Prvide the RC's philsphy n lad shedding. 1. Respnsibilities Operatr Operatins Cmpliance Supprt 2. Scpe/Applicability Crdinatin during Bulk Electric System (BES) Emergencies r during cnditins r events that culd result in Adverse Impact n the BES. As defined in the NERC Glssary, a BES Emergency is any abnrmal system cnditin that requires autmatic r immediate manual actin t prevent r limit the failure f transmissin facilities r generatin supply that culd adversely affect the reliability f the BES. In additin, the NERC Glssary defines Adverse Impact as the impact f an event that results in frequency-related instability; unplanned tripping f lad r generatin; r uncntrlled separatin r cascading utages, that affects a widespread area f the Intercnnectin. 3. Detail 3.1. Capacity and Energy Emergencies Each Balancing Authrity (BA) shall develp, maintain, and implement an RC-reviewed Operating Plan t mitigate Capacity and Energy Emergencies within its Balancing Authrity Area 1. During a BA Capacity r Energy Emergency, the RC peratr will declare an Energy Emergency Alert (EEA) fr the affected entity. This may be at the request f the BA, r when deemed necessary in the judgment f the RC peratr. There are three levels f EEAs and an additinal terminatin level 2. It is nt necessary t prgress thrugh the levels sequentially, and the RC peratr shuld use gd judgment in declaring the level best defined by the criteria. Public appeals fr cnservatin r demand respnse prgrams under cntractual agreements during nrmal peratins d nt qualify as EEA triggering events. Fllwing the activatin f Cntingency Reserves, a BA r Reserve Sharing Grup (RSG) must recver Cntingency Reserves within 60 minutes fllwing an event requiring activatin. If there is an additinal event that takes place during this recvery perid, the 60-minute recvery perid 1 EOP R2 2 Attachment 1-EOP B. 2

The RC peratr shuld nt declare an EEA fr a BA during this recvery perid unless requested by the BA, r if the RC peratr, after cnsultatin with the BA, has reasn t believe that the BA will nt be able t recver their Cntingency Reserves within the recvery perid EEA 1 All Available Generatin in Use A BA is cnsidered t be in EEA 1 when all available generatin resurces are in use and/r: The BA is experiencing cnditins where all available generatin resurces are cmmitted t meet firm Lad, firm transactins, and reserve cmmitments, and is cncerned abut sustaining its required Cntingency Reserves. Nn-firm whlesale energy sales (ther than thse that are recallable t meet reserve requirements) have been curtailed 3. Actins Declare an EEA 1 fr the affected entity upn discussin with BA and the situatin meets the abve criteria. Issue an alert t all impacted entities withut delay, but nt lnger than within 30 minutes frm time f the declaratin 4 : Ntify all BAs and TOPs in the RC Area via the Grid Messaging System (GMS). Ntify neighbring RCs via RCIS. Ntificatin shuld include the name f the BA, the EEA level, and if necessary, cntact infrmatin that ther BAs can use t prvide emergency assistance. Assist BA in finding emergency assistance frm neighbring BAs if necessary. Review all current utages which cnstrain generatin. Discuss with BA/TOP the pssibility f an emergency return f the utages t service. Discuss if additinal Cntingency Reserves available within the RSG can be used, if the entity is in an EEA and is a member f a RSG. A RSG may allw additinal reserves t be used if the BA is, r wuld therwise be, in an EEA. Ensure adequate transmissin is available fr delivery EEA 2 Lad Management s in Effect A BA is cnsidered t be in EEA 2 when lad management prcedures are in effect and/r: The Balancing Authrity is n lnger able t prvide its expected energy requirements and is an energy-deficient Balancing Authrity. An energy-deficient Balancing Authrity has implemented its Operating Plan(s) t mitigate Emergencies. 3 Attachment 1-EOP Sectin B-1 4 EOP R5. 3

4 N. An energy-deficient BA is still able t maintain minimum Cntingency Reserve requirements 5. Once an EEA 2 has been declared, the BA shuld prvide peridic updates t the RC peratr at a minimum f every hur until the EEA2 has been terminated 6. Actins Declare an EEA 2 fr the affected entity, upn discussin with BA, and the situatin meets the abve criteria. Issue an alert t all impacted entities withut delay, but nt lnger than within 30 minutes frm time f the declaratin: Ntify all BAs and TOPs in the RC Area via GMS. Ntify neighbring RCs via RCIS. Ntificatin shuld include the time f declaratin, the BA name, the EEA level, and cntact infrmatin that ther BAs can use t prvide emergency assistance. Assist BA in finding emergency assistance frm neighbring BAs. Update RCIS and GMS with any changes in infrmatin. Review Transmissin utages and wrk with TOPs fr viability f returning transmissin elements that may relieve lading n SOLs r IROLs fr the pssibility f energy delivery. Discuss if additinal Cntingency Reserves available within the RSG can be used if the entity is in an EEA, if the BA is a member f a RSG. A RSG may allw additinal reserves t be used if the BA is in r wuld therwise be in an EEA. Ensure adequate transmissin is available fr delivery EEA 3 Firm Lad Shedding Imminent r in Prgress A BA is cnsidered t be in an EEA 3 cnditin when firm lad interruptin is imminent r in prgress and the energy-deficient BA is unable t meet minimum Cntingency Reserve requirements. Befre requesting an EEA 3, the energy-deficient BA must make use f all available resurces; this includes, but is nt limited t: Ensuring all available generatin units are nline and all generatin capable f being n line within the time frame f the Emergency is n line. Evaluate the risks f revising SOLs and IROLs fr the pssibility f delivery f energy t the energy-deficient BA. This must be crdinated with ther RCs with agreement frm the respnsible TOP. Ntify internal parties t ensure the apprpriate reprt is submitted per RC Event Reprting prcedure EEA 0 - Terminatin When the energy-deficient BA is able t meet its Lad and Operating Reserve requirements, it shall request the Operatr t terminate the EEA. Actins Cnfirm with BA that it meets the criteria fr EEA Terminatin. Ntify all BAs and TOPs in the RC Area via GMS f the terminatin. Ntify neighbring RCs via RCIS f terminatin EEA Templates When declaring an EEA, the RC peratr may use the fllwing templates. Include any additinal infrmatin as necessary. Subject: EEA [1,2, r 3] Declaratin 5

Subject: EEA 0 Declaratin Effective XXXX PPT, the Califrnia ISO has declared an EEA-0 fr [entity and/r entity area (if applicable)] Transmissin TOPs are expected t have Operating Plans reviewed by the RC entity t mitigate transmissin system Emergencies in their area, and t ntify the RC peratr in real-time when the TOP is experiencing an Emergency 9. A Transmissin system Emergency may include, but is nt limited t: An actual r ptential IROL exceedance, An actual r ptential SOL exceedance with ptential Adverse Impacts, Unacceptable vltage levels, Lss f reactive reserves, Lss r ptential lss f transmissin elements due t fires, earthquakes, strms, physical attacks, vandalism r ther reasns, A single r credible multiple Cntingency will result in instability, uncntrlled separatin, r cascading utages that adversely impact the reliability f the BES, System separatin r islanding, Extrardinary Cntingency, and Any ther transmissin event that result in Adverse Impact. When the RC peratr receives a ntificatin frm a TOP f an Emergency n the transmissin system: Actins Cnfirm the Emergency cnditin in cllabratin with the affected TOPs Actively evaluate system cnditins and determine mitigatin ptins in crdinatin with TOPs cntributing t and/r affected by the cnditin. TOP Operating Plans include (but nt limited t) mitigatin ptins 10 such as: Cancelling r recalling transmissin and generatin utages, Recnfiguring transmissin system, Re-dispatching generatin, and 9 EOP R1 (applicable t TOP) 10 EOP R1.2 (applicable t TOP) 6

7 N. Actins Operatr-cntrlled manual lad shedding that minimizes verlap with autmatic lad shedding, and is capable f being implemented in a timeframe fr mitigating the Emergency. Refer t CAISO RC System Restratin if electrical islanding has ccurred. Determine if there are any SOL r IROL exceedances. Refer t CAISO-RC Mitigating SOL and IROL Exceedances. Issue an alert, withut delay, t all impacted entities, but nt lnger than within 30 minutes 11. Ntify all BAs and TOPs in the RC Area via GMS. Ntify neighbring RCs via RCIS. Cnsider initiating a cnference call if the cnditin affects multiple entities and if a cnference call will expedite crdinatin effrts. Crdinate mitigatin activities with affected TOPs and determine if an Operating Instructin is needed. Crdinate with BAs, TOPs and neighbring RCs that may be able t prvide assistance. Issue Operating Instructins withut delay, in accrdance with Sectin 3.4: Operating Instructins, and Sectin 3.5: Lad Shedding Instructins. Mnitr system cnditins t determine if the instructed actins were implemented, and whether the transmissin Emergency will be reslved in a timely manner. Issue additinal Operating Instructins if needed. Issue ntificatin t all impacted entities nce Emergency cnditin has been mitigated and the system is stable: Ntify all BAs and TOPs in the RC Area via GMS. Ntify neighbring RCs via RCIS. Lg a summary f all cmmunicatins and actins Extreme Weather Emergencies BAs and TOPs are expected t have Operating Plans (reviewed by the RC entity) that address the reliability impacts f extreme weather in their area. They are als required t ntify the RC peratr in Real-time when experiencing such an Emergency 12. Extreme weather Emergencies may include, but are nt limited t: Unanticipated high lading due t high r lw temperatures, Wind/rain strms, 11 EOP R5. 12 EOP R1.2.6, R2.2.9 (applicable t TOP and BA respectively) 7

8 N. Thunderstrms, Tsunamis, Hurricanes, Flds, Snw, and GMDs (See RC GMD Operating Plan). When the RC peratr receives a ntificatin frm a BA r TOP f an Emergency due t extreme weather: Actins Issue an alert withut delay t all impacted entities, but nt lnger than within 30 minutes 13. Ntify all BAs and TOPs in the RC Area via GMS. Ntify neighbring RCs via RCIS. Actively evaluate system cnditins and determine mitigatin ptins in crdinatin with the affected BAs/TOPs. BA/TOP Operating Plans include (but nt limited t) mitigatin ptins 14 such as: Cancelling r recalling transmissin and generatin utages, Recnfiguring transmissin system, Re-dispatching generatin, Shedding peratr-cntrlled manual lad that minimizes verlap with autmatic lad shedding, and is capable f being implemented in a timeframe fr mitigating the Emergency, Requesting EEAs (Refer t Sectin 3.1: Capacity and Energy Emergencies), Managing generatin t address capability and availability, fuel and inventry cncerns, fuel and switching capabilities, and envirnmental cnstraints, Submitting public appeals fr vluntary lad reductins, Requesting gvernment agencies t implement their prgrams t achieve necessary energy reductins, Instructing a reductin f internal utility energy use, and Using interruptible lad, curtailable lad and demand respnse. Mnitr weather and frecast tls t determine the effect f current and prjected cnditins. Crdinate mitigatin activities with affected BAs and TOPs and determine if an Operating Instructin is needed. Issue Operating Instructins withut delay, in accrdance with Sectin 3.4: Operating Instructins, and Sectin 3.5: Lad Shedding Instructins. Issue ntificatin t all impacted entities when the Emergency cnditin has been mitigated and the system is back t nrmal: Ntify all BAs and TOPs in the RC Area via GMS. Ntify neighbring RCs via RCIS. Lg a summary f all cmmunicatins and actins Operating Instructins During system Emergencies, the RC peratr will actively evaluate system cnditins, crdinate mitigatin activities with the affected BAs/TOPs and determine if there is a need t issue an Operating Instructin. During a system Emergency, take the fllwing actins: Actins Actively evaluate system cnditins and determine pssible mitigatin ptins Crdinate with affected BA/TOP t determine if the ptential mitigatin is viable. If nt, advise the BA/TOP f alternate r additinal mitigatin ptins. Evaluate the mitigatin in prgress t determine if the Emergency cnditin will be reslved in a timely manner. Issue an Operating Instructin withut delay if the actins being taken are nt adequate r will nt reslve the cnditin in a timely manner. (Refer t CAISO RC Cmmunicatins Prtcls.) If lad shedding is required, refer t Sectin Lad Shedding. Mnitr system cnditins t determine if the instructed actins were implemented and whether the issues will be reslved in a timely manner. Issue additinal Operating Instructins if needed. 9

10 N. Actins Lg a summary f all cmmunicatins and actins Lad Shedding Instructins Lad shedding shuld be cnsidered a last resrt t mitigate reliability issues that ccur in Realtime. All apprpriate mitigatin ptins shuld first be explred as time allws, including timely demand-side management r lad transfer, befre issuing an Operating Instructin t shed firm lad. Hwever, during Emergency situatins r during situatins r events with the ptential t result in Adverse Impact, the RC peratr may determine that ther mitigatin actins will nt be adequate r wuld nt reslve the issue in a timely manner. In such cases, the RC peratr shuld cnsider issuing an Operating Instructin t shed firm lad Situatins that May Require Lad Shedding The RC peratr shuld cnsider issuing an Operating Instructin t shed lad, when: A single r credible multiple Cntingency will result in cascading utages, instability r vltage cllapse, An IROL exceedance is unlikely t be mitigated within 30 minutes r T V, Ptential Adverse Impact due t generatin/lad imbalance caused by large sustained ACE r frequency excursin, EEA, etc., r Fllwing Real-time Assessment, it is unclear whether the system can sustain the next single r credible multiple Cntingency. When the RC peratr determines that ne f the abve Emergency cnditins exists and lad shedding is being cnsidered as an ptin: Actins Perfrm Real-time Assessments in cllabratin with the RTOE t validate the reliability issue, if time allws. Cnfirm results with the affected BAs, TOPs and neighbring RCs. Operate cnservatively if there is disagreement in study results between entities If there is disagreement with a neighbring RC n the IROL r T V fr a shared facility, perate t mst limiting IROL r T V. 15 Discuss mitigatin ptins with the affected BAs/TOPs and determine if thse ptins can reslve the issue in a timely manner Evaluate effectiveness f mitigatin in prgress t determine if the cnditin will be reslved in timely manner 15 IRO R4. 10

Actins Determine whether pst-cntingency autmatic r manual mitigatin actins are available r acceptable Issue an Operating Instructin t shed lad, if ther mitigatin actins will nt reslve the issue in a timely manner (Refer t CAISO RC Cmmunicatins Prtcls). Lg a summary f all cmmunicatins and actins When Lad Shedding Instructin May Nt Be Viable Generally, an Operating Instructin t shed firm lad may nt be viable, when: The reliability issue can be mitigated in a timely manner using ther mitigatin actins. Shedding firm lad will vilate safety, equipment, regulatry r statutry requirements. A lad shed instructin cannt be physically implemented. Studies shw that the risk t the system will be cntained within a defined area. Lad at risk is nt sufficiently mre than the lad that wuld have t be shed pre- Cntingency Event Reprting Certain BES Emergencies such as IROL vilatins, system separatin (islanding), firm lad shedding, etc., require filing a NERC EOP-004 r a DOE OE-417 reprt. The RC peratr will ensure that the apprpriate internal parties are ntified t ensure that the prper reprts are submitted. Actins Ntify internal CAISO parties f the BES Emergency in accrdance with CAISO-RC Event Reprting TOP EOP-011 Plan Submissins and Review The CAISO Operatins Cmpliance Supprt shall wrk in cnjunctin with the RC t facilitate reviews f the Emergency Operating Plan(s) submitted by BAs and TOPs 16. The CAISO RC shall prvide a secure website fr BAs and TOPs t uplad Emergency Operating Plan(s) fr RC review. The BAs and TOPs shall uplad the plan dcument(s) with a cmpleted EOP-011 Operating Plan Checklist. 16 EOP R3, R3.1 and sub requirements 11

Within 30 calendar days f receipt, the CAISO RC shall: Review each submitted Operating Plan(s) n the basis f cmpatibility and inter-dependency with ther BAs and TOPs Operating Plans, Review each submitted Operating Plan(s) fr crdinatin t avid risk t Wide Area reliability, and Ntify each BA and TOP f the results f its review, specifying any time frame fr resubmittal f its Operating Plan(s) if revisins are identified. Each TOP and BA shall address any reliability risks identified by the CAISO RC and resubmit its Operating Plan(s) t CAISO RC within the specified time perid. Upn CAISO RC s cmpletin f the review prcess, the RC will pst a review letter t the secure site and ntify the submitting entity. 4. Shall have the meaning set ut in Excuse f Perfrmance, sectin B.4.c.language in sectin B.4.c: Means any act f Gd, actins by a nn-affiliated third party, labr disturbance, act f the public enemy, war, insurrectin, rit, fire, strm r fld, earthquake, explsin, accident t r breakage, failure r malfunctin f machinery r equipment, r any ther cause beynd the Entity s reasnable cntrl; prvided that prudent industry standards (e.g. maintenance, design, peratin) have been emplyed; and prvided further that n act r cause shall be cnsidered an Extrardinary Cntingency if such act r cause results in any cntingency cntemplated in any WECC Standard (e.g., the Mst Severe Single Cntingency as defined in the WECC Criteria r any lesser cntingency). 13

Term Descriptin The value (such as MW, MVAr, amperes, frequency r vlts) that satisfies the mst limiting f the prescribed perating criteria fr a specified system cnfiguratin t ensure peratin within acceptable reliability criteria. System Operating Limits are based upn certain perating criteria. These include, but are nt limited t: System Operatr n mitigating System Operating Limit (SOL) Facility Ratings (applicable pre- and pst-cntingency Equipment Ratings r Facility Ratings), Transient stability ratings (applicable pre- and pst- Cntingency stability limits), Vltage stability ratings (applicable pre- and pst- Cntingency vltage stability), and System vltage limits (applicable pre- and pst- Cntingency vltage limits). Intercnnectin Operating Limit (IROL) A System Operating Limit that, if vilated, culd lead t instability, uncntrlled separatin, r Cascading utages that adversely impact the reliability f the Bulk Electric System. Cntingency Reserve (RC) Area Capacity Emergency The prvisin f capacity that may be deplyed by the Balancing Authrity t respnd t a Balancing Cntingency Event and ther cntingency requirements (such as Energy Emergency Alerts as specified in the assciated EOP standard). A Balancing Authrity may include in its restratin f Cntingency Reserve readiness t reduce Firm Demand and include it if, and nly if, the Balancing Authrity: Is experiencing a declared Energy Emergency Alert level, and is utilizing its Cntingency Reserve t mitigate an perating emergency in accrdance with its emergency Operating Plan, r Is utilizing its Cntingency Reserve t mitigate an perating emergency in accrdance with its emergency Operating Plan. The cllectin f generatin, transmissin, and lads within the bundaries f the. Its bundary cincides with ne r mre Balancing Authrity Areas. A capacity emergency exists when a Balancing Authrity Area s perating capacity, plus firm purchases frm ther systems, t the extent available r limited by transfer 14

The uncntrlled successive lss f System Elements triggered by an incident at any lcatin. The unexpected failure r utage f a system cmpnent, such as a generatr, transmissin line, circuit breaker, switch r ther electrical element.
