1 Standard OPS-020 Avinics and Cmmunicatins The Natinal Aerial Firefighting Centre r NAFC is a business unit f the Australasian Fire and Emergency Service Authrities Cuncil Limited (ACN ). The Members are the States and Territries f Australia

2 The purpse f this standard is t utline the requirements fr avinics and cmmunicatins equipment n aircraft utilised by NAFC and the Members fr fire and emergency peratins. The prvisin f high quality and reliable avinics and cmmunicatin systems is fundamental t safe, effective and efficient fire and emergency aircraft peratins. The prvisin f high quality and reliable cmmunicatin systems in the aircraft is the respnsibility f the aircraft peratr. The installatin and maintenance f all radis, avinics, telephnes, public address and siren systems, tracking systems and assciated equipment and systems is the respnsibility f the aircraft peratr. When a cntract refers t this standard the term peratr in this standard als includes the Cntractr as defined in the cntract. 3 Standard OPS-020 Avinics and Cmmunicatins Operatrs prviding aircraft services must ensure that aircraft prvided meet the requirements f this standard. Requirements f any cntract take precedence ver requirements f this standard. Any exceptins t this standard will be made at the abslute discretin f NAFC r a Member. All avinics and cmmunicatins equipment must meet all the requirements f Australian civil aviatin legislatin and regulatins. Avinics and cmmunicatins equipment must be used in accrdance with legislatin and regulatins at all times. In additin: The prvisin f high quality and reliable cmmunicatin systems in the Aircraft is the respnsibility f the aircraft peratr. Aircraft nt meeting required standards at any time immediately prir t r during any perid f service may be cnsidered t be nt available. The installatin and maintenance f all radis, avinics, telephnes, public address and siren systems, tracking systems and assciated equipment and systems is the respnsibility f the peratr. The peratr will ensure all necessary apprvals and authrisatins are btained fr the installatin and peratin f all radis, avinics, telephnes, public address and siren systems, tracking systems, and assciated equipment and systems. 4 All aircraft: Emergency Psitin Indicating Radi Beacns Aircraft must be equipped with at least ne fully installed, impact-activated 406Mhz Emergency Lcatr Transmitter (ELT) with integrated GPS. This ELT must be lcated in an accessible psitin within the Aircraft, clearly indicated by prminent signs n bth the inside and utside f the Aircraft. Aircraft must carry at least ne 406Mhz Persnal Lcatr Beacn (PLB) If the Aircraft ELT is nt capable f being remved and perated independently frm the Aircraft then the pilt must carry n their persn an additinal 406Mhz PLB, with integrated GPS, This PLB is in additin t the ther ELT and PLB requirements listed abve. Transpnder Aircraft must be equipped with at least ne Secndary Surveillance Radar (SSR) transpnder with Mde C, r Mde S, peratin with the installatin apprved by CASA. The transpnder must be perated in Mde C, r S, at all times when the Aircraft is flying where permitted. Where an aircraft is equipped with Autmatic Dependent Surveillance-Bradcast (ADS-B) equipment then the peratr must ensure that the ADS-B equipment is perated cntinuusly during flight where permitted. VHF Air band radis Aircraft must be equipped with at least tw fully installed independent 720 channel, 118 Mhz t Mhz VHF-AM COMM transceivers (handheld transceivers are nt acceptable). Auxiliary radis Where required aircraft must be equipped at the peratrs expense with tw radi transceivers (auxiliary radis) specified by the Member purchasing the Services (handheld transceivers are nt acceptable). Nrmally the auxiliary radis will be VHF-FM r UHF-FM and will be prvided n a lan basis by the relevant Member. Aircraft initially based in NSW will be required t supply ne auxiliary transceiver perating n that states Gvernment Radi Netwrk, at the peratrs expense As far as practicable, auxiliary radis must be installed t prvide fr rapid, straightfrward swapping f auxiliary radis fr alternative auxiliary radis (fr example when the Aircraft is required t perate in anther state r territry). The aircraft peratr is respnsible fr the fitting and installatin f any auxiliary radis and aerials, including thse supplied by a Member, including: NAFC Standard OPS-020 Avinics and Cmmunicatins Page 4 f 9 v005

5 btaining apprvals required by Australian civil aviatin legislatin and regulatins, supplying suitable pwer (regulated, prtected 13.8 Vlts f at least 8 Amps t each transceiver), supplying any additinal wiring, plugs, cabling etc. that may be necessary fr any particular installatin, prvisin f aerial wiring and bases, integratin int the aircraft electrical and audi systems, including the prvisin f sidetne, nging maintenance f the installatin. Where nt therwise specified the pwer supply t the radi wuld nrmally be supplied via a MS S 4 S scket. Where nt therwise specified the antenna base fr agency radis wuld nrmally be a 5/16, 26tpi threaded stub. The aircraft peratr must ensure that the installatin f auxiliary radis cnfrms t CASA and Member standards. Particular attentin is paid t: siting and munting f cntrl heads t prvide ptimum visibility, easy accessibility and ptimum ergnmics fr users, siting f radis and wiring t prtect against kncks, abrasin, temperature extremes and weather, munting f radi hardware t prvide prtectin against vibratin, siting f aerials t assure high quality, reliable cmmunicatins, quality f pwer supply hardware and quality f pwer supplied, quality f wiring and cnnectrs, quality f interfacing t audi systems, in particular the use f interfacing that autmatically cmpensates fr different micrphne and headset characteristics and that reduces acustic and electrical nise. Audi selectr and Intercm Aircraft must be equipped with cmmercially designed and manufactured audi switching facilities which enable the pilt and c-pilt (if applicable) psitins t either selectively r simultaneusly mnitr received audi and t independently selectively transmit n the fllwing transceivers, withut remving r changing helmets r audi plugs: all aernautical VHF-AM COMM transceivers, auxiliary radis, any mbile/satellite telephnes required, and prvides received audi t the pilt fr any ther navigatinal equipment requiring radi receptin. 6 Any psitin in the aircraft that has transmit access t any transceiver must be prvided with audi sidetne when transmitting. Aircraft must be equipped with an intercm system that prvides cmmunicatin between the pilt and c-pilt psitins. Aircraft required t carry passengers must be equipped with an intercm system that prvides cmmunicatin between the pilt and c-pilt psitins and at least tw ther seating psitins in the aircraft. Unless therwise specifically required by the Member, aircraft audi systems shuld be cnfigured t use headphnes and micrphnes nrmally used in civilian peratins. Except in the case f aircraft that are nrmally flwn by tw pilts, any push-ttransmit r push-t-talk switch fr the c-pilt psitin must be psitined t be ergnmically accessible t a passenger ccupying the c-pilt seat, and must nt be psitined n any flight cntrl. The peratr must ensure that the quality f, and the siting and installatin f, radi cntrl heads, audi panels, switches and leads allws fr safe, efficient and ergnmic peratin by pilts and passengers. Telephne Where required the aircraft must be equipped at the Cntractr s expense with at least ne terrestrial r satellite mbile telephne service active n a telephne netwrk acceptable t NAFC and fully integrated int the aircraft audi system. 7 Air Attack Supervisin Aircraft In additin t the requirements abve fr all aircraft, aircraft utilised as AAS platfrms must als meet the fllwing requirements: Aircraft must be fitted with at least tw high quality audi switching panels t independently cntrl receive and transmit access t all radi transceivers and any mbile r satellite telephne required. The requirement fr at least tw high quality audi switching panels in Air Attack Supervisin Aircraft is stressed. Where nt therwise specified each panel must be f a standard equivalent t a NAT AA r King KMA24. Aircraft must be equipped with high quality headsets r helmets cnnected by an intercm system which will prvide withut changing headsets r helmets: intercm cmmunicatin between the pilt, the c-pilt psitin and at least tw ther psitins in the aircraft; in rtary wing aircraft these tw ther psitins must have headset r helmet leads which allw mvement arund the aircraft cabin, the ability t islate pilt t c-pilt psitin cmmunicatins frm the ther psitins whilst still permitting cmmunicatin between the ther psitins, with the islate switching accessible t pilt, c-pilt and at least ne ther psitin. Aircraft must be equipped t allw the secnd rw passenger psitins t mnitr the radis selected n the c-pilt psitin audi selectrs, and the secnd rw left hand seat in rtary wing aircraft r the secnd rw right hand seat in fixed wing aircraft t have the ability t transmit n the installed auxiliary radis. Where required aircraft must be equipped with at least ne apprved high quality flight helmet with built in headsets and nise cancelling bm micrphnes fr use by Air Attack Supervisrs and ther Agency persnnel. Rtary wing aircraft must be equipped with a siren system capable f alerting crews n the grund f an impending firebmbing drp. Rtary wing aircraft must be equipped with a public address system capable f transmitting intelligible messages frm the pilt and c-pilt psitin t the grund frm a height f 500 feet (apprximately 150 metres) abve grund level. The public address system and the siren system required under this subheading must be pwered by an electrically prtected pwer supply (r pwer supplies) separate t that used fr auxiliary radis. 8 Winching & Rappel Aircraft In additin t the requirements abve fr all aircraft, aircraft used fr rappelling r winching must meet the avinics and cmmunicatins requirements fr Air Attack Supervisin Aircraft, and als meet the fllwing requirements: Aircraft must be equipped with a drp-lead assembly in the cabin, fr use by the aircrewman / winch peratr, which prvides access t the aircraft intercm and either: prvides transmit access t the radis selected n the c-pilt psitin audi selectin panel, r is cntrlled be separate high quality audi selectin panel, munted such that it is easily and ergnmically accessible t the aircrewman / winch peratr. The drp-lead assembly required by the clause abve must prvide fr radi transmit and intercm peratin using a press t talk switch r switches n the drp-lead.
