19 Thresholds for Impacts 19 Applied to the AM, MD and PM Peak Hours: If the intersection is projected to operate at LOS E in the build scenario and the increase in delay is 5 seconds or more. If the intersection is projected to operate at LOS F in the build scenario and the increase in delay is 2 seconds or more. If the intersection is projected to operate at LOS D or better under the No Build Alternative and degrades to LOS E or F under the build scenario.

30 I-710 Congestion Relief Program 30 Additional Criteria: Eligible projects/improvements must be consistent with the funding guidelines and requirements established by Metro under Measure R and Measure M. Any proposed improvements should account for the safe movement of bicycles and pedestrians (i.e., be consistent with Complete Streets principles.) Arterial or street widenings that would involve added through lanes beyond spot-widening at intersections are not eligible.
