General The Netherlands ranks 4th ut f the 28 EU Member States (within 0.01 f the 2nd rank). It ranks 1st in Cnnectivity with an excellent digital infrastructure which bsts the grwth f the Dutch digital ecnmy and sciety. The Integratin f Digital Technlgy (rank 6) cnstitutes the Netherlands' relatively weakest perfrmance amng the five DESI dimensins Plitical changes; new plicies Enterprise plicy and its instrument mix went thrugh a radical change since 2010, under the impact f the ecnmic crisis. The gvernment wanted t cut back interventin and play a mre facilitating rle, with mainly generic plicies and instruments and leave initiative t the knwledge institutes and cmpanies. It reduced substantially (by tw thirds) direct subsidies t enterprises and shifted supprt twards fiscal deductins fr innvatin and t revlving financial instruments (lans and guarantees). On the ther hand a specific new industrial plicy was launched: the tp sectr plicy, t leverage the impact f public R&D. Tp sectrs are clusters f cmpanies and knwledge institutes that cncentrate the bulk f Dutch R&D, are exprt intensive and cntributing t slutins f scietal challenges. They are headed by Tp Teams (leading persns frm business, research and educatin, and gvernment. These Tp Teams have the missin t prepare Knwledge and Innvatin Tp Cnsrtia (TKI) and develp jint Knwledge and Innvatin Agendas (KIA) t fster innvatin driven cmpetitiveness. The gvernment will supprt these research prgrammes with a tp-up (t make public research funding mre effective thrugh cnnectin with jint radmaps). One f the first nine Tp Sectrs was High-Tech Systems and Materials. The three cre bjectives f enterprise plicy fr 2020 are: The Netherlands in the Tp 5 f mst entrepreneurial and cmpetitive cuntries in the wrld; R&D-intensity at a level f 2,5 % f GDP; Knwledge and Innvatin Tp Cnsrtia (PPPs) invest mre than 800 millin (f which at least 40% private funding). 2

3 Authr: Jan Larsse Last revisin: 10/10/ The plicy fr Tp Sectrs fr research and innvatin was evaluated psitively in 2015 by Advisry Cuncil fr Science, Technlgy and Innvatin (AWTI) in its reprt Flexibility, differentiatin, sharper chices. It shuld be cntinued because f the mre than expected success f these cperatin dynamics in aligning agendas and actins, but the apprach t PPPs shuld becme mre pen t new themes and crss-vers between tp-sectrs, becme mre clear abut bjectives and mre tailred t specific needs. In this cntext f a mre active rle f gvernment in prmting strategic PPPs t supprt transfrmatins that hld slutins t scietal challenges as well as cmpetitive pprtunities, the Smart Industry initiative emerged in In Summer 2017 the Smart Industry Team prepared an new actin agenda t be prpsed t the new gvernment, still under negtiatin after the electins f May In 2012 a first ICT radmap was elabrated in a Knwledge and Innvatin Agenda, addressing hrizntal R&I themes cmmn t the Tp Sectrs (such as mnitring and cntrl, interperability, data) and new themes frm the Digital agenda (such as new business mdels and knwledge cmmercialisatin): prjects under these themes were executed in the nine recgnised Tp Sectrs. In 2013 the gvernment als launched ICT breakthrugh prjects fr 10 themes, such as Open Ge Data. This became part f the actin line creating space fr smart entrepreneurs, t tackle the market and system failures regarding the set-up f large-scale prjects t accelerate digitalisatin. This sectr-specific apprach and the use f external drivers via PPP was evaluated psitively because sme f the prjects cntinued afterwards. The Big Data prject has evlved later in an new PPP Cmmit2Data Status f general Digital Agenda End f 2011 the gvernment frmulated the ambitins fr a Digital Agenda ( ), t use ICT fr grwth and prsperity by creating the needed framewrk cnditins. Therefre the Agenda enumerated gvernment actins in fur actin lines: t create space fr smart entrepreneurs (thrugh less regulatin, better gvernment services and chances fr innvatin such as pen data); prmting ICT knwledge and skills (Radmap ICT, Prgramme fr Digital Skills f the Labur Frce); facilitating a fast and pen infrastructure (free access t internet); digital security and trust (eprivacy). file:///c:/users/janla/dcuments/prjecten%20vic&c/prject%20cnect/nl/ibestuurcngre s_presentatie_digitale_implementatie_agend.pdf In July 2016 the Ministry f Ecnmic affairs published a new Digital Agenda (t bridge the perid t the new harmnised planning perid starting 2018), utlining actins fr further digitisatin f the Dutch ecnmy. In the previus Digital Agenda the fcus was n reinfrcing the framewrk cnditins and n digitising the public administratin. This Agenda cntains an integrated apprach and a widening f scpe t fur sectr-specific pririties: smart industry, e-health, ICT in the energy sectr and smart mbility. The cperatin in PPPs fr implementatin became mre imprtant. 3

4 Authr: Jan Larsse Last revisin: 10/10/ agenda-vernieuwen-vertruwen-versnellen The Agenda fr these shrt term actins is divided ver five actin lines: Educatin, Knwledge and Innvatin; Fast and Open Infrastructure; Safety and Trust; Space fr Entrepreneurs; Digitalisatin in dmains. In the first actin line the ICT Breakthrugh Prject fr Educatin and ICT will fcus n persnalised digital learning (mre than 140 learning labs in schls). The Human Capital Agenda ICT is fcussed n increasing the supply f ITprfessinals, in particular fr cybersecurity and data analysis (with multi-actr prjects mainly n reginal level). Research and Innvatin will be stimulated by the creatin f PPPs fr research and innvatin and develpment and installatin f high-quality R&I infrastructure (e.g. fr quantum technlgy QuTech) that is als pen t business. The gvernment appinted an ICT Team (such as fr Tp Sectrs) t crdinate and initiate PPPs, in cperatin with the Tp Sectrs and the Smart Industry team. Under the secnd and third actin lines fr ICT infrastructure there are: a Knwledge Platfrm Fast Internet t accelerate the rll-ut f bradband in fixed lines; the 5GFieldlab (pen t all cmpanies and institutins that want t explre this new standard); the Natinal Cybersecurity Strategy2 (dealing amng ther things with cyber espinage). The furth actin line n space fr smart entrepreneurs is dealing with actins fr start-ups and scale-ups (Start-Up Delta); digital gvernment services (the Enterprise prtal and MyGverment links will be ffered thrugh the regular cmmunicatin channels f Chambers f Cmmerce and ther public services); the natinal pen data agenda; future prf regulatin and legislatin (caring fr a case-by-case apprach f digital platfrms); the digital internal market (as a framewrk fr natinal actins). The fifth actin line is new and cvers digitalisatin in fur dmains (industry, health, energy and mbility). Thrugh the Smart Industry prgramme the Dutch gvernment puts specific emphasis n the need t fster the digitisatin f manufacturing with a targeted impulse. Smart Industry was launched in 2015 t prepare an actin agenda. This is nw implemented successfully. But in rder t further imprve the digitisatin f Dutch cmpanies, it will be imprtant t cntinuusly raise the awareness f enterprises abut the imprtance f digital strategies. The main pririty fr 2016 and 2017 is in this regard the rlling-ut and funding f field labs netwrks f cmpanies and knwledge institutes t develp and test ICT applicatins. Specific plicy agendas in the area f drnes as well as standardisatin fr smart industry are being develped in parallel. ICT is a hrizntal, key-enabling technlgy that was nt part f the initial Tp Sectrs. In rder t integrate ICT related actins the Ministry f Ecnmy installed in 2016 a Team ICT t stimulate ICT innvatin with and acrss Tp Sectrs and prmte new PPPs in strategic areas. The Team ICT is cmpsed f heavy-weights frm business (the presidents f the general emplyer federatin and f the ICT sectr federatin) and research and gvernment. The first task f the Team was t develp a jint Knwledge and Innvatin Agenda

The secnd actin was the preparatin f a PPP fr Big Data (Cmmit2Data) t d research n data analytics that prvides slutins in the dmains f energy (smart grids), care (preventin, diagnstics, persnalised care and nutritin), cybersecurity and smart industry (prductin and maintenance). Cmmit2Data als ffers pprtunities t SMEs t gain experience with data analytics. The Team established the cmmunity platfrm Dutch Digital Delta. The Knwledge and Innvatin Agenda has been renewed fr the perid and translated in an ICT Actin Plan cntaining five subjects with crss-sectral impact: big data, cybersecurity, artificial intelligence, blckchain and 5G cmmunicatin. The Blckchain Calitin, anther PPP initiative f the Team ICT, will prmte large-scale rll-ut f blckchain technlgy in the Netherlands (in particular in the lgistics sectr) Rle f ICT and f digitalisatin f industry in R&I plicy and in industrial plicy f the cuntry The Dutch Entreprise plicy stimulates ICT in generic and in specific ways. All cmpanies can use the Law n Research and Develpment Wrk (WBSO) fr digital innvatin. And specific supprt t ICT is channelled thrugh the Digital Agenda, including the ICT plan, and by investments in ICT research infrastructure. The Dutch gvernment manages the different layers f the research and innvatin system thrugh multi-annual strategic agendas agreed with the actrs themselves - The new Natinal Science Agenda (NWA) is develped n demand f the gvernment by the Knwledge Calitin (with all stakehlders, such as the Natinal Science Organisatin, universities and business federatins). In an pen prcess (including cnsultatin f the ppulatin) 140 majr research questins fr the future were clustered int 16 rutes (extended in a secnd step t 25). This Research and Innvatin Prtfli has been presented t the gvernment in September 2016 with the advise t invest an additinal 1 billin a year t implement the ambitins f this prgramme. Smart Industry is ne f these 25 rutes (with links t related rutes n Measurement and detectin, Quantum and nan revlutin, Resilient sciety ) The Tp-Sectrs develp thematic radmaps n the basis f scietal challenges and translate these in jint strategic plans fr the next perid ( ): the Knwledge and Innvatin Agenda, the Human Capital Agenda (linked t the Techniekpact), internatinalisatin strategies. Smart Industry is ne f the radmaps f the Tp Cluster n High Tech Systems and Materials (see bx n Tp Sectr HTMS). In the Tp Sectr plicy the gvernment exercise their cmbined rles as facilitatr (framewrk), matchmaker (between stakehlders) and driver f initiatives (when market and system failures ccur). 5

6 Authr: Jan Larsse Last revisin: 10/10/ Anther strategic framewrk (cncluded in April 2017) is the Strategic Framewrk fr the Applied Research Organisatins (7000 peple with a turnver f 1 billin in research fr business innvatin and scietal challenges). This is prmted by the gvernment additinal t the strategic plans f these rganisatins. TNO, which is the biggest RTO fr industrial research, is an imprtant strategic actr fr linking the different innvatin agendas acrss the different layers (e.g. the ne n Smart Industry) and advising the gvernment cncerning research, innvatin and industrial renewal (see bx). Onderzek-OrganisatiesTegepast-nderzek-als-mtr-van-Nederlandse-innvatiekracht-.htm - A very imprtant layer in the gvernance is the reginal level, because many prvinces have wn resurces fr enterprise plicy and innvatin. A gd example is Brainprt Develpment in Eindhven (cperating clsely with RTOs such as TNO) which has an natinal and internatinal utreach as high-tech regin (see bx). The prvinces develped smart specialisatin strategies in the 4 macr-regins f the Netherlands (with links t smart industry) and manage the structural funds. The large municipalities and the prvinces are very engaged in stimulating innvatin and industrial renewal with reginal develpment cmpanies. E.g the Randstad regin (23 municipalities with 3,2 millin inhabitants, develp an ambitius 10 year investment plan fr the regin, including a radmap new ecnmy ( that targets systemic transitins such as Smart Digital Delta. This radmap is supprted by a first Reginal Investment Platfrm f the EFSI-EIB. This will be a pineer apprach fr faster access t the instruments f EIB and EU and thse f private investrs in rder t prvide instrument mixes fr gd business cases. In the natinal SME cperatin agenda prvinces, the Ministry f Ecnmic Affairs and the tp-sectrs wrk tgether t imprve crdinatin f instruments. Prvinces jined the SME Innvatin Prmtin f the Tp-Sectrs (MIT) in The challenge (in relatin t the 2,5 % GDP R&D bjective f entreprise plicy) is t increase efficiency and impact f public R&D spending thrugh better alignment with the private sectr R&D. Therefre the gvernment encurages the actrs t seek cnvergence via PPPs. The mdel f the Tp-Sectr Cnsrtia fr Knwledge and Innvatin (TKI), in which the cmpanies, knwledge institutes and public administratin are prgramming, financing and rganising jint research and innvatin, is nw expanded. In particular the cnnectins between these sectrs have becme mre imprtant as spaces where PPPs can rganise crss-vers and als radical new innvatin. Such as the case f ICT. T prmte cperatin in PPS the gvernment has established since 2013 the TKI Tp-up, which allws an additinal budget f 25% n tp f the investments in the KIA (thrugh specific calls). This Tp-Up has been expanded in 2017 t ther PPPs beynd the riginal 9 Tp Sectrs and is nw called PPP Tp-up (PPS Teslag). This has becme a new (nline)supprt mechanism under supprt agency f the Ministry f Ecnmic Affairs, RVO. 6

7 Authr: Jan Larsse Last revisin: 10/10/2017 Tp Sectrs The Tp Sectr plicy evlved ver different stages f institutinalisatin and plicy learning t a brader PPP plicy (with tp sectrs as cre). They benefit frm specific supprt mechanism (tp-up fr jint research and SME innvatin supprt instrument - MIT). These financial means are nt very large (less than 150 millin eur/year fr all sectrs), but its main merit has been a better alignment f research prgramming between research rganisatins and a clear demand-led apprach (Tp-ups nly fr public research that has private funding as a basis). The Tp-sectr apprach received recently a psitive evaluatin. The specific gvernance: by Tp Teams has brught a new dynamics f aligning public research agendas with industry. There is a need althugh fr thematic renewal and mre crss-vers. The new Knwledge and Innvatin Agendas will be alng lines f scietal challenges and keytechnlgies instead f sectral lines. The ICT agenda has been instrumental in develping the mre crss-sectral apprach. High-Tech Systems and Materials (HTSM) The high-tech sectr in the Netherlands stands fr 2,2 billn (2014) r abut f 50% f ttal Business R&D. Abut 500 millin is invested in PPPs, matched by abut the same amunt by the public sectr. The cmpanies in the HTSM sectr are als The HTSM Team mbilises the sectr arund ec-systems fr 17 specific radmaps (cvering semi-cnductr equipment, phtnics, embedded systems, cmpnents and circuits,.. but als crss-sectral radmaps fr nantechnlgy and ICT, and the radmap fr Smart Industry). The Team als acts as the TKI-bureau fr a jint Knwledge and Innvatin Agenda. The wrk prgramme has a budget f 803 millin. This prgramme is implemented mainly thrugh prject calls frm the natinal science and technlgy funding rganisatins (NW, STW). But als 50% is linked t Eurpean initiatives in H2020 (receiving natinal c-financing). The TKI nly has a limited financial leverage (32,4 millin in 2014). Hlland High-Tech is the label and platfrm fr this tp-sectr t manage the Knwledge and Innvatin Agenda, Human Capital Agenda, internatinalisatin etc. The natinal HC Agenda is executed mstly thrugh reginal partnerships, such as Centres f Expertise fr cperatin with and between higher-educatin institutins. Previusly HTMS was in charge f the ICT radmap, but a separate Tp Team is in charge as frm Octber The public budget fr KIA ICT is abut 19 millin a year in 2016 and 17 (part f KIA HTSM). Smart Industry was started (as bttm-up initiative, led by the emplyers federatin) with its wn Tp Team in 2014, but their Radmap is part f the KIA f HTSM. The Field Labs are included in this Radmap (but several field labs are linked t ther Tp Sectrs). 7

8 Authr: Jan Larsse Last revisin: 10/10/2017 TNO TNO is the biggest Research and Technlgy Organisatin f the Dutch gvernment, emplying mre than 2600 prfessinals. Its develps applied research in 5 scietal fcus areas: industry; urbanisatin; healthy living; energy; defence, safety and security. The TNO Strategic Plan (released in April 2017), explains hw these five areas crrespnd with a strategy t cmbine scietal and technlgical challenges. TNO psitins itself as the flywheel fr innvatin, bsting the amunt and speed f knwledge creatin, maximising impact, fcus and cperatin via its early research prgrammes, research facilities and jint innvatin centres. Research fr industry is targeted at five applicatin dmains: flexible & free frm prducts; space; sustainable chemistry; semi-cnductrs; netwrked infrmatics. Spearheads fr the applicatin dmain flexible and free frm prducts in the cming years are: industrial renewal by means f breakthrugh technlgy bigger cmputer pwer thrugh nantechnlgy and quantum-cmputing develping 5G with a brad spectrum f user applicatins Phtnics and ptics fr bservatin and cmmunicatin in space new functinal (nan)materials smart industry cncepts n the basis f IT, AI, big data and rbtics. (p 34) With these smart industry cncepts TNO wrks n digitising f prductin prcesses, prducts and systems. TNO cmbines data integratin(big data, artificial intelligence), adding smart functin (sensrs, user interfaces, Internet f Things), and new applicatins f 5G wireless netwrks and new transactin methds between systems (Blckchain). The research in netwrked infrmatics fr industry is at the heart f transfrming data in infrmatin (Big Data Value Center) and ther issues fr enabling the transfrmative pwer f ICT such as interperability and pen standards r ptimising vital ICT infrastructure. T achieve these gals (in the different dmains) TNO will mainly engage in structural and prgrammatic cperatin with (partners) in PPPs, such as field labs, jint innvatin centres, innvatin hubs, Eurpean cnsrtia fr H2020 (e.g. Hlst Centre, Slliance, QuTech, Birizn, Brightlands Materials Center en AM SYSTEMS Center). This apprach will be expanded strngly because this the mst imprtant way t tackle grand innvatin challenges. This will als be materialised in reginal cperatins, such as in the field labs f Smart Industry Technlgical renewal is fcussed n fllwing technlgies: Nantechnlgy (fr additive manufacturing, macr-mlecular self-assembly); quantum technlgy (fr e-security); phtnics (sensrs); media synchrnisatin (incl VR fr remte maintenance, incl 5G fr autmated driving); valrisatin meta-data (with blckchain technlgy, new business mdels fr services); smart and green materials (incl additive manufacturing); hybrid energy systems; rbtics (key fr Smart Industry tgether with sensrs and measuring methds); artificial intelligence (deep learning); inside the human mind (fr cperatin with rbts) (page xxx) One f the instruments f assistance f TNO t SMEs is Smart Industry Cluster. This is a prject f advice and knwledge diffusin between TNO and grups f at least 5 SMEs (maximum 6 mnths and maximum eur f TNO supprt) arund the questins is a technlgy suited t be applied, what are next steps t implement this in my cmpany

9 Authr: Jan Larsse Last revisin: 10/10/2017 BRAINPORT Brainprt Eindhven is well-knwn as a high-tech ht-spt in Nrth Brabant Prvince in the Suth-East f the Netherlands. But the Brainprt denminatin spans ver different layers: The Brainprt Eindhven Regin is an area f peple in which the develpment mdel f Brainprt is applied. The Brainprt Campus is the lcatin f the business park that emerged ut f the frmer Philips labratries and became a diversified ec-system fr new innvatin ventures. But the cre f Brainprt is Brainprt Develpment, the rganisatin that manages the prcess that has been successful fr many years in the recnversin f a depressed industrial regin int a leading innvatin regin. Brainprt is a strng-hlder f the Tp Cluster High-Tech Systems and Materials (HTSM). Brainprt Develpment is a develpment agency f the municipalities arund Eidnhven with multiple rles: frm strategic advice t critical sundbard, but als as instigatr f new initiatives and rchestratr f the ec-system. Because f this dynamic rle in a time f prfund transfrmatin Brainprt Develpment presented a new strategy in it multi-annual develpment plan : Brainprt Next Generatin. This strategy annunced a new curse f adaptivity in disruptive times. Meaning that the hardware fcussed innvatin activities in high-tech systems are shifting twards a mre sftware dminated and user riented innvatin strategy. This causes a perid f fluidity in which it is vital t adapt t new develpments with speed and capability. This means als mving away frm the traditinal triple helix mdel (where research and educatin wrks tgether with industry and gvernment) twards a multiple helix that is far mre inclusive fr all stakehlders (invlving citizens, custmers, investrs, designers and scial innvatin) and build bridges fr internatinal cperatin t cmpensate weaknesses. The visin is that scietal challenges create new business pprtunities, firmly based n the strengths that are anchred in the lcal ec-system. New cnnectins between technlgy, design and scial innvatin shuld reinfrce the reginal strengths. The new adaptivity strategy relies n cnsrtia f innvative cmpanies, knwledge institutins and scial partners t cllabrate, tackle rapidly changing cnditins and capitalize n ecnmic pprtunities. HTSM and Design are the pillars f the reginal ecnmy. The integrated strategy supprts actins in five dmains - peple, technlgy, business, basics and internatinal - t cnfrnt scietal challenges t reinfrce these technlgy pillars. - Peple: experiments are set-up t better match educatin and labur market, in nn-sectr talent pls and life-lng learning. Scial Innvatin t invlve peple - Technlgy: public research capability is cre in building innvatin chains. The existing netwrk f knwledge centers Slliance, Hrst, DIFFER will be reinfrced with new internatinal innvatin centres: in advanced manufacturing (Additive Manufacturing Centre), Big Data (Data Science Centre), and phtnics (Phtnics Delta). Brainprt Develpment will manage a Technlgy Prtfli Brainprt, t advertise the cmpetences f the regins, and map the knwledge infrastructure in rder t ensure access and identify gaps - Business: These excellence centres can be linked t strng business clusters, such as High- Tech Sftware Cluster, where private cmpanies c-invest in smart industry trajectries t develp mre efficient, flexible and custmised prductin prcesses. But in additin the new apprach requires als test envirnments. Therefre strng living-labs (with cnsumers) 9

Brainprt Develpment manages a cluster prgramme and the start-up ec-system - Basics: the infrastructure as a metrplitan regin and internatinal cnnectivity - Internatinal: Brainprt Internatinal Prgramme is an innvative PPP that is becming the central hub fr all internatinalisatin actins (branding, attractin f talent and investment, cperatin, ) in the regin Brainprt Develpment is a prfessinal strategic actr fr Smart Industry in the Netherlands and Eurpe, driven by the grwth strategy f the Eindhven regin Status f the Natinal Initiative: Smart Industry 2.1. Plitical cmmitment Smart Industry is PPP actin prgram run by the emplyers federatin fr the technlgy industry (FME), the Ministry f Ecnmic Affairs, the Chamber f Cmmerce, Netherlands- ICT (sectr federatin fr ICT) and TNO. It is a three year prgramme ( ) that was launched after a year preparatin. The catalyser was a jint reprt f TNO, the Ministry f Ecnmic Affairs, the Chambers f Cmmerce and the main emplyers rganisatins n the significance f the cming f smart industry fr cmpanies, knwledge institutins and gvernment in the Netherlands and the ptential t play a leading rle in this transitin. This Smart Industry reprt defined and explained Smart Industry in the Dutch cntext. This agenda shuld prmte t a Dutch industry that reaps the benefits f digital pprtunities, thereby increase prductivity and remain cmpetitive n the glbal market. The apprach was in Nvember 2014 frmalised in an Actin Agenda that supprts this ambitin. The Actin Agenda is an enhancement f the current tp sectr plicy (fr research and innvatin) and the Technlgy Pact (fr human capital develpment). The aim is t make the industry mre cmpetitive thrugh faster and better utilisatin f the pprtunities ICT has t ffer, and thus fster grwth and jbs. This Actin Agenda cntains 15 actins under three actin lines: Actin line 1: capitalising n existing knwledge (mainly thrugh awareness creatin). This actin line is run by the CC. Actin line 2: accelerating in Field Labs (the main and mst innvative actin). This actin line is run by TNO and the Ministry. Actin line 3: Strengthening the fundatin (knwledge, skills, ICT parameters). These actins are run respectively by TNO, FME and Netherlands-ICT. 10

It is an imprtant initiative t align different, fragmented effrts and instruments under a cmmn business-led Agenda, in rder t generate impact. The Team Smart Industry has prepared in Summer 2017 a new implementatin agenda , t be presented t the new gvernment (still in negtiatin early September). This Agenda prpses t cntinue the Actin Lines as an integrated apprach t accelerate the digitisatin f industry. In this new agenda the emphasis will be n implementatin f I4.0 technlgy and the further prfessinalizing f the Smart Industry prgram Strategic radmap / actin plan The Actin Agenda identified 14 actins under three actin lines: ACTION LINE 1 CAPITALISING ON EXISTING KNOWLEDGE 1. Therefre, the Team Smart Industry has pted fr an apprach with Field Labs as interdisciplinary test and demnstratin envirnments (see bx). What are Fieldlabs? Field Labs are practical envirnments in which cmpanies and knwledge institutins develp, test and implement effective Smart Industry slutins, as well an envirnment in which peple learn t apply these slutins. In additin, Field Labs strengthen cnnectins with research, educatin and plicy n a specific Smart Industry theme, sme with a reginal but ther with natinal and Eurpean fcus. They ensure an interdisciplinary apprach (e.g. manufacturing in cmbinatin with ICT) and link that t dmains where the Netherlands can really make a difference (ften identified as smart specialisatin in reginal innvatin strategies). Field Labs meet the need fr experimentatin space and accmpanying facilities at the TRL levels (5 t 7 preparing industrial prductin).
