1 SECRETARY-GENERAL DESIGNATE Jsé Ángel Gurría Treviñ Brn n May 8th, 1950, in Tampic, Mexic, Ángel Gurría is an ecnmist that has had a distinguished career in public service fr 33 years. He is currently an advisr r a Bard member f several private cmpanies, multilateral institutins and f a number f nn-prfit assciatins fcusing n develpment, internatinal finance and glbalizatin (cf. attachment). He is married t Dr. Lulu Quintana and has three grwn-up children. As Minister f Finance and Public Credit, frm January 1998 t December 2000, Ángel Gurría was the first Mexican Finance Minister in a generatin t steer Mexic s ecnmy thrugh a change f Administratin withut an ecnmic crisis. He designed and implemented a mechanism which prtected the ecnmy frm speculative pressures r disruptive external events. At the end f his tenure, the Mexican ecnmy was grwing at a 6.7 percent rate with stable macrecnmic cnditins, a situatin which held steadily thrugh the change f Administratin. Lking at issues frm a glbal perspective, prmting a frank dialgue amng key players and building cnsensus was the landmark f his tenure as Minister f Freign Affairs, a psitin he held frm December 1994 t January While strengthening the relatinship with Nrth American and Latin American partners, Ángel Gurría helped build strnger ties with Eurpe and Asia. He negtiated the Partnership Agreement with the Eurpean Unin, which set the basis fr mre encmpassing accrds. Likewise, he prmted clser relatinships with Asian cuntries, bth bilaterally and thrugh the cnslidatin f Mexic s participatin in APEC. He brught his experience n debt and develpment t the Ministry, prmting mre effective aid amng develping cuntries and debt-frgiveness fr the prest amng them. He was fully invlved in the search f slutins t glbal issues within the United Natins system, and was a prmter, first at the Inter- American level and later at a mre glbal scale, f negtiating cnventins t address key cncerns f the internatinal cmmunity. During his tenures as Minister, Mr. Gurría develped a clse relatinship with the OECD, as he versaw the initial years f Mexic s membership and chaired the Ministerial Cuncil in At his initiative, a number f nn-member develping cuntries were invited, fr the first time, t participate in a dialgue with member cuntries n relevant plicy issues at that cuncil. Previusly, he was part f the team that negtiated Mexic s admissin t OECD.

2 Prir t that, in 1993, he was President and CEO f Mexic s natinal develpment bank, Nacinal Financiera, specialized in supprting small and medium-sized enterprises. In 1992, he was President and CEO f Mexic s exprt-imprt bank, Bancmext. Ángel Gurría s experience as an internatinal negtiatr was develped during his 14 year tenure at the Finance Ministry ( ), where he successively held the psitins f Deputy Directr f Public Debt, Directr f Freign Debt, General Directr f Public Credit and Deputy Minister f Finance fr Internatinal Affairs. In this last capacity, fr clse t a decade, he headed the team that restructured and later reduced Mexic s freign debt. He als participated actively in the negtiatins f the financial chapter f NAFTA. Frm 1976 t 1978, he served as Mexic s Permanent Representative t the Internatinal Cffee Organizatin, based in Lndn. And frm 1968 t 1976, he served in the financial area f Mexic s Federal Electricity Cmmissin, Natinal Develpment Bank (Nafinsa), Rural Develpment Fund, and the Office f the Mayr f Mexic City. Ángel Gurría has received awards and hnrs frm 23 cuntries, including the Order f Cruzeir d Sul (Brazil), the Legin f Hnr -Grand Officier- (France), the Order f Merit (Germany), the Order f Merit (Italy), the Order f the Rising Sun (Japan), and the Order f Isabel La Católica (Spain). In 1999 he was named Finance Minister f the Year by Eurmney Magazine. In the year 2000, he was chsen Finance Minister f the Wrld s Dream Cabinet by Wrld Link, the magazine edited by the Wrld Ecnmic Frum. Ángel Gurría teaches Internatinal Relatins and Financial Ecnmics at the ITESM (Mexic). He has written and lectured wrldwide n a hst f tpics that include: Mexic, Latin America, internatinal relatins, develpment ecnmics, internatinal finance, and mre recently n glbalizatin, cmpetitiveness and water issues. He hlds a B.A. degree in Ecnmics frm UNAM (Mexic), and a M.A. degree in Ecnmics frm Leeds University (United Kingdm). He is fluent in English, French, Italian and Spanish, and has wrking knwledge f Prtuguese and basic understanding f German. 2
