2 RESEARCH AND ENGINEERING ACQUISITION, TECHNOLOGY &LOGISTICS INTERNATIONAL COOPERATION At a time f significant change fr the Department f Defense (DOD), we are pleased t present this Internatinal Science and Techn lgy Engagement Strategy as guidance fr the DOD's science and technlgy (S&T) and internatina l cmmunities. Our ffices, OASD(R&E) and OUSD(A T &L)/IC, have wrked tgether t deve lp this strategy t ensure a crdinated and strategic apprach t internatinal science and technlgy cperatin. Achieving this will deliver imprved capability thrugh ur wn research, develpment, and acquisitin prgrams, and help t build capacity and capability w ith ur internatinal partners. Thrugh increasing awareness and crdinated supprt f glbal techn lgies, we can establish and strengthen internatinal science and technlgy partnerships. These partnerships are the fundatin fr imprving U.S. capabilities and interperability, mitigating existing r emerging threats, supprting calitin peratins, strengthening the technlgical bas is fr jint humanitarian assistance and disaster recvery, and mrever, prmting g lbal security t prtect the hmeland. Such effrts are critical as we cntinue the shift t the Asia-Pacific regin and address the new threats and partnerships that accmpany such engagements. In a perid f fiscal austerity, there are significant advantages in sustaining current and building future internatinal re latinships such as the sharing f partner capabilities, resurces, and expertise. Tgether, we can align ur resurces and effrts t test new cncepts, field new capability, and ensure the preservatin f ur military ' s techn lgical superirity ver ur cmmn adversaries. This des nt prevent the U.S. frm achi eving a differentiating capability, but acts as a strnger platfrm n which we can build capability and reduce ur risk. Finally, we see a great pprtunity w ithin the framewrk that we have established t deliver integrated S&T radmaps acrss the U.S. Services and Agencies thrugh ur DOD S&T Cmmunities f Interest (COis) technical grups. The COl radmaps are already demnstrati ng value as a single, crdinated interface that enables us t wrk strategically and efficiently with ur internatinal partners. 3 ASD(R&E) and OUSD(AT&L)/IC Internatinal S&T Engagement Strategy Backgr und ASD(R&E) and USD(AT &L)/ Internatina l Cperatin (I C) have develped a strategy t prvide a mre crdinated apprach t DOD internatinal science and techn lgy (S&T) cllabratin and engagement. The subsequent dcument is nt prescriptive and is nt designed t disturb Cmpnent-led internatinal cperative S&T activities, but intended t describe a structure fr creating enhanced scientific and technlgy awareness, crdinatin, and strategic planning f DOD internatinal S&T engagements, particularly in pririty research areas. There are near- and far-term gals described in this strategy, and a detailed implementatin memrandum will fllw, pending further input frm the varius stakehlders. This strategy uses the ecsystem f technical grups knwn as Cmmunities f Interest (CO Is), "vhich span crss-cutting areas f S&T thrughut the DOD. These grups are ppulated by the Department's subject matter expert leaders drawn frm the Services, Defense Agencies, and OSD that have ins ight int their prtfli f research investments. Specifically, it is imprtant t develp rbust measures f success and maturity in pririty S&T areas, and identify and address gaps in current and future engagements that are necessary t meet required research capabilities. Leverage dmestic and internati nal expettise t understand pririties, and determine the attributes and maturatin time I ines f these key dmestic and internatinal technlgy areas. Review existing qua litative e fftt s t understand current engagements. Cnduct quantitative analyses n current and prjected research engagements. Strategically identi fy areas mst like ly t benefit frm additinal investment, and the ptential glbal partners in thse areas, priritizing, where pssible, accrding t S&T ppttunities. Strengthen and braden dmestic science and engineering activities and fster an envirnment f scienti fic discvery by engaging the internatinal cmmunity in far-sighted fundamental research partnerships and cllabratins. Objective 1 Develp a baseline f relevant glbal S&T cncepts, existing and emerging technlgies, and capabilities. Deve lp an understanding f the glba l state f research in areas f imprtance t the DOD. Leverage expertise and wrk prducts f DOD Cmpnents' internatinal S&T ffices (including the Army' s Internatinal Techn lgy Centers (ITCs), Navy' s Office fnaval Research-G lbal (ONR-G), and Air Frce Office f Scientific Research (AFOSR)/Air Frce Research Labratry (AFRLIXPPI)) t stay current with freign scientific research and technlgy develpment (e.g., Army' s G lbal S&T Watch), as well as internatinal experts (utside f the U.S.) in S&T pririty areas.
