USARC G-/ IT Design Whitepaper, April ( ENCLOSURE ). This memrandum is t serve as updated guidance currently defined in Army Reserve IT Manual, Change, and the Army Reserve DPSR. The attached whitepaper has been prepared and apprved by USARC G-/ and prvides updates applicable t the design f Army Reserve Facilities.. The whitepaper represents recent lessns learned and frequent IT design issues and missins. This dcument will be incrprated int future updates f the Army Reserve IT Manual and DPSR and is intended t be utilized as interim requirements until thse updates ccur. This dcument is a bridging dcument that describes lessns learned and/r frequent r typical IT design issues. It will be peridically updated until the next majr revisin f the Army Reserve IT Manual is issued. It shuld als be nted that this dcument is nt cntractual in nature (unless already cvered by the current Statement f Wrk). IT Reference Dcuments It is the desire f USARC G-/ that the Telecmmunicatins Design and Cnstructin fr all MILCON prjects fllw nt nly basic industry standards, but are als fully cmpliant with the standards that the Army Reserve and ISEC have established. T meet that gal, USARC G-/ is requesting that, in additin t the industry standard telecmmunicatins references that are included in the Design Narrative, the fllwing IT Reference Dcument titles shuld be included in the Design Narrative in the Electrical and Telecmmunicatins sectins as required Reference Dcuments.. Army Reserve IT Manual. Technical Criteria fr the Installatin Infrmatin Infrastructure Architecture (IA). UFC --0 Als, all references t UFC -0- as it pertains t Telecmmunicatins must be remved frm the Design Narrative as that UFC is bslete fr all Army Reserve MILCON prjects (Per IA ALARACT Dated February 0).

3 IT Design Pitfalls USARC G-/, in ur review f hundreds f Telecmmunicatins Design packages, has identified tw design deficiencies that have ccurred n a majrity f the Telecmmunicatins Designs we ve reviewed. In rder t assist the Telecmmunicatins Designer in aviding these IT design pitfalls, a descriptin f the item and, as apprpriate a suggested methds f aviding the pitfall are listed belw; Pitfall: N RCDD stamp n the Certified Final Telecmmunicatins Design Package. Suggested Avidance Methd: IAW IA and the Army Reserve IT Manual, RCDD review, apprval, certificatin, and stamp f telecmmunicatins design befre issuing Certified Final is required. Pitfall: Vice and Data utlet terminatin serving areas are nt clearly defined n telecmmunicatins drawings. Suggested Avidance Methd: IAW IA, in buildings with the TER and TR r multiple TRs n the same flr, each telecmmunicatins flr plan sheet (i.e. T-XXX) shuld clearly indicate the TER/TR the vice and data utlets are t be terminated in. Fr example, a General Nte which states, All vice/data utlets n this sheet are t be terminated in TR ) culd be added t each applicable sheet. Pitfall: Water, Gas, and Mechanical pipes that dn t serve the EF, TER, and TR(s) are ften designed t pass thru r abve these spaces. Suggested Avidance Methd: IAW the Army Reserve IT Manual, this is nt allwed. T help avid this issue, G-/ suggests adding the fllwing General Nte t the Fire Safety, Plumbing, and Mechanical drawings general ntes pages: Equipment (piping, ductwrk, machinery, etc) that des nt serve the EF, TER, r TR(s) shall nt be installed abve r in these IT spaces nr will this equipment pass thrugh r enter the EF, TER, r TR(s). In additin t adding this nte, this is an imprtant item fr the Designer t be mindful f as the Fire Safety, Plumbing, and Mechanical designs are created. Pitfall: Mtrs, transfrmers, r ther electrical devices greater than KVA are lcated within f Categry hrizntal cabling and/r cpper backbne cabling. This can ften cause an EMI issue. EMI issues are very difficult t islate and ften expensive t repair. That is why the BISCI TDMM th Editin recmmends aviding all pssible EMI situatins. Suggested Avidance Methd: T avid the pssibility f EMI, add the fllwing General Nte t the Mechanical and Electrical drawings general ntes pages: Any mtr, transfrmer, r ther electrical device greater than KVA will have a minimum f a buffer frm any wall f the EF, TER, r TR(s). In additin t adding this nte, this is an imprtant item fr the Designer t be mindful f as the Mechanical and Electrical designs are created.

4 IT Design Changes and New IT Design Items In the transitin frm ne versin f the Army Reserve IT Manual t the next versin, there are always changes wrth making special mentin f. Als, in the ever changing wrld f IT, new IT Design methds and requirements ften cme t light. USARC G-/ wuld like t pint ut the fllwing changes, clarificatins, and new items; The required cable jacket and utlet jack clrs fr data utlets is nw blue. G-/ wuld als like t request this item be added as a General nte n the Telecmmunicatins general ntes sheet. T help avid any cnfusin, we wuld als like t request that a General nte be added t indicate that white is the required cable jacket and utlet jack clrs fr vice utlets. The required size and specificatins fr IT wall-munted cabinets have changed. The new requirement is that the cabinet be W, H, and D ( RU high), lckable, with luvers and fan. G-/ wuld like t request that a KeyNte be added t the design t indicate this requirement when IT cabinets are used in the design (i.e. SIPRNet Café). Cpper and fiber patch cables are nw GFGI items and d nt need t be included in the telecmmunicatins Design Narrative r the Telecmmunicatins design. Wireless Access Pint Outlet infrastructure is nw required t be included in the Telecmmunicatins Design. Hwever, as this new IT Design item is intrduced int the Army Reserve, USARC G-/ is nly requiring it fr the fllwing areas; Training Building Classrms Assembly Hall Cnference Rms Library Learning Center OMS Wrkbay Guidance n wireless access pint utlet placement fr these specific areas can be fund in the Army Reserve IT Manual w/change Sectin... Electrical Outlet requirements fr the EF, TER, and TR(s) have been significantly revised. The changes are as fllws; Entrance Facility New requirements call fr tw dedicated V/ Amp Clean Pwer circuits with ne NEMA L- and ne duble duplex NEMA - receptacle. These receptacles will be installed n the plywd backbard at AFF near the Service Prvider Cnduits. Standard cnvenience receptacles are still required. TER and all TR(s) - New requirements call fr ne dedicated V/ Amp Clean Pwer circuit with ne duble duplex NEMA - receptacle fr each inch (0 mm) rack r cabinet in the TER and all TR(s). This receptacle shall be installed AFF n the rear f the rack.

5 HVAC requirements fr the TER and TR(s) have als been revised. The fllwing is prvided as additinal guidance t help the HVAC Designer meet the requirements as listed in the Army Reserve IT Manual and IA; Fr heat lad calculatins use the heat dissipatin infrmatin frm the actual equipment t be installed in each rack. This infrmatin shuld be crdinated with the USARC G/ representative fr the prject. If it is determined this infrmatin is nt available then 0 Watts per IT rack shuld be used as a default value. Helpful Diagrams The fllwing pages cntain diagrams f the Typical IT Rack Design fr the TER, TR(s), and the OMS TR. There is als a Typical Army Reserve IT Backbne Cabling Diagram. These diagrams are designed t assist the Telecmmunicatins Designer in their design f the Rack Elevatin drawings, Telecmmunicatins Site Plan, and Backbne Riser (One-Line) diagram.
