3 A merican Transmissin Cmpany (ATC) is a member f the Midcntinent Independent System Operatr (MISO) 1. ATC wns, plans, cnstructs, perates, maintains and will expand its transmissin facilities t prvide adequate and reliable transmissin f pwer. ATC prvides nndiscriminatry service t all custmers, supprting effective cmpetitin in energy markets withut favring any market participant. ATC wns apprximately 9,400 miles f transmissin lines and 520 substatins in prtins f Wiscnsin, Michigan, Minnesta and Illinis and is intercnnected with mre than 60 Generating Facilities wned by municipalities, cperatives, independent pwer prducers and investr-wned utilities. In general, ATC accmmdates additins r mdificatins fr generatin custmers accrding t the requirements f Attachment X f MISO s Open Access Transmissin, Energy and Operating Reserve Markets Tariff. ATC will cllabrate with MISO and the Custmer in develpment and implementatin f the apprpriate intercnnectin slutin in respnse t the Custmer s requested need. The Custmer is directed t MISO fr frmal submittal f an Intercnnectin Request fr a Generating Facility fr each f the fllwing types f prjects: 1. Intercnnectin f new generating capacity t the Transmissin System. 2. Mdificatins 2 t existing intercnnected Generating Facilities, as defined by MISO. This Generating Facility Intercnnectin Guide is intended t supplement MISO requirements and address ATC s rle within that prcess. 7 1 Intrductin 1.1 Purpse As a transmissin-nly utility, ATC partners with its intercnnected and intercnnecting Custmers fr lng-term, successful Generating Facility Intercnnectins. This Generating Facility Intercnnectin Guide describes the minimum requirements fr the cnnectin f generatin t the Transmissin System. Additinal specific requirements will be identified during studies cnducted in cnnectin with the particular Custmer-prpsed prject. The Federal Energy Regulatry Cmmissin (FERC) set frth the prcess fr intercnnectin f generatin t the Transmissin System in its Order N and, fr nn-synchrnus generatin, in its Orders N. 661 and 661-A. 3 This prcess is administered by the Midcntinent Independent System Operatr (MISO) accrding t the Attachment X Generatr Intercnnectin Prcedures (GIP) f its Open Access Transmissin, Energy and Operating Reserve Markets Tariff (Tariff). The GIP gverns the intercnnectin f new r increased generating capacity t the transmissin facilities subject t MISO Tariff, including ATC s Transmissin System. New Generatin The primary applicatin f this Guide is fr the intercnnectin f new generating capacity. New intercnnectins at existing substatins will be designed utilizing this Guide while accmmdating previus intercnnectin requirements and limitatins. Existing Generatin It is essential that the Custmer and ATC maintain updated detail n the characteristics f Generating Facilities intercnnected t the Transmissin System. Mdificatin f an existing Generating Facility may impact the Transmissin System, the intercnnectin service prvided t the Custmer r ther Custmers at ther lcatins. Therefre, the Custmer is t ntify ATC f planned r prpsed mdificatin accrding t Sectin 7 f this Guide and ATC will prvide guidance n hw t prceed. Distributin-Cnnected Generatin This Guide des nt apply t generatin cnnected t distributin systems that are themselves intercnnected t the Transmissin System (generally thse perating at vltages belw 50 kv). Fr infrmatin cncerning such distributin-cnnected generatin, reference the ATC Lad Intercnnectin Guide n the ATC Web site at ATC s Rle The ATC Intercnnectin Services grup crdinates ATC s cllabratin with the Custmer and MISO thrughut the fllwing prcesses: 3 Standardizatin f Generatin Intercnnectin Agreements and Prcedures, Order N et seq, Fed. 8 New Generatin As crdinated with MISO, ATC perfrms the Intercnnectin System Impact Study and Facilities Study within the GIP Definitive Planning Phase. ATC als perfrms verificatin analysis prir t cmmercial peratin f the Generating Facility using the Custmer s final as-built infrmatin t ensure that the Generating Facility characteristics, as were prvided by the Custmer fr the intercnnectin studies, are cnsistent with the Facility, as installed. Additinally, ATC will review the rle f any prpsed Generating Facility in ATC s Black Start System Restratin Plan. Existing Generatin Fr Custmer planned r prpsed mdificatins t existing Generating Facilities that may ptentially impact the Transmissin System r intercnnectin, ATC will perfrm analysis as described in Sectin 7 f this Guide t determine impacts and the time and csts f assciated upgrades. 1.3 Legal and Regulatry Requirements FERC Thrughut the intercnnectin prcess, ATC adheres t the FERC Standards f Cnduct 4 as well as the rules relating t critical energy infrastructure infrmatin. State The states in which ATC perates have their wn requirements fr generatr siting and cnstructin. This Guide is nt intended t describe thse requirements. The Custmer will be respnsible fr cmpliance with the specific state requirements and prcesses. Further infrmatin regarding these requirements and prcesses is available frm the pertinent state regulatry agency: Public Service Cmmissin f Wiscnsin - Michigan Public Service Cmmissin - Minnesta Public Utilities Cmmissin - Illinis Cmmerce Cmmissin NERC ATC is registered as a Transmissin Owner, Transmissin Operatr, Transmissin Planner, and Planning Crdinatr with bth the Midcntinent Reliability Organizatin (MRO) and ReliabilityFirst Crpratin (RFC) under the requirements f the electric reliability rganizatin, the Nrth American Electric Reliability Crpratin (NERC). 9 2 New r Mdified Generating Facility Intercnnectin Prcess The specific steps and requirements f the prcess fr intercnnecting new generating capacity t ATC s Transmissin System are set frth in detail in MISO s Business Practices Manual (BPM) Generatr Intercnnectin. This guideline is intended t prvide further infrmatin cncerning hw ATC can assist the Custmer thrughut this prcess. 2.1 Initiatin and Develpment A Custmer request fr intercnnectin t MISO begins the MISO Pre-Queue and Applicatin Review prcess. The specific requirements f the intercnnectin request are available n the MISO website Generatr Intercnnectin page at: ctin.aspx In additin t the frmal mechanisms, ATC encurages cmmunicatin thrughut the prcess and ffers meeting with prspective generatr Custmers prir t and during the develpment f the intercnnectin request. 2.2 Intercnnectin Studies ATC will wrk with the Custmer thrughut the study prcess. The basic prcess invlves: a. Applicatin Review b. System Planning and Analysis (the SPA) Feasibility study will be perfrmed by MISO t test the system readiness fr an intercnnectin. c. Definitive Planning Phase (DPP) Intercnnectin System Impact and Facilities Studies with Technical and Nntechnical milestnes will need t be met t transitin t the DPP. Intercnnectin Facilities Study is an engineering reprt with scpe, schedule and cst estimates fr design and cnstructin f the Netwrk Upgrades and Intercnnectin Facilities. The Custmer may cnsult the MISO BPM fr Generatr Intercnnectin fr further details n milestnes and the scpe, timeframe and depsits required fr each f the Intercnnectin Studies. 2.3 Data Requirements Infrmatin is required frm the Custmer during the intercnnectin study prcess under the GIP and thrughut the life f the intercnnected peratin f the Generating Facility. 10 the infrmatin required during the GIP is nted in Table 2-1 belw. Additinal details are included in Appendix B f this Guide. 11 2.4 Intercnnectin Agreement After the Intercnnectin Studies are cmpleted and prir t final design and cnstructin f any required Netwrk Upgrades, the Custmer, ATC and MISO will execute a Generatr Intercnnectin Agreement (GIA). The GIA sets frth a schedule f milestnes fr the cnstructin f the Intercnnectin Facilities and Netwrk Upgrades necessary t intercnnect the prpsed new generating capacity, as determined by the Intercnnectin Studies. The schedule reflects the expected time t btain all necessary gvernmental and regulatry apprvals and permits required fr the cnstructin and peratin f the Generating Facility, Intercnnectin Facilities, and Netwrk Upgrades. The GIA als establishes the terms and cnditins fr the intercnnected peratin f the Generating Facility including, amng ther things, peratinal crdinatin, utage scheduling, crdinatin f planned and emergent maintenance, future mdificatins, billings and payments and ther cmmunicatins and crdinatin prcedures. Sme additinal detail in this regard is prvided in Sectin 7 f this Guide. 2.5 Crdinatin with Lcal Utilities Generating Facility intercnnectin prjects require significant crdinatin with ther lcal utilities. As a transmissin-nly cmpany, ATC des nt prvide lcal distributin utility services, but as a business partner, ATC supprts the integratin f new generatin int its territry. The Custmer is respnsible fr cmpliance with the requirements f the lcal distributin utilities and while this Guide is nt intended t describe thse requirements in detail, there are a number f typical issues that warrant cnsideratin early in the intercnnectin prcess. a. 12 3 Design Requirements 3.1 Intercnnectin Cnfiguratin Minimum Cnfiguratin The cnfiguratin f the intercnnectin substatin will depend n several factrs including, but nt limited t the number and size f generating units cnnected, the nminal vltage f the transmissin facilities t which the generatin is being intercnnected, the number f transmissin utlets either existing r required and whether r nt any f the transmissin lines are part f a black start system restratin path. The cnfiguratin f the Intercnnectin Facilities will be determined thrugh the study prcess. Hwever, the exact transmissin line and substatin lcatins may be mdified during the detailed design and regulatry prcess. As shwn in Figure 1, fr intercnnectin t the Transmissin System at vltages f 100 kv and abve, the minimum cnfiguratin fr the ATC intercnnectin substatin will be a three-psitin ring bus. Straight bus cnfiguratins may be cnsidered fr intercnnectin at vltages belw 100 kv, subject t the prvisins f Sectin 7.6 f this Guide. As shwn in Figure 2, an ATC-wned circuit breaker and discnnect switch in series with the Custmer s transfrmer circuit breaker as part f the ATC Intercnnectin Facilities will be required fr any straight bus cnfiguratin. As shwn in bth Figure 1 and Figure 2, fr all intercnnectins, the Custmer will, at minimum, prcure, install, wn and maintain a circuit breaker and discnnect switch between the Pint f Change f Ownership (PCO) and the Custmer s transfrmer (step-up r auxiliary) t transmissin vltage t be lcated in the Custmer s substatin. Hwever, if the substatins are nt adjacent, the cnnectin will be cnsidered a line, nt a bus extensin and a line prtectin scheme will be emplyed by ATC Demarcatin and Ownership The Pint f Intercnnectin (POI) will be the pint at which the ATC Intercnnectin Facilities cnnect t the ATC intercnnectin substatin bus. The PCO will be at the pint at which the strain bus frm the Custmer s substatin cnnects t the dead end structure f the ATC Intercnnectin Facilities lcated in the ATC intercnnectin substatin. In the event that the intercnnectin is via rigid bus cnductr, the PCO will be the terminal cnnectin f ATC s switch in the ATC intercnnectin substatin. Substatin Site ATC s intercnnectin substatin will be designed as an entirely separate substatin frm the Custmer s substatin. The Custmer will be required t prvide a suitable site fr the ATC intercnnectin substatin. The Custmer will be required t cnvey t ATC all necessary easements, in a frm acceptable t ATC, ver all prperty wned, leased r therwise cntrlled by the Custmer, including easements fr ingress and egress t permit ATC access t all f the Generating Facility Intercnnectin Guide 7 Revisin5.0

14 ATC Intercnnectin Facilities and Netwrk Upgrades, which are n the prperty f the Custmer. Additinally, the site that the Custmer prvides t ATC must be sufficiently large enugh t accmmdate the present and future uses f ATC and meet the rugh grading requirements f ATC. The Custmer will be respnsible fr btaining all necessary zning, building, envirnmental, strm water retentin r detentin and ther permits r apprvals. The specific real estate requirements will be determined during the detailed design. If the Custmer s substatin is adjacent t the ATC intercnnectin substatin, a fence separating them will be required. ATC will design, wn and maintain this cmmn fence accrding t its standards. 3.4 Pwer Factr ATC s standard pwer factr range fr synchrnus and nn-synchrnus (e.g., wind turbines) generatin is 0.95 leading (when a Generating Facility is cnsuming reactive pwer frm the Transmissin System) t 0.90 lagging (when a Generating Facility is supplying reactive pwer t the Transmissin System) 6. The Generating Facility must be capable f maintaining a cmpsite pwer delivery at the POI acrss ATC s standard pwer factr range at all pwer utput levels between 10% and the Generating Facility s maximum rated pwer utput. Cntinuus dynamic peratin by nn-synchrnus machines thrughut the pwer factr design range as measured at the POI may be required if the Intercnnectin Studies identify this requirement. Such peratin will accunt fr the net effect f all energy prductin devices n the Custmer s side f the PCO. 6 These values have been apprved by the FERC fr use by ATC. (cf. 15 Lw Vltage Ride-Thrugh Capability All generatrs cnnected t the Transmissin System must be capable f riding thrugh disturbances that depress system vltages, as required by FERC Orders 661-A and 693. All generatrs must cmmunicate the lw vltage as-built ride-thrugh capability f the Generating Facility fllwing the Cmmercial Operatin Date (COD). Generatin Vltage, Reactive Pwer and/r Pwer Factr Cntrl The Custmer must design the Generating Facility such that cntrls are included n each generating unit t be intercnnected t cntrl vltage, reactive pwer, and/r pwer factr cnsistent with the requirements f the GIA and Sectin 7.2 f this Guide. Additinally, the Custmer must design the Generating Facility t include prvisins fr pwer system stabilizers, except where exempted by the FERC. Depending n the size and lcatin f the generatr, a pwer system stabilizer may be required fr intercnnectin. Pwer Quality, Vltage Flicker and Harmnics The design, energizatin and peratin f any Generating Facilities must be cnsistent with ATC s Tariff-required Planning Criteria and Planning Guidelines PLG-CR-0004 and 0005 regarding pwer quality including harmnics; permissible vltage deviatins, flicker and distrtin; and distrtin f current wavefrms as measured at the POI. ATC s Planning Criteria and Operating Instructins are available upn request. Frequency The intercnnected Transmissin System has a nminal perating frequency f 60 Hz. The Custmer will install bth generatin cntrls and prtective relaying equipment necessary t maintain prper Transmissin System frequency (cf. Sectin 4.2). Fault Current Custmer facilities cnnected t ATC s Transmissin System can be subjected t fault levels that are largely the prduct f system characteristics and intercnnectin impedance. The Custmer s facilities must pssess sufficient fault interrupting and mmentary withstand ratings t meet the maximum expected fault current, with apprpriate margin fr future system grwth. ATC will prvide the transmissin cntributin t the fault current levels at the Pint f Intercnnectin in the System Impact Study reprt and therwise at the request f the Custmer. Auxiliary Pwer The Custmer shall prcure its wn primary and secndary surces f auxiliary pwer fr its substatin. ATC shall prcure its wn primary surce f auxiliary pwer fr the ATC intercnnectin substatin. ATC may require the Custmer t prvide, at Custmer s expense, a secndary surce f auxiliary pwer t the ATC intercnnectin substatin ff f the Custmer s substatin equipment. Vltage Level New intercnnectins must effectively address the vltage requirements f bth this sectin and Sectin 7.2. ATC perates transmissin facilities predminantly at nminal system vltages f 69, 138, 345 kv. 16 encmpass intercnnectins t ATC s 115 kv system as well. ATC will discuss with the Custmer n a case-by-case basis requirements assciated with intercnnectins t the relatively small amunt f 161 and 230 kv facilities wned and perated by ATC Basic Impulse Insulatin Level ATC and the Custmer must ensure that all equipment is adequately prtected frm excessive system ver-vltages. This includes selectin f equipment Basic Impulse Insulatin Level (BIL) and prtective devices (e.g. surge arresters) t achieve prper insulatin crdinatin acrss the intercnnectin. ATC designs its transmissin facilities fr the BILs shwn in Table 3.1 belw. Intercnnectins at 230kV r 161kV will be reviewed n an exceptin basis. New substatins energized at 115 kv will be built t 138 kv system BIL. Additins t existing substatins energized at 115 kv r 138 kv; with 550 kv BIL cnstructin will be cntinued similar t their riginal design. In all ther cases cnsideratin will be given t the existing substatin design. In sme remte lcatins and transfrmers a 550 kv BIL may be acceptable Recmmended Custmer Step-Up Transfrmer Cnfiguratin ATC recmmends that the Custmer install a generatr step-up r substatin transfrmer with a high-side, nminal center tap, with tw taps abve and tw taps belw, each set at 2.5% f the nminal vltage. ATC als recmmends a high-side grunded wye, transfrmer bank fr intercnnectin f a generating unit. Prtective equipment may need t be added t standard ATC facilities t prvide adequate prtectin f the Transmissin System. Requirements fr additinal prtective equipment will vary depending upn the amunt f generating capacity being added and n the nature f ATC s lcal system Prtective Relaying As part f the prtectin facilities, ATC will design and cnstruct a prtective relaying scheme t prtect the Transmissin System frm faults ccurring n the Custmer s Intercnnectin Facilities, the Generating Facility, ATC Intercnnectin Facilities, r the Transmissin System. The Custmer will be respnsible fr prtecting the Generating Generating Facility Intercnnectin Guide 10 Revisin5.0

17 Facility and all Custmer Intercnnectin Facilities frm faults ccurring n its facilities r the Transmissin System Prtective Devices The Custmer will design, install, set, and maintain all prtective devices necessary t prtect the Generating Facility in accrdance with ANSI/IEEE standards, Gd Utility Practice(s), Applicable Reliability Standards, the Intercnnectin System Impact and Facilities Studies and applicable standards and guides. Prtective devices, including thse perfrming the prtective functins required by ATC in accrdance with this Guide, will be installed by the Custmer t discnnect the Generating Facility frm the Transmissin System whenever a fault, abnrmal perating cnditin r equipment failure ccurs n r within the Generating Facility. The Custmer will ensure that such prtective devices and related equipment prperly crdinate with ATC prtective equipment, bth lcally and remtely and prvide a cmparable level f prtectin t the Generating Facility and the Custmer Intercnnectin Facilities as is prvided by ATC fr the ATC Intercnnectin Facilities and Transmissin System. The specific requirements and specific prtective devices t be installed will be determined in the Intercnnectin Studies. ATC Prtectin Relay The Custmer will allw ATC t review the Generating Facility prtectin, cntrl design and settings and their crdinatin, where applicable, with the ATC prtective devices prir t and after the COD. ATC reserves the right t refuse t allw the Custmer t initiate the tender f energy t the Transmissin System if, in the judgment f ATC, the Generating Facility prtectin devices, cntrls r verall prtectin methds d nt adequately prevent the Generating Facility frm intrducing r causing an adverse impact n the Transmissin System. Prtective Relay Requirements Prtective relays utilized by the Custmer shall: a. Meet r exceed ANSI/IEEE standards fr prtective relays (i.e., C , C , C , and C ). b. Have the apprpriate dcumentatin cvering applicatin, testing, maintenance, and service. c. Give psitive indicatin f what has caused a trip (targets). d. Have a means f testing that des nt require disturbance t wiring (e.g. a drawut case, test-blcks, test switches, etc.). The Custmer shall use micrprcessr-based prtective relays that include selfdiagnstic abilities, sequence f events, event-recrding capabilities, and perating flexibility. 4.2 Frequency Prtectin (IEEE 81) Generating Facility Intercnnectin Guide 11 Revisin5.0

18 The design f the Generating Facility relating t ver-frequency prtectin f the Generating Facility is discretinary with the Custmer. Hwever, the ver-frequency prtectin used by the Custmer will be prvided t ATC. Under-frequency prtectin will be in accrdance with the Applicable Reliability Standards Custmer Breaker Failure Prtectin (IEEE 50BF) The Custmer shall install a lcal dedicated 50BF breaker failure prtective relay n its breaker n the high-side f the generatr step-up transfrmer. The 50BF relay will be crdinated with ATC in rder t trip adjacent substatin breakers, in the event the generatr breaker fails t successfully pen fr any reasn. Synchrnism Check Relay (IEEE 25) The Custmer will synchrnize the Generating Facility t the Transmissin System acrss the Custmer-wned breaker installed n the high-side f the generatr step-up transfrmer. The Custmer shall prvide a synchrnism-check relay t supervise the autmatic r manual synchrnizatin f the Generating Facility t the Transmissin System. Autmatic synchrnismcheck relays will cntain the manufacturer s ptinal vltage mnitring functins and supervise the clsing f the circuit breaker. ATC will be entitled t review the settings and peratin f the Generating Facility s synchrnism check relay. Bus Differential Prtectin (IEEE 87) The Custmer shall prvide a dedicated current transfrmer input t the ATC bus differential prtectin scheme t prvide crdinated bus differential prtectin f ATC s bus. This current transfrmer shall be placed in a manner t ensure that the bus differential prtectin verlaps the generatr bus r step-up transfrmer prtectin. Reverse Pwer (IEEE 32) The prtectin system fr all cmbustin turbine generatrs cnnected t the Transmissin System and the reverse pwer relay pickup shall be set n mre than -7% f the machine rated MVA t prtect the Transmissin System frm a pssible vltage cllapse due t the gas turbine high pwer cnsumptin during mtring. Pwer Transfrmer Grund Time Overcurrent Prtectin (IEEE 51N) The Custmer shall install grund time vercurrent prtectin fr all generatr step-up and auxiliary pwer transfrmers t prtect them frm internal grund faults. Such prtectin will be crdinated with the backup grund time vercurrent prtectin. Prtectin Redundancy In accrdance with Gd Utility Practice, the Custmer shall design prtectin schemes such that n single cmpnent failure will prevent the islatin f faults and/r failed equipment. This may require prviding redundant r backup prtective schemes with separate sensing surces, separate trip paths, dual trip cils n breakers, separate cntrl pwer supplies, etc. Generatr Tripping Generating Facility Intercnnectin Guide 12 Revisin5.0

19 Each generating unit f the Generating Facility must be capable f discnnecting itself frm ATC s Transmissin System in the event f a system fault, abnrmal perating cnditin r equipment r system failure. If the Generating Facility is a wind farm, it must be discnnected at the cllectr bus t remve the grund surce f the cllectr t eliminate its cntributin t a system fault, abnrmal perating cnditin r equipment r system failure Recmmended Generatr Prtectin Functins ATC recmmends the fllwing prtective functins, which may prvide the Generating Facility with additinal backup prtectin frm transmissin relaying malfunctins, misperatins, equipment r system failure Phase Distance (Impedance) Prtectin (IEEE 21) The Custmer s distance relay zne that extends int the Transmissin System shuld be time-crdinated with line prtective relays t assure transmissin prtectin perates first. The time delay will be set higher than a secnd zne clearing time fr a line fault (typically 20 cycles). Impedance prtectin is prvided fr a generating unit when transmissin line(s) that cnnect it t the Transmissin System are prtected with phase distance relays. Time Overcurrent with Vltage Cntrl/Restraint (IEEE 51V) The Custmer s vercurrent relays that are vltage-cntrlled r vltage-restrained shuld be set belw lad current fr adequate sensitivity t Transmissin System faults while restraining peratin under emergency verlad cnditins. T prevent miscrdinatin with transmissin relaying, vercurrent relays shuld be sufficiently timedelayed. The time-delay setting shuld be based n the wrst-case crdinatin with ATC prtective relays, which is usually a delayed trip with breaker failure clearing times. Backup time vercurrent prtectin is prvided fr a Generating Facility when transmissin line(s) that cnnect it t the transmissin grid are prtected by vercurrent relays. Backup Grund Time Overcurrent Prtectin (IEEE 51N) It is recmmended that any backup grund time vercurrent prtectin perate fr grund faults at the end f all transmissin lines cming ut f the Generating Facility and be set t crdinate with the slwest grund fault prtectin n the Transmissin System. This relay is typically installed in the high-side neutral f the generatr step-up transfrmer. Negative Sequence Current (Unbalanced Lad) Prtectin (IEEE 46) The Custmer shuld apply a negative sequence time vercurrent relay t prtect the Generating Facility frm external unbalanced cnditins such as system phase-t-phase faults and pen cnductrs that can damage a generating unit(s). 20 The Custmer shall ensure that each generating unit is capable f separating frm the Transmissin System befre an ut-f-step cnditin r lss f synchrnism can ccur Vltage Balance (IEEE 60) The Custmer shuld ensure the fllwing vltage-dependent prtective functins are blcked when a lss f fuse is detected t prevent relaying misperatin: a. Phase distance (impedance) prtectin (IEEE 21); b. Under-vltage prtectin (IEEE 27); c. Lss f field (under-excitatin) prtectin (IEEE 40); d. Time vercurrent with vltage cntrl/restraint (IEEE 51V); e. Under-frequency prtectin (IEEE 81) Transmissin Line Autmatic Reclsing Near Generating Facility The autmatic re-clsing f breakers n ATC transmissin lines can be ptentially damaging t Custmer equipment that is in clse electrical prximity t the lines. As a general plicy, ATC will nt eliminate autmatic reclsing f verhead transmissin lines near a Generating Facility because that culd significantly affect the reliability f service t transmissin custmers. In rder t mitigate pssible negative effects f line autmatic reclsing n generating facilities, ATC typically will nt reclse lines fr the mst severe three-phase faults n the Transmissin System and will reclse a line first at a terminal remte frm the Generating Facility bus, fllwed by synchrnism check reclsing f the breaker at the Generating Facility bus. Autmatic reclsing is single-sht and is blcked shuld a fault be f a permanent nature. ATC may install additinal equipment t minimize the ptentially adverse effects f autmatic reclsing. This usually cnsists f cmmunicatin and/r cntrl equipment t discnnect the Generating Facility (r t cnfirm that it is discnnected) befre an ATC line is reclsed. In cases where the ATC intercnnectin substatin has tw transmissin utlets, a line side single-phase vltage-sensing ptential device will be installed at the remte terminal f each line. Additinally, the autmatic reclsing scheme at the remte terminal f each line will supprt disabling autmatic reclsing via supervisry cntrl Grunding The Custmer must design, install, and maintain grunding facilities t grund the Custmer s Intercnnectin Facilities. ATC reserves the right t apprve the grunding system design t ensure that the grunding system prperly prtects ATC s Intercnnectin Facilities. Additinally, ATC will determine the required shrt circuit ratings fr all f the ATC Intercnnectin Facilities and Netwrk Upgrades during the detailed design f such facilities. The Custmer shall prvide apprpriately sized r shrt circuit-rated Intercnnectin Facilities cmparable t thse required by ATC. The Custmer and ATC will design their respective substatins grund grids separately fr the maximum available fault current as specified by ATC. The grund grids f bth substatins will then be cnnected tgether at several lcatins alng the cmmn fence (if applicable) befre the substatins are placed in-service. The Custmer and ATC s designs shall address safe tuch and Generating Facility Intercnnectin Guide 14 Revisin5.0

21 step ptential nt nly fr their respective grund grids, but als fr alng the fence line with the cnnectin f the grund grids Equipment Ratings ATC shall determine the individual equipment ratings fr the ATC Intercnnectin Facilities and Netwrk Upgrades during the detailed design f the facilities in accrdance with its design standards and the Intercnnectin Studies. The Custmer shall size its Intercnnectin Facilities t apprpriately crdinate with the ATC Intercnnectin Facilities. ATC and the Custmer shall exchange infrmatin befre the COD r implementatin f any future mdificatins, including identificatin f the mst limiting piece f equipment, t achieve cmmn understanding f each party s respective Intercnnectin Facilities nrmal and emergency ratings. 5 Telemetry and Metering Requirements 5.1 Telemetry The Custmer shall prvide ATC with real-time analg and digital Generating Facility data. The methd in which the signals shall be transmitted t the ATC lcatin will be specified during the detail design f the Intercnnectin Facilities and Netwrk Upgrades. The Custmer shall prvide the data in a frmat acceptable t ATC. If the Custmer cannt supply the data in an acceptable frmat like ICCP, then ATC will install an RTU at the Generating Facility t cllect this infrmatin. Additinally, the Custmer will install and maintain intercnnectin metering and status data fr the cnnectin f each generating unit, except as nted belw In general, ATC requires cntinuus telemetry f the items listed in Sectins thrugh Status f Circuit Breakers The status f circuit breakers wned by the Custmer with the fllwing functins will be cmmunicated t ATC cntinuusly: Breakers capable f discnnecting the Generating Facility frm the Transmissin System Breakers capable f discnnecting any auxiliary lad frm the Transmissin System Breakers capable f discnnecting any device that is required t be in-service t meet the unit(s) requirements fr reactive pwer cmpensatin as part f the Intercnnectin Agreement Generating Facility Intercnnectin Guide 15 Revisin5.0

22 Status f Relay Equipment Status f relay equipment is required when the Custmer s relay equipment is prtecting, as primary r backup, any f ATC s Transmissin System equipment. Instantaneus Real and Reactive Pwer Data Instantaneus real and reactive pwer data are required fr each generating unit at the generatr terminal r cmpensated t the generatr terminal. Fr wind farms, aggregated real and reactive pwer data at the cllectin substatin are required. Lad values, MW and MVAR, fr the fllwing lcatins will need t be cntinuusly cmmunicated t ATC: All Generating Facility auxiliary lads cnnected between the generatr terminal and the POI with the Transmissin System All Generating Facility auxiliary lads cnnected directly t the Transmissin System All third-party lads supplied frm the Generating Facility f Custmer Intercnnectin Facilities Instantaneus Vltage Data Instantaneus vltage data needs t be cntinuusly cmmunicated at the terminal f each generatr fr all generatr types with the exceptin f wind farms. Fr wind farms, instantaneus vltage data will be cllected at the substatin bus. Instantaneus vltage data will als be cllected and cmmunicated at the terminal f any device installed t prvide static r dynamic reactive pwer cmpensatin within the Custmer s substatin Status and Readiness Cntinuus cmmunicatin is required as t the status f whether the fllwing is in-service and ready : Any pwer system stabilizer installed Autmatic vltage regulatr (AVR) Any special prtectin system (SPS) Any reactive pwer cmpensatin, whether static r dynamic Generating Facility Intercnnectin Guide 16 Revisin5.0

23 5.2 Lcal Balancing Authrity Metering The Custmer is respnsible fr wrking with an apprpriate Lcal Balancing Authrity t install necessary metering facilities, including instrument transfrmers within the Custmer s intercnnectin substatin. Prir t energizing the intercnnectin via the Transmissin System, the Custmer must prvide evidence f a Balancing Authrity Agreement t ATC. See ATC s Crdinatin f Lcal Balancing Authrity Metering Bundary Mdificatins Business Practice fr additinal infrmatin: 6 Testing, Inspectin and Cmmissining Testing and Inspectin Befre ATC prvides final apprval fr energizatin f the intercnnectin, the Custmer must demnstrate t ATC, thrugh witnessed tests and/r certified test dcumentatin, that the Generating Facility and each generating unit will nt have adverse impact n the peratin f the Transmissin System. Such tests and inspectins will include pre-energizatin testing f equipment cnnected t the transmissin bus, prtectin and cntrl systems and precmmercial testing f the gvernr, excitatin and/r pwer system stabilizer cntrls. Prtectin and cntrl systems include, but are nt limited t, AC auxiliary, DC systems, relaying systems, ptential and current circuits, and cmmunicatin systems. Initial Transfrmer Energizatin Installatin and cmmissining f a new Custmer transfrmer will require the initial energizatin t ccur frm the Transmissin System. Prir t initial energizatin f a new Custmer transfrmer at a new r existing Generating Facility and if determined necessary by ATC, the Custmer must permanently install mitigatin equipment (e.g., pre-insertin resistrs n the highside transfrmer circuit breaker) r cmmissin a technical study f the initial energizatin event t ensure that the initial energizatin f the transfrmer will nt result in any unacceptable impact t the Transmissin System r any ther intercnnected custmers. If the Custmer cmmissins a technical study fr this purpse, a final reprt must be submitted t ATC fr review n less than ten (10) business days prir t the Custmer s planned date fr initial energizatin. Reductin f DC Residual Flux The Custmer will perfrm an excitatin current test t determine if the cre f any new Custmer transfrmer is magnetized. If the test establishes that the cre is magnetized, the Custmer will perfrm the transfrmer manufacturer s recmmended prcedures t reduce the residual DC flux n the cre. The Custmer will then re-perfrm the excitatin current test t verify that the cre has been de-magnetized. The Custmer will prvide dcumented results f these prcedures t ATC prir t energizatin f the Custmer transfrmer. Generating Facility Synchrnizatin Unless therwise permitted by ATC, the Generating Facility shall be synchrnized t the Transmissin System at the Custmer s step-up transfrmer s high-side circuit breaker installed at Generating Facility Intercnnectin Guide 17 Revisin5.0

24 the POI. ATC shall furnish Transmissin System bus ptentials that may be used by the Custmer fr synchrnizing the Generating Facility t the Transmissin System. 7 Requirements after Cmmercial Operatin The GIA (per Sectin 2.4) establishes the terms and cnditins fr the intercnnected peratin f the Generating Facility after achieving Cmmercial Operatin, especially prcedures fr cmmunicatin and crdinatin amng the Custmer, ATC, and MISO. ATC sees such effective cmmunicatin and crdinatin as essential t planning, perating, and maintaining a safe and reliable Transmissin System and Generating Facility Intercnnectin. This sectin prvides summary guidance n certain Intercnnectin Agreement prvisins that may impact the Custmer s decisin-making in the design f new r mdified Generating Facilities fr intercnnectin t the Transmissin System. The Custmer shuld cnsult the Intercnnectin Agreement fr additinal detail n requirements pertinent t nging intercnnected peratins Operating Guidelines The specific requirements f each intercnnectin will dictate the establishment f mutually agreeable intercnnectin and/r perating guidelines applicable t each Generating Facility, if necessary. Generating Facility Vltage Schedule NERC Mandatry Reliability Standards VAR-001 and VAR-002 set frth the requirements Transmissin Operatrs and Generatr Operatrs/Owners must fllw t maintain netwrk vltage schedules. VAR-001 requires that the Transmissin Operatr specify a vltage schedule at the POI and direct the Generatr Operatr t cmply with the schedule in autmatic vltage cntrl mde (AVR in-service and cntrlling vltage). VAR-002 requires that the Generatr Operatr maintain the vltage schedule set by ATC and perate each generatr in autmatic vltage cntrl mde, amng ther requirements. VAR-001 prvides that [t]he vltage schedule is a vltage target that must be maintained within a tlerance band during a specified perid. ATC s standard vltage schedule is a target vltage f 102% f the nminal vltage at the Pint f Intercnnectin within a maximum permissible range f 95% t 105% until ATC specifies a new vltage schedule. The Generating Facility must be designed and perated fr this vltage schedule unless directed therwise. In additin, peratin within a desired tlerance band f 100% t 105% is recmmended t ensure efficient and reliable peratin f the bulk electric system due t real time system cnditins that may nt have been specifically mdeled in the planning hrizn. 7.3 Unit Stability The Custmer shall perate the Generating Facility in accrdance with the perating requirements f ATC, MISO, NERC, and any applicable reginal entity in additin t the stability requirements identified in the Intercnnectin System Impact Study reprt, r its equivalent, prepared fr the intercnnectin and which have been psted n the Transmissin Prvider s OASIS at: Generating Facility Intercnnectin Guide 18 Revisin5.0

25 System Restratin (Black Start) The Custmer is nt required t perate as a Black Start Resurce unless designated by a separate Black Start Service agreement. Hwever, in accrdance with Gd Utility Practice, Custmer will participate, when called upn by MISO r ATC, in ATC s Black Start System Restratin Plan fr the Generating Facility and ATC s Transmissin System, as well as any verificatin testing. The Custmer is required t supply t ATC its facility black ut plans. These plans shall include the equivalized impedance f the systems within the Generating Facility auxiliary system t large mtrs expected t be started during emergency cnditins alng with the apprpriate timedmain mdeling assumptins fr each large mtr t be used by ATC t cnfirm ATC s Black Start Plan. ATC will use this infrmatin t study the ability f a degraded system t start large mtrs, such as fans, pumps, and ther equipment during system black uts and restratin. The Custmer will als be expected t participate in any Black Start System Restratin Plan verificatin testing. Maintenance Testing After cmmissining f the Generating Facility, peridic maintenance, testing, mdificatin r trubleshting f Custmer equipment shall be dne with cnsideratin f the impact t the Transmissin System. Prtective relay testing that can trip any element f the Transmissin System shall be discussed and apprved by the ATC system peratr 10 business days prir t testing f equipment. Detectin f and Tripping fr an Electrical Island Cnditin In circumstances where the Generating Facility has n gvernr cntrls and the transmissin system design culd result in an islanding cnditin fr the utage f tw transmissin elements, ATC requires the Custmer t implement additinal prtectin systems as mutually agreed by the Custmer and ATC t prevent generatin frm being islated r islanded with intercnnected lad. Alternatively, ATC will require the Custmer t curtail their generatin fr circumstances that culd result in an island cnditin with the next cntingency. Generating Facility Mdificatins It is f critical imprtance fr reliable intercnnectin service and peratin f the Transmissin System that the Generatr Owner cmmunicate t ATC prpsed and planned changes t the Generating Facility, Intercnnectin Facilities and related equipment. Cmmunicatin f changes shuld ccur as early as pssible using the ATC Generating Facilities Mdificatin Ntificatin (GFMN) frm fund at: The GFMN frm may be sent t ATC via at: giantices@atcllc.cm The GFMN is t be used t cmmunicate events including, but nt limited t, the fllwing: Plant/Unit mdificatins due t emergency changes Planned/Prpsed plant/unit mdificatins Generating Facility Intercnnectin Guide 19 Revisin5.0

Infrmatin btained via the Annual Review als cntributes t ATC filings made t RFC, MRO and NERC. The primary ATC functins using the Annual Review results are Planning, System Prtectin and Real Time Operatins. ATC will send an cmmunicatin t Generatr Owners requesting the fllwing infrmatin t initiate the Annual Review prcess: Any planned retirements f plants/units Any planned develpment f new plants/units Any mdificatins made in the prir year fr which ATC is unaware Any mdificatins planned r prpsed fr the future Special data reviews such as capability curve cnfirmatins Generating Unit Testing ATC desires t supprt and take part in the Generatr Owner s generatr reactive pwer capability verificatin testing. Crdinatin between the Generatr Owner and ATC will prvide a better test envirnment. ATC encurages the Generatr Owner t use the NERC MOD 25 frmat t reprt the results, the same frmat Generatr Owners use t reprt this data t NERC. Appendix C, Generating Unit Test Requirements, cntains detailed infrmatin fr crdinating testing. 8 Requirements Assuring Reliable Operatin at the Intercnnectin Pint ATC desires t ensure the peratinal reliability f intercnnectins t the ATC Transmissin System. The Intercnnectin Custmer will meet the fllwing needs in rder t receive apprval t cmmence peratin f a new plant r mve t peratin any mdificatins impacting an intercnnectin pint.
