4 1. Intrductin A. The Hendricks Cunty Amateur Radi Emergency Services (ARES) herein called HCARES fr brevity is cmprised f FCC-licensed amateur radi peratrs wh have vluntarily registered their capabilities and equipment fr the purpses f Emergency and Public Service cmmunicatins. These individuals are registered with the American Radi Relay League s (ARRL) ARES Natinal Field Organizatin. B. The Hendricks Cunty Radi Amateur Civil Emergency Service (RACES) cnsists f amateur radi peratrs cmmunicating n behalf f lcal, state, and federal gvernment during disasters. Authrity is in 47 CFR part 97 subpart E f FCC and is spnsred by Indiana Department f Hmeland Security (IDHS) and is administered by Hendricks Cunty Emergency Management Agency Directr (EMAD). 2. Purpse A. The purpse f this plan is t prvide a written guide cntaining the minimum infrmatin that wuld be needed in an emergency. Each emergency is different and the flexibility t prvide an adequate respnse t each is a necessity. B. This plan is designed t prvide a basic utline f the resurces and peratins f the HCARES. C. HCARES prvides emergency cmmunicatins and can prvide adjunct cmmunicatins shuld require. Our peratinal area is Hendricks Cunty, hwever we are available where needed as s activated and authrized by the Hendricks Cunty Emergency Management Agency Directr (EMAD). D. This plan, when activated, will wrk in clse cperatin with all ARRL sectin level Field Services appintees as apprpriate. E. The infrmatin cntained in this plan is t be used as a guide. 3. Authrity A. Under FCC Rules and Regulatins, Part 97 subpart A, specific authrity is given fr emergency cmmunicatins n frequencies designated by the FCC. 4. Activatin A. In the event f a State Declared Emergency, the fllwing individuals have authrity t request activatin f ARES resurces in: State Wide, In Selected Districts, and/r In Selected Cunties. a. 5 b. Indiana Sectin Emergency Crdinatr (SEC) B. In the event f a Declared District 5 Emergency, the Indiana District 5 Emergency Crdinatr (DEC) may request activatin f ARES Resurces in any r all f District 5 Cunties. C. In the event f a Hendricks Cunty Declared Emergency, The Hendricks Cunty Emergency Crdinatr (EC) may be requested by the Hendricks Cunty Emergency Management Agency Directr (EMAD) r a public safety agency t activate HCARES. D. The fllwing agencies may request HCARES resurces : Indiana Department f Hmeland Security (IDHS) Natinal Weather Service (SKYWARN Prgram) Amateur Radi and Citizen Organizatins with whm Mutual Aid Agreement have been arranged with HCARES. Any Hendricks Cunty public safety agency requiring radi cmmunicatins. Any ther agency r rganizatins requiring cmmunicatins assistance when deemed apprpriate by EMAD. Any use f HCARES resurces must be prperly crdinated with EMAD and ARES Indiana Sectin Management Team. 5. Mbilizatin Definitin: (MOB) The prcess f activating, assembling, and transprting f resurces that have been requested t respnd t r supprt an incident. HCARES resurces will be mbilized accrding t the HCARES Activatin Prcedures. 6. Activatin Prcedures (When Mved t Mbilizatin) A. Any ARES member wh fr any reasn suspects that a cmmunicatins emergency exists, r suspects that an adjunct cmmunicatins need exists shuld mnitr the assigned net frequency fr activity. (see page 3) B. All HCARES members shuld mnitr the MHz repeater frequency, (LOGNET) r if it nt peratinal, mnitr the Primary Simplex frequency MHz fr annuncements and alerts. C. Upn declaratin f an emergency, any ARES member may call a stand-by net n the MHz. The purpse f this stand-by net is t identify available ARES resurces. The ARES member initiating the stand-by net will becme and remain Net Cntrl Statin (NCS) until relieved by the Hendricks Cunty E.C. r AEC (Assistant Emergency Crdinatr.) Members f HCARES shall check-in t the LOGNET and await instructins. 5 P age

6 D. A Backup Net Cntrl Statin (BNCS) shuld be designated by NCS shuld it be necessary t take ver the net in the event that NCS must leave the radi. The BNCS will have the same respnsibility as the NCS in way f cpying and maintaining lgs f all net activities and als self-sustaining. Using ICS 213, and 214 frms. E. The NCS shall maintain cntrl ver all net peratins including the keeping f accurate lgs and cpying f all net traffic. Als the NCS shuld be able t be self-sustain in the way f electrical pwer, manpwer, and life supprt. F. The NCS shall be perated frm the mst apprpriate lcatin. Clse prximity t the disaster site fr pssible simplex cmmunicatins, r at the Auxiliary Cntrl Statin. G. The NCS will be the fcal pint f all peratins, sub-nets, and simplex nets. H. The EC will assign specific duties t members as required by prevailing circumstances. Sub-nets will be set-up and crdinated at different staging areas. A NCS will be designated at each staging area and will assume respnsibility fr cmmunicatin peratins there. The NCS will recrd all activity in the frm f a lg bk at each staging area. Use ICS 214 frm. I. The EC can request assistance frm nn HCARES, licensed amateur radi peratrs within the cunty if apprved by EMAD. J. Liaisn Statins that have been previusly assigned permanent duties as Official Emergency Statins will be dispatched t their tasks as required. Any additinal required liaisns t nets r agencies will be assigned as required. 7. Operatins A. All peratins will fllw established prtcls as used in the Natinal Incident Management Framewrk, Incident Management System, Hendricks Cunty Incident Respnse Plan and the HCARES EMERGENCY Plan. B. All messages and ntificatins will be recrded in a permanent fashin. All messages recrded electrnically will be printed n a real time basis, r as sn as practical. 1. All messages and ntificatins cming in will be recrded n ARES ICS frm Must maintain an ARES ICS Unit lg, where all peratrs and visitrs sign in. USE ICS frm 214. C. The authenticity, crrectin and additins f all messages are the sle respnsibility f the riginating authrity. ARES peratrs are nt permitted t alter the cntent f a message withut the authrizatin f the riginating party. The cntent f all messages shuld be cnsidered cnfidential. D. NCS will maintain a regular rll call, when cnditins allw 6 P age

7 E. Regular Net prtcl will be fllwed, statins may nt transmit unless requested t d s by the NCS. The nly exceptin t this is fr statins with emergency messages. F. Statins transmitting advisries t NCS will refrain frm including pinin r cnjuncture. G. When assigned a task by NCS the ARES member shall reprt; 1. When arrived at that assignment (if applicable) 2. If there are unusual circumstances that require ntatin. 3. Such traffic as required and authrized. 4. When the task is cmpleted r when t leave the assignment. H. OPNET NCS shall maintain a cmmunicatins link with served agencies during activatins. I. NCS shall maintain ther links as specified by the SEC. J. Any statin wh feels that their safety is cmprmised r uncmfrtable with their assigned task shuld reprt it immediately t the NCS. At which time the NCS will wrk with the statin t crrect the prblem. K. If a directive cannt be cmplied with, the NCS must be ntified as sn as pssible, s crrective actin can be taken. L. Never leave a net withut checking ut. Ntify the NCS prir t stepping away frm the micrphne. M. When pssible, fficials will be allwed t directly cmmunicate with each ther. Hwever, there must be a cntrl peratr (Amateur Radi peratr) at all amateur radi statins invlved. N. When direct cmmunicatins are nt pssible, all messages will be written in either standard ARRL frmat r in the frmat that is used by the served agency. O. The fficial, wh riginates the message and takes respnsibility fr its cntent, must indicate his/her title n all written messages. P. LOGNET NCS. (Lgistics NET) cntrller respnsibilities will be t keep a written recrd f wh checks in t the net, (resurces), a written recrd f events during his/her shift, and a written list f resurce assignments. (Thse wh are activated by the E.C. and/r the perating AEC.) 7 P age

8 8. Dembilizatin A. Definitin: (DEMOB) The prcess f releasing a resurce (HCARES member) when it has been determined by EMAD r a Public Safety Agency that the assigned resurce is n lnger required. This will be cmmunicated t the crrespnding NCS t release the resurce (HCARES member). B. When a resurce (HCARES member) has been released, it is the respnsibility f the resurce t turn in all cpies f messages and paperwrk that pertains t his/her rle in the disaster cmmunicatin t the E.C. r any ne f the AEC s near his/her lcatin. 9. Resurces A. HCARES 1. These vlunteers live in Hendricks Cunty and are licensed Amateur radi peratrs. They als are a member f the Hendricks Cunty ARES. 2. They are expected t participate in preparedness drills. 3. They carry ARES identificatin issued by an Indiana ARES Sectin Appintee (Hendricks Cunty EC). B. Other Licensed Amateur Operatrs 1. These vlunteers are licensed amateur radi peratrs 2. They are nt a member f HCARES. 3. They may be members f ther public service rganizatins, such as RACES, etc. 4. THEY MUST BE PROPERLY TRAINED FOR THEIR ASSIGNED TASK. C. Equipment 1. All ARES members have pledged their services and use f their wn equipment in event f an emergency. 2. HCARES will wrk clsely with the served agency(s) s that resurces will be best utilized. D. ARES as a Resurce 1. HCARES is a cmmunicatins resurce cnsidered available t Nn Gvernment Organizatins (NGO s) as requested by the NGO and apprved by EMAD. 2. The skills f HCARES are ICS typed as cmmunicatins hwever, HCARES may include assignments that are nt primarily cmmunicatin tasks. Any assignments f this type must be apprved by the EC and EMAD. The primary rle f HCARES is cmmunicatins. 8 P age

9 3. Under FCC rules Part 97 Amateur Radi peratrs may nt receive cmpensatin fr their services. When wrking with a served agency in certain instances reimbursement fr mileage, meals, and ther incidental expenses may be acceptable when apprved by the EC and EMAD. 4. Wrkers Cmpensatin and/r Liability Insurance may be prvided by a served agency. This is at the ptin f the served agency and ARES statins must fllw the served agency guidelines fr such. Hwever, Indiana ARRL fficials will nt be held liable fr any injury r death f an amateur participating in a HCARES exercise r emergency. 5. Individuals within HCARES may have additinal training r expertise (EMT, HAZMAT, Firefighter, Law Enfrcement, etc) hwever, when wrking as an ARES vlunteer they are primarily a cmmunicatins resurce. 6. HCARES and the Hendricks Cunty Hspitals. HCARES is respnsible fr prviding Hendricks Reginal Health and I.U. West Health, Amateur Radi peratrs as a resurce fr emergency radi cmmunicatins in the event f an emergency/disaster accrding t the Memrandum f Understanding (MOU) that has been agreed and signed by the hspital, ARRL, and HCARES. E. NET CONTROL Purpse: T define the duties and respnsibilities f the Net Cntrl Operatr (NCO) and (NCS) Net Cntrl Statin in Hendricks Cunty. Definitin: Net cntrl is the act f rganizing the flw f infrmatin frm multiple surces int a series f manageable messages and efficiently directing them t the intended recipient(s) at the same time. Backgrund: The cntrl f infrmatin has been necessary fr many years. Recently, it has been determined that effective span f cntrl is limited t apprximately 3-10 peple per persn. This number varies depending n the situatin and each individual s abilities. Use: The initiatin f net cntrl is necessary whenever an emergency r disaster ccurs within Hendricks Cunty. The initiatin f net cntrl is als recmmended during training deplyments, SET drills and anytime rganized net traffic is needed. Descriptin: The EC r AEC will nrmally assume net cntrl r delegate anther statin as the NCS hwever; any statin may pen the net and assume NCS in an emergency. Tactical call signs may be used fr emergency nets if there are mre than just a few participants. The NCS may assign the tactical call sign as each lcatin is activated. Tactical call signs will usually prvide sme infrmatin abut the lcatin r its purpse. It is ften helpful if the tactical call signs have a meaning that matches the way in which the served agency identifies the lcatin r functin. NOTE: When using tactical call signs n amateur frequencies statin identificatin is required at least every ten minutes and at the end f transmissin. 9 P age

10 If a radi peratr requests t be released frm their assigned pst, the net cntrl peratr des nt have the authrity t deny the request. The NCS shall maintain cntact with all deplyed statins. If n cntact with a statin has been cnfirmed after 30 minutes, the NCS shall perfrm a statin welfare check. If n cntact is established after three cnsecutive attempts, persnnel shall be dispatched t cnfirm the Operatr s welfare. F. DEFINATIONS LOGNET: (LOGISTICS NET) A radi frequency designated t be used fr HCARES members t mnitr and check in t. T be mnitred and be ready fr an assignment that will be handed ut by the net cntrller n this radi frequency. OPNET: (OPERATIONS NET) A radi frequency designated t be used fr HCARES members nce they have been deplyed t their assigned area. NCS: (NET CONTROL STATION) A licensed Amateur radi peratr that is an HCARES member wh will cntrl all radi activity that will be handled n a given radi frequency during an emergency/disaster. ICS: (INCIDENT COMAND SYSTEM) A standardized, n-scene, all-hazards apprach t prvide an rganizatinal structure fr incident management. It als guides the prcess fr planning, building and adapting that structure. 10 P age

16 ID CARDS A. Purpse: The Hendricks Cunty ARES publishes this plicy fr the issuance and use f Identificatin (ID) cards t ARES appintees. B. Definitin: The Hendricks Cunty ARES ID card is issued t all Hendricks Cunty ARES members. ARES members meet the ARRL membership requirement, and satisfy participatin requirements set by the leadership. The Hendricks Cunty leadership is defined as the EC and the respective AEC S fr the cunty. The Hendricks Cunty ARES ID card features a face picture. N backgrund check is cnducted by the ARRL. C. Backgrund: In their effrts t prepare fr the pssibility f activatin during a disaster, Hendricks Cunty ARES members are wrking t prepare themselves fr pssible use by public safety r service agencies. One useful tl is the Hendricks Cunty ARES ID card. While it may allw quicker access t sites and reduce wait times, ID card acceptance is a sensitive issue with many f the rganizatins we assist, a cmprehensive plicy is required fr the use f the ID card. D. Use f Hendricks Cunty ARES ID Cards: HCARES members may nly use their ID card t carry ut an assignment as specified by the Hendricks Cunty ARES leadership. D nt use the ID card t attempt entry t sites where HCARES assistance has nt been fficially requested. We are nt first respnders. Be aware that public safety and/r agencies with which the ARRL has a Memranda f Understanding may require additinal Identificatin, including the cmpletin f backgrund checks. This ID card cannt waive any f thse additinal requirements. The Hendricks Cunty ARES ID Card des nt grant additinal rights and/r privileges and may nt be used with the expectatin f unwarranted authrity. The Hendricks Cunty ARES ID card remains the prperty f the Hendricks Cunty ARES, and must be surrendered upn ARES Resignatin, request by the EC, r applicable AEC. 16 P age
