2 RFQ-RFP : 15P40 PROJECT NAME: Campus Center East HVAC Unit Replacement CHANGES, ADDITIONS, DELETIONS, CLARIFICATIONS, CORRECTIONS AND CONTRACTOR QUESTIONS FOR CLARIFICATION & ANSWERS (FEBRUARY 26, 2015) The following changes, additions, deletions, clarifications, or corrections shall become part of the Proposal for Chaffey Community College District Campus Center East HVAC Unit Replacement at the Rancho Cucamonga Campus. All other terms, specifications, and conditions remain the same. Each proposer is responsible for transmitting this information to all affected subcontractors and suppliers prior to the receipt of proposals. Each proposer shall acknowledge receipt of this Addendum on their Proposal. Modifications are identified by clouds and the following: Deletions strikethrough Insertions/Substitutions italic-underlined. ITEM 1: CORRECTION TO SECTION VI. SUBMITTAL FORMAT AND CONTENT, PROJECT APPROACH Correction #1. Section VI. SUMITTAL FORMAT AND CONTENT, Project Approach: Strike ten (10) months and replace with forty five (45) days. f) Project Approach Describe in detail your approach and methods for carrying out the Scope of Work. 3 ITEM NO. 2: ADD THE CONTRACTORS QUESTIONS & ANSWERS RFC #15P40-1 Question: If you would kindly inform us as to whether we need to be prequalified for this project in order to bid as a Prime Contractor? Please see submittal evaluation crieteria. RFC # 15P40-2 Question: Is there any estimation for this job? Please see page 38 of 38 of the RFP/ RFQ RFC # 15P40-3 Question: I need to find out what the budget is for this project? Please see page 38 of 38 of the RFP/ RFQ RFC # 15P40-4 Question: Who is on the plan holders list? n/a RFC # 15P40-5 Question: I did not find the plans in the online link. Can you direct me to them? There aren t any drawings only a scope of work within the RFP/ RFQ RFC # 15P40-6 Question: What times can the removal/install of equipment (Lifts and rigging) take place? 4 RFC # 15P40-8 Question: Are the units currently operational, has there been an inspection to make sure the units qualify for the SCE Early Retirement Program? Yes, they are operational. Yes, they have been inspected and qualify for early retirement. RFC # 15P40-9 Question: Is there fire, life, safety system that needs to be removed and reinstalled and it is contractor/vendor specific? No, they are standalone package units. RFC # 15P40-10 Question: Is there an existing automation system that needs to be removed and reinstalled and is it contractor/vendor specific? RFC # 15P40-11 Question: Is there a specific roofing contractor and/or warranty on the existing roof? RFC # 15P40-12 Question: Assumptions that all permitting and inspections are handled through the District? Yes. RFC # 15P40-13 Question: Does this bid require a bid bond to be submitted with the bid proposal? RFC # 15P40-14 Question: Is the bidding contractor to draft a proposal using his own letterhead and submit it? Please refer to section VI. Submittal format and content in the RFQ/RFP. Please confirm that no point is deducted for government projects, including state universities, state colleges, school districts and/or city projects? Correct no point will be deducted for government projects, including state universities, state colleges, school districts and/ or city projects. RFC # 15P40-18 Question: Regarding Submittal Evaluation Criteria table, page 11 of 38, and with reference to Experience with Southern California Edison Early Retirements Program Projects? Contractor shall be familiar with the Southern California Edison Early Retirement Program. Contractor shall submit and fulfill any and all documentation related to Southern California Edison needed to qualify for the incentives/ rebates to the District associated with this project. RFC # 15P40-19 Question: Please clarify /confirm that a project for which owner received the Edison Early Retirement rebate through the bidder s subcontractor is considered by owner and it does meet this requirement? 6 RFC # 15P40-20 Question: Please advise if the criteria to obtain full 25 points is the number of projects the bidder has done or the number of HVAC units for which the bidder obtained rebate for the owner? Evaluation categories are weighted based experience with California Community College projects and SCE Early Retirement Program. RFC # 15P40-21 Question: Regarding Submittal Evaluation Criteria table, page 11 of 38, and with reference to Approach to Project for which maximum 10 points is allowed; Please advise what are the owner s expectations and what approaches would earn the bidder full 10 points? Approach should be based on best practices/ industry standards associated with HVAC unit replacement. RFC # 15P40-22 Question: Regarding Submittal Evaluation Criteria, page 11 of 38, please advise how many projects, at minimum, are required to earn full points? Five (5) RFC # 15P40-23 Question: Please clarify how the actual price of the bidder factored in along with the total point the bidder has obtained from page 11, to find the most value to the owner? The District to determine best value based on all criteria. RFC # 15P40-24 Question: Per scope of work on page 37 of 38, new curbs are to be installed. Please clarify if adopter curbs are also acceptable? If new curbs are to be installed (and not adopter curbs)? Most practical, new curbs. RFC # 15P40-25 Question: Please advise if any modification of structural support on the roof or under roof needs to be done to support the new units and hold-down Purposes? RFC # 15P40-27 Question: Please advise type of roofing and if the roof is under warranty, and if possible the roofing contractor who services the roof? The roofing type is PVC Thermoplastic. The Districts Maintenance and Operations staff services the roof. RFC # 15P40-28 Question: Please confirm that no air balance or duct cleaning is required? RFC # 15P40-29 Question: Please advise if there is any temporary air conditioning, heating or exhaust is required, during the performance of the project? Project to be scheduled to avoid need for temporary equipment. RFC # 15P40-30 Question: Please advise if there is any temporary air conditioning, heating or exhaust is required, during the performance of the project? Project to be scheduled to avoid need for temporary equipment. RFC # 15P40-31 Question: Please advise if all the three units can be removed simultaneously or there is any phasing? Yes removing all three can be completed simultaneously. RFC # 15P40-32 Question: Please advise if there is any fire alarm that needs to be reset upon the completion of the project. If the bidder needs to arrange and pay for the services, please advise which company needs to be contacted? District will reset panels if necessary. 8 RFC # 15P40-33 Question: Per scope of work new electrical disconnects need to provided. Please advise if the new disconnects need to be fusible disconnect? New disconnects shall be fusible.
