3 Intrductin Cn Edisn: Develper Welcme Kit This Develper Welcme Kit has been cmpiled by the Cnslidated Edisn Cmpany f New Yrk, Inc (Cn Edisn) Intercnnectin Services Grup t prvide develpers f merchant generatr r merchant transmissin prjects with general guidelines fr cnnecting prpsed facilities t Cn Edisn s electric transmissin system. This Welcme Kit cntains a general schedule and prvides key pints f infrmatin t assist develpers in the develpment f their intercnnectin plans. The infrmatin cntained in the Welcme Kit is nt intended t cver all details and aspects f a prpsed intercnnectin plan, and is subject t change withut ntice. This dcument des nt address cntractual matters such as prperty wnership, leasing, easements, scheduling, permitting and billing. The prject develper assumes all csts fr the design, cnstructin, inspectin, analysis, maintenance, peratins, mnitring, permitting, and all assciated facilities required t satisfy the technical and regulatry requirements fr cnnectin t the Cn Edisn transmissin system. This dcument is nt intended as a design specificatin r an instructin manual. The recipients f the Welcme Kit shall retain the infrmatin fr their sle use. The infrmatin prvided in the Welcme Kit shall be handled in accrdance with the cnfidentiality prvisins specified in Sectin 13.1 f Attachment X in the OATT. 2

4 Cn Edisn: Develper Welcme Kit The NYISO Intercnnectin Prcess As Cn Edisn is a member f the New Yrk Independent System Operatr (NYISO), all prpsed cnnectins t the New Yrk transmissin system are gverned by the NYISO s Large Facility Intercnnectin Prcedures (Attachment X t the Open Access Transmissin Tariff). Attachment X t the NYISO OATT prescribes a number f technical system studies that are required t evaluate the ptential impact f a new facility s intercnnectin t the New Yrk transmissin system. These system studies are perfrmed t ensure that the prpsed prject des nt have an adverse impact n the perfrmance f the New Yrk State Bulk Pwer System, and t allcate cst respnsibility fr necessary upgrades t mitigate any ptential adverse impacts uncvered. The perfrmance f these studies is the respnsibility f the NYISO, which may subcntract Cn Edisn t perfrm certain aspects f a particular study. Studies perfrmed fr previus prjects can be btained frm the NYISO. Belw is a simplified flw chart f the Intercnnectin Prcess. This is intended t serve as a general guide t the Intercnnectin Prcess with ntes that pertain t Cn Edisn. 6 Cn Edisn: Develper Welcme Kit Cnnectin f prpsed develper prjects t the Cn Edisn electric transmissin system must meet established reliability, envirnmental and safety standards. The intercnnectin plan must cnfrm t NERC, NPCC and NYSRC standards. These standards are publicly available and can be btained by cntacting the relevant rganizatin. All prpsed facilities must cmply with the latest city, state and federal envirnment and safety laws and regulatins, as well as all applicable Cn Edisn standards, prcedures and specificatins. Cn Edisn will review the feasibility f designated pints f intercnnectin but will nt prpse a pint f intercnnectin. One line diagram(s) prvided by the develper shuld clearly identify the bus sectin t which the Develper s Attachment Facilities will be cnnected, the islating circuit breakers and discnnect switches. Where an extensin f an existing substatin is prpsed, please shw the existing equipment in black and the new equipment in red (see diagram belw). 6

8 Cn Edisn: Develper Welcme Kit There may als be instances when it is nt cnsidered prudent r practical t further extend an existing substatin. Fr example, when a ring bus grws beynd a certain size, the prbability increases that during multiple system events the substatin culd becme fragmented int multiple pieces thereby lsing its level f reliability. The final design shuld cnsider the pssibility that any piece f equipment t be installed may fail. The equipment shuld be arranged s that such a failure will disrupt the statin t the least pssible extent and nt jepardize statin nr system reliability. Particular attentin shuld be given t the space requirements fr n-site repair, maintenance activities f existing equipment, r remval f any failed equipment. Upn the submissin f a valid Intercnnectin Request t the NYISO, Cn Edisn will allw a develper supervised access t the desired intercnnecting Substatin fr the purpse f a site visit and technical evaluatin, upn the executin f a tw party agreement between Cn Edisn and the prject develper. This agreement is separate t the technical study agreements that are executed between the NYISO, Cn Edisn and the Develper fr each intercnnectin study. Cn Edisn requires develpers t make available, electrnic cpies f all phtgraphs taken during substatin visits at the end f the visit. These will be reviewed and thse images that are deemed acceptable fr release by Cn Edisn may be kept by the develper. These phtgraphs cnstitute cnfidential infrmatin and are required t be maintained as such. The designatin f, and the csts fr, System Upgrade Facilities (SUFs) and Attachment Facilities (AFs) are determined during the NYISO Class Year Cst Allcatin and Facilities Study cnsistent with NYISO tariff. As part f the Part 1 Study prtin f the Facilities Study, Cn Edisn prvides a cst estimate fr required lcal SUFs and Cnnecting Transmissin Owner Attachment Facilities (CTO-AF). New Yrk State Reliability Rules require certain gas fired units in New Yrk City t burn il at a minimum level n high lad days. Cnsequently, new gas fired units t be installed in New Yrk City must have dual fuel capability. Additinally, new r re-pwered generating prjects intercnnecting t the Cn Edisn gas transmissin system must have autmatic fuel switching capability t allw a switch ver t liquid fuel when required due t gas system prblems. New generatrs cnnecting t Cn Edisn s transmissin system will be required t pssess black start capability if Cn Edisn s analysis indicates that the new prject wuld prvide system restratin benefits. 8

Upn the submissin f a valid Intercnnectin Request t the NYISO, a cpy f these specificatins can be btained by frwarding the list, with required specificatins checked, t Cn Edisn, alng with an executed cpy f the cnfidentiality agreement included in this Develper Welcme Kit.
