1 SUBMITTAL REQUIREMENTS FOR The Plat Imprvement prcess invlves the review and apprval f detailed engineering drawings and infrmatin related t an apprved preliminary plat such as grading, radways, sewer, water, ther utilities, and strm drainage imprvements. The plat imprvement plans shall be prepared by a Washingtn State licensed engineer. These imprvements shall be cnstructed in accrdance with City Standards and requirements f the City Engineer. The applicant/develper shall cnstruct all plat imprvements prir t recrding f the final plat and prir t the issuance f a building permit. APPLICATION ACCEPTANCE Develpment Services accepts applicatins Mnday, Tuesday, Thursday, and Friday, between the hurs f 8:00AM and 4:00PM, and Wednesday between the hurs f 10:00AM and 4:00PM. FEES Plan review and inspectin related t cnstructin f plat imprvements, will be charged at the current hurly rate. An initial applicatin fee depsit based n an estimate f 10 hurs f cmbined engineering review and cnstructin inspectin will be required with the permit applicatin. See current Fee Schedule fr hurly rate. Services perfrmed by utside cnsultants retained by the City t evaluate any phase f plat design r cnstructin shall be charged t the develper at actual cst. REVIEW PROCESS An in-take screen meeting is required fr this review prcess. Once Plat Imprvement plans have been accepted and are determined by the Develpment Engineer t be sufficiently cmplete during the in-take screen meeting, the Develpment Engineer and ther staff will prceed with review f the plans. Nte: The applicant/agent bears the respnsibility fr the accuracy and cmpleteness f all infrmatin prvided with r affecting the submittal materials. Incmplete applicatins will result in delays.

Detailed plan f sanitary sewer cnstructin including: size, length, slpe, and type f sewer pipes lcatin, size, and depth r elevatin f any cleanuts r manhles lcatin and design depth f stub uts fr all prpsed lts typical trench backfill sectin public sewer mains shall include a prfile f the cnstructin cnnectin t existing sewer system (the existing sewer system shall be surveyed) finished flr elevatin(s) f all structures, existing and prpsed (if knwn) Detailed plan f water main cnstructin including: lcatin f new and existing water meters with meter sizes and service line size frm meter t public main lcatin and detail f all prpsed fire hydrants abandnment f all existing water services cnnectin t existing water main lcatin, size, length, and type f pipe as well as specific calluts fr size & type f fittings, adapters, appurtenances, and blcking Public water main extensin shall include a prfile Cnstructin centerline intersectin with the public rad (if applicable) referenced frm the public right f way centerline establishment r ther City mnumentatin.. 2. Detailed Clearing and Grading Plan Dimensins f all prperty lines, easements, and abutting streets. Shw all existing undergrund and abvegrund features prpsed fr remval. Lcatin and dimensin f all n-site structures and the lcatin f any structures within twenty five feet (25 ) f the subject prperty r which may be affected by the prpsed wrk. Accurate existing cntur lines drawn at tw ft (2 ) r less, intervals shwing existing grund and details f terrain and area drainage t include surrunding ff-site cnturs within twenty-five feet (25 ) f the site, (screened). Lcatin f any watercurses, including natural drainage systems, perennial and intermittent streams and the presence f brdering vegetatin; delineate watercurse crridr. Lcatin f all critical slpe areas and the ten ft (10 ) setback frm the tp and te f the critical slpe. Setback areas and any areas nt t be disturbed. Finished cnturs drawn at tw ft (2 ) intervals as a result f prpsed site grading. Lcatin f all significant trees, clearly indicate whether they are t be remved r saved.

Temprary Ersin/Sediment Cntrl Plans shuld cmply with Chapter MICC. Off-site measures may be required t mitigate existing n-site prblems r t prevent new prblems frm ccurring. Plans must be site specific, prepared and stamped by a State f Washingtn licensed civil engineer. Nte: A Department f Eclgy Cnstructin General Permit is required fr prjects creating mre than 1 acre f land disturbance r prjects less than ne acre that are part f a larger cmmn plan f develpment r sale. 4. Site Restratin Plan Plans shwing the actins the cntractr will implement t restre any and all prtins f the site required t be left in, r returned t, and permanently maintained by the prperty wner in apprpriate vegetatin and/r grund cver. The plan shall cntain a cmmitment t cmplete the restratin within a reasnable time perid as specified after any site imprvement wrk has been cmpleted. The applicant shall specify terrain, vegetatin, and trees, which will restre the site. 5. Strm Drainage Cntrl Plan Existing and prpsed strm systems specifying all pipe (type, size, length, slpe). Existing and prpsed drainage structures (catch basin type, size, rim and invert elevatins). Shw the drainage stub uts (lcatins and invert elevatis) fr all prpsed lts. Prvide treatment f runff frm the street and any ther pllutin generating impervius surfaces (PGIS) in accrdance with the Department f Eclgy s Strmwater Management Manual. Flw cntrl and water quality BMPs shall be designed in cmpliance with Chapter MICC. Strm Drainage Reprt: Prvide tw (2) cpies f a reprt stamped and signed by a State f Washingtn licensed civil engineer. 6. Radway Imprvement Plans and Prfiles Private Rads Limits f new and existing access easement. Cnstructin centerline referenced t the public right f way centerline r ther City mnumentatin. Hrizntal and vertical alignment f the rad. Indicate hw alignment f the new rad will match existing public street with a relatively level landing that prvides adequate sight distance fr safe ingress and egress. New radway cnstructin referenced t the cnstructin centerline (statin and ffset). Typical rad sectin shwing pavement (thickness, type), tp and base curse (size, type and thickness), subgrade cmpactin, transverse pavement slpe, typical cut/fill side slpe grades t catch pint with existing grade, easement limits relative t rad centerline. Public rads: Submit 2 cpies f plans (1 =20 ) and prfile (1 =20 hrizntal and 1:=5 vertical) Limits f new and existing radway in the right f way.

All existing and prpsed private imprvements and public imprvements including, but nt limited t, curbs, gutters, sidewalks, median islands, street trees, fire hydrants, utility ples, refuse areas, free-standing lighting fixtures, water and sewer mains, manhles, water meters, retaining walls r rckeries, catch basins, strm drains, drainage ditches, utility junctin bxes, public utility transfrmers, etc., alng the full extent f the right f way. Indicate type, size and hrizntal and vertical lcatins. New radway cnstructin referenced t the cnstructin centerline (statin and ffset). Typical rad sectin shwing: pavement (thickness, type), tp and base curse (size, type and thickness), subgrade cmpactin, transverse pavement slpe, curb (type and size), sidewalk r trail (width, sectin thickness, material), typical cut/fill side slpe grades t catch pint with existing grade, right f way limits relative t rad and r cnstructin centerline. Channelizatin and Signage Plan. Street Lighting and Cnduit Plan (if applicable).
7 Pre-Cnstructin Requirements Page 7 f 8 Prir t the cmmencement f cnstructin, including clearing and grading, the fllwing shall ccur: 1. All requisite permits shall be btained. 2. Traffic Cntrl Plan and ROW Permit apprved by the City. 3. Develper shall prvide a perfrmance guarantee in accrdance with MICC and Pre-cnstructin cnference held with the develper/cntractr. 5. Develper/cntractr shall submit a detailed cnstructin schedule itemizing all majr activities. 6. Prvide videtapes/phts f existing rad, access easements and right f way within ¼ mile f the site t the City shwing precnstructin cnditins. The burden f prf rests with the applicant t prve that any public facility damage was a pre-existing cnditin r was caused by anther party. Any damage t public facilities deemed the respnsibility f the applicant as determined by the City Engineer shall be restred at the applicant s cst. 7. Tree prtectin measures must be in place and inspected befre any wrk n site is started. N trees shall be cut withut a tree permit. 8. Develper r assignee(s) shall prvide t the City Engineer, a signed and ntarized Indemnificatin & Hld Harmless Agreement prepared by the City. 9. Prvide a statement, in substantially the fllwing frm signed by the develper s getechnical engineer, shall be included n the cnstructin plans when required by the City Engineer: I have reviewed the cnstructin plans prepared by dated fr cnfrmance with the getechnical evaluatin and recmmendatins cntained within my getechnical reprt dated. It is my pinin that the recmmendatins presented in my sil reprt have been incrprated int the abve referenced plans in accrdance with my intent. I d certify that ur firm: 1. Has been retained by the develper t mnitr the cnstructin fr cmpliance with the recmmendatins and implementatin measures cntained in my getechnical reprt; 2. Will, if deemed necessary by the City, prvide, in a timely manner, additinal cnstructin recmmendatins and suggested cnstructin mdificatins; and 3. Will prmptly submit mnitring infrmatin and any recmmendatins t the City Engineer and Cde Official fr review. Cnstructin Requirements General 1. All imprvements shall be installed pursuant t plans apprved by the City in accrdance with the apprved cnstructin schedule. 2. All cnstructin shall cnfrm t the Standards and Specificatins f the City f Mercer Island, cnditins f permits issued, the getechnical evaluatin recmmendatins and cnstructin plans accepted by the City. The Engineer f recrd may be required t mnitr the cnstructin, ersin cntrl, site stabilizatin measures and prvide inspectin reprts t the City Engineer that dcument all f the wrk perfrmed. 3. The seasn fr clearing, grading, and the cnstructin f utilities, strm drainage facilities, radways and retaining walls shall nt begin until April 1, and shall end by Octber 1 f any year, unless therwise apprved by the Cde Official and City Engineer. 4. All imprvements shall be cnstructed in a manner that retains as much natural vegetatin as pssible. 5. The type f equipment t be used fr land clearing and radway and utilities cnstructin shall be defined at the pre-cnstructin cnference with the City. The necessary develpment and ROW Use permits shall be
8 Page 8 f 8 btained prir t mving equipment nt the site. 6. The City Engineer may require that certain imprvements be hand dug. 7. The City may require that specific clearing, grading, excavatin, r sensitive cnstructin wrk be evaluated and detailed by a getechnical engineer. As a cnditin fr cmpletin f the wrk, the City may require that the engineer be present during the wrk t mnitr and review site cnditins, and t recmmend apprpriate special cnstructin techniques r mitigating measures. 8. All damage t adjacent prperties r public rights-f-way resulting frm cnstructin (e.g., siltatin, mud, water, runff, radway damage caused by cnstructin equipment r hauling) shall be expeditiusly mitigated and repaired by the cntractr, at their expense. Failure t mitigate and repair said damage, r t cmply with the accepted cnstructin plans, the permits issued by the City, r the City requirement fr crrective actin shall be cause fr the issuance f a Stp Wrk rder, freclsure n the plat perfrmance guarantee, and/r ther measures deemed apprpriate by the City Engineer. 9. Fllwing cnstructin, the getechnical engineer shall submit a letter t the City cntaining the fllwing statements: This cnstructin has been cmpleted substantially in accrdance with recmmendatins cntained within the getechnical investigatin and evaluatin reprt and made in cnnectin with ur n-site mnitring f the activities. necessary. If apprval is granted, security in the frm f a bnd r assignment f funds shall be furnished t the City f Mercer Island in an amunt equal t a minimum f 150 percent f the estimated cst f the required imprvements. The City Engineer must accept and establish the bnd amunt. Such security shall list the exact wrk that shall be perfrmed by the applicant and shall specify that all f the deferred imprvements shall be cmpleted within the time specified by the City Engineer, and if n time is s specified, then nt later than ne year. All plat imprvements shall be installed prir t the issuance f a building permit fr residential cnstructin. Requests t cncurrently cmplete plat imprvements with building cnstructin permits must be made in writing fr review and apprved by the Cde Official in cnsultatin with City Engineer. 12. The Develper shall submit as-built drawings surveyed by a Washingtn State Licensed Prfessinal Land Surveyr f all utility lines, strm drain stubs, water service lines, and detailed side sewer stubs r cnnectins t the municipal sewage cllectin system fr each lt prir t final inspectin. As-Built plan shuld be prvided in hardcpy, AutCAD, DXF, and PDF frmat t be incrprated int the City s GIS system. 13. A bill f sale fr any imprvements t be transferred t public wnership and maintenance shall be submitted t the City prir t final inspectin f plat imprvement. 10. Fllwing cnstructin, the prject civil engineer shall submit a letter t the City cntaining the fllwing statement: This cnstructin has been cmpleted substantially in accrdance with recmmendatins cntained within the strm drainage technical infrmatin reprt, apprved plan set, and ur n-site mnitring f the activities. 11. If the develper wishes t defer certain nsite r ff-site imprvements, (i.e. landscaping, curbs r sidewalks), written applicatin with full and cmplete engineering drawings shall be submitted t the City Engineer. The applicant shall state the reasns why such delay is
