1 MINIMUM ACCEPTABLE PLAN SUBMITTALS M.A.P.S. INFORMATION GUIDELINE 7 January 2017 CITY OF ESCONDIDO BUILDING DIVISION 201 N. BROADWAY, ESCONDIDO, CA (760) This guideline is intended t assist ur custmers in preparing fr plan submittal. The items listed must be included befre yur submittal can be accepted by the Building Divisin. This is t ensure a mre timely and cmplete plan check fr yur prject. T prevent cstly and time-cnsuming plan changes, prjects which require ther apprvals such as Grading Plans, Cnditinal Use Permits, Plt Plan Review, Design Review, etc., shuld initiate thse review prcesses first and, at a minimum, btain preliminary apprval prir t submitting plans t the Building Divisin fr Building Permits. Plans may nt be accepted withut these preliminary apprvals. Prir t yur plan submittal t the Building Divisin, an Engineering Pre-Building Submittal Check-Off sheet must be cmpleted and signed by the Engineering Staff and returned t the Building Cunter. See page 12 fr the required frm. Specific Cnditins f Apprval affecting building plans need t be incrprated int thse plans prir t applicatin fr building permit. These ther apprvals will require that the applicant make separate submittals t ther City departments. Engineering (760) Parcel Maps, subdivisins, grading plans/permits, public imprvements, etc. Planning (760) Zning, Plt Plan Review, Cnditinal Use Permits, Design Review, etc. One exceptin is Plt Plans fr single-family dwellings (nt requiring Grading Permits). These will be reviewed after submitting plans t the Building Divisin. Depending n the type f prject, ther apprvals such as Fire, Utilities, Cunty Health, Cunty Hazmat, Air Pllutin Cntrl, etc., may be required. 3 PERMIT APPLICATION All prjects must have a separate permit applicatin fr each building r structure (including retaining walls, undergrund tanks, signs, etc.) Califrnia law requires that every permit applicant supply specific infrmatin and make certain declaratins regarding the prpsed wrk. The wner, licensed cntractr, r their authrized agent can fill ut the applicatin. Plan check fees are payable at the time f submittal. IMPORTANT: An wner/builder verificatin frm is required fr all wner/ builder prjects. This frm will be given t yu by Building Divisin staff. ARCHITECT/ENGINEER Unlicensed persns are limited t the design f: Single-family dwellings (tw-stry maximum) f cnventinal wdframe cnstructin. Multifamily residential (up t fur dwelling units and tw stries maximum) f cnventinal wd-frame cnstructin. Maximum fur units per lt. Nnstructural strefrnts/interir alteratins, fixtures, cabinetwrk, furniture, appliances, r equipment which d nt affect the safety f the building r its ccupants. All plans must be signed upn submittal. Per State law, all licensed individuals must als stamp all submittal dcuments. If the dcuments d nt cntain a prper stamp, a Statement f Licensure is required. It must be signed and state that the persn wh has prepared the plans and specificatins is licensed in this state t prepare plans and specificatins. PLANS Three cmplete, identical sets f plans and a 4 th PLOT PLAN must be submitted fr Plan Check. Fur sets f plans are required if Industrial Waste review is needed. All plans must include the items listed in this guideline which apply t yur prject. In general, plans must cnfrm t the fllwing: Be legible and fully dimensined. Must be drawn t scale, English Standard. Must clearly indicate new cnstructin vs. existing cnstructin. Be f a unifrm size n smaller than 18"x24". Reverse plans are nt acceptable 1. Thirty inch (30") maximum rlled length preferred. 1 Plans must be right-reading. If a reversed plan is intended, include the Flr, Fundatin and Framing Plans right-reading fr the reversed plan. Since the City maintains micrfilm cpies f certain plans nce the prject is cmpleted, we als request the fllwing: N clred ink shuld be used n the drawings. 4 Pencil drawings r ntatins are nt acceptable. TITLE SHEET Fr smaller prjects, the data fund n the title sheet may be incrprated int the Plt Plan r Site Plan. The title sheet cntains the fllwing infrmatin: Site address, AP # Respnsible parties (Owner, Architect, etc.) Table f Cntents Schedules f material indicatins, ntatins, symbls, abbreviatins Prject data Building use, area, and height Occupancy Grup Separated and Nn-separated uses Fire Areas, Fire Barriers; Fire walls, Fire Separatin distance Occupant lad Type f cnstructin Allwable Area analysis List f all current cde editins If existing buildings are t be demlished, a summary f thse building uses and areas shuld be prvided. If nt included with the structural plans, a summary f special inspectin requirements per the Califrnia Building Cde and the Sils Reprt must be shwn here. If nt included in the Plt Plan, a Vicinity Map must be shwn. As a result in changes in State law, the fllwing statement must be included n the plans fr A, B, S, F, M, I, R and U ccupancies: "All wrk shall cmply with the 2016 CBC, CPC, CMC, CEC, and Cal Green Cde as adpted and amended by the State f Califrnia in Title 24, CCR." PLOT PLAN The Plt Plan shws the general layut f the lt. It must shw: Prperty lines, dimensin and the size f the lt; Nrth arrw. Adjacent street(s) with center-line, and easements. Lcatin f existing and prpsed buildings and structures, parking, and landscaping areas. All items are t be cmpletely dimensined with distances t prperty lines and between structures shwn n all sides. All architectural prjectins; stairs, balcnies, cvered walks. Lcatin f all utility lines, sewer cnnectin, and meters. Additinally, include items belw, under Grading Plan. GRADING PLAN Grading plans fr large-scale develpments shuld nt be submitted with yur building plans. Smaller-scale, individual lt prjects shuld submit cpies f the grading plan. In all cases, elements f the grading plan shuld be shwn n the Plt Plan as listed belw. ELEVATIONS This is a drawing r view f each exterir wall which shws: Drs, windws, and ther penings. Type f rf cvering. Exterir finishes. Vertical and hrizntal dimensins. Wall bracing, shear panels. New and existing grades. Dimensins f eaves prjectins. Screening f rf-munted equipment and (attic) vents. CROSS SECTIONS These are sectins cut thrugh the building r structure t shw: Structural arrangement and material. Interir and exterir finishes. Size, spacing, and type f materials used. Insulatin type and lcatin. Crss references n cnnectin details. Screening f rf equipment. ROOF PLAN Shw the fllwing: Rf pitch and drainage. Lcatin f and access t equipment. 6 DETAILS Sufficient details t clearly shw: Windws and drs (jambs, heads, sills). Flr changes. Threshlds at drs. Fireplace. Stairs, handrails, guardrails. Disabled access cmpliance. Flashing, exterir and interir materials. STRUCTURAL PLANS & DETAILS As necessary, shw the fllwing: Flr and rf framing plans Exterir wall and bearing wall crss sectins and details Clumns, beams, girders size, lcatin, material, and cnnectins Structural material specificatins Shear panel sizes and lcatins Shear transfer details In additin, structural plans must cnfrm t A.I.S.C. standards. Psttensined plans must "stand-n-their - wn" as the fundatin plan fr the prject. TRUSS DRAWINGS Submit the fllwing: Rf framing plan with Truss ID N. Detail f all truss splices, cnnectins, and plate sizes Shw all trusses, gable bracing, and bridging Review by individual respnsible fr design OR Prvide single-line truss diagram with all vertical and lateral lads including bearing pints shwn with references t framing plan. If the secnd item is submitted, truss drawings must be submitted fr apprval prir t rf-nailing inspectin. SPECIAL INSPECTION/ STRUCTURAL OBSERVATION All special inspectin and structural bservatin requirements must be clearly shwn n the plans and meet the intent f Sectin 1704 f the Califrnia Building Cde. The plans must cntain a listing f the wrk requiring special inspectin and prvide the fllwing infrmatin. The type f inspectins required (i.e., cncrete, high-strength blting, shtcrete, etc.) A descriptin f the wrk requiring special inspectin The lcatin n r in the building r structure f the wrk requiring special inspectin The sheet numbers f plans and page numbers f specificatins where infrmatin required t perfrm thse inspectins may be fund Allwable design stresses f cnstructin materials and ther pertinent infrmatin needed t inspect the wrk and sample the materials specified Where peridic inspectin f the wrk is intended, an utline f the peridic inspectin requirements shall be prvided in the prject plans and specificatins. 7 SPECIAL INSPECTION/ STRUC- TURAL OBSERVATION (cnt.) When a fundatin investigatin (sil investigatin) has been perfrmed, the inspectins and reprts required by this investigatin shall be included in the listing. The fllwing ntes must als be shwn n the special inspectin listing. "The cnstructin inspectins listed are in additin t the called inspectins required by Sectin 110 f the Califrnia Building Cde. Special inspectin is nt a substitute fr inspectin by a City inspectr. All wrk requiring special inspectin which is installed r cvered withut the apprval f the City inspectr is subject t remval." "Cntinuus inspectin is required during the perfrmance f the wrk unless therwise specified n the apprved plans." "Special inspectrs must be apprved by the City f Escndid prir t perfrming the types f inspectin specified." "It is the respnsibility f the cntractr t infrm the special inspectr r inspectin agency at least ne wrking day prir t perfrming any wrk that requires special inspectin." SOIL INVESTIGATION REPORT Required fr structures supprted n fill (i.e., ther than natural sil). May be required fr structures n natural grund. Must cmply with Chapter 18, Califrnia Building Cde. STRUCTURAL CALCULATIONS Required fr buildings r prtins f buildings nt cmplying with cnventinal cnstructin prvisins. Must have the signature and stamp f the Architect r Engineer wh perfrmed the calculatins with the license expiratin date indicated. Signature and stamp must be n the first page. FIRE-RESISTIVE CONSTRUCTION Plans fr buildings f fire-resistive cnstructin must clearly detail hw the fireresistive integrity will be maintained where penetratins are made fr electrical, mechanical, plumbing, and cmmunicatin cnduits, pipes, and similar systems. In additin, the fllwing must be shwn n the plans: Details and Apprval Listing Numbers fr all fire-rated assemblies Sectins and details f fire-rated crridrs. Lcate and label: All fire-rated walls, flrs, and ceilings. All prtected penings Rated crridrs Occupancy separatins Fire separatin walls IGNITION-RESISTANT CONST. Required in High and Very-High Fire Hazard Severity Znes. Special Enhanced Cnstructin Methds as prescribed by the Fire Preventin Divisin. Guideline 7.dc Page 7 f 12

8 ELECTRICAL PLANS Fr residential services f 200 amps r less, a plan shwing the size, lcatin, and AIC rating f the service equipment is required. A circuit card (available at ur cunter) is required prir t framing inspectin. All cmmercial/industrial prjects regardless f size and residential prjects ver 200 amps require cmplete electrical plans as indicated in the fllwing. In additin, plans must shw cmpliance with Title 24 energy requirements. SINGLE-LINE DIAGRAM Shw cnduit and wire sizes. Specify aluminum r cpper cnductrs and insulatin type. Shw serving vltage, amperage, and shrt circuit current available frm utility. Shw service grunding methd, grund wire size, and cld water bnd. Shw sizes f fuses and/r circuit breakers and ampere interrupting capacities (AIC) f equipment. Shw main service arrangement with details n wrk space, access, and cnnectin t utility transfrmer. ELECTRICAL LOAD CALCULA- TIONS/PANEL SCHEDULES Shw electrical lad calculatins t justify the size and type f equipment and cnductrs t be installed. Shw panel-rated capacity, AIC rating, vltage, main lugs nly r with main prtectin; and panel lcatins. Shw ttal lad and per-phase lad in watts and amperes. LIGHTING PLANS Shw utdr lighting plan. Must cnfrm t Article 1072 f the Escndid Zning Cde, and Califrnia Energy Cde. Shw interir and exterir lighting plan. Shw layut f lighting fixtures, wiring, and switching. Identify luminaire type and wattage. Shw cmpliance with Title 24 energy regulatins. PLUMBING/MECHANICAL PLANS Separate plans are nt required fr single-family dwellings/duplexes if the fllwing is shwn n the plans: Type and lcatin f each plumbing fixture. Size, type, and lcatin f each air cnditining r heating unit. (Attic and under-flr units must als shw the specific cde requirements.) 10 HAZARDOUS MATERIAL QUESTIONNAIRE State law requires that this questinnaire be cmpleted fr all nnresidential prjects fr plan check submittal. If applicable, Cunty Health and APCD apprvals may be required prir t permit issuance and building ccupancy. See the fllwing link, media/pdfs/building/hazardusmaterials Questinnaire.pdf Title 24 Energy Regulatins Plans and specificatins must shw cmpliance with the State f Califrnia Energy Regulatins and the apprpriate dcumentatin, frms, and calculatins must be submitted. TITLE 24 - DISABLED ACCESS REGULATIONS Plans fr multifamily residential and cmmercial/industrial prjects must shw cmpliance with State f Califrnia Disabled Access Regulatins. EXIT ANALYSIS Fr mre cmplex prjects, an exit analysis may be required. It shuld shw flr areas, ccupant lads, exit paths, widths, etc. PEDESTRIAN PROTECTION If required per Chapter 33, Sectin 3306 f the Califrnia Building Cde, all pedestrian prtectin requirements must be clearly detailed n yur plans. ACOUSTIC ANALYSIS REPORT If required during Planning Divisin review and if mitigatin measures cnsist f site imprvements r mdificatins t buildings, these must be shwn n the plans. NOISE ORDINANCE All prjects must cmply with Escndid Municipal Cde Chapter 17, ARTICLE XII, NOISE ABATEMENT AND CON- TROL. EQUIPMENT SCREENING If required during Planning Divisin review, the plans must clearly shw the screening methds utilized fr rftp and exterir equipment. WATER CONSERVATION All plans must shw cnfrmance t the fllwing Califrnia Plumbing Cde amendment: Chapter 4 Water Cnservatin Requirements (a) The prvisins in this sectin are intended t supplement the plumbing fixture requirements f the Califrnia Energy Cmmissin and the State f Califrnia Department f Husing and Cmmunity Develpment. (b) All new and replacement plumbing fixtures installed in any building shall cnfrm t the fllwing flw rates: (1) Water clsets shall use n mre than 1.28 gallns per flush. (2) Urinals shall use n mre than ne half galln per flush. (3) Shwerheads shall have a maximum flw rate f 2.0 gallns per minute. Guideline 7.dc Page 10 f 12

11 (4) Lavatry faucets shall have a maximum flw rate f 1.2 gallns per minute. (c) Shwer and lavatry installatins within nnresidential ccupancies shall be equipped with self-clsing valves, except where necessary t prtect the public health and safety. GREASE TRAPS/INDUSTRIAL INTERCEPTORS Restaurants, ther fd service establishments, and certain industrial uses must install interceptrs. See ur Infrmatin Directry fr additinal details. BACKFLOW PROTECTION Plans must shw cmpliance with the Califrnia Plumbing Cde and Escndid Municipal Cde Chapter 31, Article IV, fr backflw prtectin. OUTDOOR LIGHTING Plans must shw cmpliance with Title 24 Energy Regulatins and Escndid Zning Cde Sectin fr utdr lighting. Guideline 7.dc Page 11 f 12
