The dcument clarifies the definitin f cmpliant and nn-cmpliant drawing frm the DMS drafting perspective and when a dispensatin shall be necessary fr acceptance f a drawing int the DMS. While there is a requirement t prepare DMS cmpliant drawings fr all wrks, the dispensatin prcess has been intrduced t recgnise that there are sme cases where the practicability f bringing existing nn-cmpliant drawings t standard utweighs the benefit. 2. Scpe The prcedure applies t all As-In-Service (AIS) drawings that are bked back int the PTV DMS. This dcument prvides guidance n the dispensatin rules t signalling drawings with all ther disciplines t be cnsidered in a future update t this dcument. In the meantime, the principles described in this dcument will als be applicable fr reviewing dispensatins fr ther disciplines. 3. The terms As-in-Service (AIS) and As-built are used interchangeably thrughut the rail industry. Cmpnent Replacement refers t a type f wrk that des nt result in a change t the functinality and/r integrity f the system. Such wrks may include like-fr-like cmpnent replacement (as defined in L1-CHE-INS-071). Crrelatin is the prcess f checking the drawing against the infrastructure site t ensure it accurately reflects what exists in the field. A drawing that cnfrms t the requirements f the apprpriate versin f PTV Infrastructure Drafting Standards r the legacy VRIOGS DMS standards as applicable. The prcess f assuring that the AIS drawing accurately reflects what have been cnstructed and/r installed in the field as far as the changes are cncerned, and fr the remaining prtins, the cntents f the previus drawing have been shwn/re-drawn accurately. An argument prviding assurance which demnstrates that the risks assciated with the nn-cmpliant drawing have been managed S Far As Is Reasnably Practicable (SFAIRP). 6 L1-CHE-PRO-036 Versin: 1 Effective frm: 1 st August Guiding Principles The PTV Infrastructure Drafting Standards (frmerly knwn as VRIOGS 007.2) defines the standards required fr a Cmpliant. All AIS drawings are required t be bked int the DMS, fully cmpliant t the PTV Infrastructure Drafting Standard r the standard applicable when the drawing was created. Dispensatins shall nly be cnsidered when there is sufficient justificatin and assurance that the verall functinality f the circuit, system r netwrk is nt cmprmised and risk has been managed SFAIRP by the nn-cmpliant drawing being submitted fr bk-in. Dispensatin requests shall nly be cnsidered, if applied, during the design phase. Dispensatin Requests submitted after IFC, nt related t updates t references cvered under Dispensatin Type A (refer Appendix A), shall require special apprval by the MTM Chief Engineer in cnsultatin with PTV. The designer shall develp cmpliant AIS drawings in rder t manage SFAIRP safety risks assciated with nn-cmpliant drawings. When the designer identifies drawings that are prpsed t be submitted as nncmpliant, the designer shall request a drawing dispensatin. This request shall be submitted as sn as the designer becmes aware that a dispensatin may be required, within either the develpment r design phase. All dispensatin requests shall be supprted by a Dispensatin Assurance Argument which demnstrates that the risks assciated with the drawings remaining nncmpliant have been managed SFAIRP. The Dispensatin Assurance Argument shall ensure that, by the drawing remaining nn-cmpliant, risks t the peratinal netwrk, maintainer and future designers have been managed SFAIRP. The Dispensatin Assurance Argument is t be cmpleted within the dispensatin request frm (L4-CHE-FOR-075) with any additinal supprting dcumentatin attached. The request fr dispensatins shall be reviewed by the Office f the Chief Engineer (OCE) and apprved nly when there is sufficient justificatin. It shall be evaluated based upn the fllwing: The level f risk that exists r that is intrduced against the level f effrt and cst required t meet cmpliance; r That it is risk prhibitive t make the drawing cmpliant. PTV may cnduct audits f the prcess based n dispensatin reviews carried ut within a specified timeframe. Cnsultants and cntractrs wh undertake design shall endeavur t meet the DMS drawing standard and ensure that they have accunted fr the wrk in terms f prject prgram and budgeting. Stringent review and apprval criteria apply. Dispensatins will nt be granted purely n the basis f cntractual agreements, prgram r financial grunds. Requests shall be against ne f the dispensatin types listed within this dcument. A Dispensatin Assurance Argument shall be supplied by the designer and shall include justificatins fr the drawings t remain nn-cmpliant r partially nncmpliant in accrdance with the SFAIRP principle. Design drawings mark-up f the design changes shall be attached (yellw and red drawings fr signalling designs) t the request. A drawing dispensatin request frm (L4-CHE-FOR-075) shall be cmpleted and include all f the abve required infrmatin fr review and apprval. Dispensatin requests shall be sent t EDRG.DMS@metrtrains.cm.au via the ARTO Prject Manager r Interface Manager. The OCE shall review the request in-line with the fllwing requirements: Requests shall be reviewed t ensure all dispensatin requirements have been satisfied. Requests shall be reviewed against the dispensatin types listed within this dcument s lng as the underlying risks have been demnstrated t be managed within the SFAIRP principle. Dispensatin requests shall be reviewed by the OCE within 10 business days f submissin, hwever dispensatin apprval may take lnger fr cmplex requests that require cnsultatin with PTV. The applicant will be ntified f the review cmpletin timeframe when it takes lnger than the stipulated timeframe. The utcme f the dispensatin shall be dcumented int the drawing dispensatin request frm (L4-CHE-FOR-075). Where the OCE has queries abut the dispensatin request, they shall cnsult with PTV prir t any apprval being given. Apprved dispensatins shall be submitted t PTV fr audit. OCE apprved dispensatins shall be cmmunicated t the requestr in parallel with the submissin t PTV. Nte: 1) PTV has the ability t prvide cmments in regards t an apprved dispensatin within 10 days f apprval. MTM will infrm the designer that the dispensatin request is t be re-visited if cmments have been received frm PTV. The OCE shall re-visit the request within 2 business days. Designers shall be respnsible fr cmplying with any amendment t the dispensatin apprval arising frm the PTV audit utcme. 2) If the cntext f the dispensatin changes such that it des nt meet the riginal criteria fr which it was apprved (e.g. changes in drawing dispensatin argument, increase in the scpe f design n the drawings apprved within the dispensatin t such an extent that it vids the dispensatin argument, multiple dispensatin requests n the same drawing that prevent the pprtunity fr making the drawing cmpliant at sme stage, etc.) between the time f apprval and the submissin f drawings fr DMS bk in, the OCE reserves the right t reverse the decisin and withdraw the dispensatin and subsequently review all dispensatins granted fr the prject. Nte: Audits can als be cnducted by PTV thrughut the cycle f the prject until the final submissin f drawings t DMS in the cntext f the dispensatin changes (as stated in the MTM dispensatin review prcess in Nte 2 abve), dispensatin requests, designer and ARTO assessment prcess. 7. Exclusins Dispensatins shall nt be cnsidered r applicable t the fllwing situatins: a. If the drawing is cmpliant as defined in this dcument, whether r nt taken ut f the DMS Cmpliant r Nn-Cmpliant vault, all updates shall be reflected in a cmpliant manner and bked back int the DMS Cmpliant vault. b. s cmpliant t a legacy drafting standard (i.e. VRIOGS 007.2) shall be updated keeping t drafting standard at the time f the drawing creatin r later, whichever is apprpriate. The drawing shall be bked int the Cmpliant vault and n dispensatin will be needed in such circumstances. c. If new equipment r terminals are intrduced within a lcatin bx, the entire bx layut drawing shall be redrawn, including the cntact analysis, and crrelated t the extent f the prject mdificatin/installatin. These drawings shall be fully cmpliant. N dispensatin shall be granted if there is a change in the lcatin layut. Fr layut f apparatus, terminatins and cntact analysis drawings, it is expected that the fllwing will be cmpleted as a minimum: Full wire cunt/null cunt and layut check. Equipment psitin t be crrelated. Any incnsistencies fund that relate t the circuits (e.g. new wire cunt des nt match actual circuit drawing) shall be flagged with a nte and d nt require further investigatin unless related t the wrks being undertaken r deemed as safety critical. These shall be brught t the attentin f the OCE. Nte t be added if functin and sheet reference is nt crrelated. 10. A dispensatin under Type B1 may be granted where minr wrks that d nt result in a functinal change, as determined by the OCE, have been undertaken n drawings cvering a large gegraphical area such as signalling arrangement, bnding plans, cable running plan, territry plans etc. The designer shall als demnstrate that the drawings cannt be made cmpliant in a practical manner. Examples f this include: Alteratins t cable running plan, signalling arrangement plan and/r bnding plan t reflect change f: transfrmers, pint machine type, signal cnversin frm incandescent t LED r intrductin f bms gates and/r lights; Maintenance wrks recrded with in-field drawing mark ups fr any signalling drawings; Planned maintenance and renewal wrks resulting in cmpnent replacement fr any signalling drawings. If the functinal change des require verificatin f the signalling circuits then the drawing shall be redrawn t PTV Infrastructure Drafting Standards. If the drawing has been re-drawn t PTV Infrastructure Drafting Standards but has nt been fully crrelated against the field install, a nte at the bttm f the drawing shall read: "REDRAWN, SUPERSEDES DRAWING N. ### REV X. - DATED DD/MM/YY, DRAWING IS NOT FULLY CORRELATED." The drawing shall be submitted t the Cmpliant vault and shwn as revised in the BIF. If the drawing has nt been re-drawn t PTV Infrastructure Drafting Standards, the drawing shall be submitted t the Nn-Cmpliant vault and shwn as revised in the BIF. Fr the last update, the revisin blck and revisin letter shall be updated, as apprpriate, in bth instances. Type B2: s nt fully crrelated and retain as nn-cmpliant. Due t the cmplexity, invlving large area and the risk with crrelating existing running assets, the fllwing specific cases where drawings may nt be fully crrelated and retain as nn-cmpliant and dispensatin may be granted: a. Fr territry plan and cable running plan cver large signalling areas and, due t the age f the assciated cmpnents r cables, there is a significant risk in crrelating the assets ver such a large regin. It is highly recmmended that crrelatin be undertaken nly fr the purpse f the prject mdificatin/installatin where necessary. Territry plan and cable running plan drawings (lng plts) can be updated and retained as nn-cmpliant. Fr the last update, the revisin blck and revisin letter shall be updated, as apprpriate. The drawing shall be submitted t the Nn-Cmpliant vault and bked in as revised in the BIF. Where a majr functinal change ccurs, a dispensatin under Type B2 may be granted where independent circuits r independent cable running have been mdified frm the nn-cmpliant drawing and all the cntents f the affected lcatins shall be made CAD cmpliant nt new A3 drawing(s). Nte 1: Lcatin refers t a defined bundary within the territry plan which is cmmnly knwn as a panel. Nte 2: The mdified prtins/circuits f the newly created A3 drawing(s) are t be fully crrelated. Nte 3: Infrmatin relating t bnding, cable running and signalling pwer shall be transferred t the relevant existing DMS drawings if available. Otherwise this infrmatin may be retained within the territry plan. Example: Territry Plan, The riginal territry plan may be maintained with the re-drawn prtins f Lcatin(s) remved with apprpriate crss referencing t the re-drawn A3 (s). It shall be nted that the crrelated circuit(s) alng with all ther circuits and assets within the jurisdictin f the Lcatin shall be re-drawn nt ne r multiple A3 drawings. Only the unaffected Lcatins f the territry plan shall remain in the riginal lng plt drawing. Where the territry plan has majr alteratins, the prject and/r design rganisatin shall re-draw the whle territry plan and cmply with the PTV Infrastructure Drafting Standard. This shall be at the discretin f the OCE and PTV. b. Fr nn-cmpliant cntrl table / release table / lcking table cntaining a number f independent signals r pint cntrl (n a single sheet) but the mdificatin nly affects minr prtin(s) f the cntrl table, the fllwing shall apply. Affected signals r pint cntrl shall be remved frm existing nn-cmpliant table and redrawn nt current cntrl table frmat as new cmpliant drawing(s) and remaining prtins f the cntrl table may be retained n the existing nncmpliant drawing(s). The remved prtins f the cntrl table frm the existing drawing shall be crssed-ut. Crss referencing frm the new cmpliant drawings back t the riginal nncmpliant drawing shall als be prvided. The new cmpliant drawing shall have a nte at the bttm f the drawing shall read: "REDRAWN & REVISED. PART SUPERSEDES DRAWING N. XYZ. Fr such drawings where dispensatin may be deemed necessary, a dispensatin under Categry B2 may be granted t retain nn-cmpliant drawing fr such cases. Type B3: Gegraphic mdule drawing nt fully crrelated and retained as nn-cmpliant. A dispensatin under Type B3 may be granted fr gegraphic mdule drawings. Due t the age f the assciated cmpnents, there is a significant risk with crrelating these assets. Thus, it is recmmended that crrelatin be undertaken nly fr the purpse f the prject mdificatin/installatin. Where necessary, the gegraphic drawing will be retained as nn-cmpliant. Fr the last update, the revisin blck and revisin letter shall be updated, as apprpriate. The drawing shall be submitted t the Nn-Cmpliant vault and bked in as revised in the BIF. Type B4: Lng plt signalling arrangement plans and bnding plans nt fully crrelated and retained as nn-cmpliant while new lng plt and A3 sheets view are created fully cmpliant fr the entire area cvered by PTV s master index drawing(s) Signalling Arrangement Plans (SAP) and Bnding Plans (BP) (lng plts), that include a functinal change shall be re-drawn fully cmpliant with PTV s Infrastructure Drafting Standard. This shall include all affected cntents and assets spanning up t the bundaries f the assciated PTV master index drawing. All the affected circuits f the new design and circuits assciated with their functinality shall be fully crrelated. The re-drawn SAP and BP lng plt in additin t the A3 sheets view shall be treated as cmpliant drawings and shall be bked int the cmpliant vault. It shall als be reflected as new in the BIF as it pssesses a new drawing number. All areas utside the affected master index drawing bundary may remain as they are n the riginal SAP/BP (lng plts) with the re-drawn prtins remved with apprpriate crss referencing t the re-drawn lng plt and A3 sheets view. It shall be nted that the crrelated circuit(s) alng with all ther circuits and assets within the jurisdictin f the master index drawing, shall be re-drawn n the lng plt and A3 sheets view. Curves, gradients and assets lcatin in the unaffected areas f the design can be fund frm the PASS Asset system. Infrmatin nt available frm PASS Asset system in the unaffected areas f the design can be left ut t be addressed by future prjects. A dispensatin under Type B4 shall als be raised when a re-drawn SAP r BP lng plt is mre than 3m lng r mre than 7 sheets r fr clarity requires drawing size mre than A3 but it matches against PTV s master index plan bundaries. The fllwing shall apply as the lng plts are prgressively mdified and cnverted t A3 s: If nt already n cmpliant A3 drawings, the designer shall mve all cntent assciated with the master index drawing bundary nt a new lng plt and A3 sheets (r apprpriate apprved size) as per PTV s Infrastructure drafting standards when they undertake any wrk within a jurisdictin. The newly created lng plt and A3 sheets view shall be made cmpliant. Dispensatin may be cnsidered fr minr design changes. This will be by exceptin nly and the designer shall cnsult the ARTO OCE prir t raising such dispensatin requests. Dispensatin will be cnsidered fr cmpnent changes and infrastructure maintenance and renewal type f wrks as stipulated in this prcedure. The designer respnsible fr cnverting the remaining part f the lng plt drawing shall supersede the existing lng plt drawing accrdingly.
