gawler is respnsible fr the management and care f Cuncil wned public art. Cuncil wned public art is listed n the Twn f Gawler Public Art Register. If Cuncil has taken respnsibility fr the management f existing public artwrks that were develped by thers, wnership is presumed t have transferred t Cuncil. E.g. If a service club created an artwrk 20 years prir and Cuncil has managed the artwrk including insurance, maintenance and repairs in that time Cuncil will be cnsidered the wner f the artwrk. 4.2 Cuncil as Public Art Regulatr The develpment f public art by Cuncil r external develping parties will be subject t Cuncil s planning and develpment prcesses and plicy. The installatin, repair r remval f public art n public land must adhere t Cuncil s Wrk Health and Safety prcesses and plicies. Twn f Gawler Public Art Framewrk

13 4.3 Cuncil as Public Art Facilitatr / Agent The bjectives in relatin t the develpment f public art ver the next ten years are utlined in the Gawler Public Art Actin Plan (Sectin Fur). The Twn f Gawler will perate as a service prvider - partnering with thers, supprting public art thrugh funding and as a develping party in its wn right, t achieve the bjectives utlined in the Plan. The Twn f Gawler will adhere t the guidelines included within this plicy and the brader framewrk, wrking cllabratively with the cmmunity, businesses and ther gvernment and nn-gvernment agencies t fund and develp public art. 5. Acquiring and Cmmissining Public Art When develping public art either independently r in cllabratin with thers, Cuncil will adhere t all relevant Cuncil plicies and prcedures including Wrk Health and Safety and Prcurement. Cuncil will develp public artwrk that aligns with strategies utlined in existing r new dcuments assciated with the public realm, arts and cultural develpment, place-making and pen space and recreatin planning. Fr example Gawler s Cmmunity Plan, the Arts and Culture Strategy, Residential Twn Character Study and the Integrated Urban Design Framewrk wuld be cnsidered when develping public art. 5.1 Develping Permanent Public Art When develping new permanent public art, Cuncil will fllw the Open Cmpetitin Mdel as utlined in Sectin Three f the Framewrk fr a minimum f 70% f public art prjects undertaken ver five years. The Open Cmpetitin Mdel includes the fllwing elements as part f the prcess: Preparatin and circulatin f brief Expressin f interest Shrtlisting by the Public Art Selectin Panel Design cncept Final Selectin by the Public Art Selectin Panel Cntract Cnstructin / installatin The remaining 30% f public art prjects, which result in permanent artwrks, may be develped thrugh any f the fllwing prcesses: Direct invitatin A specific artist r grup f artists is cntracted t respnd t Cuncil s brief and create a permanent artwrk. Limited cmpetitin A small number f artists, between three and six, are invited t express interest in Cuncil s brief and cmpete with a small number f artists fr selectin. 14 Cmmunity Arts and Cultural Develpment Cuncil directly cntracts a lead artist t wrk with cmmunity members t cllabratively create an artwrk. Direct Purchase Cuncil purchases an existing artwrk fr installatin in the public realm. Acquisitry Prize An exhibitin f sculptures with the winning artist awarded a prize and the artwrk acquired. All f the prcesses listed abve and are utlined in Sectin Three f the Gawler Public Art Framewrk. Permanent public art includes permanent public art that is integrated, functinal r memrial in nature Selectin Panel Cuncil will frm a Public Art Selectin Panel t adjudicate the selectin f a permanent public art prpsal frm a limited r pen cmpetitin, the preferred artist fr a direct invitatin r the direct purchase f an existing artwrk. Public Art Selectin Panels will be cnvened temprarily each time a public art prcess is being undertaken by Cuncil and membership may vary depending n the nature f the prject. Terms f Reference will be established by the Panel at its first meeting, and will include a decisin making prcess that preferences decisin by cnsensus. The Public Art Selectin Panel will frward a recmmendatin t Cuncil fr their apprval. Apprval by Cuncil f the recmmendatin will trigger the disbandment f the Public Art Selectin Panel. The Public Art Selectin Panel will include Gawler staff representatives frm the Cmmunity Services, Wrks and Engineering and Cuncil s Dept Operatins Departments. Other members f the Panel will be appinted depending n the prject ensuring stakehlder representatin and artistic expertise. Sitting fees may be payable t artists and cmmunity members fr Public Art Selectin Panel Meetings depending n specific circumstances f the Panel Member and the schedule f the Panel. 5.2 Cmmissining Temprary Public Art Cuncil may cntract artists t create temprary r ephemeral public art fr a specific purpse r event. An artist may be directly selected r artists may be invited t submit prpsals that respnd t the requirements f Cuncil in relatin t the event r purpse Unslicited Public Art External parties including individuals, cmmunity rganisatins r ther private r cmmercial entities, may ffer unslicited public art t Cuncil utside f any planned cmmissining r acquisitin prcess. This may include a prpsal t create a permanent r temprary public artwrk r t dnate r sell an existing artwrk fr installatin by Cuncil in the public realm. Twn f Gawler Public Art Framewrk

15 Upn receipt f unslicited public art prpsals Cuncil will cnsider the prpsal and assess if acquisitin f the wrk is in keeping with Cuncil s current prgram and cllectin develpment. Cuncil will cnsider the fllwing: The nature and relevance f the artwrk in relatin t cmmunity needs and values. The relevance f the artwrk in relatin t Cuncil s existing public art cllectin. Cst f installatin and management f the wrk fr the duratin f its life and the availability f funds in Cuncil s existing budget. Partnership pprtunities, particularly fr the develpment f new public artwrks. The significance f existing artwrk and the utcme, if Cuncil des nt acquire it. Cuncil may either accept r decline the dnatin and/r prpsal and make recmmendatins in relatin t the artwrk fr the develping party. A Public Art Selectin Panel may be appinted t assist with the assessment. 6. Funding Public Art 6.1 Grants and Funding A range f public and private funds are available thrughut Australia that can supprt Public Art prjects. Funding and/r spnsrship will be sught by the Twn f Gawler Cuncil t supprt Public Art Prjects wherever pssible. Details regarding funding pssibilities and securing grants is detailed in Sectin Three f this Dcument Public Art Guidelines, frm page Percent fr Art Scheme A minimum f 1% f the grss cnstructin csts fr capital prjects undertaken by Cuncil including new buildings, existing buildings, which are t underg a majr refurbishment, significant landscaping prjects and land develpments (excluding land acquisitins) will be allcated t the develpment f public art. Funds maybe allcated t create wrk adjacent t r in the capital develpment r depsited int a Public Art Fund t enable a reserve t be built up t expected n public art prjects identified and apprved by Cuncil. 6.3 Develper Cntributin Scheme Cuncil will wrk with cmmercial and private develpers t facilitate cntributins and investment in Public Art. Cntributins twards the prvisin f Public Art will be cnsidered and ultimately prvided by develpers during the rezning r building / planning apprval prcess, whilst Cmmunity Infrastructure r Develper Cntributins Schemes are being negtiated. Mnetary r in-kind cntributins are bth ptins, which will be explred, and cmmitments negtiated as utlined belw. Thrughut negtiatin perids cuncil staff will have access t dcumentatin highlighting ptential future public art prjects r will develp new public art prjects in cllabratin with stakehlders. 16 During negtiatins with Develpers Cuncil may encurage ne f the fllwing ptins in relatin t cntributins fr public art. Equivalent Cash Cntributin t the Twn f Gawler fr Allcatin thrugh their Public Art Prgram. This ptin is where the develper cntributes the cash equivalent sum t the Gawler Public Art Fund managed by Cuncil. This is used by Cuncil t develp public art prjects that benefit the lcal precinct. On-site Cntributin The develper may cmmissin public artwrk t the value f the public art cntributin and the wrks shall be lcated n the prperty r n publicly wned land adjacent t the develpment with apprval. N.B. The wnership f the artwrk wuld require definitin if this is the preferred ptin. A Cmbinatin f Bth The applicant may cmmissin a public artwrk as part f their develpment and any remaining prtin may g t Cuncil s Public Art Fund. 7. Repair and De-Accessining Prcess Over time fr a range f reasns permanent public artwrk may need t be repaired r remved (deaccessin). Reasns fr repair r remval include the fllwing: Deteriratin f the artwrk as a result f natural aging r weathering. Damage resulting frm natural causes such as a disaster r majr weather event. Damage caused by vandals r as a result f an accident. A change in cmmunity standards r expectatins. E.G. a wrk that includes a water feature that is n lnger deemed apprpriate given water cnservatin standards. A change in the landscape. E.G. a traffic crridr is changed r redevelped. 7.1 Repair f Damaged Artwrk If an artwrk is damaged Cuncil staff will make a full assessment f the damage and frmulate a reprt with suitable recmmendatins in relatin t repair and estimated csts. If Cuncil staff d nt have the apprpriate expertise, utside cntractrs will be sught t undertake the assessment and prepare the reprt. Cuncil will determine a suitable curse f actin based n the reprt, which may include a number f ptins including repair, remval r relcatin. In determining a curse f actin the fllwing cnsideratins shuld be included in the reprt: The nature and severity f the damage and prcess fr repair. Fr example, the repair may invlve the use f replacement materials, are the materials available, will the use f replacement materials detract frm the verall artwrk. The likelihd f further deteriratin r repeated damage regardless f repair. Fr example, is the wrk in a lcatin where the crime rate is increasing and the wrk is Twn f Gawler Public Art Framewrk

Depending n the capacity f the artist and the viability f the qute, accrding t Cuncil s prcurement plicy, Cuncil may chse t cllabrate with the artist in relatin t the repairs. Depending n the artist s current circumstances and the needs f Cuncil, the artist may undertake r manage the repairs persnally, supervise the repairs in cnjunctin with Cuncil staff, prvide advice t Cuncil in relatin t materials and cnstructin r suggest a selectin f ther suitable artists r crafts peple wh are able t undertake the repairs. The artist may nt be alive r declines the right f repair, whereby Cuncil will seek advice frm ther artists r crafts peple that have the necessary skills t undertake the repairs and/r prvide advice. 7.2 De-Accessining Artwrk Prir t de-accessining a public artwrk Cuncil will undertake the fllwing prcess: A recmmendatin fr de-accessining f an artwrk is made by Cuncil Staff r a cmmunity member r rganisatin fr ne f the fllwing reasns: The artwrk is irreparable r restratin is nt viable The artwrk is causing an unacceptable risk t public safety The site is being redevelped The envirnment is n lnger suitable fr the artwrk The artwrk is n lnger relevant r valued by the cmmunity The artist merit f the wrk has diminished The wnership f the artwrk can nt be ascertained and Cuncil are unable t effectively manage the artwrk in an nging capacity Cuncil staff may establish a Public Art Advisry Panel t supprt and infrm the deaccessining prcess. The Panel is similar in representatin t the Public Art Selectin Twn f Gawler Public Art Framewrk

18 Panel, featuring relevant Cuncil representatives frm Cmmunity Services and Wrks and Engineering and representatives frm the brader cmmunity. The Panel will prvide independent and expert advice in relatin t the artwrk in questin and the deaccessining prcess. In cllabratin with the Public Art Advisry Panel, Cuncil will undertake cmmunity cnsultatin t establish cmmunity expectatins in relatin t the artwrk. The cnsultatin will be targeted and include all relevant stakehlders. Fr example, residents r businesses that are in the vicinity f the artwrk, any party invlved in the develpment f the artwrk including the artist and r the artist s descendants and cmmunity members wh identify with the wrk shuld be cnsulted. If the wrk is a memrial r was created t hnur a particular industry r theme then relevant rganisatins can infrm discussins regarding the de-accessining f the artwrk. Fr example if it is war related, the RSL wuld be invlved and if it relates t pineering stries the lcal histrical r agricultural sciety might be invlved. In cllabratin with the Public Art Advisry Panel, staff will frmulate a De-accessining Reprt and frward t Cuncil fr cnsideratin. The Reprt will include: Reasn fr de-accessining alng with evidence t supprt the prpsal The prcess fr evaluating the artwrk and its relevance Relevant Damage Assessment Reprts The histry and prvenance f the artwrk including its riginal purpse and the parties invlved with its develpment Results f the cmmunity cnsultatin Re-lcatin r lng term strage ptins Ptential financial impact including the cst f repair, nging maintenance, remval, strage and relcatin A time line fr de-accessining If Cuncil chses t accept a recmmendatin t de-accessin the artwrk the decisin will be publicised thrugh lcal media and the cmmunity prvided with 28 days t bject the decisin in writing. If n bjectins are made, the wrk will be remved. If bjectins are received, Cuncil will cnsider these at its earliest cnvenience and review the decisin in light f any further infrmatin that has been prvided. If the artwrk is deemed t pse an unacceptable risk t public safety, measures may be taken by Cuncil t secure the artwrk until the matter has been rectified. Purpse Determining the key purpse f the artwrk is an imprtant starting pint when develping a public art prject. Public Art prvides an artistic fcal pint in a public space but it can have scial, cultural and ecnmic benefits als and it is imprtant t ask these questins Why d we want t create this artwrk and hw will creating the artwrk achieve this? Answering the why questin is smetimes easier we want t make the space lk better r we want t celebrate an histric milestne are ppular answers t the questin. Often there is mre than ne answer t the why questin because f the ptential fr public art t achieve a brad range f utcmes. It is recmmended, that tw t three key bjectives be identified. Refining the bjectives will make articulating the prject t thers easier and help when develping partnerships, applying fr funding and preparing the Artist s Brief. Fr example public art almst always enhances a public space but the primary reasn might be t raise awareness abut an issue such as climate change r recnciliatin. The awareness-raising bjective is mre imprtant and shuld be the fcus fr the prject develpment. When develping a public art prject think abut the fllwing cnsideratins: Identify the site in cnjunctin with the prject bjective and ensure the tw cmplement each ther. Which came first, the site r the artwrk? Smetimes when building r creating new places either inside r utside, develpers allcate a site(s) fr public art t be created. Alternatively an rganisatin may have a site that lends itself t public art but they have nt yet cnsidered the purpse f the artwrk. If this is the case it is imprtant t cnsult with relevant stakehlders architects and designers as well as the develpers t understand the site allcatin; they may have had aspiratins fr hw the artwrk fits in with the verall design f the place r that it has a functinal capacity in the way peple behave in the space. Access t the site fr installatin purpses needs t be thught abut als but these will be articulated in the Artist Brief. What happens at the site? The activities and interactin f peple at the site will impact n the type f artwrk that suits the place. Is it a place where peple g t scialise, shp, relax, exercise r wrk? What types f businesses are nearby and are there industry clusters? What types f peple g t the site; yung peple, turists, wrkers, families? Understanding the activity and the peple prvides insight int the audience which the public art prject may be trying t reach, affect r change. Physical Characteristics? An audit f the physical characteristics f the site shuld be undertaken with cnsideratin given t the things that can t be changed and the things that are flexible. Fr example the size the site and the adjacent buildings will generally be unchangeable but the landscaping and flra arund the site can be changed, mved r enhanced t cmplement the artwrk. 24 MAKING A PLAN Develping a prject plan is an imprtant element f a public art prject and the template belw prvides a way f develping a basic prject plan. It desn t need t be verly detailed but when wrking with thers it is imprtant that everyne is n the same page. Make a plan, keep it simple and be realistic abut yur timeframes. This planning prcess is mre geared twards the develpment f permanent public art. Temprary r ephemeral artwrk may be develped as part f a festival event and generally require less funding, planning and / r resurces. The planning template belw can still be utilised but sme items may nt be relevant including thse related t wnership and nging maintenance. Sme temprary public art prjects are quite large and may require detailed planning and develpment; take the artwrks created by Christ and Jean Claude fr example, they are hugely successful examples f temprary public art that has significant impact. The green italics text included in the template prvides sme advice regarding what t input r gives examples. When frmulating yur plan remember these imprtant things: Have Realistic Timeframes frm idea t installatin can take sme time and whilst that can be frustrating it als gives peple in the cmmunity a chance t get t think abut the idea f the artwrk and pssibly cntribute in sme way. Funding Public Art Prjects are challenging and can take sme times gd public art csts a cnsiderable amunt f mney, but it is wrth the wait and the investment! Keep stakehlders infrmed alng the way including the cmmunity, partners and investrs. As suggested earlier in the Guidelines the site might have cme first but an assessment needs t be undertaken t help with the artists brief and determine any issues that might need t be addressed. The wner f the artwrk will be respnsible fr its maintenance and repair if it is damaged and any insurance requirements. If a cmmunity grup is develping in a public space, they may wrk cllabratively with Cuncil r anther public bdy that will ultimately take respnsibility fr the artwrk in terms f insurance and maintenance. The amunt and nature f cnsultatin yu undertake will depend n a few different things including the bjectives f the prject, the site and wh the partners and stakehlders might be. A legally binding cntract shuld be prepared and signed which clearly articulates expectatins, milestnes and reprting requirements. Insurance requirements shuld als be dcumented. Depending n the site, the nature f the wrk and Cuncils planning rules, planning apprval may be required. It is imprtant t cnsult with Cuncil s planning team t evaluate if an applicatin is necessary and hw the prject will be assessed in relatin t this prcess. Preparatins t the site as agreed with the site wner / manager and the artist shuld be dcumented and undertaken in cllabratin with them. The installatin f the artwrk is ften the respnsibility f the Artist but this shuld be clsely mnitred by the Prject Team and ensure it is being undertaken accrding t expectatins in terms f quality and frm the perspective f wrk health and safety. Celebrate the artwrk with an fficial launch invite partners, spnsrs, funders, the artist, cmmunity members and the media t launch the wrk and prmte its value and purpse. Evaluate the prject against yur expectatins, which includes yur bjectives and the milestnes in yur plan. Partners, the prject team and the artist will be invlved and it may be as simple as inviting them t prepare a shrt evaluatin statement that explains hw the prcesses and utcmes f the prject met with their expectatins. This will help infrm the next prject! This shuld have been addressed earlier as part f the Ownership / Manger part f the prject plan. It is imprtant t review at this stage nw that the artwrk and any site changes have been cmpleted. COSTS: A general idea f cst expectatins is enugh with a mre detailed budget develped as the prject prgresses. A detailed budget will need t be prepared befre circulating a brief and will mst likely be prepared as part f a funding r spnsrship prpsal. 27 Cnsideratins when estimating the prject csts include: Prject Management this may be vluntary, in-kind r managed by a partner r prject leader such as Cuncil. Site Csts site preparatin, purchase etc. Artist Fees this may include fees fr multiple artists during the cncept develpment and design phase as well as the cmmissining fee fr the artist. Expert Advice this may include advice frm engineers, architects r trades peple. Media Depending n any relevant advertising csts assciated with cnsultatin, artist recruitment and prmtin f the prject. Launch It desn t need t be huge but an event with light refreshments is nice. Funding Getting funding fr public art is challenging but there are a variety f ptins t cnsider and it is recmmended that multiple surces f funding be cnsidered when thinking abut incme fr a prject. When thinking abut hw the prject can be funded cnsider the fllwing: Be creative when thinking abut funding and lk at a variety f funding surces. Always talk t funding bdies befre putting in an applicatin. In-kind supprt Whilst sme f the partners may nt be able t prvide cash funding sme may be able t ffer prducts r services that can help yu achieve yur gals. Fr example: The artwrk might require a crane fr transprt r installatin and a lcal business might be able t ffer t d this wrk fr free r at a reduced rate. A lcal cncreter might be able t ffer a reduced rate fr putting in ftings r fundatins. Varius suppliers may be able t prvide materials fr free r a reduced rate such as timber, steel, textile etc. Keep in mind that if there is a materials spnsr that this needs t be included in the artist brief t ensure ptential artists are aware and include it in their prpsals. Staged funding yu dn t necessarily need t get yur prject funded all in ne hit and many funding bdies recmmend that a staged funding prcess fr larger public art wrks. They have a range f funding prgrams that may be useful but it is imprtant t nte that there are criteria in relatin t where yu are in terms f being reginal. Creative Partnerships Australia and the Australia Cultural Fund Creative Partnerships Australia has been established by the Federal Gvernment t help fster public and private relatinships in the arts. They can help with advice and supprt t develp philanthrpic supprt. The Australian Cultural Fund is a crwd-surcing platfrm specifically fr arts and cultural prjects and ffers Deductible Gift Recipient Status fr dnrs. Difficult t rely n crwd funding t fund the entire budget but it is gd fr partsupprt r t fund a specific cmpnent. Nn-Arts Funding Bdies There are a range f funding prgrams thrugh nn-arts agencies that still may supprt public art, depending n the verall theme r gal f the artwrk. Fr example if the prject was specifically designed t engage yung peple then the Department Of Yuth may cntribute funds as part f yuth week. Or if the prject is designed t raise awareness abut climate change yu may partner with Landcare wh may have sme funds t cntribute ut f their budget. Think abut the ptential partners and their capacity t bring funds that will help supprt the prject. Cmmunity Funds and Philanthrpy Lts f big crprates have cmmunity funds and there are a large number f philanthrpic trusts in Australia that will fund arts based initiatives. Like any prcess where yu select a specialist t build r create smething n yur behalf there are a range f things that need t happen befre the cntract is signed and all parties need t agree n the utcme. Cmmissining is the prcess f defining what yu want in terms f an artwrk and getting an artist t create it fr yu. As part f the cmmissining prcess a list f criteria is develped which includes the budget, the site, thematic requirements, prcess requirements, timeframes and specific expectatins in relatin t the utcme. In respnse t this, the artist(s) will prvide yu firstly with an idea f what will suit yur needs and if yu like that, they will prgress their cncept further and drawings, phtgraphs and a maquette (mdel). The cntract can be negtiated with the artist and fficially awarded, when a suitable and mst preferred prpsal is selected. CACD prjects invlve the appintment f a lead artist with experience in cmmunity lead practice, t wrk cllabratively with the cmmunity t create a piece f wrk that reflects the culture and identity f the peple invlved. In additin t the artistic gals the prject generally has ther bjectives; respnding directly t a specific issue, increasing cmmunity cnnectedness r imprving health and wellbeing. The Cmmissined Artist will generally rganise and manage installatin, which will mst likely require cnsultatin with a variety f peple. Fr example the installatin prcess may temprarily impact n thers including blcking access r interrupting pwer supplies. The artist in discussin with the Prject Team and thse impacted shuld implement strategies t minimize impact wherever pssible. If issues have been identified during the planning stage and the Prject Team has specific expectatins in relatin t hw the artist will handle these issues, this infrmatin shuld be included in the Brief. Design and Develpment Themes Art Wrk Requirements This sectin describes any key themes fr the prject particularly if the prject has specific bjectives relating t a theme r idea. Artists will naturally wish t cnsult with stakehlders and it is imprtant they are aware f wh they are and hw they are cnnected t the site and the prject. Fr an pen r limited cmpetitin, the Brief shuld include details abut the assessment f the prpsals and what criteria will be used fr evaluatin and hw these will be weighted. Infrmatin abut wh will be assessing the applicatins shuld be included althugh this des nt need t be specific names but where these peple are being surced frm e.g. tw Cuncil Staff, tw Cmmunity Members, a Practicing Artist and a representative frm the Funding Bdy. Required Submissin Materials Prject Budget Time Frame Cmmissining Bdy and Persnnel This is a list f materials required as part f the Expressin f Interest and the full prpsals frm shrtlisted artists. It will include specific requirements in relatin t the length and detail f the CV, the number f images, hw materials will be supplied (hard-cpy r electrnically) and if expectatins in relatin t interviews and presentatins. Details f the prject budget including the fees prvided t the shrt listed artists and the cmmissin fee. Sme Cmmissining Bdies will allcate funds separately fr the cnstructin f ftings r preparing the site and landscaping fllwing the installatin, if this is the case this shuld be indicated in the budget. If the Artist is respnsible fr ftings and site preparatin this shuld be utlined in the Brief. The anticipated deadlines including when EOIs are due, when shrtlisted artists will be ntified, when presentatins will be expected and when the prject needs t be cmpleted shuld all be included. When mapping ut the prject time frame ensure that artists have adequate time t d the wrk, fr example a mnth t get EOIs submitted and fur t six weeks fr shrtlisted artists is reasnable. 37 DEVELOPMENT, CONSTRUCTION & INSTALLATION The develpment, cnstructin and installatin can take several mnths depending n the artwrk and the state f the site. This perid f the prject invlves a range f meetings between the prject team, the artist and ther specialist persnnel t prgress the prject and reslve any issues that may arise. It is recmmended that milestnes be clearly dcumented in the cntract t ensure the prject prgresses accrding t the deadlines. It is als recmmended that a representative frm the prject team cnduct ne tw studi visits t dcument the prject develpment and cnstructin. Prmte the Prject This stage f the prject is a prime time t prmte the prject and whilst it is gd nt t reveal the final artwrk until it is installed, capturing the prgress f the artwrk s develpment and cnstructin and prmting it in the media builds anticipatin. Site Preparatin It is imperative t ensure the site is ready fr the artist t install. Depending n the site varius things may need t be cmplete including earthwrks t dig hles fr ftings and the puring f cncrete. The allcatin f these respnsibilities will have been utlined during the design develpment and cntracting stage and it will be imprtant fr the prject team t mnitr prgress and ensure these wrks are cmpleted accrding t deadlines. Installatin Sme artwrks are cnstructed ff site and installed as a whle piece and thers may be cnstructed n site r be a cmbinatin f the tw. Generally the transprt and installatin f the artwrk is the respnsibility f the artist with requirements utlined in the cntract but it will be imprtant fr the prject team t mnitr the installatin. Sme things t cnsider: Weather puring f cncrete, transprting wrk and installatin may all be affected by weather and it is imprtant t have a cntingency plan and ensure deadlines accmmdate pr weather. Traffic Management the transprt and installatin may interrupt traffic and traffic management plan may need t be implemented, which will invlve Cuncil and/r the lcal Plice. This will need t be rganised well in advance f the installatin and is generally the respnsibility f the artist (depending n what was included in the cntract) but they may need sme supprt frm the prject management team. Wrk health and safety and risk management plans shuld be put in place fr any wrk being undertaken at the site, particularly if the public can access the site. Cvering up the wrk after the wrk is installed yu may want t cver it up (depending n its size) and reveal it at the launch. Mnitr develpment, cnstructin and installatin clsely. Spnsr and funding acknwledgements will have been dcumented in the funding and spnsrship agreements. It is imprtant that the signage is psitined apprpriately s that it des nt detract frm the artwrk but ensure that members f the public can find it easily. EVALUATION An evaluatin shuld be cnducted at the end f the prject that respnds directly t the bjectives f the prject. A range f tls can be emplyed t undertake the evaluatin including surveys, fcus grups and evaluatin statements. The prject team shuld discuss the hw the evaluatin will be cnducted during the prject planning stage. The bjectives f the prject will determine what is t be evaluated and it is imprtant t nte that sme f the desired utcmes may nt happen sme f the time particularly fr bjectives such as attracting mre visitrs t the area. The entry pints are currently marked with reasnably sized signage that features the Twn f Gawler lg installed n the side f the rad. Public artwrks psitined at twn entry pints will prvide a gegraphical and cultural fcus fr peple as they enter Gawler and herald where the Cuncil begins and ends. The artwrks are varius ages and sme require sme maintenance and/r repair. ACTION Develp a public art register fr all artwrks situated in the Cuncil area and ensure any newly develped artwrks are added. The register shuld include the fllwing infrmatin if it is available: Lcatin Title and ther imprtant themes / infrmatin abut the artwrk Ownership and develping party Date f installatin Artist name, cntact details and career infrmatin Physical attributes f the artwrk including size and materials, surface finishes and any ther unique physical attributes Expected lifespan Value and insurance details Phtgraphs f the artwrk being installed alng with internal cnstructin if pssible Phtgraphs f the cmpleted artwrk Details f past maintenance with space fr future maintenance t be dcumented Signage details Cnduct a review f all current public artwrks inspecting current state and assessing any immediate r nging repairs r cnservatin measures that required, relevance / significance and expected future lifespan f the artwrk. Primary Lcatins 1. Gawler Central Business District Gawler s cmmercial hub / main street retail area is an ideal lcatin fr the develpment f permanent, integrated and functinal artwrk. Three areas in the retail centre f Gawler have been identified in the Gawler Integrated Urban Design Framewrk fr renewal and these represent pririty areas fr the installatin f public art. The three precincts include: Gawler Nrth Pineer Park, the railway statin, Gawler Central Shpping Mall and Barssa Valley Way Intersectin. Gawler Central Walker Place, mixed retail strip shpping, Gse Island and River and Julian Terrace. 46 Walker Place Gawler Central Gawler Nrth Gawler Suth There are a number f lcatins that wuld be suitable fr public art within these precincts depending n the street-scaping layuts. Sme artwrks culd be radside and in the view f vehicle traffic whereas thers culd be specifically targeted at pedestrians and situated in reserves and park such as Apex and Pineer Park. The de-cmmissined funtain situated n Light Square in Cwan Street shuld be a high pririty, given the Square s lcatin and visibility and the status f the funtain. 2. Gawler Cnnect The Gawler Cnnect redevelpment at the Gawler Institute and Twn Hall is a substantial undertaking fr the Cuncil and it will becme a will be a fcal pint fr the cmmunity. Integrated Art thrughut the building and/r a large relief artwrk n the façade f the building r a three-dimensinal artwrk within the main fyer r just t the exterir wuld reflect the significance f the prject. Wrking with an abriginal artist / designer and interir designer t intrducing abriginal insignia and imagery thrughut the building wuld merge the clnial heritage reflected n the exterir with the ancient histry f the riginal inhabitants f the regin. 3. Recreatin / Sprts Precinct There are a number f suitable public art sites adjacent t the Gawler Sprt and Cmmunity Centre including alng the riverside bike / pedestrian path that runs behind the Centre and Nixn Terrace beside the Ftball Oval. This precinct wuld be a perfect place t hnr and celebrate the sprting culture in the twn and the values and traditins it prmtes.
