3 Prgram t imprve educatinal equipment fr the prmtin f reading and access t infrmatin This prgramme, primarily intended t endw all the schls belnging t the autnmus cmmunity f Extremadura with access t digital publicatin, is aimed at stimulating and supprting teaching-learning prcesses. In additin, educatinal institutins will be prvided with electrnic devices t bst learning. We may mentin tw main actins carried ut up t the present mment: The digital library Librarium Distributin f electrnic appliances Librarium supplies the educatinal cmmunity with a brad catalgue f electrnic bks, magazines and audibks, which undubtedly make up an incmparable educatinal resurce. It particularly cntains sme literary wrks in different languages aimed at children and yungsters. The library we are referring t is cmpsed f tw essential tls: On the ne hand, the digital platfrm fr bk lending service, which prvides nearly titles fr library lan and/r free dwnlad. It is available n the website via the fllwing address Als accessible thrugh mbile applicatins dwnladable acrss all majr platfrms (Andrid, IOS and Windws) On the ther hand, the cllabrative reading platfrm where bth teachers and students may invlve in reading, similarly ffers an adequate tl where reading grups can be managed. It als enables t share and cmment n the bks supplied/delivered thrugh the abve-mentined lending platfrm. The Librarium platfrm als affrds an accunt management tl thrugh which it is pssible t custmize and perfrm sme management peratin tasks (catalgue, users, purchases, data reprts, etc) As fr the distributin f the technlgical equipment, figures are the fllwing: alng the academic year 2017/2018, e-bk readers and tablets have been shared ut amng 243 public schls cmprising the Extremadura Schl Libraries Netwrk (REBEX), whse main gal has been t ease digital reading and access t the Librarium catalgue. It is scheduled in the near future either the purchase f new cmputers fr the management f the digital lending service and the expansin f the equipment distributin t schls ut f the REBEX Netwrk s far. 1

4 This actin is cnsidered Gd Practice because: 1. This perfrmance, largely disseminated bth amng ptential beneficiaries and als the general public wrldwide, has been regarded as a gd educatinal practice. The majr initiatives carried ut t spread the prgramme have been the listed belw: Lcal, natinal and internatinal press presentatin f the digital library Librarium and f the remainder f initiatives stemming frm the prgramme n the part f either the Cnsejería de Educación y Emple and the press fficer fr the Eurpean Cmmissin Offices in Spain. This event was held n the 9th Nvember 2017 in Mérida. It was at the same time supplemented with an arranged visit t the CEIP Ciudad de Mérida where visitrs were given the pprtunity t gain a first-hand insight n hw t use the digital library and the technlgical equipment allcated fr that purpse. Infrmatin meetings were held amng the Cnsejería de Educación de Emple (The Reginal Bard f Educatin), the Secretari General de Educación (the General Secretary f Educatin) and headmasters cming frm schls supprted with public funds in levels prir t university. FEDER c-financing has been reprted in all infrmatin sessins: 1st December in Cáceres with 127 peple attending the event. 5th December in Zafra. 131 peple attending the event. 12th December in Mérida. 178 peple in attendance. 15th December in Plasencia. 142 peple wh attended the event. 17th January in Castuera with 99 peple present. 2

They were cnducted by technical experts f the Reference Sectin in the Extremadura Schl Libraries Netwrk alng with the crdinatr/s in charge f the schl libraries frm all the schls supprted with public funds in thse levels previus t graduate-level. As in the previus case, FEDER c-financing has been reprted in such training sessins: 12th December in Cáceres where 127 attendants were called. 15th December in Zafra. 131 participants called. 21st December in Mérida. 77 participants called. 17th January in Plasencia. 142 attendants called. 19th January in Badajz. 101 participants summned. 30th January in Dn Benit. 57 participants summned. 1st February in Castuera where finally 44 attendants were called. 3

8 Besides, a presentatin fr Librarium is als freseen and scheduled within the framewrk f the XV Extremadura Reginal Federatin f pupils parents assciatins in public schls. The abve-mentined event, which is entitled Challenges and Cncerns fr the Educatinal System alng the 21st century: inclusiveness, multilingualism, and pedaggical and technlgical innvatin will be ultimately held in Almendralej (Badajz) during the 21st and 22nd April Librarium includes innvative aspects. It shuld be emphasized that with this utcme the Extremadura educatinal authrities turn ut t be the first nes t arrange and make available an nline lending service displaying such features with a crucial aim in mind, that f supprting and encuraging digital reading amng pupils, families and staff frm public schls, nt nly as a way t learn, but als as a means f entertainment. Up t the present mment ebks usage in schls has been bradly restricted t the free and legal-t-use repsitry available n line. On a regular basis these resurces prved t be scarce and instable in terms f quality. On the cntrary, Librarium ffers tw innvative pssibilities fr the whle class grup. On ne side, an nly ne title may be dwnladed all at nce by the whle class; n the ther side, each pupil may make use f their mst preferred device (tablet, mbile phne, cmputer r even e-reader). A further benefit is that bth public and lud reading are encuraged thrugh the use f the interactive digital whitebard. We cannt avid mentining the fact that the number f titles available, almst 9.000, the selectin quality as well as the inclusin f recent years innvatins have accrdingly resulted in a greater adjustment t the ptential demand within the educatinal sphere. 6

9 Likewise, the s-called platfrm facilitates and ensures an innvative digital and efficient wrk envirnment where the schl cmmunity may share ut sme reading liable t be enhanced by means f activities, entries, remarks and audivisual materials designed fr that purpse. In additin, we underline the fact that the teaching bdy is given the pssibility t bth tailr the use f sme specified resurces t the students needs and als make the infrmatin suitable fr the ccasin, which cnsequently turns the platfrm int a really useful and pwerful tl fr the intended develpment f reading, writing and access-t-the-infrmatin plans that must be implemented thrughut all schls. This brad range f pssibilities pens up a new apprach t the wrld f bks and reading in a variety f frmats and envirnments. 3. Adjustment f the results btained and reprted t the initial gals set. In the fur-mnth-and-a-half lapse that Librarium has been perating, there are sme facts and figures in relatin t web visits and lans that are wrth being mentined. 10 Cnsidering the given situatin and the shrt perid f time in peratin, it is still early t assess the full attainment f established aims. Additinally, further functining infrmatin frm similar platfrms wuld be needed as t establish benchmarks fr later review and cmparative studies. Nevertheless, resulting data in terms f daily lans, ver 100 t be precise, web visits and enquiries answered via and telephne, alngside the 54 reading clubs created, shw indeed a high degree f utilizatin up t the present day. Therefre, and in view f the current situatin, we sincerely hpe this trend will cntinue and cnslidate while Librarium is becming acquainted and prfitable in all educatinal settings. 4. Cntributin t the settlement f prblems and deficiencies detected in the autnmus/reginal scpe f interventin. Frm the standardized diagnstic tests carried ut in the latest years, particularly PISA, significant results have been btained and enugh evidence has been cllected. In this sense, we must stand ut that literacy cmpetence levels prve t be substantially lw as cmpared t the natinal average. Despite this fact, a clear imprvement can be felt frm 2012 t Literacy cmpetence level in 2012 was established in 457 ranking pints and was increased up t 475 in 2015, which entails an increase f 18 ranking pints. Anther factr t take int cnsideratin is the fact that schls may find difficult t stre and make available ebks fr students. This, therefre, may bring abut sme impssibility t use digital resurces in any frm ther than free dwnlading frm the net r acquisitin thrugh a specific device. Thus, it may be stated that Librarium emerges as a tl designed t address such prblems insfar as it prmtes either reading fr learning r fr entertainment in digital frmat, which will ultimately benefit students reading and cmprehensin skills. Hence, it may be expected sme imprvement regarding external evaluatins and what is even mre imprtant, 8

11 cmpetences subject t assessment. On the cntrary, the wide chice f titles available, 9.000, tgether with prven versatility in the access thrugh a brad variety f devices will certainly prmpt psitive effects. 5. High degree f cverage n the targeted ppulatin Librarium mainly caters fr the Extremadura schl cmmunity: student and teaching bdies, families and the entire schl cmmunity in levels prir t university. Usage requires a user identificatin n the educatinal platfrm Rayuela users with granted access have been accunted fr, amng whm have brrwed at least ne bk, As regards devices allcatin, the first number f gadgets has been restricted t schls belnging t the Extremadura Schl libraries Netwrk (REBEX) made up at that very mment f 243 public schls with rughly students as ptential users. 6. Cnsideratins n equality and nn-discriminatin crss-cutting criteria, scial respnsibility and envirnmental sustainability. The pssibility f using Librarium resurces frm any gegraphical lcatin in Extremadura with nline access granted, enables any student, irrespective f their place f residence, t enjy the same pprtunities t make adequate use f ebks and audibks available. This flexibility encurages and favrs equality in educatin. In the same way, the electrnic devices delivered are supervised within the schl library range s that students may have full access t their use. This circumstance undeniably reinfrces the functin f cmpensatin fr scial and ecnmic inequalities Finally, Librarium prmtes the respect fr the authr s rights n the part f the schl cmmunity since the deplyment f legal resurces makes irregular cnduct unnecessary and, as a natural cnsequence, discurages frm the cmmissin f ffences against privacy and vilatin f prperty rights. 12 respnsibility t be taken n the use f infrmatin technlgies in cmpliance with the current regulatins. 7. Emphasizing synergies with ther plicies and tls fr plitical interventin The technlgical equipment allcatin intended t enhance and strengthen reading and access t infrmatin tgether with the Librarium platfrm serve as supprt fr the schl libraries develpment plicies pursued by the Cnsejería de Educación y Emple (Reginal Bard f Educatin). In this respect, there is a decisive cmmitment t arranging reading, learning and infrmatin facilities supplied with digital and printed resurces easily accessible frm any schl rm r envirnment. In due curse, sme eleven years ag, the educatinal authrities deliberately pushed The Extremadura Schl Libraries Netwrk (REBEX), currently cmpsed f 272 schls, thrugh which the new mdel f library is being fstered. This new ever-changing mdel in cntinuus transfrmatin is gradually evlving frm the traditinal paper-based resurce t a different ne regularly adding digital materials further favred by Librarium availability and the evenly spread equipments. The ultimate gal, in accrdance with the educatinal plicy cncerns f ur administratin is, cnsequently, t channel ur effrts int achieving maximum perfrmance f the educatinal prcess as well as the acquisitin f students key cmpetences. Impact f the prgram: The prgram is aimed at the entire educatinal cmmunity f Extremadura. Everyne wh has an identificatin in the educatinal platfrm Rayuela can use Librarium. On the part f the student bdy, it amunts t peple hithert.
