17 Basis fr Nminatin and Matching CNOT CNOT fr the Nminatin and Matching Prcedures, based n three Netwrk Cdes NC BAL Prvides rules fr the exchange f nminatins and renminatins at IPs Adpted by the Eurpean Cmmissin n 26 March 2014 NC CAM Includes bligatin t allw single nminatin fr bundled capacity at IPs (Article 19.7) Adpted by the Eurpean Cmmissin n 14 Octber 2013 NC INT Prvides rules n data exchange between TSOs and NUs at IPs and n the matching prcess Expected t be adpted in

19 Submitting nminatins Based n the prvisins in the respective Netwrk Cdes, tw different prcesses fr submitting nminatins are freseen: Single-Sided Nminatins Submitted nly by ne NU n behalf f bth parties Only submitted t ne TSO at the IP Duble-Sided Nminatins Submitted by bth NUs individually Submitted t bth respective TSOs at the IP Requirement fr single-sided nminatins is defined in CAM NC and is limited t the nminatin f bundled capacity CNOT is nt making this limitatin single-sided nminatins develped in a way that it can be applied fr bundled and unbundled capacity, with applicatin based n individual TSO implementatin 20

20 Rle f TSO in nminatin & matching prcess In the cntext f duble sided nminatins: Bth TSOs at the IP receive crrespnding nminatin messages frm the netwrk users active in the respective systems; The Matching TSO perfrms the matching prcess based n prcessed quantities received by the adjacent TSO. In the cntext f single sided nminatins: One TSO is receiving a nminatin message in the name f the netwrk user active in his system and n behalf f the netwrk user active in the adjacent system. This TSO shall be deemed as Initiating TSO; The adjacent TSO receives the single sided nminatin messages frwarded by the Initiating TSO and perfrms the matching prcess. This TSO shall be deemed as Matching TSO. Fr clarificatin, the matching TSO can als receive a single-sided nminatin and frward it t the adjacent TSO The TSOs invlved in the matching prcess at an IP will dedicate the respective rles amng each ther and clarify the rle distributin t netwrk users 21

22 Current status f BRS/CNOT ENTSOG cnsulted n Business Requirement Specificatin in March 2014 and received feedback frm stakehlders ENTSOG is currently assessing whether t cnduct an amendment t the BRS based n additinal prcesses suggested by stakehlders, EASEEgas and ENTSOG members Alternative prcedures fr handling and allwing single-sided nminatins are currently evaluated by an ENTSOG TF ENTSOG will invlve stakehlders in the prcess f amending the BRS 23

CAM NC defines standardised capacity allcatin mechanism in the frm f an auctin prcedure fr relevant Intercnnectin Pints within Eurpe, including the underlying Capacity Prducts t be ffered and the descriptin f hw crss-brder capacity is t be allcated. the manner in which adjacent TSOs cperate in rder t facilitate capacity sales, taking int cnsideratin general cmmercial as well as technical rules related t capacity allcatin mechanisms CMP guidelines defines hw cngestin management prcedures are put int place in the event f cntractual cngestin. 26

26 Scpe f CAM/CMP BRS CAM/CMP BRS defines the business requirements that are necessary fr a harmnised implementatin f the Netwrk Cde and guidelines. In particular, it frms a specificatin t enable EASEE-gas t prduce dcumentatin that can be apprved and published. ENTSOG agreed in Nvember 2013 t extend the BRS fr CAM area fr the fllwing business functinalities: CMP (Buy-back, Surrender f capacity, UIOLI) Capacity rights transfer fr secndary market (fr CAM NC but nt included in earlier pilt prject CNOT) Credit limit management (fr CAM NC) 27

31 Secndary market capacity rights transfers Fllwing an auctin a secndary market may be pened t enable netwrk users t buy and sell capacity between themselves r t simply transfer the right t use capacity. The Transmissin System Operatr must be infrmed abut the trade by the invlved Netwrk Users r by the Auctin Office n their behalf. The Transmissin System Operatr indicates acceptance r rejectin f the transfer after carrying ut the necessary validity checks. The Transmissin System Operatr can invlve the Auctin Office fr ffering the marketing service and bking platfrm n behalf f the Transmissin System Operatr. 34

32 Credit limit management In rder t ensure that a Netwrk User is permitted t purchase a given quantity f capacity during the auctin prcess r a secndary market transactin a TSO may infrm the Auctin Office f the permitted financial limits fr a Netwrk User. The Transmissin System Operatr indicates als tw essential pieces f infrmatin: Infrmatin cncerning the set f rules in which a TSO identifies each prduct (auctin and secndary trades) subjected t credit limit verificatin and the multiplicatin factr t be applied t a Netwrk User s bid assciated t a specific prduct. Infrmatin cncerning the Netwrk User validity perid(s) f the limits and assciated credit value(s). 35
