2 2.1 Prject Management 2.1 PROJECT MANAGEMENT GENERAL The Design Team and Cnstructr will wrk primarily with the Prject Manager frm Clarksn Facilities. All input and crdinatin shall be cnducted thrugh the Prject Manager. Input during design will be generated by varius elements f the campus cmmunity, including Facilities and its allied departments. At award f the cnstructin cntract, a representative frm Facilities will versee the cntractr s wrk and crdinate the administratin f the cnstructin cntract. Rles and respnsibilities are defined in the Design Manual and prmulgated by Facilities. Terms such as Clarksn University," Clarksn, r the university" used in the Design Manual refer t Clarksn University Facilities (Prject Manager), especially when apprval permissin r cnsultatin is referenced. Refer t the chart belw fr the general flw f the Design Prcess at Clarksn University COMMUNICATION PLAN AND PROCEDURES Clarksn University fllws the prcedures fr design as utlined in the Design Manual. Prir t a prject being frmulated and assigned a prject number by Clarksn University, ften the university will develp a planning level package that develps scpe, feasibility, and prgramming fr a prpsed effrt. This effrt is geared t aid in the submissin f a prject as a part f Clarksn University s prject planning. Nrmally these effrts are spearheaded by a manager within Facilities. See als Pre-Design belw. Fr Capital Prjects, the prcess invlves 7 basic steps as utlined in the fllwing diagram. Schematic Design Preliminary Design Design Develpment Cnstructin Dcuments Bidding/ Prcurement Cnstructin Phase and Services Prject Clse-ut and Recrd Dcuments The Prject Manager will be the primary pint f cntact and crdinate develpment thrugh all stages f the prject. All nn-capital prjects will be executed per a prescribed management prcess. Refer t Appendix A. 20 May,

3 2.1 Prject Management Meeting Minutes The Design Team shall prvide meeting minutes fr all meetings during the design prcess. Typically, the prject will maintain recurring mnthly, bi-weekly, r weekly meeting, depending n the design develpment schedule. Meeting minutes shall be distributed t all invitees, but may include thers as requested. Minutes shall be prvided in an editable electrnic frmat, and saved fr recrd in PDF frmat. During the Cnstructin Phase the Design Team must schedule bi-weekly cnstructin prgress meetings in cnsultatin with the Prject Manager and Owner. The purpse f the meetings is t review prgress f the wrk during the previus week, discuss anticipated prgress during the fllwing weeks, and review critical peratins and ptential issues. All bjectins r crrectins are nted as such at the next prgress meeting r in writing t the Design Team. The minutes f the next Prgress Meeting shall reflect any bjectin r respnse frm the Design Team. The Design Team may transmit the agenda and minutes fr each prgress meeting using electrnic means as directed by Prject Manager Decisin-Making Decisin making as a part f the design prcess shall be facilitated by the Prject Manager and the Planner assigned t the prject. Ultimate authrity fr all decisins resides with the Directr f Facilities Day-t-Day Management f Prject The Prject Manager prvides all day t day management f the prject Issuance f Prject Number A three (3) digit prject number will be issued by Clarksn University. The prject number will be preceded by the (2) tw digit year f the prject s inceptin. The dated prject number is t be used in all dcumentatin (bth written and electrnic) and in the creatin f the drawings electrnic file numbers, see Date Prject Number INVOICING Prprtining f the A/E Fee and Payments shall be by phase and by deliverable. Invicing shall ccur as prescribed by the Prject Manager Alternates N additinal cmpensatin shall be made fr preparatin f alternates, unless the Owner prir t executin f the wrk apprves such additinal cmpensatin in writing Payments The Design Team shall use a frmat fr payments as prvided by Facilities. 20 May,

4 2.1 Prject Management Change Orders The Design Team cannt prceed n change rders withut the written authrizatin frm Clarksn. Change rders cannt be billed withut such authrizatin. All change rders shall be sequentially numbered when apprved. The revised cntract amunt shall be shwn n the invice alng with the riginal cntract amunt and the previus cntract amunt if mre than ne change rder. Invices shall fllw the same frmat as previusly described SCHEDULES The Design Team shall develp a prject schedule that details all design deliverables Cnstructin Phase During the Cnstructin Phase, the Design Team shall review and prvide infrmatin related t the reasnableness f the Cntractr/CM schedule fr executin. The Design Team shall wrk with the Prject Manager t accunt fr any variatins/cntract mdificatins that may be required DELIVERABLES General References: Design Manual Lcal Gverning Agency Dcumentatin Cnstructin Operatins Building Infrmatin Exchange: Quantities f dcumentatin will be determined by the prject manager. Prvide each dcument submissin in an electrnic frmat r as prescribed by the prject manager Beynd the requirements f the Design Manual, the university has submittal requirements in cnjunctin with the design phase f a prject and the Cnstructin Phase. 9 2.1 Prject Management Prgram Studies Prgram Studies refers t studies, effrts, and planning dne in rder t develp and rund ut the capital plan fr submissin. In rder t cnstruct this plan, the first step is t refer t Clarksn s Master Plan Dcument(s). Master Plan dcuments are peridically updated as needed by the university in cllabratin with cnsulting firms, under the directin f the Campus Planning prtin f Facilities. Prgram Studies are executed t define the scpe, schedule, and budget fr a ptential capital prject at the university. Design firms are ften prcured fr these studies thrugh term cntracts that the university already has established. Deliverables fr Prgram Studies include: Prject justificatin narrative Cnceptual cst estimate Massing studies Review and validatin f deferred maintenance (if applicable) Site analysis Utility crdinatin planning Phasing/sequencing/schedule plan The Campus Planning prtin f Facilities will versee and direct a prgram study. A specific scpe, details and requirements will be develped fr each study Pre-Design Pre-design is the activities that ccur prir t the executin f the design f a particular prject that has been apprved/authrized by the NYS and Clarksn University fr executin. Prir t the start f design, the Design Team must furnish a planned design schedule, a prpsed fee allcatin and a clear understanding f the scpe f services fr the prject. These are part f the A/E services cntract. As a part f the Pre-Design Phase, the Design Team shall prvide the university with a reprt n the existing cnditins, as well as any absent investigatins that are t ccur in subsequent phases. Refer t Sectin 2.3 Existing Cnditins in the Design Manual fr additinal requirements. It is during this phase that the final design services cntract is develped and finalized. The Design Team shall ensure that they have a full understanding f the varius respnsibilities and typical cntract mechanisms used as it relates t specialty cnsultants. Clarksn may chse t acquire certain independent services as they apply t the prject. These services may include but are nt limited t; Cmmissining Agent (CxA) Services, independent f the prime Design Team cntract. Getechnical Engineering Services Engineering and Materials Testing Services AV Cnsultant Services Estimating Services Clarksn Term Cnsultant Services 20 May,

10 2.1 Prject Management If Clarksn des nt acquire thse independent cnsultants they will direct the design team t d s r pt t have the Design Team prvide thse services, if applicable Prgram Verificatin The Prgram Verificatin Phase applies t all prjects that are inferred by a prgram study. The A/E team shall review and clarify the accuracy and apprpriateness f the findings utlined in the Prgram Study. Stake hlders, user grups, and campus persnnel shall be fully invlved in this prcess. The final reprt will utline any changes in prgrammatic needs, test results, existing cnditins, r intended use fr all areas in the Prgram Study Schematic Design Refer t the Apprpriate Jurisdictin (Twn, Village, etc.) fr requirements fr submittal f dcumentatin at the Schematic Design phase. The Design Team shall prvide items as utlined in the Design Submittal Checklist, refer t , and thse listed belw as applicable; The A/E shall visit the site and ascertain pertinent lcal cnditins which must be addressed in the design. As part f the required services, it is the A/E s respnsibility t verify the cnfiguratins, lcatins, dimensins, sizes and cnditins f all areas impacting design cnsideratins. T minimize the risk during cnstructin f uncvering cnditins that are nt as shwn n the dcuments and delaying prject prgress, the University shuld cnsider and evaluate the advice f the A/E t cnduct additinal investigatin, verificatins r checks t verify existing cnditins. A listing f any and all deviatins frm the Design Manual fr apprval by the university, if applicable. Such deviatins require a narrative justificatin fr each deviatin prvided by the Design Team. A listing f any and all deviatins frm the cde fr review by the university, if applicable. The Design Team shall prepare a justificatin in accrdance with the Design Manual and the NYS Cde fr each deviatin. If agreed upn by the university, the Design Team shall prepare a cde waiver fr submissin t the apprpriate jurisdictin. If requested prvide a LEED (r Envisin) checklist fr the prject as it is understd with backup dcumentatin. Prvide a tabular prgram recnfirmatin. Deviatin frm the prgram as it was established by the university prir t Schematic Design shall require a narrative r ther justificatin n the part f the Design Team. Prvide blcking/stacking and linkage/adjacency analysis infrmatin. The Design Team shall determine the best way t present this infrmatin in crdinatin with the university. Prvide cnfirmatin and reference infrmatin related t applicable areas f the Clarksn University Master Plan. The Design Team shall prvide a narrative and/r depictins n hw this prject fits within the larger cntext f the campus in terms f the Master Plan. It must be made clear that the Design Team has carefully analyzed the Master Plan and incrprated the applicable elements int the prpsed design. Prvide an anntated cpy f the Owners Perfrmance Requirements. This dcument shall fllw a standard template (AASHRAE Guideline 0) and indicate the perfrmance measures fr the prject. This dcument will be initially drafted by the independent CxA if there is ne as a part f the prject; therwise, drafting f the dcument shall be dne by the Design Team. Prvide any and all calculatins, by discipline, used in the design t this stage. Prvide an Electrical Lad letter in the frmat used by the applicable utility fr the site/campus. 20 May,

As directed by the university, prvide life-cycle cst analysis fr elements f the design. Prvide the CxA issues lg and status reprt with anntatins frm the Design Team, when CxA services are prvided fr a prject. Prvide a recnciled cpy f the estimate as executed by an independent cst estimatr r the CM (in additin t the Design Team s recnciled cst estimate), if applicable. Fr CM/D-B prjects prvide a cpy f the risk analysis matrix in crdinatin with the university at an rder f magnitude level. Fr CM/D-B prjects, prvide a cpy f the anticipated cnstructin schedule Preliminary Design References: Refer t the lcal jurisdictin fr submittal requirements if necessary at the Preliminary Design phase In additin t these requirements, the Design Team shall prvide the fllwing items as a part f the Preliminary Design Submittal (packaged separately frm, but at the same time as the items abve): Submit a revised Basis f Design Narrative. The narrative shall describe the prject scpe, the functinal and peratinal criteria t be met, the justificatin fr the decisins r chices made, and any prpsed deviatins frm the standards required by the Design Manual. Cmplete the Building Systems and Equipment Checklist. The A/E shall prepare a preliminary design estimate in accrdance with Sectin 5.4. Submit a value engineering study and agency recmmendatins. Submit a getechnical reprt that includes bring lgs, getechnical analysis and fundatin design recmmendatins. Submit ne cpy f calculatins fr each discipline. Indicate design criteria, ladings, assumptins, evaluatins and cmparisns f alternative systems, cst factrs and ther cnsideratins which supprt the systems selected and shwn n the drawings. Preliminary drawings shall include, but nt be limited t, the fllwing infrmatin unless such infrmatin is nt applicable t the prject. (See Appendix E, sectin fr sheet details.) Prvide an anntated and updated cpy f the design issues identified by the university and/r Twn f Ptsdam in prir design submissins, with lcatins t find reslutins within the design submittal. Cmments and reslutins are t be segregated int reslved and unreslved issues in the lg/cmment sheet, as determined by the university. Prvide a LEED (r Envisin) checklist fr the prject, as it is understd, with backup dcumentatin. In additin, demnstratin f submissin f the LEED design submittal credit apprvals shall be prvided when required. Prvide a tabular prgram recnfirmatin based upn the design as it is understd. Deviatin frm the prgram as it was established by the university prir t Schematic Design shall require a narrative r ther justificatin n the part f the Design Team. Prvide blcking/stacking and linkage/adjacency analysis infrmatin. The Design Team shall determine the best way t present this infrmatin in crdinatin with the University. Prvide cnfirmatin and reference infrmatin related the applicable Clarksn University Master Plan(s). Items such as cutsheets, standard details and drawings, and peratins infrmatin shall be prvided fr review by the university. Prvide an initial furniture design and layut. Such layuts and designs shall be clsely crdinated and apprved by the Clarksn Interir Design staff. Prvide a cpy f any and all calculatins, by discipline, used in the design t this stage. Prvide an Electrical Lad letter in the frmat used by the applicable utility fr the site/campus. Prvide water cnnectin infrmatin in the frmat used by the applicable utility fr the site/campus. Prvide a sanitary fixture cunt/husing unit cunt in the frmat used by the applicable utility fr the site/campus. Prvide a Gas Lad letter in the frmat used by the applicable utility fr the site/campus, if applicable. Prvide a revised anntated diagram that indicates desired utility ruting n the site f cnstructin. Prvide infrmatin fr the Health Department in the frmat used by the applicable utility fr the site/campus, if applicable. Prvide a detailed listing, n behalf f the university, f the wner-prvided items that affect the prject. This includes but is nt limited t the furnishing, fixtures and equipment t be prvided. Prvide a cnslidated listing f all submittals indicated in the prject manual in a frmat acceptable t the university. Prvide a listing and indicatin f the anticipated bench/attic stck (if any) fr the prject. Prvide an Envirnmental Impact Reprt in accrdance with state and federal requirements. Prvide a strmwater pllutin preventin plan (if applicable) in accrdance with state and federal requirements. Prvide a NYS Strmwater Management Prgram and Ersin and Sediment Cntrl Permit applicatin fr the prject. 20 May,

Prvide infrmatin t supprt air permitting by the university fr any emitting device in the prject and/r infrmatin t supprt strage tank permitting in accrdance with state and federal law. As directed by the university, prvide life-cycle cst analysis fr elements f the design. In D-B and CM prjects this is t be dne in cnjunctin with the cnstructin executin prtin f the team. Prvide a listing f prpsed Additive Bid items in the design, with applicable pririties. Prvide the CxA issues lg and status reprt with anntatins frm the Design Team, when CxA services are prvided fr a prject. Prvide a recnciled cpy f the estimate as executed by an independent cst estimatr r the CM (in additin t the Design Team s recnciled cst estimate), if applicable. Fr CM/D-B prjects prvide a cpy f the risk analysis matrix in crdinatin with the university. This risk shuld allw fr an understanding f the impact in terms f weeks f time r in terms f the nearest hundred dllars f expense. Prvide a VE Items listing using the applicable frm. Fr CM/D-B prjects, prvide a cpy f the updated anticipated cnstructin schedule. Fr CM/D-B prjects, prvide a cpy f the phasing/site lgistics plan created by the cnstructin executr. Prvide a listing f any lng lead item (in excess f 10% f the anticipated cnstructin duratin) fr the prject. This listing shall include anticipated time fr prcurement, delivery and installatin, as well as the latest date f rder t meet the anticipated cnstructin schedule critical path requirements. Fr CM/D-B prjects, prvide a cpy the site specific safety plan fr review Design Develpment Dcumentatin References: Refer t the lcal jurisdictin fr submittal requirements if necessary at the Design Develpment phase. In additin t these requirements, the Design Team shall prvide the fllwing items as a part f the Design Develpment Phase (packaged separately frm, but at the same time as the items abve): Calculatins: Prvide a cpy f the cmpleted design calculatins f each discipline t the Clarksn Facilities. (See Appendix F, sectin fr calculatins details). Calculatins shuld include but are nt limited t: Structural Calculatins. Plumbing Calculatins. Fuel Gas Calculatins. HVAC Calculatins. Energy Cnservatin Calculatins. Electrical Calculatins. Submit Wrking Drawings: Wrking drawings shall include but nt be limited t the fllwing infrmatin. Rm numbers are utilized t track the lcatin f furnishings, space cntrl, and the allcatin f future prgram space by the Prject Manager and/r Clarksn University Representative. Fire prtectin systems (inclusive f fire alarm layuts and prgramming), electrical systems (inclusive f panel schedules), and mechanical maintenance wrk must be crdinated using the apprpriate rm numbers. Punch-lists are develped based upn the rm numbers that are prvided in the plan set. Once in peratin, general maintenance, energy management systems, husekeeping services, key cntrl, husing rm number assignments, telecmmunicatins, and emergency respnse services depend upn an accurate rm numbering system. Likewise, the registrar utilizes these numbers t enable the scheduling f classes and academic activities. Als, student life, recreatin, athletic, and ther activities depend upn the use f accurate and useful rm numbers fr the scheduling f the numerus activities that g n at Clarksn University.
