The Cmmunicatins Field Guide and this Field Users Manual can be fund nline at: : System Descriptin System Descriptin: The Mtrla 800 MHz Digital Trunked System prvides simulcast trunked and direct channels fr Fire, EMS, Law Enfrcement, Cunty Highway and Cunty Gvernment thrughut the cunty. The trunked system is designed t prvide a high degree f street level prtable radi cverage. Direct channels are simplex (single frequency) 800 MHz channels that d nt require access t a trunked repeater and are t be used fr n scene and interir building peratins. There are eight (8) trunked frequencies and 4 direct frequencies. signal cverage is established at a 95% cuntywide standard. 1

2 : Alerting and Ntificatins Alerting and Ntificatins: Paging will be bradcast n VHF frequency , and Alert channel. East Greenbush Cmmunicatins will be authrized t transmit alarms fr East Greenbush agencies using the cunty prvided cntrl statin. N ther cntrl statins r transmitters will be permitted r licensed by Rensselaer Cunty. : Text Messaging Text Messaging: CAD technlgy will transmit text messaging via Internet t varius devices using SMS technlgy. Statins using "I AM RESPONDING" will receive direct IP cnnectivity Whenever practical, text messaging will be used fr nn-emergency messaging and annuncements. The CAD System will prvide call data via IP technlgy t statins with apprpriate printer r ther device capability, including initial respnse infrmatin and call clse ut data. : Testing f Pagers and Siren Mnitrs Testing f Pagers and Siren Mnitrs: Emergency Alerting pager testing will be cnducted weekly at 1800 hurs n the fllwing schedule: Sunday Statins 1-30 Mnday Statins Tuesday All thers Saturday (Nn) Grup call testing fr statin siren mnitrs and alerting pagers 2

3 : Dispatch Prcedures Dispatch Prcedures: Dispatch and transmissins will be bradcast n DISPATCH and 800 ALERT. The sequence fr dispatching is as fllws: Pager activatin tnes fr statins being alerted Apprpriate Alert Tne Annunce Fire/EMS Agencies being dispatched INCIDENT infrmatin Siren Activatin Tnes fr FD Dispatcher will cnclude all dispatches with time and Dispatcher number : Dispatch Prcedures Dispatch Prcedures: Dispatches will nt be repeated as all pagers have stred vice recall. Fire Departments are nt t acknwledge dispatches. Each respnding ambulance/apparatus and the first line ffice f each respnding agency, upn ntificatin f respnse, will be prvided detailed call/patient infrmatin. Statin respnse will be annunced n VHF Dispatch and 800 Alert. : Field Cmmunicatins Prcedures Field Cmmunicatins Prcedures: Dispatch is referred t in all radi cmmunicatins as "Dispatcher. N cdes are t be used, except thse specifically authrized in the User Guide. Blind Transmissins Blind Transmissin is defined as the calling unit transmitting a message withut first identifying the party they are calling and withut waiting fr the receiving party t acknwledge that they can cpy the message When messages are transmitted in this frmat, the dispatcher will reply by stating; "Dispatcher is n unit calling, identify and repeat yur message." 3

4 : Field Cmmunicatins Prcedures Field Cmmunicatins Prcedures: Mutual Aid Respnse Only the units requested t respnd t a mutual aid incident shall cntact the Dispatcher. Additinal units, including Chief Officers, cntacting the Dispatcher create an unnecessary strain n the Dispatch channel and pse a risk f blcking an emergency message frm units invlved in the incident. : Field Cmmunicatins Prcedures Field Cmmunicatins Prcedures: Mutual Aid Fire Chiefs (nn-first Alarm dispatch agencies) are advised nt t call enrute t dispatch unless an peratinal necessity. 5 : Field Cmmunicatins Prcedures Field Cmmunicatins Prcedures (cntd.): Fire Department Prcedures Fire Statins d nt acknwledge calls Incident cmmand will be established fr all nn-ems incidents Cmmand will be identified by a descriptive name (ex. landmark, address, r lcatin) Apprpriate Signal and apparatus directives will be made by Cmmand When pssible, Units will be placed in service by Cmmand in a single transmissin : Field Cmmunicatins Prcedures Field Cmmunicatins Prcedures (cntd.): All respnding units will cmmunicate when enrute t Dispatch, except as nted fr Chiefs n Mutual Aid calls Only the first chief fficer and first apparatus arriving will cmmunicate t Dispatch. All ther units, including chief fficers, will cmmunicate directly t Incident Cmmand n the apprpriate Battalin TAC channel Fire Department units will cmmunicate with Dispatch n FIRE DISPATCH and switch t the crrect BATTALION TAC fr peratins. Fire Department units will cmmunicate with EMS Units n TAC 10 : Field Cmmunicatins Prcedures Field Cmmunicatins Prcedures (cntd.): Mutual Aid Mutual aid chiefs shuld limit chief fficer cmmunicatins t Dispatch t necessary traffic. Only apparatus requested shall cmmunicate when enrute with Dispatch. Only the first Mutual Aid apparatus frm each Fire Department will cmmunicate arriving t Dispatch. All ther arriving Apparatus and chiefs respnding shuld cmmunicate directly with Incident Cmmand fr arrival instructins and assignments. 5

6 : Field Cmmunicatins Prcedures Field Cmmunicatins Prcedures (cntd.): EMS Prcedures EMS Units will cmmunicate with Dispatch n EMS Dispatch EMS Field Cmmunicatins between EMS units will use TAC 10 EMS OPS r the crrect Battalin TAC Channel fr cmmunicatins with Fire Units. : Field Cmmunicatins Prcedures Field Cmmunicatins Prcedures (cntd.): Identifiers All identifiers must be authrized and apprved. Unit Identificatin Number (UID) Each radi (mbile, prtable, r cntrl statin) n this system will have prgrammed a unique identificatin number assigned by the Bureau. This number will identify the radi. Dispatch will maintain a master cpy f all UID s n the system. The full Identifier will be displayed at the Dispatch cnsle. : Special Transmissins Special Transmissins: It is nt necessary fr apparatus t advise Dispatch when n drills, details r ther activities as lng as the piece f apparatus remains n-duty r available fr assignment. Dispatch must be advised f all pieces f apparatus that are taken ff-duty r placed back n duty. This may be dne via radi transmissin OR telephne ntificatin t Dispatch. Arriving reprts shuld be cncise, basic and t the pint. 6

7 : Signals Fire Departments shuld use the fllwing signals: Signal 10 N fire cnditin present, A Signal 10 is essentially Investigatin nly, n actin by the Fire Department When Signal 10 is called, all units are in service. N further radi transmissins are necessary The reprting unit shuld prvide dispatch with identificatin f situatin Examples include Alarm Malfunctin, Culinary Incident, and False Alarm Signal 20 Fire Cnditin r Situatin present that requires FD activity Reprting unit shuld prvide dispatch with identificatin f the situatin and actin taken, fr example, hlding what apparatus N additinal resurces are needed : Signals Fire Departments shuld use the fllwing signals: Signal 30 Fire Cnditin / Situatin present that requires FD activity Reprting unit shuld prvide dispatch with identificatin f situatin and actin taken Additinal resurces likely : Special Transmissins Special Transmissins: Prgress Reprts prvide situatinal awareness t Dispatch and Field Units. Only basic infrmatin is needed t prvide essential status such as change in tactics, Fire Under Cntrl, r Fire Out. 7

8 : Pririty Transmissins Pririty Transmissins: EMERGENCY is defined as a ptentially critical life threatening situatin. There are 2 accepted pririty transmissins: Emergency Traffic Pririty Air : Pririty Transmissins Pririty Transmissins: Emergency Traffic is a message frm the field that requires an immediate respnse frm the dispatcher. In the event that an incident ccurs, r a situatin arises where an Emergency Transmissin is required, the fllwing prcedure shuld be used: Cntact the Dispatcher using yur Identifier, and state "Emergency Traffic". The Dispatcher will immediately acknwledge yur transmissin. Once the Dispatcher acknwledges yu, transmit yur Emergency message. : Pririty Transmissins Pririty Transmissins: Pririty Air is a declaratin by the dispatcher. Once declared, this means that n ther units are t transmit until the Pririty Traffic is cleared by Dispatch Emergency traffic is the nly radi traffic allwed n the system, until the Pririty Air is lifted. 8

9 : Emergency Alert Emergency Alert: Persnnel perating at an incident may be subject t varius emergency situatins that require cmmunicatins supprt. : Emergency Alert Emergency Alert: Evacuatin - Incident Cmmander rders an emergency evacuatin f persnnel ut f a building Mayday - Persnnel declare an emergency using the term "MAYDAY" r ther verbal cmmunicatin requesting assistance. Emergency Alert shuld nly be used fr life threatening situatins. It is activated by pressing the Emergency Buttn n the radi. Additinal detail n Emergency Buttn functinality are prvided in the mbile radi and prtable radi training sessins. : Emergency Alert Emergency Alert: Each f these emergency incidents will require an immediate respnse frm Dispatch, alng with n-scene peratinal prcedures nt defined in this training sessin. Definitins may be fund in Department Standard Operating Guidelines r SOGs. Each agency must develp its wn fire grund prcedures fr these incidents. The prcedures in this training sessin are cmmunicatins related nly. 9

10 : Emergency Alert Emergency Alert: Incident Cmmanders are reminded that cmmunicatins fr interir fire grund peratins must be cnducted n a Grund/Direct Channel. : Mayday Mayday: In the event f a firefighter trapped, incapacitated r lst at the scene f an peratin, he will transmit the wrd MAYDAY ver his radi. All units shall cease transmitting s that cmmand may establish the nature and lcatin and crdinate rescue If a MAYDAY r ther emergency declaratin is received by Dispatch fr persnnel at an incident, the Dispatcher will fllw the Emergency Alert prtcl If a MAYDAY r ther emergency declaratin is received by Dispatch frm Incident Cmmand, the dispatcher will declare an emergency and pririty traffic. : Mayday Emergency Evacuatin: In the event the Incident Cmmander rders an Emergency Evacuatin, the Dispatcher will immediately sund the alert tne and bradcast the fllwing annuncement n the radi: "EMERGENCY PRIORITY, ALL PERSONNEL EVACUATE (STATE THE ALARM LOCATION)." The Incident Cmmander shall be respnsible t cause ntificatin f the evacuatin rder n applicable Fire Grund and Talk Arund channels. This will include accuntability fr all ther perating resurces n scene such as but nt limited t; Utility Crews, Plice, Transprtatin, Private Ambulance Services. 10

11 : Incident Timer Incident Timer: The incident timer will be instituted upn receipt f a 911 call f a reprted structure fire r HAZMAT event. At each ten-minute interval, the dispatcher will cntact Incident Cmmand and advise them hw much time has elapsed Fr example: "Dispatch t Main Street Cmmand, elapsed time is 10 minutes". The annuncement shall be made n Dispatch. This prcess will remain in effect until the event is under cntrl r the Incident Cmmander advises that n further updates are needed. : Fleet Map and Channel Definitins Fleet Map and Channel Definitins: The fleet map is designed with a framewrk t functin within 3 Primary Znes f 16 channels each and 3 Znes are prvided fr Interperability Purpses. The Full Fleet Map is prvided in a separate dcument. : Fleet Map and Channel Definitins Fleet Map and Channel Definitins: Zne 1 the primary zne and used fr nrmal day-t-day. Fire Dispatch will be used by all Fire Battalins Tactical, r TAC channels are identified by Fire Battalins EMS Dispatch will be used by all EMS agencies TAC 10 will be used by EMS Agencies fr field cmmunicatins ALERT will be prgrammed as a receive nly channel and be assigned t psitin # 17, therefre nt n the selectr switch, but in the scan list 11

12 : Fleet Map and Channel Definitins Fleet Map and Channel Definitins: Zne 2 used fr verflw peratins when Zne 1 channels are busy utilized if radi traffic/incident cnditins warrant and may be assigned at the request f the Incident Cmmander r the discretin f the Cmmunicatins Center Supervisry/Management Staff : Fleet Map and Channel Definitins Fleet Map and Channel Definitins: Zne 3 used fr Special and Training utilized if radi traffic and/r Incident cnditins warrant and may be assigned at the request f the Incident Cmmander r the discretin f the Cmmunicatins Center Supervisry Management Staff DISPATCH 2 may be established with a dedicated dispatcher shuld cnditins warrant at the discretin f Bureau Management Zne 3 WILL be used fr training when n Special are assigned t the Zne : Fleet Map and Channel Definitins Fleet Map and Channel Definitins: Zne 4 cntains the 800 MHz Natinal Interperability Channels, direct and repeated. Zne 4 channels cnsist f Federal Interperability channels that are generally required t be peratinal in all P25 systems. CALL channels (CALL 90, CALL 90D) are established as a cmmunicatins path t the lcal 911 Center. TAC channels are established fr n-scene incident use. The "D" designatr indicates direct r nn-repeated. 12

13 : Fleet Map and Channel Definitins Fleet Map and Channel Definitins: Zne 5 reserved fr future INTERCOUNTY 800 MHz System interperability. Albany, Rensselaer and Saratga Cunties all utilize Mtrla Astr 800 Systems, which will enable the 3 systems t be cnnected. At this time, INTERCOUNTY interperability is nt peratinal. : Fleet Map and Channel Definitins Fleet Map and Channel Definitins: Zne 6 cntains the 700 MHz Natinal Interperability Channels. Rensselaer Cunty mnitrs 7CALL50 frm a single site and it is nt repeated. The NYS OIEC Plan assigns 7TAC channels t each cunty. Rensselaer Cunty des nt repeat any f the 7TAC channels. Albany, Clumbia, Greene, Rensselaer, Saratga and Washingtn Cunty 7TAC channels are included in this zne. : Fleet Map and Channel Definitins Fleet Map and Channel Definitins: There are 8 templates unique fr EMS, each Fire Battalin, and the Twn f East Greenbush. The COUNTYWIDE channel is mnitred in all radis and at Dispatch, and prvides full interperability. It is als used fr legacy KBS SentraLk decding. 13

14 : Fleet Map and Channel Definitins Fleet Map and Channel Definitins: Helicpter Ambulance Landing Zne channels are used fr cmmunicatins between aircraft and field units. Aircraft d nt have 800MHz capability. The Incident Cmmander may cnnect directly t and r may use 800 MHz System resurces. The use f the 800 MHz resurces fr cmmunicatins t aircraft is limited by the effective range f transmitter cverage frm the varius twer sites. 800 MHz channels t VHF Transmitter crss band capability is being planned as fllws: 4-13 Landing Zne Nrth 4-14 Landing Zne Central 4-15 Landing Zne Suth : Knx Bx Key System Knx Bx Key System: Agencies using the Knx Bx System (KBS) with the Sentralk Decder Device in their apparatus must fllw BPS established guidelines fr installatin, accuntability and security. Dispatch persnnel will activate a KBS after receiving a radi request frm the IC r field unit engaged in the alarm by radi when perating at an incident. The field unit radi must be set n the Cuntywide channel (16), nn-scan fr the KBS key release t wrk. New technlgy has replaced Sentralk devices with Key Cde release device that n lnger require RCECC invlvement. T maintain security and accuntability, all KBS Key Releases and key returns will be reprted t Dispatch by the unit by radi. : Incident Cmmand System (ICS) Incident Cmmand System (ICS): The Incident Cmmand System cnsists f persnnel, plicies, prcedures, facilities, and equipment that wrk tgether in an rganized structure designed t greatly imprve emergency respnse effectiveness, respnse time, and efficiency fr emergencies and events. Cmmunicatins and ICS are imprtant elements f administering a successful incident. The Cunty 800 FLEET MAP is set up t address the needs f ICS. Use the System t help manage the Incident using ICS. 14

15 : Identifiers Identifiers: s are identified n the radi system in accrdance with established prtcls that are NIMS cmpliant. Only apprved identifiers may be assigned. Only persnnel assigned a car number are authrized fr rutine cmmunicatins n Fire r EMS Dispatch. Units identified by ICS Cmmand Structure are permitted t perate n the system, hwever ther than INCIDENT COMMAND, these units cannt use that ICS identifier n Dispatch. Assignment f ICS psitins shuld be cnsistent with NIMS/ICS standards. Agencies may assign Car #s t nn-cmmand Level persnnel with Fire r EMS Crdinatr s authrizatin. : Identifiers Identifiers: EMS UNITS STATION # & ID # STATION # & ID # (60 SERIES) FIRST RESPONSE + STATION # STATION NAME & CAR # Ambulances Medic (ALS) First Respnse (BLS) Cmmand Officers, Duty Crew Chiefs FIRE UNITS STATION NAME & CAR # Chiefs ENGINES STATION # & 1 9 Full service engines SPECIALIZED APPARATUS Use Statin Number with Identifier : Rensselaer City Mutual Aid Rensselaer City Mutual Aid: Rensselaer City FD perates primarily n the UHF. Rensselaer City FD radis have 800 MHz capability fr Mutual Aid Cmmunicatins. These prcedures will be reviewed by yur instructr fr thse agencies that rutinely respnd Mutual Aid t the City f Rensselaer. 15

16 : Twn f East Greenbush Cmmunicatins Twn f East Greenbush Cmmunicatins: The Twn f East Greenbush perates a secndary PSAP dispatch center fr all Twn emergency services, including Best-Luther, Clintn Heights, East Greenbush Fire Departments and the W.F. Bruen Rescue Squad. The Cunty VHF Paging System is accessed by East Greenbush Cmmunicatins fr alerting. East Greenbush Cmmunicatins dispatches will be simulcast n the 800 System Alert channel. : Twn f East Greenbush Cmmunicatins Twn f East Greenbush Cmmunicatins: East Greenbush Cmmunicatins and East Greenbush agencies will perate n a unique prfile fr Twn peratins. This includes the East Greenbush Dispatch channel and 3 TAC channels 6, 26 and 36. East Greenbush may use these 3 TAC channels fr peratins as needed. East Greenbush Cmmunicatins and East Greenbush agencies may establish lcal cmmunicatins prtcls fr internal Twn peratins. : Twn f East Greenbush Cmmunicatins Twn f East Greenbush Cmmunicatins: IN TOWN MUTUAL AID East Greenbush Cmmunicatins is authrized t dispatch mutual aid internal t the three (3) Fire Departments. 16
