2 BACKGROUND Smali Humanitarian Aid and Develpment Organizatin (SHADO) a natinal NGO, was funded in June 2007 in Mgadishu, Benadir regin, Smalia as a humanitarian and develpment rganizatin by lcal Smali intellectuals and Diaspra Smali cmmunity members. The purpse is t prvide sustainable livelihds interventin pprtunities t supprt the mst vulnerable cmmunities bth in the urban and rural areas f Suth-Central Smalia cnsequently will have access t better educatin, adequate primary health care, and emplyment pprtunities, respect the ideals f human rights, peace, gd-gvernance and eventually imprved sustainable cmmunity develpment. The rganizatin is registered under the Smali Interir Ministry in the Department f Humanitarian Affairs. Subsequent t series f cnsultative meetings in Mgadishu and utside f Smalia, the funders respnded t the urgent need f Smali peple and cntributed int the emergency humanitarian crisis and develpment f their cuntry rehabilitatin and recnstructin after years f destructive cnflicts and successive drughts and famines which led t the ttal cllapse f sci-ecnmic and plitical institutins. The vulnerable cmmunities in SHADO targeted areas and Smalis in general live in extremely pr and under-develped cnditins. Their livelihds are bradly based n subsistence farming and pastralism with limited pprtunity t earn wages. The predminant livelihd systems are;1) Pastralism a)agrpastralist b) Agriculturalist: agriculture based livelihd. 2) Fishing: 3) Urban Residents and IDPs: Successive cnflicts, drughts and famine had erded the livelihds cping mechanisms f these cmmunities. The negative ccurrences instigated a huge number f civilian ppulatin displaced internally and refugees camps in neighburing cuntries. SHADO s humanitarian and develpment interventin prgrams are hlistic, peple-centred, cmmunitybased and sustainable. Therefre, sustainable livelihds appraches are adpted fr all SHADO strategic and shrt-term prgram fcus in Smalia. SHADO sustainable livelihds prgram interventins nly add t the current humanitarian and develpmental cmmitments in Smalia, by utilizing principally hme-grund slutins t vulnerable cmmunity challenges and needs. SHADO crrespnds t the existing internatinal and natinal humanitarian and develpment strategies. The rganizatin puts int peratin participatry appraches, strategic planning and cmmunity mbilizatin t find slutins t cmmunity prblems. It ffers a range f prgramming and supprt in: Emergency Relief Respnse, Fd Security and Livelihds, Health, Frmal Educatin, WASH, Yuth Capacity Develpment Prgrams, Micr-Enterprise Develpment, and three Crss Cutting Issues: Peace Building and Recnciliatin, Gender, and FGM, GBV and HIV/Aids. Since inceptin, the rganisatin was successful t implement a number f emergency and develpment prjects in cperatin with the lcals, UN and internatinal agencies. These prjects benefited a large number f the mst vulnerable cmmunities in suth-central Smalia. It created credibility, gd-trackrecrd, clse cllabratin with the all stakehlders; lcal authrities, cmmunities and dnrs. It has nw transfrmed int well-established NGO cmpetent f implementing multiple prjects simultaneusly. Page 2 f 15

OBJECTIVES 1. Reduce malnutritin and fd insecurity that cause irreparable damage t livelihds, thereby reducing self-sufficiency thrugh intrducing sustainable fd security and livelihds imprvement initiatives. 2. Increase access t educatin fr children frm pr and vulnerable grups while strengthening the quality and capacity f teachers, teaching/learning envirnment and institutinal structures. 3. Increased sustainable access t safe water and sanitatin services fr men, wmen and children in rural and peri-urban. 4. Increase access t primary health care services t vulnerable grups and lcatins. 5. Increase public envirnmental awareness and advcacy thrugh trainings, meetings, media etc. 6. Build the capacity f lcal CBOs, wmen grups, yuth grups in better management practices, service delivery etc. 7. T enhance educatin and skills training access t yuth and adults t prmte emplyment pprtunities. 8. Enhance peace building, human rights and demcracy prmtin. 9. Prmte and advcate fr gender sensitive appraches t enhance wmen s rights and girl-child educatin and strengthen the participatin and invlvement f wmen and vulnerable grups in prgrams and rganizatin. 10. Strengthen cmmunity capacity t cpe with future shcks in disaster preparedness and management. 11. Imprve the prtectin f and respect fr the human rights and dignity f vulnerable ppulatins with a special fcus n IDPs, wmen, children and marginalized grups thrugh effective advcacy and the applicatin f a rights-based apprach acrss all sectrs; 12. 4 SHADO APPROACHES OF DEVELOPMENT SHADO applies Sustainable Livelihds appraches that prvide a framewrk fr addressing pverty and vulnerability in bth develpment and humanitarian cntexts. They have emerged frm the grwing realizatin f the need t put the pr and all aspects f their lives and means f living at the centre f develpment and humanitarian wrk, while maintaining the sustainability f natural resurces fr present and future generatins. Sustainable livelihds bjectives aim t increase the sustainability f pr peple s livelihds thrugh prmting: imprved access t high-quality educatin, infrmatin, technlgies and training and better nutritin and health; a mre supprtive and chesive scial envirnment; mre secure access t, and better management f, natural resurces; better access t basic and facilitating infrastructure; mre secure access t financial resurces; a plicy and institutinal envirnment that supprts multiple livelihd strategies and prmtes equitable access t cmpetitive markets fr all FOCUSED PROGRAMMATIC AREA SHADO fcuses n six cre prgram areas and three cutting issues primarily integrated int the ther cre prgram areas. 1. AGRICULTURE AND LIVELIHOODS PROGRAM a. PROGRAM OBJECTIVES Prtect and imprve husehld fd security, including asset base, thrugh increasing access and availability t fd and means f prductin. 2. FORMAL EDUCATION a. PROGRAM OBJECTIVES Increase enrlment and retentin f schl ging ppulatin (aged between 5-18 years) with emphasis n gender equity and inclusiveness; while address sci-cultural barriers that hinder the enrlment f girls and children with special needs thrugh cmmunity mbilizatin and sensitizatin, and by cmbating vilence in the schl place. Facilitate the integratin HIV preventin educatin fr teachers, yuth and children int educatin; Imprve teacher cmpetence thrugh in-service training, mentring and prvisin f basic incentives. Prvide psychscial training t teachers in IDP sites and ther emergency affected areas and psychscial utreach t children thrugh child-friendly spaces and integrate life-skills based appraches t HIV. Facilitate the availability f adequate and relevant basic educatin materials, kits and supplies. 3. PRIMARY HEALTH CARE PROGRAM a. PROGRAM OBJECTIVE Imprve availability f and access t health care services fr IDPs and hst cmmunities, with a special fcus n vulnerable grups such as wmen and children, thrugh mbile clinics r strengthening f existing services, as well as thrugh the prmtin f health-seeking behavir. 5 Imprve quality f health care and treatment, including HIV/AIDS, with special fcus n health infrastructure (physical equipment and supplies, including drugs fr HIV/AIDS treatment, pst expsure prphylaxis [PEP] kits, etc.) and human resurce capacity. Imprve health infrmatin management system t ensure availability f reliable data n the health status f the ppulatin, including n HIV/AIDS. Ensure availability f health educatin material n preventin f targeted diseases (malaria, TB, AWD, HIV/AIDS). 4. NUTRITION PROGRAM a. PROGRAM OBJECTIVES The verall bjectives is t lwer the incidence f malnutritin, avert excess mrtality due t malnutritin and prmte better nutritinal status amng ppulatins in the affected areas. b. SPECIFIC OBJECTIVES: Initiate and facilitate intensive SFPs, including cmmunity-based nutritin actins, t the access f nutritinally vulnerable ppulatins t emergency nutritin respnse. Prmte apprpriate infant and yung child feeding practices. 5. PROTECTION AND ADVOCACY PROGRAM a. PROGRAM OBJECTIVES Effective advcacy with relevant stakehlders and parties t cnflict t prmte adherence t IHL and human rights law, with emphasis n humanitarian cncerns. Institutinal capacity building f Gvernment and civil sciety entities at all levels fr effective preventin f and respnse t prtectin challenges, with a particular fcus n the mst vulnerable. Human-rights based appraches are mainstreamed in the prgram design and delivery f all SHADO prgrams. Cmmunity capacity enhanced fr prtectin f the mst vulnerable; Facilitate the availability f cnducive, envirnment fr durable slutins fr prtracted displaced ppulatins. 6. WATER, SANITATION AND PROMOTION OF HYGIENE (WASH) PROGRAM a. PROGRAM OBJECTIVES Increase access t sustainable water and sanitatin services t reach the mst vulnerable targeted areas and ppulatin. Increase awareness amng target ppulatin and supprt in cnnectin with safe envirnment and hygiene issues t reach them. Empwer lcal cmmunity institutins and WASH authrities in target areas in managements f water and sanitatin facilities. 7. YOUTH CAPACITY DEVELOPMENT PROGRAMS a. PROGRAM MAIN OBJECTIVES t stimulate cmmunity develpment and transfrmatin, by ffering the yuth in the target area access t vital infrmatin and ther basic educatinal activities that will raise their awareness abut urgent develpment issues; and strengthen their participatin and decisin-making within the sciety n matters affecting their wn lives. 6 b. SPECIFIC OBJECTIVES Establishment f centres t help the target yuth grups, public and cmmunity-based rganizatins access affrdable infrmatin technlgy services. Prvide training facilities, and assist establish yuth frums, t enable them meet regularly, discuss, exchange and share ideas, learn abut themselves and thers. Understand their wn prblems, and identify their needs in relatin t their existing scial, plitical, cultural and religius structures, and take actins t direct and cntrl their wn future destiny. Discurage the yuth frm becming members f armed militias, and rganizatins, with negative idelgies, by prviding them with skills fr alternative surce f incme generatin including as; cmputer skills, entrepreneurship skills, enhancement f English language ability, management skills fr yuth rganizatins, leadership skills and learning f nn-vilent ways f living and reslving cnflicts, thrugh training, and apprpriate reading materials. Encurage and assist the yuth fr equal pprtunities t express their views, fully participate in develpment activities, and grw up with gd human behavirs that can suit mdern scieties, n their wn terms, thrugh establishment f yuth debate clubs, prductin f yuth newsletter, magazines, entertainment facilities, and becme updated by accessing apprpriate infrmatin. Enhance the target yuths knwledge and literacy levels by prviding access t educatinal infrmatin and apprpriate reading materials thrugh well equipped library services, reading clubs and audi-cassette listening frums etc. Enhance the academic English language perfrmance f students at primary, secndary and tertiary institutins thrugh access t reading materials, participatin f inter-schl debate clubs and reading clubs. Strengthen and enhance the capacities and perfrmance f cmmunity- based yuth rganizatins thrugh accessibility t mdern develpment bks and materials, and training prgrams. 8. MICRO-ENTERPRISE DEVELOPMENT PROGRAM a. PROGRAM OBJECTIVES Develp gender sensitivity vis-à-vis participatin f wmen in Micr Enterprise Develpment. Examine the prcesses f Gender inequality and their dis-functinality affecting the participatin f wmen in micr enterprises. Understand the prcesses f prmting MED thrugh active participatin f wmen. Acquire skills f identificatin f ptential wmen entrepreneurs and learn designing and cnducting enterprise develpment mtivatin training fr them. Explre varius learning mechanisms t set up Micr-Enterprises and update the methds f managing activities, develp tls and instruments fr effective mnitring and evaluatin f prmted entrepreneurs. T imprve wmen s access t ecnmic resurces (e.g., access t credit and savings prgrams). T prmte wmen s participatin and leadership in decisin making at all levels. Empwerment f wmen thrugh expansin and strengthening f the self-help grup mvement amng wmen in fishing and pastral cmmunities and identificatin f new livelihd pprtunities. Sustainable utilizatin f natural resurces by adpting ec-friendly practices. Strengthening and prmtin f entrepreneurship amng wmen in rural fishing, farming and pastral cmmunities. CROSS CUTTING ISSUES Peace building and Recnciliatin Gender HIV/AIDS, FGM AND GBV TARGET GROUPS SHADO humanitarian and develpment prgrams aim fr the mst vulnerable cmmunity grups including: IDPs, returnees, pastral drp-uts and ther vulnerable grups in Smalia. SHADO SPECIFIC AREA OF OPERATION SHADO peratins cncentrate n administrative regins and districts in Suth-Central Smalia. The rganizatin headquarter is in Mgadishu and Liaisn Office in Nairbi and plans t pen ther sub-ffices in the main twns in Suth-Central Smalia. It initially directs its prgrams in Benadir, Middle and Lwer Shabelle, and Hiran regins. ORGAN STRUCTURE AND MANAGEMENT SHADO is gverned by statute that sets dwn all the rganizatinal affairs. The Bard f Directrs safeguards the assets f the rganizatin, carries ut fund raising and wrks ut the plicies and regulatins f the rganizatin. The Bard f Directrs versees the rganizatin. GOVERNING BODY PROFILE Gverning bdy f SHADO cnsists f 5 active and highly experienced and prminent members f the Smali cmmunity, having lng years f experience in the develpment field with natinal and internatinal expsures and experience in wrking with internatinal and dnr rganizatins. b. Staff Structure and Prfile SHADO currently has 7 technical staff at managerial psitins frm varius technical backgrunds. In secnd line, SHADO has mre than 20 active vlunteers, each have a number f field skilled and experience. The Executive Directr is respnsible fr the facilitatin f rganizatinal grwth as a team leader and participates in prgrams and ther activities within the rganizatin. He is instrumental in plicy advcacy and liaisn; agency plicy and strategy change management and head the prject quality develpment cell. c.
