3 EXECUTIVE SUMMARY Mission Critical Partnrs, Inc. (MCP) rspctfully submits this Functional Dsign rport to Broward County, Florida (County). Th County contractd with MCP to assss its xisting 800 mgahrtz (MHz) Motorola SmartZon trunkd simulcast communications systm, microwav systm, fir station alrting systm, and alphanumric paging systm. Th goal is to dtrmin th bst approach for rplacing th systms and improving radio communications within th County. MCP prviously submittd a comprhnsiv assssmnt rport that idntifid options for th rplacmnt of th County s xisting 800 MHz systm with supporting microwav, fir station alrting, and paging subsystms. Basd on th options providd, th County lctd to mov forward with a dsign for a Projct 25 (P25) Phas II 700 MHz systm. Basd on th County s slction, MCP dvlopd dtails rgarding th functional dsign for such a systm. Th purpos of th functional dsign is to idntify th spcific systm rquirmnts that will yild a systm that satisfis th xprssd nds of systm usrs. Basd on thos spcific rquirmnts, functional nds ar xtractd that will yild a systm providing quivalnt lvls of prformanc and capabilitis. Prliminary radio sit slction is a critical componnt of th functional dsign. Whil vndors ar rsponsibl for dvloping dsigns to achiv rquird covrag lvls, thos dsigns ar basd on xisting towr sits that hav not bn sufficintly vttd, and may not focus covrag within thos spcific aras whr it is most critical. Covrag Covrag basd on talk-out and talk-in prformanc with a dlivrd audio quality (DAQ) scor of 3.4, with 95 prcnt covrag. Rcommndd covrag lvls includ: 24 dcibls (db) in-building for aras ast of I-95; 20 db in-building for aras btwn I-75 and I- 95; outdoor portabl covrag ovr Alligator Ally and th Evrglads; and mobil covrag ovr th ocan for aras within Broward County. This rprsnts a significant incras from th 15 db building attnuation lvl (at DAQ 3.0) for which th currnt systm is dsignd. 2. Capacity Capacity basd on a loading of 4,772 activ usrs, considring primary systm usrs, in-county introprability usrs, and out-of-county introprability usrs. In addition to validating microwav paths, MCP dfind th following functional rquirmnts for th backhaul ntwork: 1. INTRODUCTION Th Broward County radio communications systm is a countywid ntwork that srvs most public safty agncis within th County, with th citis of Fort Laudrdal, Hollywood, Coral Springs, and Plantation oprating thir own systms. Motorola manufacturd th systm, which oprats in th 800 MHz frquncy band. Th systm bgan its volution in 1992 as a six-sit, 20-channl SmartNt systm. Sinc thn th systm has rcivd numrous upgrads as additional agncis incrmntally joind th systm, including Drfild, Hollywood, Fort Laudrdal, and Plantation. Th xpansion includd radio sits to add additional covrag and th addition of radio channls to improv capacity. With thos additional agncis, th systm volvd to its currnt stat, which is a 28-channl SmartZon systm with ight transmit-and-rciv sits and two rciv-only sits. In 2012, th County s cntral controllr rachd nd of lif. In ordr to xtnd th lif of th systm, th County ntrd into a las agrmnt with Motorola Solutions to oprat on a hostd mastr sit (HMS) locatd in th company s manufacturing facility in Plantation. Th systm is now facing numrous imminnt nd-of-support dats for critical componnts. Most notably, th sit and prim controllrs ar no longr supportd, and th systm consols and rpatrs will b approaching nd of lif within th nxt thr to fiv yars. Supporting systms, including th microwav backhaul systm, th fir station alrting systm, and th alphanumric paging systm hav all rachd nd of lif as wll. Basd on th numbr of componnts that soon will rach nd of lif and th substantial invstmnt that would b rquird to furthr xtnd th lif of th systm, th County dtrmind that rplacmnt of all four systms is ncssary. Th County hird Mission Critical Partnrs, Inc. (MCP) to assist with th rplacmnt of th radio, microwav, paging, and fir station alrting systms. Spcifically, MCP is taskd with assssing th xisting systm, valuating usr nds for th nw systm, and conducting a comptitiv procurmnt for a nw Projct 25 (P25) systm to rplac th County s xisting radio systm, as wll as its microwav, paging, and fir station alrting systms. MCP has compltd th assssmnt phas of th projct. Th assssmnt dtrmind that thr primary dsign options ar availabl to Broward County: a P25 Phas I systm; a P25 Phas II systm; and a hybrid P25 Phas I and Phas II systm. Basd on th strngths, waknsss, and cost stimats associatd with ach option, th County lctd to procd with th P25 Phas II option. This rport dscribs th functional systm dsign associatd with a Phas II solution. Th information containd within this rport will hlp to furthr rfin th cost stimats idntifid in th assssmnt and provid th information ncssary to support a procurmnt of th nw systm. Whil this rport idntifis spcifics rgarding potntial radio sit locations and layouts, th ultimat goal is to dfin functional rquirmnts. Functional rquirmnts rquir vndors to guarant how a systm prforms, allowing thm to tak crativ librtis rgarding how thy will achiv th functional rquirmnts. 8 2. METHODOLOGY This sction provids a dscription of MCP s approach for th functional dsign of th various Broward County communications systms. CANDIDATE SITE SELECTION MCP and Broward County staff collaboratd to idntify altrnat radio sits to xpand radio covrag within th nw systm dsign, in ordr to achiv th covrag rquirmnts idntifid by systm usrs. Candidat radio sits idntifid ar a combination of nw raw-land sits that would b ownd by th County, in addition to xisting radio towr sits ownd by othr ntitis that would b lasd. Radio towr locations wr idntifid taking into account, in larg masur, aras within th xisting systm dsign that rciv insufficint covrag givn currnt usr nds. Within ach ara, MCP valuatd county-ownd proprtis that potntially could b utilizd to construct nw towr sits without rquiring land-las or land-purchas agrmnts. Whn proprtis wr idntifid as having sufficint spac to accommodat a nw towr, radio covrag was validatd using propagation modling. For aras whr nw towr sit construction was not fasibl, MCP valuatd xisting radio structurs ownd by othr ntitis that potntially could b lasd by Broward County. Towr spac was prliminarily valuatd using imags from Googl Earth Strt Viw and thn validatd with a sit visit. Covrag for ths locations was valuatd to nsur that th radio sits will provid th dsird covrag improvmnts. A priority list of radio sits was dvlopd basd on th combination of xisting sits, nw raw-land sits, and lasd sits. RADIO PROPAGATION MODELING MCP prformd radio propagation modling utilizing EDX SignalPro softwar. Link budgts wr compltd with paramtrs utilizing critria rcommndd by th Tlcommunications Industry Association (TIA) TSB-88 standard. Ths link budgts provid th signal strngth lvls to which th systm must b dsignd, in ordr to provid th dsird lvls of in-building covrag. Using th radio sits idntifid through th candidat sit slction procss, MCP dvlopd propagation studis. Various itrations of propagation studis wr conductd using altrnat radio sits until an optimal sit configuration was idntifid. MCP has providd propagation studis dmonstrating mobil, portabl outdoor, and portabl in-building covrag lvls. COVERAGE REQUIREMENTS Basd on th covrag lvls idntifid through propagation modling, MCP idntifid th quivalnt functional rquirmnts that will b providd to systm vndors within th rqust for proposal (RFP) spcifications. Ths functional rquirmnts dictat a rquird lvl of covrag (mobil, outdoor portabl, and in-building with attnuation) to which vndors must dvlop accptabl dsigns. To account for th fact that an quivalnt lvl of covrag is not rquird throughout th county, MCP Mission Critical Partnrs 6

9 dvlopd boundary fils outlining th portions of th county that will hav diffrnt in-building covrag rquirmnts. Aras with a mobil covrag rquirmnt ar dsignd for rliabl communications to vhicls and srvic boats quippd with mobil radios. Aras with an outdoor portabl rquirmnt ar dsignd for rliabl communications to usrs oprating outsid any structurs. Aras with an indoor portabl covrag rquirmnt ar dsignd for rliabl communications within buildings of a spcific attnuation lvl. Whil an nhancd covrag rquirmnt will incras th liklihood of buildings bing covrd, thr is no guarant that a spcific building will b covrd. Covrag can b nhancd in spcific buildings through th propr implmntation of bi-dirctional amplifirs (BDAs). MICROWAVE DESIGN Using th complt list of radio sits idntifid to mt covrag nds, MCP dvlopd a prliminary microwav dsign to dtrmin th liklihood of achiving a fully rdundant loop-protctd ntwork. MCP compltd microwav path studis to dtrmin if a rliabl microwav path can b achivd btwn two radio sits using assumd hights for potntial obstructions, such as trs or buildings. Microwav paths showing claranc of trrain and assumd obstructions wr idntifid as fasibl. Microwav paths claring trrain but not claring assumd obstructions wr idntifid as marginal. Microwav paths failing to clar trrain wr idntifid as unfasibl. All microwav paths validatd through studis will nd to b confirmd by physical path survys during th implmntation phas, in ordr to validat th actual hight of obstructions along ach path. TOWER LOADING STUDIES For ach radio sit, MCP idntifid th rquird numbr of antnnas and thir various locations on th structur. Basd on ths prliminary loading hights, MCP subcontractd with Paul J. Ford & Company to conduct crtifid towr structural studis to dtrmin if th towrs will handl th load of additional antnnas within thir currnt configurations. SHELTER SPACE REQUIREMENTS Basd on th amount of spac rquird for th quipmnt at ach location, MCP idntifid prliminary spac rquirmnts. For ach xisting radio sit, MCP dtrmind if sufficint spac xists for th nw quipmnt and idntifid any rquirmnts for th rlocation of xisting quipmnt. For thos sits whr insufficint spac xists to accommodat both old and nw quipmnt simultanously, MCP idntifid tmporary solutions to hous quipmnt during th transition priod. Mission Critical Partnrs 7

10 CRITICAL INFRASTRUCTURE LOCATIONS For ach of th primary systms (radio, microwav, fir station alrting, and paging), MCP idntifid th locations of critical infrastructur. Locations wr idntifid basd on th scurity and rliability of ach location, as wll as whthr th location could continu to function if th backhaul systm wr to fail. FUNCTIONAL DESIGN P25 PHASE II 700 MHZ TRUNKING SYSTEM Th P25 Phas II trunking systm will provid th primary communications capabilitis for first rspondrs in Broward County. This sction dtails dsign considrations rlating to th trunking systm, including sit slction, covrag rquirmnts, rdundancy, and critical infrastructur locations. Sit Slction MCP basd its analysis of candidat sits on filling in covrag in aras whr covrag dficincis wr idntifid on th xisting systm. From th fdback rcivd during th assssmnt phas, MCP focusd on xpanding covrag in th following aras: 1. Ovrall improvmnt to in-building covrag throughout th populatd portions of th county 2. Improvd covrag in high-ris buildings 3. Improvd covrag in Drfild Bach 4. Improvd outdoor portabl covrag wst of th Sawgrass Exprss along I-75, and in th Evrglads 5. MCP confirmd that Ztron still supports th Modl 26 ncodr, but th dvic will rach nd of lif in Dcmbr Manwhil, th Modl 6 dcodrs alrady hav rachd thir nd-of-support dats, but thy can b rplacd with th M6203 unit, which can rciv th Modl 26 s frquncy-shift kying (FSK) signal.
