ITU-R M RECOMMENDATION ITU-R M.188 Tchnical and oprational rquirmnts for aircraft stations of aronautical mobil srvic limitd to transmissions of tlmtry for flight tsting in th bands around 5 GHz (007) Scop This Rcommndation provids th tchnical and oprational rquirmnts for aircraft stations of aronautical mobil srvic limitd to transmissions of tlmtry for flight tsting that should b usd by administrations as a tchnical guidlin for stablishing conformanc rquirmnts for aircraft stations for worldwid us. Th ITU Radiocommunication Assmbly, considring a) that various tchnically and oprationally diffrnt aronautical mobil srvic (AMS) limitd to transmissions of tlmtry systms for flight tsting ntworks hav bn dsignd to commnc opration in th nar futur; b) that th opration of aircraft station is usually a subjct of a numbr of national and intrnational ruls and rgulations including satisfactory conformanc to a mutually agrd tchnical standard and oprational rquirmnts; c) that thr is a nd for idntifying th tchnical and oprational rquirmnts for th conformanc tsting of aircraft stations; d) that th idntification of tchnical and oprational rquirmnts for aircraft stations would provid a common tchnical basis for facilitating conformanc tsting of aircraft station by various national and intrnational authoritis and th dvlopmnt of mutual rcognition arrangmnts for conformanc of aircraft stations; ) that th tchnical and oprational rquirmnts nd to achiv an accptabl balanc btwn radio quipmnt complxity and th nd for ffctiv us of th radio-frquncy spctrum, considring also a) that in th frquncy band MHz thr ar allocations to aronautical radionavigation, fixd-satllit (Earth-to-spac) and mobil srvics on a primary basis; b) that thr is a rquirmnt to fully protct all primary srvics in th band MHz; c) that WRC-03 adoptd Rsolution 9 which govrns us of band MHz by th mobil srvic for th implmntation of wirlss accss systms (WAS) including radio local ara ntworks (RLANs); d) that th idntification by ITU-R of tchnical and oprational rquirmnts for aircraft stations oprating in th band MHz should prvnt unaccptabl intrfrnc to othr srvics;

ITU-R M.188 ) that tchnical and oprational charactristics should b continuously and accuratly masurabl and controllabl; f) that th band MHz is allocatd to th aronautical radionavigation srvic on a primary basis; g) that th MLS can b protctd through th implmntation of an adquat sparation distanc btwn a radiating aronautical mobil srvic (AMS) transmittr to support tlmtry and MLS rcivrs; h) that th ITU-R is in th procss of dvloping guidanc matrial on th application of th mthodology dscribd in Rcommndation ITU-R M.189, rcognizing a) that th band MHz is to b usd for th opration of th intrnational standard microwav landing systm (MLS) for prcision approach and landing; th rquirmnts for this systm shall tak prcdnc ovr othr uss of this band in accordanc with No of th Radio Rgulations (RR), rcommnds 1 that th tchnical and oprational rquirmnts for aircraft stations of AMS limitd to transmissions of tlmtry for flight tsting oprating in th 5 GHz band givn in Annxs 1 and should b usd by administrations as guidlins to facilitat compatibility with othr srvics; that all aircraft stations of AMS limitd to transmissions of tlmtry for flight tsting and transmitting simultanously within on AMS ntwork should us non-ovrlapping spctrum. Annx 1 Tchnical and oprational rquirmnts for aircraft stations of AMS limitd to transmissions of tlmtry systm for flight tsting ntworks in th bands around 5 GHz Part A Essntial rquirmnts rlatd to th protction of FSS ntworks in th band MHz An aircraft station of AMS in th band MHz should b dsignd in such a mannr that on aircraft station transmittr powr flux-dnsity b limitd to 138 db(w/(m 1.3 MHz)) at th FSS satllit orbit for spaccraft using full Earth covrag rciv antnnas. Th maximum aggrgat intrfrnc lvl of 1% T s /T s tolrabl at th rcivr input is I Agg-Rc : I Agg Rc = KTB 0 db = db(w /1.3 MHz)

T sat /T sat ) du to opration of th AMT dos not xcd 1%. Th mthodology assums 1 co-channl AMT transmittrs oprating concurrntly within th fild of viw of th FSS satllit. Part B Essntial rquirmnts rlatd to th protction of th mobil srvic in th band MHz Th ssntial rquirmnts which follow only rprsnt a tchnical guidlin. In th MHz frquncy band, th maximum pfd producd at th surfac of th Earth by missions from an aircraft station, of an AMS systm limitd to transmissions of tlmtry for flight tsting ntwork should not xcd: 79.4 db(w/(m 0 MHz)) G r (θ). Administrations may choos to implmnt diffrnt AMS tchnical and oprational rquirmnts which ar mor stringnt than thos rfrncd in this sction to protct th mobil srvic. Furthr study may b ncssary if diffrnt paramtrs ar usd than thos assumd in dvloping this guidlin.

Rcivr nois factor: 10 db. Implmntation loss: 5 db. Building loss: 0 db (outdoor usag). Rcivr bandwidth: 0 MHz. Antnna pattrn: Th AM(R)S rcivr antnna gain vrsus lvation angl pattrn considrd in th analysis is adoptd from th Rcommndation ITU-R F and shown in Fig.. Pak gain is assumd to b 6 dbi. In th MHz frquncy band, th maximum pfd producd at th surfac of th Earth by missions from an aircraft stations, of an AMS systm limitd to transmissions of tlmtry for flight tsting ntwork should not xcd: 89.4 db(w/(m 0 MHz)) G r (θ). Th pfd limit can b usd to mathmatically dtrmin a highr hmisphr.i.r.p. mask,.i.r.p. (θ, H) whr θ is th angl abov th local horizontal plan and H is th altitud of th aircraft. This convrsion procds in two stps. First, θ is convrtd to an quivalnt angl blow th horizontal at th satllit, γ. Thn th lngth of th propagation path for angl abov th horizontal θ is dtrmind and usd to calculat th sprading loss for th path and th rsulting.i.r.p.
