Purpse Transmissin Operatr Prepare Reliability Crdinatr (RC) System Operatrs and Transmissin Operatrs (TOP) t enable effective crdinatin f the System restratin prcess t ensure reliability is maintained during restratin and pririty is placed n restring the Intercnnectin. II. Intrductin The RC System Operatrs (RCSO) primary rle is t facilitate the restratin prcess by crdinating, cmpiling and disseminating infrmatin and maintaining system stability in rder t prevent relapse. The RCSO accmplishes this task by crdinating the actins f the Balancing Authrities (BA) and Transmissin Operatrs (TOPs) ver a wide area. The wide area view f the RC Area gives the RCSO the distinct advantage f being able t recgnize hw widespread the prblem is, what needs t be dne t stabilize the remaining prtin f the Intercnnectin, and hw t efficiently restre and resynchrnize any islands that may have been frmed during the disturbance. The bjectives f the Peak RC Area Restratin Plan include, but are nt limited t: Cmmn strategies fr entities invlved in the restratin effrt, Crdinated cmmunicatins t facilitate restratin activities, Ensuring the system is perated within secure limits, and Use f a crdinated resynchrnizatin prcess t re-establish the Intercnnectin. 2 Reliability Crdinatr Area Restratin Plan Versin 8.0 Operating Prcedure System Restratin: Black Start Restratin Energizing a De-energized System Pst Restratin: Resuming Nrmal Operatins If any f the fllwing cnditins exist, r are presumed t exist, Peak is cnsidered t be in a Restratin event and this plan is applicable 1 : Blackstart Resurces are utilized t re-energize a shutdwn area f the BES, Separatin has ccurred with neighbring RC Areas, r An energized island has been frmed n the BES that separates TOPs within the RC Area. As the integrity and reliability f the BES is f paramunt imprtance, and takes precedence abve all ther aspects, including cmmercial peratins, all TOPs and BAs are expected t cperate and take apprpriate actin t mitigate the severity r extent f any system emergency. The RC Area Restratin Plan ends when all f the RC Area TOPs are intercnnected and the RC Area is synchrnusly cnnected t neighbring RC Areas. Nte: all entities are individually respnsible fr assessing their cmpliance with Standards f Cnduct r suspensin f Standards f Cnduct. Peak will nt instruct ther entities t suspend their cmpliance with the Standards f Cnduct. Hwever, all entities within the RC Area shuld ntify Peak if they suspend r re-instate their Standards f Cnduct. III. Cmmunicatins 2 The RCSO is the primary cntact fr disseminating infrmatin regarding restratin t neighbring RCs, and RC Area TOPs and BAs. Active cmmunicatins regarding the status f the restratin effrt will be established and maintained between the RCSO, the RC Area BAs and TOPs and neighbring RCs utilizing RC cnference calls and the Reliability Messaging Tl (RMT). 1 NERC Standard EOP Requirement R1 2 NERC Standard EOP Requirements R1.3, R1.4, and R1.5 Classificatin: Public Page 2 f 21 Effective Date: April 1, 2019

3 Reliability Crdinatr Area Restratin Plan Versin 8.0 Operating Prcedure Affected RC Area TOPs must reprt their initial assessment t the RCSO within ne hur f implementatin f their Restratin Plan and shuld include the fllwing infrmatin: System status (cmplete blackut, partial blackut, Islanded, damaged BES facilities, verall estimated lad lst, lad lst due t UFLS r UVLS) Status f Nuclear Plant ffsite pwer within the TOP area Knwn utages f any Black Start units, Cranking Paths r targeted baselad units in the TOP Restratin Plan. If the TOP Restratin Plan requires restratin frm a neighbring system, reprt any knwn utages t the planned restratin path. Cmmunicatin and/r data issues (lss f supervisry capability, micrwave systems, etc.) Fuel supply cncerns Alternate plans if the TOP Restratin Plan cannt be implemented Nte: Because NERC Reliability Standards EOP and EOP define the scpe f a restratin event differently fr the TOP and RC, it is pssible fr the RC t be in a restratin event while the TOP is nt. Refer t Sectin III RCSO Rles and Respnsibilities fr additinal detail. During the restratin prcess, affected RC Area TOPs must prvide rutine status updates t the RCSO at least every fur (4) hurs. Status updates shuld include the bulleted items abve as well as: Number f Islands Generatin and Lad ttals in the Island(s) BAs/TOPs within the Island Key milestnes cmpleted, such as cmpletin f a cranking path, establishment f ff-site pwer t a nuclear plant, restratin f lines capable f resynchrnizing t ther areas, changes t the status f Blackstart resurces, base lad generatin and/r the Island Frequency cntrl unit must be cmmunicated within 15 minutes f the milestne unless previusly crdinated with the RCSO. Expected milestnes that cannt be cmpleted shuld be reprted as sn as pssible. RCSO cmmunicatin, including issuing Operating Instructins, t Generatr Owners (GO) and Generatr Operatrs (GOP) will be cnveyed thrugh the hst BA/TOP. RCSO Rles and Respnsibilities The RCSO has the authrity t crdinate restratin activities within the RC Area, mnitr restratin prgress and crdinate any needed assistance. The Wrking Shift Freman (WSF) will be the single pint f cntact fr the RCSOs regarding their restratin crdinatin activities and will crdinate reprting t regulatry and gvernment agencies as apprpriate. Fllwing a majr disturbance, the RC Area may be ttally r partially shut dwn and cntain islated electrical islands cnsisting f lad and generatin. When such a Disturbance ccurs, the RCSO shall cmplete an initial assessment t determine whether the RC Area Restratin Plan shuld be executed. The high level prcess t fllw after an event ccurs can be brken dwn int the fllwing actins: analyze, stabilize, restre, and return t nrmal peratins. 3 Analyze The RCSO will cnduct a detailed assessment f the RC Area status t determine system cnditins. Specifically, the RCSO must: Determine if electrical islanding separating RC Area TOPs r the RC Area frm a neighbring RC Area has ccurred and, if s, identify the existing islands and their respective bundaries; Determine if a prtin f the RC Area has been shut-dwn and if Blackstart Resurces are ging t be used; Identify RC Area TOPs impacted by the Disturbance; Determine the status f transmissin and generatin facilities At a minimum, the RCSO must identify majr transmissin and generatin facilities that are n lnger in service and evaluate the resultant impact t BES reliability; Identify lad required fr the restratin effrt; Identify vltage levels and frequency; and Identify any actual r ptential exceedances f System Operating Limits (SOL) r Intercnnected Reliability Operating Limits (IROL). 3 NERC Standard EOP Requirement R1.1 Classificatin: Public Page 4 f 21 Effective Date: April 1, 2019

5 Reliability Crdinatr Area Restratin Plan Versin 8.0 Operating Prcedure Stabilize The RCSO will determine actins necessary t stabilize and maintain reliable peratins f the RC Area as a whle and/r f existing electrical islands. The RCSO must ensure n-line generatin and lad is balanced t perate within established limits. Restre The RCSO will crdinate with impacted TOPs t identify and track restratin bjectives and gals. The RCSO must crdinate restratin activities t ensure each TOP cmpletes the actins necessary t: Prvide ff-site pwer requirements t nuclear pwer plants, as applicable; Use Blackstart Resurces as required t restre shut-dwn areas t service with primary fcus n prviding start-up pwer t available generating units and restring substatin statin service; Re-establish intercnnectins with ther TOPs within the RC Area and with neighbring RC Areas including resynchrnizatin f electrical islands; and Transfer authrity back t BAs Identify when each TOP has restred its system t a state whereby the chice f the next Lad t be restred is nt driven by the need t cntrl frequency r vltage. The RCSO will wrk with affected RC Area BAs and TOPs, including the GOPs via the hst BA/TOP, as well as neighbring RCs t mnitr restratin prgress, crdinate restratin activities and take actins t restre the BES frequency within acceptable perating limits. Actins t take may include, but are nt limited t, requiring generatin adjustments, placing additinal generatrs n-line r shedding lad. If any part f a TOP restratin plan(s) cannt be implemented as expected because actual cnditins d nt match studied cnditins, the RCSO shall utilize restratin plan philsphies t implement alternative measures fr achieving system restratin. Prir t instructing synchrnizatin between RC Area TOPs r authrizing synchrnizatin t neighbring RCs, the RCSO will 4 : Determine if each island is stable and perating within acceptable limits; Determine if, nce cmbined, the resultant island will be capable f sustaining all credible cntingencies (i.e., perating in an N-1 secure state); Evaluate system cnditins and determine: 4 NERC Reliability Standard EOP Requirement R1.2 Classificatin: Public Page 5 f 21 Effective Date: April 1, 2019

6 Reliability Crdinatr Area Restratin Plan Versin 8.0 Operating Prcedure Pint(s) f synchrnizatin; Status f aut-reclsing and synchrnizatin relays; Status f Remedial Actin Schemes (RAS) r relays that may affect the synchrnizatin effrt; Autmatic Generatin Cntrl (AGC) cntrl mde(s) and unit(s) used fr frequency cntrl; and Acceptable transfer limits and expected interchange upn synchrnizatin Zer schedules n tie lines is expected; Ensure each island is perating within acceptable frequency and vltage ranges. Frequency f the tw islands shuld be clsely matched with the smaller island s frequency slightly higher. Similarly, vltages shuld be clsely matched with the smaller island s vltage slightly higher. Fr synchrnizing islands between RC Area TOPs: After cmpleting the Intercnnectin Restratin Checklist (Appendix 2) and determining that the energized Islands are within parameters, the RCSO will issue an Operating Instructin t resynchrnize. The given time t cmplete the Operating Instructin will be n lnger than 15 minutes. If the resynchrnizatin is nt successful within that timeframe, the Intercnnectin Restratin Checklist must be utilized again. Operating Instructins may be required t bring Islands int acceptable parameters fr resynchrnizatin. Once acceptable parameters are achieved, an additinal Operating Instructin will be issued t resynchrnize. Fr synchrnizing islands between neighbring RCs: The RCSO will cnduct a cnference call with the RC Area TOP and the neighbring RC and their TOP t determine where re-synchrnizatin will ccur. Relevant infrmatin frm the Intercnnectin Restratin Checklist (Appendix 2) must be verified t be within parameters. The RC Area TOP will cnduct switching t energize the necessary facilities fr the neighbring RC Area TOP t re-synchrnize t Peak s RC Area. If the resynchrnizatin pint is within the neighbring RCs area, the RCSO will grant permissin fr the neighbring RC t resynchrnize t Peak s RC Area. 7 Reliability Crdinatr Area Restratin Plan Versin 8.0 Operating Prcedure If the resynchrnizatin pint is within Peak s RC Area, the RCSO will issue an Operating Instructin t the TOP t resynchrnize. The given time t cmplete the Operating Instructin will be n lnger than 15 minutes. If the resynchrnizatin is nt successful within that timeframe, the Intercnnectin Restratin Checklist must be utilized again. After all systems have been synchrnized: The RCSO shall ensure entities are ntified thrugh an RMT message nce synchrnizatin has been accmplished. The RCSO shall crdinate lad restratin with its affected TOPs. At n time shall a TOP manually restre lad, except fr the purpses f maintaining frequency r vltage, withut verbal permissin frm the RCSO. All perating reserves shall be reestablished. Return t nrmal peratin TOPs must ntify the RCSO prir t transferring peratins and authrity back t their respective BA fllwing a restratin event. In rder t maintain the stability f the system within acceptable limits, the criteria belw will be used t assess the readiness t transfer cntrl: 5 Verify restratin bjectives met and/r TOP milestnes have been cmpleted; Verify that the RC Area can withstand the next cntingency withut exceeding Facility SOLs; Verify the Intercnnectin frequency is stable within Frequency Trigger Limits ( Hz); Verify Operating Reserves have been reestablished; Verify critical cmmunicatin paths are available and; Verify the status f the interties with neighbring RC Areas. This restratin plan ends when all RC Area TOPs are intercnnected and have transferred nrmal peratin f generatin t its respective BA and when the RC Area is intercnnected with its neighbring RC Areas. 5 NERC Standard EOP Requirement R1.6 Classificatin: Public Page 7 f 21 Effective Date: April 1, 2019

TOP Rles and Respnsibilities Each RC Area TOP shall have a restratin plan t re-establish its electric system in a stable and rderly manner in the event f a partial r ttal shutdwn f its system. The plan shuld include the fllwing infrmatin: Strategies fr system restratin that are crdinated with the RC Area high level strategy fr restring the Intercnnectin 6 f analyze, stabilize, restre and return t nrmal peratins. The plan must include a requirement t crdinate with the RCSO t assess initial cnditins and t keep the RCSO infrmed f prgress with key milestnes, lad/generatin restred and remaining islands nt yet synchrnized t the Intercnnectin. Refer t sectin III Cmmunicatins fr additinal detail. A descriptin f hw all Agreements r mutually agreed upn prcedures r prtcls fr ff-site pwer requirements f nuclear pwer plants, including pririty f restratin, will be fulfilled during System restratin. 7 As applicable, prcedures fr restring intercnnectins with ther TOPs under the crdinatin and authrizatin f each TOPs RC. 8 TOP plans shuld include a list f synchrnizing lcatins and a prvisin t crdinate with neighbring entities and the apprpriate RCs when tie lines are affected, when there is any ptential fr crss brder impact and when preparing t resynchrnize islands. Blackstart assistance that has been identified in the plan and is als included in the neighbring TOP plan needs t be cmpared such that the pint f intercnnectin fr establishing the cranking path frm the brder is cnsistent. Identificatin f acceptable perating vltage and frequency limits during restratin. 11 Acceptable perating vltages, vltage cntrl cnsideratins, and techniques fr cntrlling vltage are included in the plan. Frequency limits, frequency cntrl cnsideratins and techniques fr cntrlling frequency are included in the plan. Fr TOPs with n generatin cntrl, list the entity respnsible fr generatin cntrl as specified in the plan. Operating Prcesses t reestablish cnnectins within the TOP s system fr areas that have been restred and are prepared fr recnnectin. 12 The island resynchrnizatin prcess described in the plan is cnsistent with the Intercnnectin Restratin Checklist (Appendix 2). The resynchrnizatin prcess described in the plan specifies that the RCSO must be ntified prir t synchrnizing any internal islands. The resynchrnizatin prcess described in the plan specifies that resynchrnizatin between RC Area TOPs r between neighbring RCs is under the crdinatin and authrity f the impacted RCs. Operating Prcesses t restre Lads required t restre the System, such as statin service fr substatins, units t be started r stabilized, the Lad needed t stabilize generatin and frequency, and prvide vltage cntrl. 13 Operating Prcesses fr transferring authrity back t the BA in accrdance with the RCs criteria. Crdinatin f Plans 15 Peak reviews the TOP system restratin plans t determine if the plan is crdinated and cmpatible with the RC Area Restratin Plan and the plans f ther TOPs in the RC Area. Each TOPs system restratin plan is evaluated using the criteria listed in the RC Transmissin Operatr System Restratin Plan Wrksheet. The latest versin is lcated n bth peakrc.rg and peakrc.cm. Each RC Area TOP must submit the mst recent versin f its individual TOP restratin plan t the RC either by uplading it thrugh the secure prtal n peakrc.rg r by ing it t rctpplans@peakrc.cm. All submissins must include a cmpleted RC Transmissin Operatr System Restratin Plan Wrksheet. Peak will a cnfirmatin f receipt f individual TOP system restratin plans. Nte: If a TOP system restratin plan submittal has nt been acknwledged within 5 business days f submissin, the TOP shuld send a fllw up t rctpplans@peakrc.cm. Peak will dcument the review and will apprve r reject the TOP system restratin plan within 30 calendar days f submissin. Any issues identified will be reslved befre the plan is apprved. System Restratin: Whle r Partial Transmissin System Islanding 16 The RCSO is respnsible fr the verall crdinatin f the system restratin. Once the RCSO has determined that islanded cnditins that separate RC Area TOPs r the RC Area frm neighbring RC Areas, the RCSO will infrm all RC Area BAs, TOPs and neighbring RCs f the islanded cnditin by sending a RMT t All Reliability. The RCSO will maintain the energized prtin f the RC Area transmissin system within established line ladings, vltages and first cntingency prtectins. T ensure a crdinated respnse fr the RC Area fllwing a disturbance: All systems whlly within the separatin zne will cntact the RCSO t reprt their system status as identified in sectin III Cmmunicatins and t receive instructins. All systems whlly within the separatin zne will instruct remaining generatin within the separatin zne t increase generatin until a frequency f at least 59.5 Hz but n greater than 60.5 Hz is achieved. Systems partially affected by the separated zne may be instructed by the RCSO t adjust generatin in the zne as necessary t assist in reestablishing synchrnized ties with the Intercnnectin. If the abve actins have nt restred frequency t synchrnizing range, it is the respnsibility f the RCSO t instruct the deficient systems t increase generatin, shed lad r take ther available actin t prmptly restre the frequency t synchrnizing range. At n time shall any RC Area TOP manually restre lad except fr the purpses f maintaining vltage r frequency, unless specifically instructed t d s by the RCSO. Fr synchrnizing islands between RC Area TOPs: After cmpleting the Intercnnectin Restratin Checklist (Appendix 2) and determining that the energized Islands are within parameters, the RCSO will issue an Operating Instructin t resynchrnize. The given time t cmplete the Operating Instructin will be n lnger than 15 minutes. If the resynchrnizatin is nt successful within that timeframe, the Intercnnectin Restratin Checklist must be utilized again. Operating Instructins may be required t bring Islands int acceptable parameters fr resynchrnizatin. The RC Area TOP will cnduct switching t energize the necessary facilities fr the neighbring RC Area TOP t re-synchrnize t Peak s RC Area. If the resynchrnizatin pint is within the neighbring RCs area, the RCSO will grant permissin fr the neighbring RC t resynchrnize t Peak s RC Area. If the resynchrnizatin pint is within Peak s RC Area, the RCSO will issue an Operating Instructin t the TOP t resynchrnize. The given time t cmplete the Operating Instructin will be n lnger than 15 minutes. If the resynchrnizatin is nt successful within that timeframe, the Intercnnectin Restratin Checklist must be utilized again. System Restratin: Blackut Restratin Using Cnnectin t an Energized System 17 Assumptins: One r mre TOPs in the RC Area have experienced a blackut. Other TOPs r neighbring RCs may be affected by the disturbance. The restratin can be accmplished thrugh the cnnectin t anther energized system within the RC Area. Restratin will be thrugh the implementatin f individual TOP(s) system restratin prcedures in crdinatin with the RCSO. All generatrs, transmissin lines, breakers, reactive devices, SCADA, and telecmmunicatins are available. Pririties: If nuclear statins within the RC Area have lst access t ff-site pwer, the RCSO shall crdinate with the affected TOPs t give tp pririty t restratin f ff-site pwer t the affected nuclear statins. Restre startup pwer t all available generating units. Units still running, but carrying nly their wn auxiliary lad, can be synchrnized as sn as the plant has stabilized and is ready and the transmissin system is ready. Ntify the plant peratr befre energizing a system up t a generatr. CAUTION: In restring startup pwer t a unit in a blackut cnditin (unit did nt stay n its wn auxiliary transfrmer), the restratin must be dne in such a way that the plant auxiliary busses are nt energized withut plant perating persnnel assuring that n equipment is unduly cnnected t the auxiliary bus. Failure t d this may result in equipment damage. Energize majr transmissin circuits. General Prcedures: CAUTION: The system peratr must carefully watch generatrs and tie lines t avid system separatin r high/lw vltage runaway during restratin. 14 Reliability Crdinatr Area Restratin Plan Versin 8.0 Operating Prcedure TOPs will determine the extent f the blackut fr their area and cmmunicate their status t the RCSO. Refer t sectin III Cmmunicatins. TOPs will determine a plan fr restratin utilizing established pririties. TOPs can begin restratin activities that d nt affect the Intercnnectin. TOP s restratin activities shuld maintain prper frequency, vltage, line lading and generatr lading within the emergency limits at all times. Any expected vilatin f these parameters shuld be crdinated with the RCSO and any affected RC Area entity. Cnsideratins shuld be made fr cld lad pickup nrmalizatin time f up t 30 minutes. In re-energizing the system, prtect utility and custmer equipment frm damage due t vervltage, undervltage, vercurrent, verfrequency r underfrequency. Emergency vltage limits are +/- 10% nminal vltage. Avid energizing high vltage cables at the end f a lng, lightly laded system. Open, r check t be pen, breakers fr transmissin and substatin capacitr banks during the initial re-energizatin prcess. Use shunt reactrs as required t cntrl vltage. CAUTION: Until statin service is restred t a substatin, the breakers at that statin can be perated nly a relatively few times befre they becme inperative due t lss f stred energy. In restring startup pwer t generating units, bypass bulk statins t speed up restratin, if pssible, except where required t cntrl vltage r prvide relay prtectin. When lading the system, in rder t cntrl the vltage, cnsideratin shuld be given t Surge Impedance Lading. System Restratin: Blackstart Restratin Energizing a De-energized System 18 Assumptins: Pririties: One r mre TOPs f the RC Area have experienced a blackut cnditin. Other RC Area TOPs r neighbring RCs may be affected by the disturbance. The restratin thrugh the cnnectin t anther energized system cannt be accmplished in a timely manner r at all depending n the state f the transmissin system. Restratin will utilize individual TOP System Restratin Plans in crdinatin with the RCSO. All transmissin lines, breakers, reactive devices, SCADA and telecmmunicatins are available. Sme generatrs are assumed t have Blackstart capability. Start an Island as clse as pssible t a nuclear plant. If the nuclear plants have lst ff-site pwer, restre it as quickly as pssible. Restre startup pwer t all available generating units. Units still running, but carrying nly their wn auxiliary lad, can be synchrnized as sn as the plant has stabilized and is ready and the transmissin system is ready. Ntify the plant peratr befre energizing a system up t a generatr. CAUTION: In restring startup pwer t a unit in a blackut cnditin (unit did nt stay n its wn auxiliary transfrmer), the restratin must be dne in such a way that the plant auxiliary busses are nt energized withut plant perating persnnel assuring that n equipment is unduly cnnected t the auxiliary bus. TOPs will determine the extent f the blackut fr their area and cmmunicate their system status t the RCSO as utlined in sectin III Cmmunicatins. TOPs will determine a plan fr restratin utilizing established pririties. TOPs can begin restratin activities that d nt affect the Intercnnectin. Open de-energized tie lines. Start Blackstart capable generatin. Cmmunicate Blackstart generatr status t the RCSO as cnditins change. Energize transmissin circuits with a few substatins t minimize lad pickup. Pick up radial lad areas while maintaining the ability t synchrnize the Island t an energized high vltage transmissin system. It may be difficult t maintain a clse tlerance n 60 Hz peratin. Operatin between 59.5 Hz and 60.5 Hz shuld be tlerable. In re-energizing prtins f the blacked ut system frm islated generatin, try t limit the frequency dip t a maximum f 0.2 Hz n each step f lad pick up. A step lad pick up f 5% f generatin capacity f units n line in the Island is rughly equivalent t 0.2 Hz. Cnsideratins shuld be made fr cld lad pickup nrmalizatin time f up t 30 minutes. When pssible, tie generatin areas tgether t increase the amunt f generatin available t pick up lad and minimize frequency variatins. In re-energizing the system, prtect utility and custmer equipment frm damage due t vervltage, undervltage, vercurrent, verfrequency and underfrequency. Emergency vltage limits are +/- 10% nminal vltage Avid energizing high vltage cables at the end f a lng, lightly laded system. Open, r check t be pen, breakers fr transmissin and substatin capacitr banks during the initial re-energizatin prcess. Use shunt reactrs as required t cntrl vltage. CAUTION: Until statin service is restred t a substatin, the breakers at that statin can be perated nly a relatively few times befre they becme inperative due t lss f stred energy.
