Prctr Street Carsn City, Nevada (775) Hearing Impaired: MANUFACTURED HOME New Hmes, Replacements, and Additins SUBMITTAL REQUIREMENTS Scpe: The requirements f this handut are applicable t all new and replacement manufactured hmes, and additins t new r replacement manufactured hmes. Additins may include, but are nt limited t, pati cvers, carprts, garages, decks, and site built additins. General Infrmatin: A minimum plan submittal shall include tw (02) cmplete sets f plans Prperties n well and/r septic shall submit ne (01) additinal site plan, which will be reviewed by the Carsn City Health & Human Services Dept. (CCHHS) The Carsn City Health and Human Services (CCHHS) shall review all permit applicatins fr any prperty served by either a well r septic. The Carsn City Building Divisin cannt issue set up permits fr Park mdels. These units resemble small manufactured hmes; hwever, they are nt cnstructed t the manufactured hme cdes and are nt apprved by the United States Department f Husing and Urban Develpment (HUD), r the Internatinal Residential Cde (IRC). Manufactured Hme installatins, and fundatin designs shall cmply with the manufacturer, the 2012 Internatinal Residential Cde, and NRS / NAC 461. Where a cnflict ccurs, the mst restrictive prvisin shall gvern. Hwever, in n case shall wrk be dne, which will vid the State f Nevada Manufactured Husing Divisin s installatin ( safety ) seal. The Carsn City Planning Divisin has specific requirements fr manufactured hmes in single family zning districts. The infrmatin is attached t the back f this dcument. Please cntact the Planning Divisin at befre submitting the required dcuments s that we may review the prcess and the required paperwrk. General Plan Requirements: Plans shall be n 11 x 17 r larger paper sizes, and all design sheets within the plan set shuld be the same size. The plans shall be designed t cmply with applicable minimum apprved scale. Plans shall be phtcpies, r riginal blue r black ink drawings. The use f clred ink, ther than blue r black, r the use f clred ink beynd that which is used fr licensing seals and/r riginal signatures n plan sets, wuld cnstitute grunds fr an autmatic rejectin f the applicatin. Structural and/r Architectural plans shall be fully dimensined, and drawn t an apprved architectural scale 1/4 =1-0 minimum. Interir elevatins r details may use 1/2 =1-0 r greater scale. The scale shall be indicated n each page, and separate detail r elevatin. Site plans shall be fully dimensined and drawn t ne f the fllwing apprved engineering scales: 1 =10, 1 =20 & 1 =30 When plans are prepared by an Owner/Builder, in cmpliance with Nevada Revised Statute (NRS), the plan set must have the wner s name and address printed title blck labeled Designer the cver sheet. Belw this infrmatin shall be an riginal signature with date f signing. Plans prepared by a Nevada licensed General Cntractr shall have the fllwing infrmatin n the printed in a blck labeled Designer n the Cver Sheet f the plan set: Business Name Business Address Bid Limit License Classificatin Type License Number License Expiratin Date Name f Qualified Emplyee, with an riginal signature

2 Plans prepared by a Nevada licensed Registered Design Prfessinal (Architect, Residential Designer, r Engineer) shall cmply with the applicable Nevada Administrative Cde (NAC) fr their licensure. Cver Sheet (When the Site Plan is acting as the Cver Sheet, include this infrmatin) Prject Address Prject Assessr Parcel Number (APN) Fr new r replacement manufactured hme, prvide the fllwing: The year f the manufactured hme The manufacturer and mdel f the manufactured hme. The serial number f the manufactured hme. Site Plan Prvide Nrth Arrw Site plan shall be drawn t an apprved engineering scale (1 =10, 1 =20 & 1 =30 ). Indicate n the Site Plan the apprved engineering scale used. Prvide APN (Assessr Parcel Number) and address f prpsed prject. Shw the cmplete parcel, with all prperty lines dimensined Shw all easements Shw all existing structures n the prperty. Indicate by hatching, shading, r clring the prpsed structure r additin Prvide dimensined minimum Planning Divisin established setback lines arund inside perimeter f the prperty line this is cmmnly referred t as the Building Envelpe. Mbilehme Park setback requirements are as fllws: Frnt: fur feet (twenty feet is required t be prvided if ff-street parking is prvided entirely within this area). Side: 10 feet unit t unit Street-Side: Fur feet Rear: 10 feet unit t unit r 10 feet t park bundary (All setbacks are measured frm the unit r structural wall verhang, whichever prtrudes the mst). Prvide dimensined setback lines between the prpsed cnstructin and the prperty lines Prvide dimensined setback lines between the prpsed cnstructin and ther structures n the same parcel (existing and prpsed). Utilities: Shw all utility laterals t the building (water, sewer, pwer, TV, phne, septic, replacement field). Fr parcels served by City water and sewer, a cmpleted Water and Sewer Applicatin must accmpany the permit applicatin. Shw prpsed fire hydrants, water mains, sewer mains, service laterals, and pints f cnnectin (if applicable). Wells and septic systems: Existing and prpsed wells and septic systems shall be shwn. Shw all wells within 100' f septic systems. Fr parcels utilizing wells r septic systems ne additinal Site Plans are required. Indicate the street name(s) that brder the prperty Right-f-way imprvements: All existing and prpsed right-f-way imprvements including curb, gutter, and sidewalk shall be shwn. (See attached Carsn City Engineering Divisin Driveway Requirements). Indicate the lcatin f the nearest fire hydrant in relatinship t the prperty. This nte must include the directin f the hydrant and distance frm yur prperty line. (Ex. Hydrant is frm prperty line, west n Elm Street ) If prpsed prject is in a fld zne, prvide fld zne(s) bundary lines and designate the fld zne(s), per FEMA s designatins. Prperties where the change in elevatin (tpgraphy) is equal t r greater than 5%, a Tpgraphical Site Plan shwing the lcatin f the prpsed cnstructin in relatinship t the tp and bttm f slpes, with elevatin lines clearly nted at 2-0 intervals. Plan must als indicate cut and fill lines. Cnsult with Carsn City Building Divisin staff t determine if this applicable t yur prject. Scpe: NEW MANUFACTURED HOME SET These requirements, in additin t the General Plan Requirements utlined abve are applicable t all new manufactured hmes. Specific Infrmatin: Fr Mbile Hme Lt Develpments the fllwing fees are required upn submittal Park Tax - $

3 Entitlement - $ Water Cnnectin Fee - $ Sewer Cnnectin Fee - $ Ttal - $ Permanent perimeter fundatins shall nly be designed by ne f the fllwing: A Nevada licensed Prfessinal Engineer A Nevada licensed General Cntractr (NSCB License Type B, B-1 r B-2 ), which has cntracted t versee the site develpment Or, ther individuals r licensing types, as apprved by the Chief Building Official f Carsn City The applicant shall verify that the Carsn City Building Divisin has the mst recent manufacturer s installatin manual n file. The Building Divisin may require that a manual be submitted fr yur hme installatin, which will be kept n file. Applicatins fr prjects within a Mbile Hme Park, r n land nt directly wned by the inhabitants f the manufactured hme (rental prperties), fall utside f the Owner/Builder exemptin, and may nly be issued t Nevada licensed cntractrs. Specific Plan Requirements: In additin t the general plan requirements fr the Site Plan / Cver Sheet, indicate the lcatin f all stairs and landings at the exterir drs. Prvide a plan view f the stairs and landing, alng with a sectin detail. The plans shall include the fllwing infrmatin: Indicate the materials used t cnstruct the exterir stairs / landings. The wd in cntact with the earth shall be pressure treated and apprved fr grund cntact, r be a wd species that is naturally durable. Indicate the height f the handrail, as measured vertically frm the tread nsing. The handrail shall be installed nt less than 34 (thirty-fur inches) and nt mre than 38 (thirty-eight inches). The plan detail shall clearly shw that the handrail grip size cmplies with the prescriptive requirements f the cde. The stairs are limited t a maximum riser height f 7 ¾ (seven and three-quarter inches), and a minimum thread depth f 10 (ten inches). Plan submittal fr Permanent Fundatins, which shall include the fllwing: Dimensin all cnstructin pints Prvide a plan view f the fundatin ftprint, with the lcatin and size f all piers ftings Indicate thrugh a slid line the stemwall lcatin n the Fundatin Plan Prvide fundatin sectinal details fr the fundatin (fting/stemwall), spread ftings, piers, etc. These details must be t scale and fully dimensined with all reinfrcement steel indicated. Indicate the anchr blt size, with spacing and plate washer size Prvide a cpy f the fundatin pint lad plan frm the hme s manufacturer Indicate the lcatin and size f all underflr vents. These vents shall be a nn-perable type, and the cmbined net free area f the vents shall cmply with the minimum amunt prescribed by the hme s manufacturer. Scpe: REPLACEMENT MANUFACTURED HOME SET These requirements, in additin t the General Plan Requirements utlined abve are applicable t all replacement manufactured hmes. Specific Infrmatin: The applicant shall verify that the Carsn City Building Divisin has the mst recent manufacturer s installatin manual n file. The Building Divisin may require that a manual be submitted fr yur hme installatin, which will be kept n file. The applicant shall ntify the Carsn City Building Divisin if the utilities are required t be relcated. The installer may NOT relcate utilities withut the benefit f a permit. Applicatins fr prjects within a Mbile Hme Park, r n land nt directly wned by the inhabitants f the manufactured hme (rental prperties), fall utside f the Owner/Builder exemptin, and may nly be issued t Nevada licensed cntractrs.

4 MANUFACTURED HOME ADDITION Scpe: These requirements, in additin t the General Plan Requirements utlined abve are applicable t all additins t a manufactured hme, which may include, but is nt limited t the fllwing: Attached garages Attached Carprts Decks Prches r Cvered Decks Rm additins Specific Infrmatin: The fllwing shall have apprvals frm the State f Nevada Manufactured Husing Divisin (MHD) PRIOR t submitting plans t the Carsn City Building Divisin. The plan shall bear an apprval stamp frm the MHD: Structures which are structurally attached t the manufactured hme Ttally enclsed structures (additins, garages, etc) The Carsn City Building Divisin may prcess the fllwing applicatin, withut prir apprval frm the State f Nevada Manufactured Husing Divisin (MHD) : Open sided structures, which are independent f the manufactured hme. Ex.: Pati Cvers, decks, carprts Applicatins fr prjects within a Mbile Hme Park, r n land nt directly wned by the inhabitants f the manufactured hme (rental prperties), fall utside f the Owner/Builder exemptin, and may nly be issued t Nevada licensed cntractrs. Permissin, in writing frm either the park wner r manager shall accmpany these submittals. The letter shall be type written and n letterhead frm the mbile hme park, with an riginal signature frm the manager r wner. The letter shall acknwledge the scpe f the prject and grant permissin fr the cnstructin. GRADING AND LOT DEVELOPMENT REQUIREMENTS FOR MANUFACTURED HOME INSTALLATIONS The fllwing plicies and prcedures are hereby established fr Manufactured Husing Grading and Drainage plan review and permitting. These prcedures apply t all manufactured hmes regardless f fundatin type (piers, runners, slab, ftings, etc.). Case #1 Case #2 Case #3 Mbile hme prpsed n undevelped lt, nt within a manufactured hme park r subdivisin: Grading and drainage plan requirements are identical t what wuld be required fr a stick-built hme. This includes a detailed grading and drainage plan shwing prpsed finish grade elevatins arund the perimeter f the structure, swale flw line elevatins and slpes, sufficient t ensure drainage away frm the structure as required by the Internatinal Residential Cde and cnsistent with any apprved Imprvement Plans fr the develpment. A grading and drainage certificatin letter must be prepared by the prject surveyr and accepted by the Engineering Divisin prir t final apprval f the permit and/r issuance f Certificate f Occupancy. If the lt is lcated in a special fld hazard area, then refer t the last tw bullets in Case #3 belw fr additinal requirements. Mbile hme replacement, nt lcated in a special fld hazard area: The grading and drainage plan nly needs t shw arrws indicating directin f flw and minimum slpes away frm the structure. N detailed elevatins are required. N grading and drainage certificatin required. Mbile hme replacement n lt lcated in a special fld hazard area and nt lcated within a manufactured hme park r subdivisin: Same grading and drainage plan requirements as Case #1. Grading and drainage certificatin letter required, same as Case #1.

5 A fld elevatin certificate based n cnstructin drawings is required with the plan submittal, fllwed by a fld elevatin certificate based n finished cnstructin t be submitted prir t final apprval f the permit and/r issuance f C f O. The fld elevatin certificates must be sealed (wet stamped) by a land surveyr, engineer, r architect authrized by law t certify elevatin infrmatin. All prvisins f CCMC Fld Damage Preventin apply. Case #4 New r replacement mbile hme within a manufactured hme park r subdivisin, regardless f fld zne: CCMC exempts installatins within manufactured hme parks r subdivisins frm having t cnsider the base fld elevatin, therefre fld elevatin certificates are nt required. New and replacement mbile hmes are treated alike. Same grading and drainage requirements as Case #2. N grading and drainage certificatin letter required. MANUFACTURED HOME INSTALLATION WITHIN A SINGLE FAMILY ZONING DISTRICT Plicies & Prcedures: The fllwing standards shall be used in the review f and the placement f a manufactured hme in a Single Family Zning District per Carsn City Municipal Cde Title 18 Sectin and Develpment Standards Divisin These standards DO NOT apply t manufactured hmes installed within an apprved Mbile Hme Park r Mbile Hme Zning district : The manufactured hme shall be permanently affixed t a residential lt and cnverted t real prperty. A fundatin permit is required. Fundatins designs shall cmply with the requirements established by the Carsn City Building Divisin. The manufactured hme shall be manufactured within six years immediately preceding the date n which it is affixed t the single family zned residential lt. The wner/wner s agent shall prvide written and phtgraphic dcumentatin that the manufactured hme shall have: Siding which is similar in clr, material and appearance t the exterir siding primarily used n ther single family residential dwellings in the immediate vicinity f the prpsed lcatin f the manufactured hme. Rf pitch/slpe, eaves and rf cvering which is cnsistent with thse rfs primarily used n ther single family residential dwellings in the immediate vicinity f the prpsed lcatin f the manufactured hme. Fundatin that is masked architecturally with materials primarily used n ther single family residential dwellings in the immediate vicinity f the prpsed lcatin f the manufactured hme. Fr the purpse f this chapter, the term primarily shall mean 51% and the term immediate vicinity shall mean within 300 feet f the subject parcel, excluding cmmercial, multi-family and industrial develpment. The manufactured hme shall cnsist f mre than ne sectin. The manufactured hme shall cnsist f at least 1,200 square feet f living area. The wner/wner s agent shall prvide written dcumentatin that the subject site is nt lcated within: An A fld zne. The Histric District as recgnized by Carsn City pursuant t NRS and NRS The placement cmplies with all Cvenants, Cnditins and Restrictins (CC&R s) f the subdivisin where the manufactured hme is prpsed t be placed. The wner/wner s agent shall prvide a cpy f the CC&R s r written dcumentatin f the nn-existence f CC&R s within the subject area. If there are n single family residential dwelling units in the immediate vicinity, a minimum 4:12 rf pitch/slpe is required and a minimum eave length f 12 inches is required. The wner/wner s agent shall prvide a cpy f the purchase agreement, with elevatins and flr plans f the unit including prper dimensins. The wner/wner s agent shall arrange fr a pre-placement inspectin appintment prir t placement f the manufactured hme n the subject site. A $500 nn-refundable review fee shall be paid t the Planning Divisin and is required at the time f submittal. Cntact the Planning Divisin at prir t submitting the required dcuments and fee s that we may review the prcess and paperwrk.
