3 Submissin Requirements Required Dcuments and Drawings The files n the Applicatin Uplad Checklist appear belw, in the same rder as abve. Under each item is a descriptin detailing the frmat and cntent requirements fr each upladed file. These submissin requirements must be met t mve beynd the eplans Intake Review stage. Required Dcuments and Drawings Plat Narrative PDF r Micrsft Office File 01-DESC-220XXXXXX The Applicant must submit with each applicatin a written descriptin f the applicatin, including: a summary f the purpse f the recrd plat (i.e., plat t implement an apprved preliminary plan, r minr subdivisin plat, etc.); justificatin fr its apprval under Chapter 50 f the Mntgmery Cunty Cde, the Subdivisin Regulatins; references t existing, r identificatin f prpsed cvenants, easements, rights-f-way and restrictins required as a result f preliminary plan r site plan apprval; and a list f all agreement and easement dcuments that must be apprved and fully executed befre the recrd plat is recrded. The plat narrative template fund here may be used t create the plat narrative. Plat Drawing PDF, preferably layered, but nt required 02-PLAT-220XXXXXX The fllwing infrmatin must be included n the plat drawing: 1. General Cmpnents a. Scaled Drawing with Nrth Arrw The plat must be clearly and legibly drawn at a scale f 1 = 200 r less; all infrmatin must be clearly legible at the chsen scale and multiple sheets may be necessary t shw the entire prperty. The size f printed sheets must be 18 x 24, including a margin utside ruled brder lines, f ne inch n the left side and ne-half inch n all ther sides. Each sheet shall be nrth-riented t the extent pssible. The scale and nrth arrw must be displayed. Upn request after cmpletin f review by the apprpriate Departments and agencies, the plat must be printed in black ink upn Mylar and submitted fr Bard apprval. b. Title Blck The title blck must appear in the lwer right-hand crner f the sheet, and must include: The wrds Subdivisin Recrd Plat. Name f the Subdivisin and Sectin (including blcks, lts, parcels and utlts). Electin district, Cunty and state, r name f twn instead f electin district, if the subdivisin is in an incrprated twn. Scale f drawing, including a bar scale, and date f cmpletin. Name f firm f licensed land surveyr preparing the plat. A descriptin f the general purpse f the Subdivisin Recrd Plat (riginal subdivisin recrd plat n additinal descriptin beynd Subdivisin Recrd Plat needed, minr subdivisin fr the purpse f..., r resubdivisin plat). A plat f crrectin des nt need a specific descriptin in the title blck; the purpse f the plat f crrectin and reference t the riginal plat are shwn in a specific nte n the plat. c. Vicinity Lcatin Map The vicinity lcatin map must be placed in the upper right crner f the sheet at a scale n smaller than 1" = 2,000' and must have a nrth arrw. The vicinity map must shw the lcatin f the subdivisin using the nearest majr rad(s) and intersectins. In additin, in the case f a large subdivisin requiring multiple plats, the vicinity map must include a key that shws the lcatin f the plat relative t the entire subdivisin. d. Bx fr the Plat Number A bx fr the stamped plat number, sized t accmmdate a ½ x 2 ¼ stamp, must be lcated alng the tp brder f the sheet next t the Vicinity Lcatin Map. Plat Tabulatin Prvide a tabulatin f areas fr the lts, parcels and dedicatin areas that are included n each sheet, and ttal area f the plat. f. Apprvals/Infrmatin Chart The fllwing items which were frmerly included n the plat in a nte frm are t be included n the plat in a table/chart frmat: Tax Map Lcatin; WSSC Grid Number Zning Categry Apprved Preliminary Plan, Site Plan, Prject/Sketch Plan File Number(s), as applicable Apprved Frest Cnservatin Plan File Number (if different than the Preliminary r Site Plan) r Frest Cnservatin Plan Exemptin Number g. Certificate f Registered Land Surveyr The plan drawing must cntain the certificatin f a registered land surveyr as t the surce and accuracy f all bundary lines, and ther survey infrmatin, as apprpriate. Certificatin must include cnveyance infrmatin with recrding references f the lands cntained in the plat, including areas dedicated t public use. The surveyr s stamp must include a valid license expiratin date. h. Owner s Certificate Certificate by the wner and all parties f interest; granting slpe, utility, and ther easements, establishing building restrictin lines that are required t be drawn r nted n the plat by Planning Bard cnditins f apprval, and dedicating t public use rads, streets, alleys, rights-f-way and any ther areas apprved fr dedicatin t public use by the Bard. The wner must certify that a licensed land surveyr will be engaged t set all prperty crner markers in accrdance with Sectin G f the Cde. i. Apprval Bx Prvide an apprval bx fr signatures by all agency representatives wh have signature authrity fr recrd plats in the lwer left crner f the sheet. 2. Detail Cmpnents a. Bundaries, Street Lines and Lt Lines Bundaries, street lines and lt lines plus any ther pertinent lines must be included n the plat including sufficient data, accurately calculated, t lcate each line and prperty crner and t reprduce them n the grund. i. Bundaries Where the subdivisin is a part f a previus tract, the bundaries shwn shuld include the last cmplete line tuched n by the subdivisin r an indicated dimensin theref. Where a subdivisin includes all r parts f tw (2) r mre previus tracts, the bundaries f such separate deed descriptins must be indicated by light lines running thrugh the subdivisin, tgether with deed reference t each riginal tract r parcel. ii. Street Lines Exact lcatins, widths and names f all streets within the subdivisin, and widths f alleys must be shwn. iii. Existing and Prpsed Encumbrances (fr example, PUEs and PIEs), if applicable Fr existing encumbrances, shw all recrded easements established, r rights-f-way prvided, fr public services, cnservatin purpses, r utilities in the subdivisin, and any limitatins f such easements, plus recrdatin reference. Fr prpsed encumbrances, shw all easements r rights-f-way t be established by the Subdivisin Recrd Plat and, as t each such encumbrance, the general purpse, the grantee and sufficient dimensins t identify the lcatin. Envirnmental The mst restrictive cnservatin easement must be shwn and described, and all ther cnservatin easements must be shwn, including, withut limitatin, 100-year fldplain, 100-year fldplain building restrictin line and Categry I r II cnservatin easement. Fr each cnservatin easement, the area, in square feet and acres, must be shwn n the plat. The size f each cnservatin easement must be n less than that shwn n the apprved Final Frest Cnservatin Plan r, if n FCP is required, the applicable apprved plan fr the prject. v. Open space Accurate utlines f any areas t be reserved fr cmmn use by residents f the subdivisin r fr general public use must be shwn with the purpses indicated. b. Survey Infrmatin Accurate bearings and lengths f all blck and lt lines, tgether with the length f radii, arcs and chrds with chrd bearings and central angles fr all curves in the layut must be included n the plat. A curve table must be used cntaining these data and referenced t the verall curves shwn in the drawing. Bearings must be referenced in MD Crdinate System (NAD-83/91), except: Plats requiring n Preliminary r Administrative Subdivisin Plan and Plats f Crrectin may be referenced t the Plat Meridian, meaning that used n the riginal Subdivisin Recrd Plat. Reference t the meridian used must be shwn next t the Nrth Arrw (e.g., NAD(83/91) next t the Nrth Arrw). Crdinate values fr at least fur crners f the plat must be shwn unless it is exempt frm NAD-83/91 per abve. The lcatin and nature f existing prperty crner markers fund that cincide with prperty crners referenced must be shwn. c. Lt Descriptins The plat must shw lts numbered in sequential rder, and assciated area. In tracts cntaining mre than ne blck, the blcks must be lettered in alphabetical rder. Fr a resubdivisin f lts in any blck, lts must be numbered sequentially, beginning with the number fllwing the highest lt number in the blck, with the riginal lt lines shwn dashed and riginal lt numbers shwn dtted. Use f Parcel vs. Lt : Designate a prperty n a recrd plat as a lt (r utlt, if applicable) unless an existing subdivisin that surrunds the subject prperty uses parcel r the prperty being platted is an pen space. Frnt building lines, shwn graphically with dimensins, where they exceed the required minimum f zning, and any ther building restrictin lines which may apply per Bard cnditins f a preliminary plan, must be shwn. The plat must shw accurate bearings and lengths f tie cnnectins between all blcks and the plat bundary. d. Well and Septic Lts On lts where individual water supply systems and/r individual sewerage dispsal systems are t be installed, the lt descriptin must include: The utline f restricted areas reserved fr the well lcatin and tw (2) alternate well lcatins The utline f the apprved sewage dispsal area and assciated septic building restrictin line The name f the preliminary plan as shwn n the riginal applicatin, if different frm the current name f the preliminary plan Rev Back t Applicatin Uplad Checklist

Adjacent Prperty Adjacent prperty must be identified n the plat by name and lcatin f adjining subdivisins with lt and blck numbers immediately adjining, tgether with plat references; and lcatin and apparent wnership f adjining unsubdivided prperty with recrding reference r Cunty Register f Wills reference. 3. Plan Ntes The fllwing STANDARD NOTES fr subdivisin recrd plats shuld be included n the plat drawing as applicable: a. General Nte: This Subdivisin Recrd Plat is nt intended t shw every matter affecting the wnership and use, nr every matter restricting the wnership and use, f this prperty. The Subdivisin Recrd Plat is nt intended t replace an examinatin f title r t depict r nte all matters affecting title. b. Water/Sewer/Septic: This prperty is served by public water and sewer systems (r private well and septic systems, as apprpriate) nly. A nte stating: The well(s) and septic area(s) shwn are subject t change upn re-apprval by the Mntgmery Cunty Department f Permitting Services Well and Septic Sectin. Septic areas are designed fr a (#) bedrm huse. Additinal nte fr prperties cntaining sand mund septic systems: The septic areas shwn are intended fr the installatin f a sand mund septic system. It is imperative that the sand mund sites, and the 25-ft setback areas that surrund each sand mund, be preserved in their riginal cnditin; and the sil must nt be cut, filled, cmpacted, r disturbed in any fashin. If these areas are disturbed, the MCDPS has the discretin f viding the septic apprval and thereby rendering the lt(s) nt buildable. Prir t the issuance f building permit, all sand mund areas must be further prtected by the installatin f range tree-prtectin fencing arund the perimeter f the sand mund areas and the 25-ft buffers. c. Minr Subdivisins: This plat cnfrms t the requirements fr Minr Subdivisin apprvals cntained in Sectin f Mntgmery Cunty Subdivisin Regulatins, Chapter 50 f the Cunty Cde. This plat invlves (descriptin f specific minr subdivisin) as prvided fr in Sectin _. d. Cmmn Open Space: Parcel(s) _, Blck _ as shwn heren is/are subject t a Cmmn Open Space Cvenant recrded in Liber at Fli 578 amng the Land Recrds f Mntgmery Cunty, Maryland. (Nte: Currently MCDPS als requires a separate Open Space Cvenant, which will have its wn Liber fli reference) e. Child Lts: If a lt was apprved under the child lt prvisins, pursuant t sectin E r D f the Zning Ordinance, an affidavit must be signed, ntarized, and submitted with the plat applicatin. Furthermre, a nte must be placed n the plat identifying the lt(s), which are restricted by the child lt prvisin: Pursuant t Chapter E (r D._, depending n the zning classificatin f the prperty) f the Mntgmery Cunty Zning Ordinance, Lt(s) (applicable lt numbers) is/are created fr the cnstructin and use f single-family residence(s) slely fr the designated child(ren) f the prperty wner. 7 Submissins Requirements Required Dcuments and Drawings f. AR zned prperty being develped: This prperty is lcated within the Agriculture Reserve Zne and resubdivisin is strictly cntrlled. Density requirement f twenty-five (25) acres per single family residence and ne develpment right must be available fr each single family residence. Agriculture is the preferred use in the Agricultural Reserve Zne; all agricultural peratins shall be permitted at any time, including the peratin f farm machinery, and n agricultural use shall be subject t restrictin because it interferes with ther uses permitted in the zne. g. Cluster Develpments: Fr cluster develpment ptin under znes, R-200, R-60, R-90, RE-1: This prperty was apprved under the cluster methd f develpment in accrdance with the residential cluster subdivisin standards f Sectin L f the Mntgmery Cunty Subdivisin Regulatins; resubdivisin is strictly cntrlled after the prperty is develped. Fr cluster ptin under the RE-2C (r RC r RNC) zne: This prperty was recrded under the cluster prvisin f the (applicable) zne; resubdivisin is strictly cntrlled after the prperty is develped. h. Develpments Utilizing Transferable Develpment Rights (TDRs) r Building Lt Terminatins (BLTs): All preliminary plans using TDRs and BLTs are apprved with the cnditin that wnership f the TDRs r BLTs must be shwn at the time f recrd plat apprval. Adjining Plat(s) PDF 04-ADJPLAT-220XXXXXX The Applicant must submit with each applicatin, a cpy f the existing recrd plats fr prperty that adjins the plat. Fr multiple plats, they shuld be cmbined int ne, multi-page PDF dcument. MCDEP Recrd Plat Infrmatin Frm PDF 05-DEPINFO-220XXXXXX The Applicant must fill ut, and submit with each applicatin, a cpy f the Mntgmery Cunty Department f Envirnmental Prtectin (MCDEP) Recrd Plat Infrmatin Frm (RPIF), available at the Cunty s website. Agreements PDF 06-AGMT-220XXXXXX OR Easement Dcuments PDF 07-EASE-220XXXXXX Mst recrd plats are subject t the cnditins applicable t an apprved preliminary plan f subdivisin, and ften, an apprved site plan. Thse cnditins ften include the requirement that certain agreements and easements be filed prir t the apprval f the recrd plat. These may include cnservatin and pen space easements, adequate public facilities agreements, specific public imprvements t be included in a public imprvements agreement, traffic mitigatin agreements, grading and tree preservatin agreements, and thers that may be particular t the prpsed develpment. 8 Submissin Requirements Required Dcuments and Drawings All required easements and agreements must be submitted as part f a recrd plat applicatin. Easements and agreements may be reviewed cncurrently with agency reviews f the plat, but must be apprved fr cntent befre the plat will be apprved by the Bard, and where applicable, must be recrded in the Mntgmery Cunty Land Recrds befre the actual recrding f the recrd plat. T expedite the recrd plat review prcess, easements and agreements shuld be pre-apprved fr cntent prir t a plat applicatin. Address Plan PDF 08-ADDR-220XXXXXX The Applicant must submit with each applicatin, a cpy f the MNCPPC-apprved address plan r an address verificatin fr the lts cntained n the plat. T btain this infrmatin, a separate request must be made t the M-NCPPC Develpment Applicatins and Regulatry Crdinatin (DARC) Divisin at mcp-addresses@mncppc-mc.rg. The addressing staff will need the fllwing specific infrmatin, submitted in digital frm, t prepare the address plan: 1. CAD file f the apprved subdivisin The CAD file must have the elements listed belw: Must be saved as a DXF r DWG file. Must use Maryland State Plane Crdinate System Datum (NAD83/91). Must include the fllwing CAD layers: Name Cntent ADD_PROP Apprved prperty lines, lts, and parcels ADD_BLDG Anticipated buildings ADD_DW Anticipated driveways ADD_ROW Rad right-f-way within and adjacent t subdivisin ADD_PARKING Anticipated parking lts ADD_CURB Prpsed curb Fr all structures that are nt single family residences, primary entrance(s) shuld be indicated, including thse fr individual ADD_EXDOOR retail spaces. ADD_SUB_BO Bundary f subdivisin ADD_NO Prpsed r apprved lt, parcel, and/r blck numbers Please d nt include ther layers (e.g., tpgraphy, utilities, easements, nn-rad ROWs) in the CAD file. 2. Apprved Fire and Rescue Access Plan Send a cpy f the apprved Fire and Rescue Access Plan in PDF frmat. 3. If new streets are part f the plan, include: Any prir crrespndence regarding street names (such as prir apprval / reservatin f a street name) A list f prpsed street names (if a street name has nt already been apprved) See ur Guidelines and Prcedures Manual fr Addressing and Street Naming fr mre infrmatin. GIS Plat Exhibit DXF, DWG 09-GIS-220XXXXXX The Applicant must submit with each applicatin, digital infrmatin fr the plat that can be used t verify the submissin and subsequently t update the GIS prperty layer. Crner crdinates anntated n the plat will be verified with this file. Items identified in the plat will be verlaid in ur GIS system fr verificatin. After apprval, this file will be used t digitally amend the Cunty s prperty map. The submittal must adhere t the fllwing criteria: The recrd plat base drawing is a DXF/DWG file (a standard digital exchange frmat). The digital plat DXF/DWG file must be in Maryland State Plane Crdinate System Datum (NAD83/91) at a 1:1 drawing scale in US survey feet; and All plygns must clse. The digital plat DXF/DWG file shuld verlay int the department s GIS system. All line wrk fr the plat must be present in the digital plat DXF/DWG file. N system f fnts r layering is required fr the digital plat DXF/DWG file. Upn receipt f the electrnic files, M-NCPPC will imprt the DXF file int their prperty base map and revise the existing line wrk arund the new parcel. The electrnic data submitted will nt be rtated r scaled t fit the existing base map. The data will be held as true ver the existing line wrk depicted in the prperty base map. 9 Frest Cnservatin Requirements All applicatins must satisfy the Frest Cnservatin Law. T satisfy this requirement, the applicant must submit ne f the fllwing: a Frest Cnservatin Exemptin r a previusly apprved Frest Cnservatin Plan. Where applicable, an applicant may submit a Frest Cnservatin Law Applicability Frm t M-NCPPC fr cnfirmatin by staff prir t the acceptance f a recrd plat applicatin. Frest Cnservatin Plan Exemptin PDF 10-FCPEX-220XXXXXX Uplad cnfirmatin letter frm M-NCPPC that the prperty is exempt frm the requirement t submit a Frest Cnservatin Plan. OR Apprved Frest Cnservatin Plan PDF 15-PBFCP-X20XXXXXX Uplad the mst recently apprved Frest Cnservatin Plan fr the prperty. Submissin Requirements Other Dcuments and Drawings, if applicable Other Dcuments and Drawings, if applicable Sketch Plan fr a Minr Sub Lt Line Adjustment PDF 11-MSKETCH-220XXXXXX Fr minr lt line adjustments, the apprved sketch plan as required by the Subdivisin Regulatins must be submitted with the recrd plat applicatin. The sketch plan may be a cpy f the existing recrd plat and must cntain the fllwing infrmatin: 1. Prpsed lt line adjustment as a dashed line 2. Any buildings, driveways, r ther physical imprvements lcated within fifteen feet f the prpsed adjusted lt line 3. Any minimum building setback that wuld be altered by the minr lt line adjustment, and 4. The amunt f lt area affected by the minr lt line adjustment. A final recrd plat must be submitted within ninety days after sketch plan apprval r the sketch plan is n lnger valid. Previus Plat(s) fr the Prperty PDF 12-PREVPLAT-220XXXXXX Where applicable, the Applicant must submit with each applicatin, a cpy f the existing recrd plat fr the prperty. If mre than ne existing plat includes the prperty, they shuld be cmbined int ne, multi-page PDF dcument.
