3 ANZAC 100 Year Cmmemratin 2015 Plan Framewrk The framewrk fr the event and the WIA intent fr the 2015 ANZAC Cmmemratin was annunced at the 2014 AGM. Several press releases have been circulated since the annuncement. This plan is inclusive f New Zealand and Turkey as well as Australian activities. Other cuntries wh were invlved in the Gallipli campaign have been included. Malaysia and UK have expressed interest. Use f the wrd ANZAC Applicatin was made t the Department f Veterans Affairs fr the use f the wrd ANZAC. Cnditinal permissin fr the use f the wrd ANZAC has been received fr use in Amateur Radi callsigns. These cnditins are included in the dcument Prtectin f Wrd Anzac Regulatins; Statutry Rules 1921 N. 2 as amended made under the War Precautins Act Repeal Act This will require statins using the callsign cntaining the wrk ANZAC t agree t these cnditins. VK100ANZAC Callsign With Ministerial apprval f the use f ANZAC the callsign VK100ANZAC has been applied fr, via the WIA Office t ACMA. This applicatin will request a full licence frm April 25, 2015 fr specific days f ANZAC related activity. This callsign will be used nly n special days/ccasins during the cmmemratin f 100 years since the Australian and New Zealand frce landed at Gallipli. Expressins f interest t use this callsign are t be made in writing (n line) t the WIA Office September 2014 and clse in February This allws time fr ACMA t be advised f the lcatins f the statins and the respnsible amateurs fr licensing purpses. The WIA Office will crdinate the expressins f interest and advice t the Bard. The WIA Bard will advise applicants f the success r therwise f their applicatin fr VK100ANZAC. Use f Callsign VK100ANZAC The prcess t access and use VK100ANZAC will be as fllws: Grups, clubs r individuals wh wish t use this callsign will ldge an expressin f interest t the WIA Office fr the use f the callsign. This applicatin will be n line at the WIA web site. Infrmatin fr callsign use must include: Purpse fr the callsign i.e. the significance f the date. Where pssible events shuld include service persnnel. Duratin f the callsign use Date Time Lcatin where the callsign will be used Versin 9a Public 3

4 Licenced Amateur with an advanced licence wh will be respnsible fr the duratin f the event All licence cnditins will be bserved Agreement t adhere t the requirements fr the use f the wrd ANZAC The WIA Directrs will review applicatins and allcate VK100ANZAC. The Directrs decisin will be final and n crrespndence will be entered int. The VK100ANZAC callsign will cease peratin n 20th December The 20 th December 1915 was when the last ANZAC trps left the shres f the Dardanelles and is an apprpriate finish date. Requests fr use f this callsign after this date have been made and will be cnsidered n a case by case basis. The WIA will reserve VK100ANZAC fr the 25 th April and 20 th December with a bradcast frm Canberra t cnclude this part f the event. VK100ANZAC Statin Requirements HF with access t all bands VHF/UHF access Internet availability at the site the statin is perating A minimum f ne peratr with an advanced licence and a secnd persn preferably licenced t allw fr immediate nline lgging. State and Territry Callsigns T prvide maximum participatin and access t this event, State and Territry callsigns have been acquired as every State and Territry have requested t be invlved in the 2015 ANZAC event. A callsign fr every State and Territry will be available. That is VI1ANZAC, VI2ANZAC, VI3ANZAC, etc. These callsigns wuld be made active nly after the unfficial pening time at 4.30am NZ time but will be required t cease peratin t allw fr the fficial pening t be cmpleted. The ANZAC weekend (25 th April 2015) statins wuld perate at a place f significance if pssible. After the ANZAC weekend the State and Territry callsigns will be available fr clubs, grups and/r individuals t use n a rster basis fr ne week (7 days). Fr the individual State/Territry callsigns the fllwing infrmatin must be prvided t WIA Office n line registratin system: Purpse fr the callsign Duratin f the callsign use Date Time Lcatin where the callsign will be used Licenced Amateur with an advanced licence wh will be respnsible Availability f the Internet fr immediate nline lgging Versin 9a Public 4

5 The access t these callsigns will be n a first cme first served basis. The callsigns cannt be held fr lnger than 1 week. The WIA Directrs reserve the right t allw r rescind access t these callsigns shuld this be required. State and Territry callsigns will cease t be available at the cnclusin f the Remembrance Day cntest. During the Remembrance Day cntest the callsigns will be allwed t be used and lgged, hwever, n pints will be acquired r given fr these cntacts and these will appear as a lg entry nly. Opening f the Event The callsign VK100ANZAC will be made active n the 25 th April at 4.30am NZ time by the WIA with a pre recrded annuncement. It wuld be apprpriate t als have a message frm NZ and an apprpriate persn frm Turkey. This is the unfficial pening f this event. Onging Activities n the 25 th April, 2015 At each time zne acrss Australia at 4.30am the Gvernr General s message will be repeated by a nminated WIA Amateur Radi statin n a rstered basis. The use f the VK100ANZAC callsign during this perid will be fr 30 minutes nly, t play the pening message fllwed by a call back frm Amateurs. N QSL acknwledgements will be prvided fr this part f the event; hwever an nline lg will be maintained s that call back statins will be acknwledged. Participatin f Turkey Cntact has been made with the Amateur Radi Sciety in Turkey. Our plan is an fficial pening cntact at 4.30 am Turkish time invlving Turkey, Australia and New Zealand. This may be via HF if pssible and via the internet if prpagatin cnditins d nt allw a HF cntact. The cntact and fficial pening f the event is planned t ccur in Canberra at a site f significance if pssible (yet t be cnfirmed). Phil Wait President f the WIA will be the initiatr f this cntact with apprpriate persns frm New Zealand, Turkey and Australia. Participatin f New Zealand and the NZ draft plan Cntact has been made with NZ Amateur Radi Sciety (NZATRT) cnfirming the plan t cmmence at 4.30am NZ time fr the unfficial pening f this event. S far the NZART and WIA cntests and awards peple have been enthusiastic. Participatin f Other Cuntries Other Cmmnwealth Cuntries invlved in the Gallipli campaign have been cntacted, advised f this plan alng with an invitatin t participate. This includes the VK9 Islands. UK and Malaysia have expressed interest. State and Territry C-rdinatin A Directr r a nminee will be allcated t c-rdinate each State/Territry, fr the State/Territry call signs. Versin 9a Public 6

QSL All cntacts made using VK100ANZAC r any ther ANZAC event related callsign will be acknwledged in the WIA n line lg and the WIA will prvide an utwards E-QSL Direct QSL may be available where the participant prvides t the WIA a stamped r paid self addressed envelpe. The QSL address fr direct QSL will be the WIA Office. N inward QSL will be encuraged and participants will be advised accrdingly. The VK100ANZAC QSL card will have an apprpriate design symblic f the event. The state/territry based QSL cards will be subsets f the VK100ANZAC card. The design f these cards will be prvided t the Department f Veteran Affairs Minister r his agent fr apprval prir t the event. Lgging Lgging will be electrnic and in ADIF file frmat. Paper lgs will nt be accepted. There are many free lgging sftware prgrams available. Thse invlved in cntests in yu grup will be aware f these prgrams. One prgram that is suitable is Lgger 32. The lgs will be frward t a central crdinatin pint where they will be published n the WIA web site. Awards There will be several awards and these are being finalised. 1. a certificate f participatin fr Clubs, Grups and Individuals wh access the VK100ANZAC callsign r the State r Territry callsigns. 2. wrked all States and Territries with the VI*ANZAC callsigns 3. recgnitin f the statin with the mst cntacts in each State and Territry. Nte: discussins are still taking place and there will be crdinatin with New Zealand and Turkey. Rsters An nline rster fr the State and Territry callsigns will be made available n the WIA website. This rster is currently nt available but be made available when the planning details are finalised. Use f AX Prefix ver the ANZAC weekend Negtiatins by the WIA with ACMA have agreed that the use f the AX prefix will be available n the ANZAC weekend 2015 frm 0001 lcal time Friday 25 th April until 2359 lcal time Sunday 26 th April. The perating perid fr the use f AX has been extended fr the entire ANZAC weekend. Versin 9a Public 7
