2 The purpse f the United States (U.S.) Numbered Highway System is t facilitate travel n the main interstate highways, ver the shrtest rutes and the best available rads. A rute shuld frm cntinuity f available facilities thrugh tw r mre states that accmmdate the mst imprtant and heaviest mtr traffic flw in the area. The rutes cmprising the Natinal System f Interstate and Defense Highways will be marked with its wn distinctive rute marker shield and will have a numbering system that is separate and apart frm the U.S. Numbered Highway System. Fr the cnvenience f the mtrist, there must be cntinuity and a unifrm pattern f marking and numbering these Interstate rutes withut regard t state lines. The U.S. Numbered System was established in 1926 and the Interstate Numbered System was established in Bth have reached the perid f review, revisin, and cnslidatin. They nw need perfecting rather than expansin. Therefre, any prpsed alteratin in the established systems shuld be extremely meritrius and thrughly, thugh cncisely, explained in rder that the Special Cmmittee n U.S. Rute Numbering and the Standing Cmmittee n Highways f the Assciatin may give prmpt and prper cnsideratin t each and every request made by a member department. In rder t reduce cngestin, facilitate traffic flw and enhance public safety, the Texas Department f Transprtatin is cnstructing a divided fur lane rute n the west side f the city f Munt Pleasant. This new lcatin radway has been designated by the Texas Transprtatin Cmmissin as the new rute fr US 271. The weighted average daily traffic vlume alng the prpsed rute, as shwn n the map n page 3, is 6300 as cmpared t 8969 fr the year 2006 fr all ther U.S. Numbered Rutes in the State. The Purpse and Plicy in the Establishment and Develpment f the United States Numbered Highways, as Retained frm Octber 3, 1991 r the Purpse and Plicy in the Establishment f a Marking System f the Rutes Cmprising the Natinal System f Interstate and Defense Highways as Retained frm August 10, 1973 has been read and is accepted. In ur pinin, this petitin cmplies with the abve applicable plicy. In TITUS COUNTY (cunty) and the CITY OF MOUNT PLEASANT (city), lcal fficials have requested the designatins f US alng a new lcatin. Pursuant t Texas Transprtatin Cde, and , the executive directr recmmends the designatins f US alng a new lcatin. IT IS THEREFORE ORDERED by the Texas Transprtatin Cmmissin (cmmissin) that: 1. US 271 is designated alng a new lcatin, frm the existing intersectin f US 67 sutheastward t a pint suth f the city, a distance f apprximately 3.8 miles. 2. A segment f US 271 is redesignated n the state highway system as US 67 and SH 49 cncurrent, frm the existing intersectin f US 67 t the prpsed new intersectin f US A segment f US 271 is redesignated n the state highway system as SH 49, frm the prpsed new intersectin f US 67 t the intersectin f BU 271-E. 4. A segment f US 271 is redesignated n the state highway system as BU 271-E, frm the existing intersectin f BU 271-E t a pint apprximately 2.3 miles suthward. (This includes US, Interstates) A letter frm yur Chief Executive Officer with the CEO s signature is sufficient when submitting yur applicatin, if yu chse nt t include the signature n this frm. 4
