1 INDIAN INSTITUTE OF ASTROPHYSICS (IIA) KORAMANGALA, BANGALORE Request for Prequalification of contractors for Construction of TMT-Optics Fabrication Facility at CREST campus, IIA, Hosakote, Bangalore Prequalification Tender Notice No.: 04/IIA/CIVIL/TMT/PQ/ Dated 11/09/ PRE-QUALIFICATION NOTICE The Director, Indian Institute of Astrophysics (IIA) invites proposals from qualified and reputed contracting firms who have executed works of similar nature. This proposed work is to construct and commission the proposed building for Optics Fabrication Facility at IIA s CREST campus, Hosakote, Bangalore, that will be used for fabrication of the mirror segments for Thirty Meter Telescope (TMT) project. 1.1 Firms must be a reputed and experienced firm (consortiums will not be allowed to bid) 1.2 firms are expected to make their own assessment and satisfy themselves fully with all aspects of the project needs, site conditions, local environment, functional and statutory requirements for development of the various components of such facility and accordingly make proposals. 1.3 Firms are required to submit their proposals strictly according to the terms and conditions and in the form and manner as specified in the Prequalification document. 1.4 Date of publishing of Prequalification document : 11 th September Date of submission of Prequalification document : 5 th October 2015 by 3:00 pm 1.6 Place of submission: The document shall be addressed to The Director, IIA, 2 nd Block, Kormangala, Bangalore , KARNATAKA superscribing the name of the work on the envelop. The document received after the due date & time specified above for submission of the document will not be accepted and summarily rejected. The documents may be submitted in person or sent by post/courier.the Institute is not responsible for delay in receiving the documents for the reason whatsoever. The prequalification document shall be downloaded from the IIA website No hard copies will be issued by IIA. 2.0 PURPOSE The attached Request for Proposal is for selection of a total Engineering Contracting Firm to provide Civil, Mechanical, Electrical, HVAC, Clean room works, Security and surveillance, Data & voice, Plumbing & piping work and all allied services including procurement, erection and commissioning of TMT-Optics Fabrication Facility at CREST Campus of IIA, Hosakote, Bangalore. 3.0 BACKGROUND IIA is a premier institute devoted to research in astronomy, astrophysics and related physics. The main campus of the IIA is in Koramangala, Bangalore, and the Hosakote campus, near Bangalore houses the Centre for Research and Education in Science and Technology (CREST). Situated 35 km to the northeast of Bangalore, about 5 km off the Old Madras Road near Hosakote town, is the 40-acre campus of I I A / T M T / P r e q u a l i f i c a t i o n d o c u m e n t Page 1

2 the Centre for Research and Education in Science and Technology (CREST), operated by IIA, Bangalore. The campus houses the control room for the remote operations of the 2m Himalayan Chandra Telescope (HCT) at the Indian Astronomical Observatory, Hanle, and the M.G.K. Menon Laboratory for Space Sciences, for integration and calibration of space payloads. 3.1 Background about the project The TMT project, partnered by the California Institute of Technology, Universities of California, Canada, Japan, China and India proposes to build a 30m diameter optical infra-red telescope at Mauna Kea in Hawaii, USA. The India-TMT group includes the Indian Institute of Astrophysics (IIA, Nodal institute), Bangalore, the Inter-University Centre for Astronomy and Astrophysics (IUCAA), Pune and the Aryabhatta Research Institute for Observational Sciences, (ARIES), Nainital. The activities of India-TMT are coordinated by the India-TMT Coordination Centre (ITCC) that is hosted at IIA. As part of India's contribution to the TMT project, ITCC, in consultation with the TMT Board, intends to deliver a set of mirror segments for the primary mirror. Towards realization of this task, IIA intends to set up an TMT-Optics Fabrication Facility at its CREST campus, Hosakote. 4.0 SITE INFORMATION IIA already has buildings in the CREST campus that are utilised for all its current activities. India-TMT, through IIA, has undertaken the major work of delivering a set of the mirror segments for the primary mirror of the TMT, for which necessary infrastructure needs to be provided. Hence, it is proposed to construct an framed RCC structure for TMT-Optics Fabrication Facility at CREST campus IIA. Refer to the attached drawings for more information. 4.1 SITE VISIT: Intended firms may visit the site and get acquainted with the project site, infrastructure, surrounding landscape etc., before submitting pre qualification document. Ramaswamy by mail.: mramaswamy@iiap.res.in and phone PROJECT INFORMATION: 5.1- Building Details and requirements: The building is connected by existing roads on three sides. The land profile is a gradual slope with a profile variation of m for part of land concerned with the project. The building is placed within the demarcated area such that there are no trees obstructing the proposed construction. The firm need to make their own arrangement for water and the electricity will be provided on payment as per actual. 3 A- Admin Block The admin block is Gr+2 storeyed RCC building with a floor height of 3.25m. This area will have entrance foyer, staircase, lift, toilets, washrooms, changing rooms, office spaces, cubicles, glass partition walls, structural glazing. The terrace will have lift (machine room less) and water tank Area = Ground floor First Floor Second Floor =350 sqm =308 sqm =308 sqm B- Fabrication area /Process area The fabrication area is an RCC building with the roof height of mts with intermediate walkable false ceiling at 7.0 mts and also terrace floor to house HVAC equipments The total area of the fabrication area is 2216 Sqmts (The areas are approximate and subject to change as per final design and layout) Height of the slab from plinth level is 9m. This area will consist of a semi clean- and clean room of class 1,00,000. The clean rooms will be of aluminium honeycomb panel walls of height 7 m and walk-able false ceiling. The flooring is expected to be industrial floor and some cleanroom areas will be finished with selflevelling epoxy finish. This area will house 5 numbers of EOT of different capacities along with gantry girders. The entire panelled wall will have preconcealed electrical conduits and accessories as per detailed drawings. Doors and windows will be UPVC and HMPS (cleanroom doors), fire doors, rolling shutters, rapid closing and opening PVC doors. This facility will house number of large and small sensitive to highly sensitive machines which will be installed on machine foundations with vibration isolation pads or foundations designed for seismic isolations. Detailed specifications for finishes, electrical, HVAC, data, voice, fire and security system, ETP, STP will be given in the tender document which will be issued to the prequalified firms. 5.2 Proposed Cost of project : Rs 21,50,00,000/- ( Rupees twenty one crores fifty lakhs only) 6. SCOPE OF WORK Providing, fixing, placing, fabricating, supplying, installing, testing and commissioning all items listed as per Bill of quantities and specifications given in tender document. The scope consists of executing all the works including civil, structural, plumbing, drainage, clean room panelling, MEP (Mechanical/electrical/piping), HVAC (Heating, Ventilation and Air-conditioning), land development, Rainwater harvesting, Effluent treatment plant, and all the other work required to complete the building in all respects. The detailed scope of work will be provided in the tender document. The Selected firms shall undertake activities of preparation of shop drawings, fabrication drawings for steel structures, clean room panels, coordination and detail drawings, Air-conditioning ducting design and layouts, cable routing layout, cable tray layouts, bar bending schedules, and drawings for all items including supply and execution will be as per tender document. All works shall be executed in line with the CPWD (Central Public Works Department) rules & regulations and Bureau of Indian Standards code of Practice (BIS). 4 7. Pre-Qualification Criteria: For the proposed TMT-Optics Fabrication Facility, it is intended to pre-qualify the contracting firms having the essentials capabilities. Firms should fill all the annexure A, B and C in all respect. The evaluation and selection will be done based on the details provided in the annexures. 7.1 Eligibility :Eligible should have successfully and satisfactorily completed at least one similar job of value not less than 19,00,00,000/- each or two similar jobs of value not less than 16,00,00,000/- each or three similar jobs of value not less than 13,00,00,000/-each. 7.2 Similar works: The who have executed the works as per 7.1 should have completed similar works like clean room laboratories, pharmaceutical plants, food processing plants, electronic manufacturing plants, automobile manufacturing plants, cold storages for food and beverages, hospitals with modular operation theatres, where in the contractor had undertaken all works including civil, clean room, HVAC, electrical, fire fighting and security systems etc. under single contract. 6 8. Qualification and selection 1 The Eligible firms satisfying the criteria as per Annexure A, B and C and who obtain minimum weightage for qualification shall be eligible for prequalification. The tender documents will be issued to only those firms who will be selected as prequalified. 2 Firms are instructed to give above information on separate sheets for each works printed in the same formats as given above. 3 IIA s representatives shall be free to contact the given reference in annexure A to get information about the performance and their experience with the firms. IIA shall reserve the right to disqualify the firms on the basis of their feedback. 4 IIA may visit at its discretion one or more projects listed in the annexures.
