4 Message frm the Chair f the Cnseil de la culture In 1992, Laval surprised the municipal and cultural wrld by adpting a cultural plicy. Tday, backed by dynamics acquired thrugh reflectin, cllabrative effrts and actins in this area f activity, Laval was bliged t re-initiate its self-analysis and nce again questin its cultural future. Ville de Laval's Service de la vie cmmunautaire, de la culture et des cmmunicatins, guided by the Cnseil de la culture et les cmmissins cnsultatives des arts, du patrimine et de la biblithèque, reviewed the City's cmmitments. In light f the new issues n the hrizn, it has laid the grundwrk fr municipal invlvement in the cming years. In the prcess, representatives f sme 80 rganizatins and hundreds f artists n Laval's scene were cnsulted t cntribute their fd fr thught and make sure that all these reflectins were in keeping with their needs and expectatins. What emerged frm all these cllabrative effrts is a majr cmmitment in which the City is taking a stand n the very fundatins f its cultural actin. Within this cmmitment, Laval acknwledges the need t maintain its leading rle in cultural develpment, in a spirit f partnership with the artistic wrld, the Laval cmmunity and the ther bdies that are active bth in Laval and utside the City. Laval is reappinting the Cnseil de la culture t lk after the same respnsibilities as befre and is reviewing the cmpsitin f the advisry cmmittees which better adapted t ur city's present reality will assist the Cnseil in attaining the bjectives f this plicy. I encurage yu t discver the missin, values and majr rientatins f this new cultural plicy. I am cnvinced that n the fllwing pages, Laval stakehlders will find a visin f Laval that they knw well, and that they will adhere t the cmmitments that have been stated herein. As fr myself, I am cmmitted t defending cultural matters, in keeping with these cmmitments. 5 Cultural develpment in Laval The histry f Île Jésus began in 1636, when the territry gradually develped and when, alng the rads, the first buildings were cnstructed, bearing witness t the agricultural rientatin f the island. Hamlets and villages then emerged, representing as many fthlds in cmmunity and ecnmic life. A number f artists left their mark n this land abunding in creative pprtunities. With the deplyment f the parishes, it was thrugh religius art that renwned artisans wuld leave traces f their passage. Amng them was Luis Quévilln, master sculptr at the Atelier des Écres de Saint-Vincent-de-Paul, wh frmed a generatin f artisans wh devted their effrts t prducing sets f rnaments and furniture that later graced many churches in Québec. At the turn f the 20th century, imprvements t means f transprtatin, the establishment f religius institutins, the cuntry huse trend and the beauty f the island's waterfrnts cntributed tward the emergence f a number f small municipalities. With the passing years, these cuntry charms that Laval preserved, in certain respects, have been immrtalized in the wrks f such painters as Marc-Aurèle Frtin and Clarence Gagnn, and mre recently, by Luis-Paul Perrn, André L Archevêque, Arthur Côté, Umbert Bruni and many mre. The ppulatin grwth and the bm that marked the fllwing decades paved the way fr a new urbanity. In merging its 14 municipalities in 1965, Île Jésus' status was transfrmed frm a village t that f a city, which was named "Laval". Backed by such heritage, this third largest city in Québec has prmted the develpment and harmnizatin f arts and culture all ver its territry ever since. Ville de Laval / Revised n July 10 6

6 The expressin f Laval's cultural vitality Culture, in all its frms, has played a leading rle in Laval's effrts t express its vitality as a mdern city. In 1992, the municipality was regarded as a pineer, by adpting its wn cultural plicy. In making this strategic mve, Laval gave itself a missin t mbilize the City's Administratin in this field f activity. Like the Québec gvernment, with its cultural plicy, the City then recgnized that culture, alng with the ecnmy and the scial envirnment, frms part f the three basic elements f a sciety. The first editin f Laval's cultural plicy defined the majr issues that wuld make it pssible fr residents t recgnize themselves within a living envirnment whse rientatins wuld meet their needs and aspiratins in the arts, the library and heritage. Laval prvided itself with the means f attaining its cultural maturity, by: prmting culture that appeals t the cmmunity as a whle implementing and cnslidating many initiatives stemming frm the lcal milieu develping an increasingly diversified range f prgrams enhancing the value f sustained and beneficial partnerships with the varius bdies. Since then, Laval's cultural scene has enjyed cnsiderable grwth. Guided by the cultural cuncil (Cnseil de la culture) and advisry cmmittees n the arts, the library and heritage, the City has cnslidated its library netwrk and its netwrk f presentatin spaces and venues fr the arts all ver its territry. With the supprt f varius entities, the City has prmted accessibility and mre cultural practices that cver innvative spheres f activity, and particularly, the develpment f media arts, animatin and enhancement f natural envirnments, research int tangible aspects f yesteryear, the preservatin f testimnies frm the past and scientific interpretatin. 7 Our missin and ur values "T develp and affirm Laval's distinctiveness n the arts and culture scene and t recgnize each persn's cntributin in this regard" That is the missin statement f this plicy, which recgnizes that Laval's cultural vitality is based n the effrts f its leaders creatrs, artisans, prfessinals and residents wh wrk in this field and serve as genuine ambassadrs f Laval's identity. Certain majr values guide the municipality in its effrts: An affirmatin f pride in being a Laval resident, which is expressed thrugh a strng feeling f belnging t ne's neighburhd, ne's city and its histry. Laval believes that this cllective pride n the part f its residents cntributes tward the develpment f the cmmunity. A quality f life that depends n imprving the cultural envirnment. Laval believes that a rich cultural envirnment filled with variety prmtes the develpment f all family members in Laval. Ville de Laval's cncern fr apprpriately serving residents and their families, whether they are artists, stakehlders r participants. Laval believes it is respnding t their needs by bradening its scpe t embrace new artistic trends, giving Laval residents access t specialized venues and prmting a cultural life within the lcal cmmunity An pprtunity fr all residents t have access t culture, in all its frms. Laval believes in principles f cultural inclusin, which requires an verall, multi-sectr apprach encuraging the participatin f all grups f residents in Laval's cultural life. This apprach is in keeping with the municipal principles illustrated by the Ensemble à Laval ("Tgether in Laval") cncept. Sustainable develpment that takes int accunt the imprtance f culture. Laval believes that the recgnitin and viability f its wn culture represent essential factrs in develping the municipality frm a human, ecnmic, plitical and scial standpint. Jint actin is the driving frce behind this new plicy. While prmting the emergence f lcal dynamics, it ensures pling f thughts and the definitin f cllective cultural issues. T achieve this bjective and ensure the develpment f all cultural fields, Laval is cmmitted t maintaining the allcatin f human and financial resurces bth in quantity and quality. In rder t ptimize its grwth frm a cultural standpint, Laval is als prmting partnership, nt nly by creating ties between public and private institutins, but als by actively taking part in develping prjects aimed at the harmnius develpment f culture. Guiding principles In keeping with the cultural plicy prclaimed in 1992, Laval is reaffirming the guiding principles that it adpted at that time. By adhering t this guiding principle, the City is reiterating its cmmitment t pursue its effrts t act as a catalyst f Laval's dynamics in the fields f the arts and literature, the library and heritage. The municipality is the authrity that is clsest t the cmmunity, thrugh its lcal services. Fr Laval, it is a pririty t fully take part in develping specific rientatins, in rder t supprt culture and ensure its residents a quality cultural life. This rle must als cme within the scpe f the cncerns f all municipal services. Culture will therefre truly cntribute tward develping Laval's mdern face as well as its ecnmy and the quality f life ffered in its neighburhds. Laval, partner in cultural develpment The cultural stakehlders recgnize the leadership assumed by the City in this area f activity and are being invited t get invlved as partners. Jint actin with cultural leaders is prving essential, and mechanisms will be put in place t encurage encunters by interest grups n issues f cncern t these stakehlders. In keeping with its rle f master f its wn cultural develpment, Laval must be the catalyst f this mvement. Fr example, by signing jint agreements with the Federal and prvincial gvernments as well as with the schl cmmunity, Laval is harmnizing the develpment f culture n its territry. The City is already engaging in a number f cultural exchanges with the schl cmmunity and it is cmmitted t pursuing these and increasing them in the future. It als intends t wrk tgether with prfessinal artistic assciatins and with thse that are dedicated t defending heritage and muselgy, in rder t help them btain the recgnitin and financial supprt f natinal rganizatins. Frm ne municipality t the ther, distinctiveness and cncerns differ, but sme issues favur cllabrative effrts in dealing with cmmn prblems. Ville de Laval plans n develping interactin with ther municipalities that share the same cultural aspiratins as its wn. As a majr stakehlder in the cmmunity, the ecnmic envirnment must be able t cntribute tward develping a culture in which it is a stakehlder. With the private sectr, Ville de Laval shares the same desire t imprve the cultural envirnment while helping ensure a better quality f life fr Laval residents. A structured, integrated apprach In its will t encurage partnership and cllabrative effrts, Ville de Laval is maintaining its structured, integrated apprach, by prmting its interactin with advisry bdies. Frm a strategic standpint, it is the cultural cuncil (Cnseil de la culture), presided ver by a member f the City's Executive Cmmittee, that acts as City Cuncil representative in dealings with the artistic and cultural cmmunities. It is the Cnseil de la culture's respnsibility t recmmend the main cultural rientatins t City Cuncil, t ensure cmpliance with the cultural plicy and t make sure that culture remains a part f the City's verall plans. 9 It is thrugh the cntributins f its advisry cmmittees the Cmmissin cnsultative des arts et de la littérature and the Cmmissin cnsultative du patrimine et de la culture that Laval intends t maintain its cllabrative effrts with the main stakehlders in the varius disciplines. The basic rle f these tw cmmittees is t submit recmmendatins t the Cnseil de la culture n all the areas f activity placed under their respnsibility, and in particular: Fr the Cmmissin cnsultative des arts et de la littérature: - visual arts - music - dance - theatre - creative writing - media arts - cinema - circus arts Fr the Cmmissin cnsultative du patrimine et de la culture: - histry - built heritage - natural heritage - library - archives - muselgy - science-riented culture Frm an peratinal standpint, the respnsibility f recmmending, t the Executive Cmmittee, municipal actins and prgrams t supprt the arts and culture lies in the hands f the municipal services and departments in charge f cultural develpment. It is the Service de la vie cmmunautaire, de la culture et des cmmunicatins that has the mandate f maintaining pen, permanent dialgue with all cultural stakehlders and acting as a respndent in dealing with them. In rder t prmte jint actin between the public, educatinal, turist and sci-ecnmic sectrs, this plicy must ensure that the varius actins are cnsistent. This will make it pssible t put Laval's pririties in perspective, in terms f sustainable develpment a scial cncept t which the City adheres. In this regard, the City wants t ensure, amng ther cncerns, the sustainability f Laval's cultural heritage, which is a representative witness t what has shaped Laval's envirnment and which is distinguished by bth its urban and rural nature. Laval intends t increase its actins with the BMLs (bureaux municipaux de lisir) municipal recreatinal bureaus set up in the varius neighburhds, t ffer and supprt cmplementary, harmnius prgrams thrughut its territry. And lastly, t develp innvative prjects in keeping with the rientatins f this plicy and t have them fllw current trends a plan will be designed fr each fcus area: the arts and literature, heritage and culture. 10 The main rientatins The first cultural plicy had been develped accrding t fcus areas the arts, the library and heritage which made it pssible fr the City t set up the necessary actins and disciplinary prgrams fr prmting its cultural vitality in each f these fields. This cultural plicy in Laval is cming at a time f integratin and interactin between the varius fcus areas. The cmmn denminatr f this apprach is the main cultural functins, such as prmtin and disseminatin, in rder t cntribute t the main rientatins, within which each discipline will find its wn particular character. This plicy cvers all disciplines: frm visual and media arts t perfrming arts, withut frgetting arts and crafts and literary arts. Laval is reaffirming its interest in histry; in the preservatin and enhancement f its built, natural, archelgical and ethnlgical heritage as well as in mvable prperty, cllectins and archives; mrever, it is pursuing its invlvement in the fields f muselgy and science-related culture. Six main rientatins will determine Ville de Laval's invlvement in the cultural field: Disseminatin f arts and culture Recgnitin and supprt fr lcal vitality Prmtin f cultural life in Laval Cultural facilitatin and awareness Research and creatin Partnership and jint actin Disseminatin f the arts and culture The affirmatin f Laval residents' cultural identity is gradually being redefined as Laval apprpriates its histry, prmpts the discvery f the heritage that shaped the City and adds its new accmplishments t all this. In rder t prmte an understanding f what distinguishes Laval as a mdern, active city, the disseminatin f this identity remains its pririty cncern. The City's invlvement is intended t be flexible, as it must create a climate that is favurable t the develpment f the creatrs', artists' and authrs' wrk as well as that f the bearers f traditin. The affirmatin f this vitality lies in extending the reputatin f Laval's cultural image and in its wn dynamics. The City thereby wishes t prmpt all residents t discver the wealth f their identity and infrm thers abut it as well. The libraries and ther presentatin venues r spaces serve the entire ppulatin, withut distinctin, thereby prviding all residents with free access t culture, in all its frms. A number f Laval artists and authrs make appearances utside the regin and thereby act as the City's ambassadrs. In the heritage and culture field, Ville de Laval is cmmitted t: develping prjects and prgrams designed t increase knwledge and awareness f the varius aspects f its heritage prmte the cmplementarity f the presentatin spaces and venues thrughut the territry prmte the use f heritage buildings and sites fr hlding cultural activities increasing the presentatin f cultural creatins at the libraries and in public places supprting the initiatives f museums and interpretatin centres in all fields f the arts, culture and heritage wrking tgether with the majr turism peratrs in disseminating Laval's cultural prducts taking part in cultural exchanges with ther municipalities, bth natinally and internatinally develping shwcases making it pssible t enhance Laval's wealth f resurces artwrk cllectins, archives and artefacts and ensuring their prmtin amng the general public. In this way, the City is keeping in step with cultural inclusin effrts. Prmtin f cultural life in Laval Prmtin is a big challenge fr rganizatins and creatrs, wh must cnstantly search fr efficient, effective methds f cmmunicatin in rder fr them t quickly reach their publics, their clienteles and the Laval ppulatin as well as thse in ther regins. While reaffirming that the rganizatin, the artist r the cultural cntractr is mainly respnsible fr its (r his) wn prmtin, Laval has prfessinal back-up resurces that can prvide it with supprt in this area f activity. Similarly, Laval has natural areas, heritage sites and buildings whse rich histry well deserves t be knwn. The City and its heritage partners als have artefacts and cllectins f recrds f great value. All effrts will be made t prmte these assets, which bear witness t Laval's identity. Beynd their main missin f infrming and educating as well as prviding culture and relaxatin, the libraries ffer prximity services and are cnsidered t be a public service. They are truly residents' gateway t their municipality. In this regard, they meet everyne's needs fr dcumented civic and cmmunity infrmatin and are becming a place fr welcming and integrating newcmers. This culture must frm part f their day-t-day life. Each neighburhd in the City is abunding with significant elements that bear witness t a histry that well deserves t be knwn. T ensure that all residents apprpriate the true meaning f this wealth that surrunds them, cultural inclusin frms an integral part f ur rientatin. The first cultural reflex generally cmes thrugh the family and in the schl envirnment. The municipality therefre wants t fcus its effrts especially n children and adlescents, by increasing the awareness nt nly f the yung public but als that f the members f each family. Families als cunt n the library as a frm f educatinal supprt. This service limits schl drputs while encuraging children t adpt reading habits at the earliest age, in additin t helping the municipality play its "city f learning" rle.
