19 Minimum 7 Step TIS Guidelines: Ordinance 7650/ Code Chpt. 16, Article 29/Chpt. 20, Article 9 STEP 1: Identify the Specific Development Plan and Land Uses: Existing development on site, Cross reference approved plans for the site, Identify Land use types, Identify Intensities, Arrangement of buildings, Parking and access, Any property abutting the proposed development site, Any property across public streets.

List includes, but is not limited to: ultimate arterial, collector street, Network in the vicinity of the site, first arterial or collector street in each direction around the site under study.

24 Minimum 7 Step TIS Guidelines: Ordinance 7650/ Code Chpt. 16, Article 29/Chpt. 20, Article 9 STEP 6: Compare proposed access with AASHTO established design criteria: Driveway spacing, Alignment with other streets and driveways, City driveway standards, Minimum sight distances. Assess the feasibility of access connections to abutting properties, Include shared access with the public street system.
25 Minimum 7 Step TIS Guidelines: Ordinance 7650/ Code Chpt. 16, Article 29/Chpt. 20, Article 9 STEP 7: Estimate the number of trips generated by existing and proposed Development (Trip Generationpublished by the Institute of Transportation Engineers): Calculate on the site for a typical weekday and weekday peak hours, Local trip generation characteristics may be used if deemed to be properly collected and consistent with the subject development application, (Public Works Director shall make such determination), Calculate the net difference in trips between existing and proposed uses, Estimate the number of trips that would be generated by the approved land uses: If the development application is proposing a land use DIFFERENT THAN indicated in Horizon 2020 and Transportation 2040, Estimate the number of trips that would be generated by the land use indicated in Horizon 2020 or Transportation 2040.
26 Minimum 7 Step TIS Guidelines: Ordinance 7650/ Code Chpt. 16, Article 29/Chpt. 20, Article 9 Trigger to Full Study or Further Needs: TIS Required when development generates 100 or more trips in a peak hour: The study area may tend to be confined to the street or streets on which access is proposed but should be extended to at least the first major intersection in each direction. Development or Site Plan Generates 500 or More Trips in a Peak Hour. A transportation impact study will be required. The study area may extend beyond the streets onto which access is proposed. Expansion of the study area, As directed by City Engineer if pertinent transportation information necessary to provide a comprehensive Impact Study.
