1 2.1 Prject Management General 2.1 PROJECT MANAGEMENT GENERAL The Design Team and Cnstructr will wrk primarily with the Prject Manager frm Masn Facilities. All input and crdinatin shall be cnducted thrugh the Prject Manager. Input during design will be generated by varius elements f the campus cmmunity, including Facilities and its allied departments. At award f the cnstructin cntract, a representative frm Facilities will versee the cntractr s wrk and administer the cnstructin cntract. Rles and respnsibilities are defined in the CPSM and prmulgated by the Bureau f Capital Outlay Management (BCOM). Terms such as Gerge Masn University," Masn, r the university" used in the Design Manual refer t Gerge Masn University Facilities (Prject Manager), especially when apprval permissin r cnsultatin is referenced. Refer t the chart belw fr the general flw f the Design Prcess at Gerge Masn University COMMUNICATION PLAN AND PROCEDURES Gerge Masn University, as an agency f the Cmmnwealth f Virginia, fllws the prcedures fr design as utlined in the CPSM. Prir t a prject being frmulated and assigned a prject cde by BCOM, ften the university will develp a planning level package that develps scpe, feasibility, and prgramming fr a prpsed effrt. This effrt is geared t aid in the submissin f a prject as a part f Gerge Masn University s capital plan. Nrmally these effrts are spearheaded by a planner within Facilities. See als Pre-Design belw. Fr Capital Prjects, the prcess invlves 6 basic steps as utlined in the fllwing diagram. Schematic Design Preliminary Design Cnstructin Dcuments Bidding/ Prcurement Cnstructin Phase and Services Prject Clse-ut and Recrd Dcuments At each stage f the capital prject develpment prcess, the State Review Agency and Authrity Having Jurisdictin, BCOM, executes reviews f the prject fr cde and state cmpliance requirements, while the university reviews the prject fr additinal prject requirements. The Prject Manager will be the primary pint f cntact and shepherd the prject thrugh all stages f the prject. 28 June,

2 2.1 Prject Management Cmmunicatin Plan and Prcedures Fr all nn-capital prjects, this prcess is smewhat abbreviated. Unlike in capital prjects, the state review agency, BCOM, des nt require interim reviews f design submittals, and in sme cases has delegated authrity t the lcal agency fr maintenance, minr renvatin, and mdificatin prjects. Initial Design Final Design Bidding/ Prcurement Cnstructin Phase and Services Prject Clse-ut and Recrd Dcuments As nted abve, at each stage the university will either review design submittals prir t sending them t BCOM r cncurrently review design submittals while they are at BCOM. A prcess similar t the fllwing flw chart will be fllwed and managed by the Prject Manager. Typically, review by the university will take days Meeting Minutes The Design Team shall prvide meeting minutes fr all meetings during the design prcess. Typically, the prject will maintain recurring mnthly, bi-weekly, r weekly meeting, depending n the design develpment schedule. Sme meetings may target particular tpics, while the purpse f thers will be general prgress updates. Other meetings may take the frm f wrkshps r design charettes. The Design Team shall make a recrd f meeting 28 June,

3 2.1 Prject Management Cmmunicatin Plan and Prcedures participants and the items discussed. Meeting minutes shall be distributed primarily t the Prject Manager, but may include thers as requested. Minutes shall be prvided in an editable electrnic frmat, and saved fr recrd in PDF frmat fllwing a minimum 2 week cmmenting perid. During the Cnstructin Phase the Design Team must schedule bi-weekly (r semi-mnthly) cnstructin prgress meetings in cnsultatin with the Prject Manager and Owner. The purpse f the meetings is t review prgress f the wrk during the previus week, discuss anticipated prgress during the fllwing weeks, and review critical peratins and ptential issues. The Design Team shall cnduct the meeting and is slely respnsible fr generating the written recrd r minutes f each prgress meeting. The Design Team distributes prgress meeting minutes in an electrnic editable frmat t the Owner and the Cntractr(s). All bjectins r crrectins are nted as such at the next prgress meeting r in writing t the Design Team. The Design Team is t be ntified at the next prgress meeting r in writing explaining the bjectin. The minutes f the next Prgress Meeting shall reflect any bjectin r respnse frm the Design Team. The Design Team may transmit the agenda and minutes fr each prgress meeting using electrnic means as directed by Prject Manager Decisin-Making Decisin making as a part f the design prcess shall be facilitated by the Prject Manager and the Planner assigned t the prject. Ultimate authrity fr all decisins resides with the Vice President f Facilities, delegated and affirmed by the Directrs f the varius departments f the Facilities rganizatin Day-t-Day Management f Prject Refer t the CPSM, Chapter 2.2 fr definitin f the Prject Manager INVOICING CPSM, Chapter Prprtining f the A/E Fee and Payments Alternates N deductin shall be made frm the Design Team s fee fr any penalty r liquidated damages charged t any cntractr, excepting in Design-Build prjects. N additinal cmpensatin shall be made fr preparatin f alternates, unless the Owner prir t executin f the wrk apprves such additinal cmpensatin in writing Payments During Pre-Design Activities (Prgrammatic Phase), Schematic Design, Design Develpment, and Cntract Dcuments and Bidding, the university shall make mnthly payments t the Design Team based n the prgress f the wrk as utlined in the Cmmnwealth f Virginia s Cnstructin and Prfessinal Services Manual (Capital Outlay Manual). Such payments shall in n event exceed the fee limits fr phases as set frth in the cntract. These payments shall be limited in prprtin t the Owner s estimate f prgress and percentage cmpletin f the wrk in the current phase. During Cnstructin, the payments tward the fixed fee due fr that phase shall be made t the Design Team in prprtin t prgress payments made t the Cnstructr fr cnstructin f the Prject, as certified by the Design Team. The Design Team shall use a frmat fr payments as prvided by the DEB. 28 June,

4 2.1 Prject Management Invicing Change Orders The Design Team cannt prceed n change rders withut the written authrizatin frm Masn. Change rders cannt be billed withut such authrizatin. Refer t the CPSM, Chapter All change rders shall be sequentially numbered when apprved. The revised cntract amunt shall be shwn n the invice alng with the riginal cntract amunt and the previus cntract amunt if mre than ne change rder. Invices shall fllw the same frmat as previusly described SCHEDULES During the design phase (thrugh cmpletin f Wrking Drawings and permit issuance) the Design Team shall develp a prject schedule that details all design deliverables, BCOM review perids, and perids f design effrt. A minimum f 4 weeks and an average f 6 weeks shuld be allcated fr the review f any design submittal by BCOM. Prir t submittal t BCOM r lcal cde review authrities, the Design Team shall allw sufficient time fr Masn s internal review. Anntatins shall be made fr critical meetings and design charette wrkshps. The Design Team shall crdinate clsely with the Prject Manager fr the availability f Masn persnnel and scheduling f ther resurces thrugh the design phase f a prject. 7 2.1 Prject Management Schedules Cnstructin Phase During the Cnstructin Phase, the Design Team shall review and prvide infrmatin related t the reasnableness f the Cntractr/CM schedule fr executin (in D-B this will be dne as an independent analysis by the Design Team n behalf f the university). At the Bidding/Prpsal/GMP stage, the Design Team is respnsible fr ntifying the university if it feels it des nt have adequate Cnstructin Phase services cverage in terms f fee, persnnel, r scpe f services t cver the prject as a part f the cnstructin schedule review. The Design Team shall wrk with the Prject Manager t accunt fr any variatins/cntract mdificatins that may be required DELIVERABLES General CPSM: 67/Default.aspx BCOM frms: Virginia Public Recrds Management Manual: VPRRM Retentin Schedules: Cnstructin Operatins Building Infrmatin Exchange: The Cmmnwealth DEB has strict requirements fr reprting, and subsequent apprval f updates at each stage f the prject, and the CPSM des a thrugh jb f describing the submittal requirements fr each phase f a prject. Chapter 5 f the 2012 CPSM cvers Prject Submittal Standards and Requirements. Specifically: The CO-3a, Terms and Cnditins f the A/E Cntract, Sectins 15 and 16, prescribe required dcuments t be prvided t the Owner, at the cmpletin f the Design Team s wrk. Refer t Chapter 5 f the CPSM fr general requirements n all prject submittals, specifically the requirement fr all prject dcuments, (drawings, specificatins, cntracts, invices, crrespndence, etc.), t be clearly marked with the 11 digit Prject Identificatin Cde. Refer t CPSM, Chapter 5.11 fr Prject Submissin Requirements, specifically the Table fr Required Submittal Cpies by Phase fr Capital Prjects in Chapter f the CPSM. The Design Team shall prvide at a minimum the number indicated as required fr review by BCOM and State Fire Marshall. Additinal cpies, as apprpriate fr a particular prject shall be crdinated with the university. Refer t the Table fr Required Submittal Cpies by Phase fr Nn-Capital Prjects in Chapter f the CPSM. Crdinate with the university fr additinal cpies that may be required. Refer t Chapter 5.2 f the CPSM fr General Requirements fr Drawings. These requirements generally pertain t a printed drawing, and the CPSM requires hardcpy drawings fr submissin t BCOM. 13 2.1 Prject Management Deliverables Pre-Design Pre-Design has tw distinct meanings at Masn. The first refers t studies, effrts, and planning dne in rder t develp and rund ut the capital plan fr submissin t the Cmmnwealth; referred t Pre-Planning Studies. The secnd are activities that ccur prir t the executin f the design f a particular prject that has been apprved/authrized by the Cmmnwealth and Gerge Masn University fr executin; Pre-Design Activities Pre-Planning Studies The Directr f Campus Planning leads the effrt t cnstruct the university s 6-year capital plan. On a Biannual basis this plan is develped and submitted t the Cmmnwealth fr apprval. In rder t cnstruct this plan, the first step is t refer t Masn s Master Plan Dcument(s). These can be fund at Master Plan dcuments are peridically updated as needed by the university in cllabratin with cnsulting firms, under the directin f the Campus Planning prtin f Facilities. Pre-Planning Studies are executed t define the scpe, schedule, and budget fr a ptential capital prject at the university. Design firms are ften prcured fr these studies thrugh term cntracts that the university already has established. Deliverables fr Pre-Planning Studies include: Prject justificatin narrative Cnceptual cst estimate Massing studies Review and validatin f deferred maintenance (if applicable) Site analysis Utility crdinatin planning Phasing/sequencing/schedule plan A Planner frm the Campus Planning prtin f Facilities will versee and direct a pre-planning study. A specific scpe, details and requirements will be develped fr each study. Planning studies require the use f the Design Manual t ensure that the prject develped and submitted int the capital plan accunts fr all aspects f its eventual develpment Pre-Design Activities Refer t the CPSM, Chapter 5.5 fr details n the required pre-design cnference. Agendas and meeting minutes frm this cnference shall be dcumented and kept in the permanent prject recrd. Prir t the start f design, the Design Team must furnish a planned design schedule, a prpsed fee allcatin and a clear understanding f the scpe f services fr the prject. These are anntated and agreed upn based n a Memrandum f Understanding that becmes a part f the CO-3 A/E services cntract. 28 June,

14 2.1 Prject Management Deliverables The Design Team shall fully understand the prgram and ther requirements thrugh a review f the prject authrizatin indicated n the CO-2 and prject submissin dcumentatin that the university has used t define the prject at the utset. These dcuments can be prvided t the Design Team by the university. Fr the purpse f fee negtiatins, Masn s anticipated fee amunt may be withheld frm the Design Team during this stage f the prject. As a part f the Pre-Design Phase, the Design Team shall prvide the university with a reprt n the existing cnditins, as well as any absent investigatins that are t ccur in subsequent phases. This reprt, t be delivered prir t the beginning f Schematic Design, shall include applicable narratives, diagrams, phtgraphs, and ther descriptive items. This reprt will require psitive cncurrence by the university prir t entering int Schematic Design. Refer t Sectin 2.3 Existing Cnditins in the Design Manual fr additinal requirements. It is during this phase that the final design services cntract is develped and finalized. The Design Team shall ensure that they have a full understanding f the varius respnsibilities and typical cntract mechanisms used as it relates t specialty cnsultants. The fllwing anntates sme f thse requirements: CxA Services: Masn typically acquires Cmmissining Agent (CxA) services independently frm the prime Design Team cntract. If there is a CxA hired by Masn, the Design Team shall wrk clsely with them t crdinate and assure respnsibilities fr design develpment and cnstructin prject cmmissining are cncluded and scped crrectly in the design dcuments. The Prject Manager will facilitate the prcess f scpe clarificatin fr the varius services. If Masn des nt hire an independent CxA, they will direct the Design Team t hire such services, r pt t have the Design Team prvide certain CxA services as Masn directs. Getechnical Engineering Services: Masn typically acquires Getechnical Engineering services independently frm the prime Design Team cntract. If there is a Getechnical Engineer hired by Masn, the Design Team shall wrk clsely with them t crdinate and develp the subsurface investigatin plan during design. Likewise they will crdinate with the Getechnical Engineer regarding fundatin and ther related design elements f the prject during design develpment. Shuld it be necessary, Masn s Getechnical Engineer may be brught in t aid with field issues as they ccur during the cnstructin phase f the prject. The Design Team will ensure Bring Plans are adequately presented in the design dcuments per CPSM requirements. The Prject Manager will facilitate the prcess f scpe clarificatin fr the varius services. If Masn des nt hire an independent Getechnical Engineer, they will direct the Design Team t hire such services, r pt t have the Design Team prvide certain Getechnical Engineering services as Masn directs. Engineering and Materials Testing Services: Per CPSM requirements, Engineering and Materials Testing services must be independently prcured by Masn fr all capital and nn-capital prjects permitted thrugh BCOM. The Design Team shall wrk clsely with the Engineering and Materials Testing team t ensure that all quality assurance testing is timely, crdinated, and nted in the cnstructin cntract dcuments. Likewise they will crdinate with the Engineering and Materials Testing service regarding structural and ther related design elements f the prject during design develpment. The Engineering and Materials Testing team will be brught in t aid with field issues as they ccur during the cnstructin phase f the prject. The Design Team will ensure that the testing plans are adequately presented in the design dcuments per CPSM requirements. The Prject Manager will facilitate the prcess f scpe clarificatin fr the varius services. AV Cnsultant: It is expected that the prject design team will prvide a qualified AV cnsultant (preferably pssessing a InfCmm CAVSP Emerald Level r higher rganizatinal certificatin) t 28 June,

15 2.1 Prject Management Deliverables assist with AV infrastructure, Acustics (a separate acustical cnsultant is permissible) and AV drawings t be included in the cnstructin dcumentatin when ne f the fllwing scenaris exist: There are classrms in the prject; Specialty Classrms r Labs (Discipline Specific Spaces); Experimental Classrms; Classrms with 150 seats r greater; r when mre than 3 Classrms are a part f the prject scpe. Outside f these scenaris, and when a prject is utside f the ability f Masn s resurces t execute the scpe f the prject (as determined by the university), the shall Design Team prvide: a) A qualified AV cnsultant fr AV infrastructure and AV Systems Design fr any prject where nn-classrm spaces are t be equipped with AV equipment and b) Crdinatin amng classrm & nn-classrm space designs in rder t cnslidate purchasing, design, implementatin, etc. Estimating Services: Masn will hire an independent cst estimatr (ICE) n all prjects (either independently, r thrugh CM Pre-Cnstructin Services, r by virtue f the Design-Build prpsal price). Fr CM/Traditinal General Cntractr prjects, the Design Team shall prvide such assistance as is required t ensure the ICE/CM is able t adequately estimate the prject at the varius stages f the prject. Likewise, the Design Team will wrk with the ICE/CM t execute estimate recnciliatin at the directin f the university at each design phase/estimate. Masn Term Cnsultants: It is nted that Masn has several term cnsultants that it may pt t use r prvide prtins f design effrt thrughut the prcess. Several f these perfrm specialty services that enable better synchrnizatin with verall campus systems and themes. The Prject Manager will facilitate the prcess f scpe clarificatin fr the varius services Schematic Design Refer t CPSM, Chapter 5.6 fr requirements fr submittal t BCOM at the Schematic Design phase. Nte that this phase is als called initial design in nn-capital prjects. In additin t these requirements, the Design Team shall prvide the fllwing items as a part f the Schematic Submittal (packaged separately frm, but at the same time as the items abve): A listing f any and all deviatins frm the Design Manual fr apprval by the university, if applicable. Such deviatins require a narrative justificatin fr each deviatin prvided by the Design Team. A listing f any and all deviatins frm the cde fr review by the university, if applicable. The Design Team shall prepare a justificatin in accrdance with (IAW) the CPSM and the VUSBC fr each deviatin. If agreed upn by the university, the Design Team shall prepare a cde waiver fr submissin t BCOM. Prvide a LEED (r Envisin) checklist fr the prject as it is understd with backup dcumentatin. Prvide a tabular prgram recnfirmatin based upn the design as it is understd. Prject Recrd Dcumentatin shall be prvided in electrnic frmat in tw manners (except as nted belw). First, the dcuments shall be prvided in an Adbe Prtable Dcument Frmat (PDF), replicating the printed recrd derived directly frm the sftware r surce derived. If it is nt pssible t derive a PDF directly frm the editable versin, prvide a scanned cpy in PDF frmat.
