Peachland Study Welcome Public Open House Preliminary Review of Alternate & Existing Route Options Peachland Study
Open House Purpose & Objectives 1. Present possible options for meeting the current and future needs of using both alternate and existing routes 2. Obtain your input on issues, opportunities, and concerns to be considered for the alternate and existing route options Peachland Study
Study Overview & Outcomes The Peachland Study is examining: Current conditions for the corridor through Peachland Future needs for transportation through Peachland Solutions that can be implemented to help meet future needs The study will result in the identification of preliminary options within two scenarios: One preferred option using the existing route One preferred option using an alternate route The study will not choose between these scenarios; that choice will be made by the Ministry in the future. Peachland Study
Where We Are in the Process The study team has assessed the current and future performance of the existing highway. They have also identified possible options to improve movement along the highway using both the existing route and an alternate route. The next step is to examine the different options and gather input on the issues, concerns, and opportunities associated with each. 5 Recap of Current and Future Conditions Assessment (2016) Peachland s Unique Travel Patterns A large of portion of Peachland s population is retired, creating unique travel patterns compared to other areas in the Central Okanagan. in Peachland is vital for long-distance and local connections Peachland hosts high volumes of visiting traffic Trips from Peachland - AM Peak Hour Remain in Peachland 29% South on Hwy 97 2% West on Hwy 97C < 1% One-third of the traffic that starts in Peachland stays in Peachland Risk taking may increase at intersections as wait times grow From Hwy 97 North of Hwy 97C 10,710 vehicles/day Total Collisions on Hwy 97 Between Greata Ranch Rd. and Hwy 97C North on Hwy 97 69% To Hwy 97C 810 veh/day (11%) Trips from Peachland - PM Peak Hour South on Hwy 97 2% West on Hwy 97C < 1% Remain in Peachland 37% From Hwy 97 South of Peachland 7,500 vehicles/day North on Hwy 97 61% August 2014 (24 hrs/day, two weeks) Daily Traffic Entering Peachland on Peachland Study
Recap of Current and Future Conditions Assessment (2016) Looking to the Future - Population Peachland s population growth has not kept pace with the Regional District of Central Okanagan or BC. With a current population of approximately 5,200, Peachland has a theoretical build-out potential of 27,000 or more. However, past trends suggest a population of 7,700 by For the purposes of this study, the options to be developed will be based on a 2040 population of 7,700 with sensitivity analysis considering a range of up to 13,000. Key areas of growth in Peachland*: HWY 97C A: Ponderosa/Pincushion +2,100 D B: New Monaco: +2,800 (proposed) B C: Upper/Lower Princeton Ave: +700 (proposed) Annual Population Growth (%) A E D: Tabletop Mountain Resort: 2.0 District of Peachland HWY unit hotel, 20 cottages E: Downtown: +800 (new and infill) C 0.0 Percentage BC RDCO Peachland * Estimated residential unit growth Peachland Study
Recap of Current and Future Conditions Assessment (2016) Looking to the Future - Traffic Travel times and congestion are expected to increase gradually but noticeably in the future. Traffic growth has been slow, but trips through Peachland in 25 years may increase up to 3 minutes Crossing and turning onto the highway will become more challenging HWY 97C +1.5 min (AM peak) +3 min (PM peak) Estimated Travel Time Changes Peachland HWY 97 North of Hwy 97C to South of Peachland AM PM min 9.5 min min 12.5 min Change +1.5 min +3 min +1 min (AM peak) +2 min (PM peak) Okanagan Lake Peachland HWY 97 Hardy Street HWY 97C Renfrew Road Clements Crescent Ponderosa Drive/13th Street Princeton Avenue Buchanan Road (East)/Huston Road Buchanan Road (West) Trepanier Bench Road Chidley Road/Todd Road Seclusion Bay Road Drought Road Okanagan Lake Greater than 50 seconds seconds Less than 35 seconds AM and PM Peak Hour Volumes AM PM (99) AM PM (99) 481 (715) 735 (1095) 750 (1080) 517 (756) 630 (1052) 972 (1489) 937 (1410) 721 (964) 545 (1026) 895 (1468) 1067 (1491) 815 (996) South of Peachland to North of Hwy 97C AM PM min 9.5 min min 11.5 min Change +1 min +2 min 2015 Actual and 2040 Forecast Peak Hour Volumes, through Peachland Peachland Study
Public Input Public input has been gathered through a public open house in June 2016, feedback forms, s and letters from the public. The study team also meets with: The District of Peachland Local First Nations Peachland Council Technical Advisory Group Community Liaison Committee The Importance of Public and Stakeholder Input Public and stakeholder input is critical to understanding the opportunities, issues, and concerns of the Peachland community. The study team has benefited from meetings with Peachland Council, a Community Liaison Committee reflecting a cross section of interests, and a Technical Advisory Group. This input will help the Ministry make informed decisions about how to best meet transportation needs now and in the future. Peachland Study
Public Input Considerations The public has identified several considerations for the project team to keep in mind. These include: Safety Concerns: Reducing the speed of vehicles travelling through the community Mitigating the risk of accidents at intersections Providing space for pedestrians and cyclists Providing options that allow people of all ages and abilities to travel safely Considering the need for emergency routes Community Impacts: The community s small town atmosphere Property values Private property ownership (e.g. land acquisition) The vibrancy of local business and tourism The quality of life in the community (e.g. additional noise and pollution, additional traffic etc.) Traffic Congestion: The way vehicles get on and off the highway Traffic flow at key intersections Access to neighbourhoods and community destinations Peachland Study
Alternate Route Options Option One Characteristics: Takes advantage of the valley west of McCall Lakes Furthest from populated areas and generally not visible Maximum 6% grade for most of the route Intersects C approximately 8.5 km west of the /97C junction Distance: 12.6 km Max. elevation: 690 m Option Two Characteristics: Follows a route over Pincushion Mountain, to the west of the peak Longest and highest of the options, with significant cuts at the top required At maximum 6% grade for approximately the same distance as Option 1; remainder is relatively flat Intersects C at the same point as Option 1 Distance: 15 km Max. elevation: 863 m Distance: 13.4 km Max. elevation: 746 m Option Three Characteristics: Follows approximately the same route as developed by the Task Force Stays well above most populated areas along the west and north sides of Pincushion Mountain At maximum 6% grade for approximately half the length Intersects C at approximately Trepanier Road, 6 km west of the /97C junction Distance: 13.4 km Max. elevation: 858 m Distance: 10.3 km Max. elevation: 605 m Option 4 Characteristics: Follows the base of Pincushion Mountain Comes within 100m of existing development at the top of Ponderosa Drive Northern portion is generally flat, with a maximum 6% grade at the south end Intersects C at approximately Trepanier Road Option 5 Characteristics: Most of the alignment is the same as Option 4, except the southern 4 km, which follows a shorter, more direct route The southern portion passes through areas of existing development, particularly as it crosses Princeton Avenue below Vernon Avenue Flattest and shortest of all options, with least amount of rock cut required Peachland Study
Alternate Route Options Potential Considerations for Future Investigation The alternate route options have been reviewed with the Technical Advisory Group and the Community Liaison Committee and these groups have brought to our attention a number of potential considerations for further investigation, as marked verbatim on this map.
