1 RESEARCH PROJECT ENTITLED CRUSTAL DEFORMATION STUDIES AND ACTIVE FAULT MAPPING IN JAMMU AND KASHMIR REGION, DEPARTMENT OF GEOLOGY UNIVERSITY OF JAMMU, JAMMU Sub: Purchase of six GNSS permanent reference stations (GPS) The Department of Geology University of Jammu, an Institute of National importance, invites sealed bids/tenders (as per the Annexure-I) from reputed manufacturers or their authorized distributors / dealers, for procurement of six GNSS instruments for permanent reference stations (GPS) and their monumentation, installation and training under research project entitled CRUSTAL DEFORMATION STUDIES AND ACTIVE FAULT MAPPING IN JAMMU AND KASHMIR REGION funded by the Seismology Division, Ministry of Earth Sciences, Government of India to the undersigned. Interested parties may submit their sealed bids under two-cover system as per Technical Specifications given at Annexure I, and General Terms & Conditions given at Annexure II. Only part A of the tender will be considered for commercial evaluation. The technical bids will be opened in the Department of Geology, University of Jammu, Jammu and date will be communicated to the respective parties in advance. 2 ANNEXURE-I ITEM: Six GNSS permanent reference station (GPS) and their monumentation, installation, and training under research project entitled CRUSTAL DEFORMATION STUDIES AND ACTIVE FAULT MAPPING IN JAMMU AND KASHMIR REGION SPECIFICATION: All the system should be brand new, latest in nature. PART-A I. GNSS receiver and Antenna (Six nos.) (A) GNSS Receiver: 1. Multi-frequency GNSS receiver having internal/embedded/removable memory up to 4 GB. Should also have user selectable sampling rate in the range of 0.02 Seconds to 30 seconds. The receiver should be capable of recording data at two sampling intervals simultaneously, so that the higher frequency data can also be retained within the receiver for a specified number of days (say, 3-7days). 2. The GNSS receiver should be able to accommodate met-package so that met data are automatically stored in binary file, and produces separate met file upon rinexing. The MET Interface should be directly configurable either over a Web Interface or Reference Station Software. 3. Should have total minimum 120 channels and should be capable of tracking all the signals of GPS, GLONASS and GALILEO. 4. Receiver should be equipped with display and/or control unit/panel. The receiver should be configurable for reference station monitoring with this unit without any external powered device. 5. Power Consumption: not exceeding 5 Watt (Receiver, Antenna, controller: nominal) with external Battery voltage in the range of volts D.C. 6. Power Ports: Minimum two external power ports with automatic switching facility, A.C. mains supply adaptability, physical over-voltage protection and polarity protection (for DC). The power ports should not be connected internally. The receiver should support Power on Ethernet (POE) and Bluetooth. 7. Remote monitoring and online data down-loading capability directly through radio modem / telephone line/rs232 & Ethernet. 8. Data Ports: Minimum two ports, out of which one should have USB Port. It should be capable of supporting radio modem, telephone line, RS 232 port, RJ45 Ethernet, external memory devices. The receiver must be able to support met-package as well as data I/0 using VSAT using onboard Network port, simultaneously.

3 9. Operating temperature range: - 40 deg. C to + 65 deg. C. 10. Should be waterproof (IP67), shockproof, dustproof, humidity-proof (100%) and condensation-proof. 11. All necessary OEM power, data cables, internal battery with charger, storage card, as required. 12. Automatic power-on and data-logging after power failure, with same configuration (should not restore to factory defaults). 13. Should be capable of tracking all available satellites to 0 degree elevation. 14. Vendors will be required to satisfy the following tests (for GPS data) for verification purpose: (a) Quality Control Statistics (10-90 degree) (i) Receiver must have (observations recorded/observations expected) > 99 %. (ii) MP1 (Multi-path on L1) and MP2 values < 0.8 m (iii) Not more than 1 cycle slip per 20,000 observations on an average; i.e. (Total observations/total slips) > 20,000. (b) Functionality in short baseline processing: (i) L1, L2, L3 precision < 0.5 mm in N, E, 10 mm in vertical. (B) GNSS Antenna 1. Antenna should be separate from the receiver, and should be supplied with radome. 2. Repeatability of Antenna phase center variation with elevation angle (10 90 degree) should not be greater than 0.2 mm horizontal and 0.5 mm vertical (ref: NGS Report) 3. Multi-path reduction capability mechanism such that MP1 and MP2 values are less than 0.8 m for degrees elevation angle (ref: TEQC software). 4. Geodetic grade, high gain (more than 20 db) on all bands. 5. Operating temp range: - 40 deg. C to + 65 deg. C. 6. Should be waterproof, shock proof, dust proof, 100% humidity proof and condensation proof with IP66/67 ratings. 7. The antenna must be a GNSS choke ring antenna with Dorne Margolin element (DM) and should be capable of tracking GPS, GLONASS and GALILEO. (II) GNSS Accessories 1. Antenna Cable operational without amplifier (length: 20 m). 2. Forced-centering device for accurate centering over the station mark, with rust-proof Tribach. 3. Surge and lightning protectors: i) DC-lightning arrestor. ii) EMP Protector/surge arrestor & capsule kit (GNSS antenna) 4. Spare supplies Internal battery (if any) 1, Storage card 32 GB -1; Power cable -1(one each), Solar Panel as per requirement of GPS power supply, necessary cables, V SAT compatible.

4 (III) MET PACKAGE (Six nos.) Meteorological kits for measuring temp, pressure and humidity, to be integrated with the binary file in GPS receiver, with following specifications: i) Accuracy: temp: 0.2 deg. C, pressure: 0.15 hpa, humidity: 2% ii) Stability: temp: 0.5 deg C/yr, pressure: 0.1 hpa/yr, humidity 2% /yr iii) Operating range: temp: to +60 deg C, pressure: hpa, humidity: 0-100% iv) Power: +6 to +16V DC, typical current drain 3mA in sleep mode, and 38mA maximum. v) Sampling Integration: User selectable, from 3ms to 30 s. vi) Setup & Configuration: Software to be provided. A single s/w should be able to configure using a PC. vii) Port: RS232/USB should be adaptable with the GPS receivers of major brands. viii) Data format: NMEA standard. ix) Accessories: All required OEM accessories to be supplied including cables, manuals etc. x) It will be the responsibility of the Met sensor supplier to make sure its integration with the geodetic grade multi-frequency GNSS receiver (LEICA, TRIMBLE etc.). xi) It will be the responsibility of the Met sensor supplier to provide all necessary cables (power and data cable between the GNSS and Met sensor, etc.). xii) Met data are automatically stored in binary file of the GNSS receiver, and generate separate met file upon RINEXING. (IV) CONSTRUCTION OF MONUMENT The construction of monument and mesh fencing as per the design given in Annexure III, installation and commissioning of equipment has to be done by the vendor (in presence of our staff) and the expenditure of all the allied works related to the construction and installation is to be borne by the vendor. 5 PART - B 1. The supplier will provide training for 7 days at Jammu University on the instrument and software to confirm the above specifications. 2. Training of 2-3 persons after six month either at suitable place anywhere in India for data processing and interpretation and any kind of difficulty faced by us during its operation is compulsory PART C GNSS data logging, RINEXING, Data quality check and Configuring Software (1 license): Price of the software should be quoted as an optional item 1. Software for configuring receiver through PC, without Hardware lock. 2. Base Station Software. The software should be able to perform all necessary functions of transferring data to card/external data logger/computer, remote communication, remote configuration, rinexing raw data etc. 3. The software should be capable of handling and configuring GNSS reference stations for GPS, GLONASS and GALILEO. 4. The software should graphically plot the SNR charts and depict the same as numerical values. The software should automatically generate the Quality Check Reports for the stations. 5. Software should support connection to receivers of different vendors. 6. The software should support automatic RINEX conversion based upon the user defined sampling interval and file length. At the same time the software should be able to store the data in proprietary format. 7. The system should be able to retrieve the data logged onto the GNSS reference station as well as log data onto a server from the incoming data stream. In the event of real time communication/real time data transfer failure, the software should be able to download the missing data automatically, once the communication is restored. 8. The software should graphically depict the raw data being received from the Receiver and also depict the data gap in the receiving status. 9. The software should create the RINEX Products out of the raw data automatically which can be variable length from a single raw data. 10. The software should generate Real Time data stream from the connected stations to be distributed using a Radio or a IP communication. The supports for all common Real time Formats should be there. 11.The software should be able to monitor the behavior of Rovers from the server and should also depict the status of Real Time Products like Phase fixed, Code fixed, navigated. It should be possible to get an alarm in case of any failure. 12. The software should be able to remotely monitor the GNSS reference stations over a TCP/IP and modem link. The Software should able to remotely view and download the data of the remote receivers and should be able to perform other functions like firmware upload, data download, and configuration of the system. 13. Should include key quality and quantity information, which should include data completeness, satellite tracking, cycle slip, multipath and receiver clock.

6 14. Should have decimation and concatenation of RINEX observation files. 15. Display time line or scatter plots of coordinate displacements from real time data streams and prelogged files, should support NMEA and CSV files for analysis. Should be capable of handling the post processed data of reference station. 16. Graphical display of longitudinal, transverse, height, easting, northing, 2D and 3D displacement time series and 2D scatter plots 17. Web page output of displacements calculated from real time NMEA data. 18. Bidder should provide all operation, service and maintenance manuals (in English) along with necessary circuit diagrams. 19. All the above items should have at least 3 years warranty. 20. The supplier will provide training at factory site for two persons for 10 days. The cost for this, if any, may also be quoted as optional item. 21. The software for computing atmospheric parameters such as IPWV and TEC should also be quoted as optional item and any other software which Vendors think can be useful and can enhance the productivity of the project may be quoted as optional item.

7 GENRAL TERMS AND CONDITIONS: ANNEXURE- II (1) Manufacturer/Indian Agents of Original Equipment Manufacturer s (OEM) should submit twoparts bid, i.e., technical specifications bid and price bid in separate sealed envelopes. Modules should have same warranty of three years, as per the main equipment. (2) Provide the name of the Indian Agent who will be responsible for maintaining the equipment during the warranty period. (3) Validity of bids shall remain valid for acceptance for a period of four months (120 days) from the date of opening of price bids. (4) Conditional offer will not be accepted. (5) Tenders received after the due date and time of submission as mentioned above shall not be accepted. (6) Indian Agents of bidders or Indian Agents who are bidding on behalf of their principals are required to enclose the following documents: (a) TIN and PAN No. (b) Foreign Principal authorization certificate is mandatory. (c) Complete technical literature of products. (d) Technical compliance sheet. (7) All tenders should be addressed to Professor G M Bhat, Principal Investigator, Department of Geology, University of Jammu, Jammu , Mob: (8) Bid once submitted shall be the property of University of Jammu and shall not be returned to the vendor at any time. (9) Bid submitted with false information will not only be rejected but the vendor may also be debarred from participation in future tendering process. (10) Canvassing in any form not only invites disqualification but may also result in debarring the vendor from participation in the future tendering process. (11) The installation must be completed within 45 days from the date of receipt of the equipments by the Department. (12) It is the discretion of competent authority to reject one/all the offers/part of offer without assigning any reasons, thereof.

8 (13) To submit the tenders within stipulated date and time shall lie with the tenderer and University of Jammu will not be responsible for any type of delay caused in submitting the tenders. (14) Quantity mentioned in the tender is approximate. University of Jammu reserves the right to increase or decrease quantity of items subjected to the availability of funds mentioned in the NIT. (15) Delivery of goods should be FOR Jammu University Campus. (16) Sale tax/custom duty/excise/entry tax or any other tax, if any, should be clearly mentioned. Although University of Jammu is exempted from the payment of the Custom duty/excise duty/entry tax for which the University will provide necessary certificates if required. (17) On behalf of the Principal, Indian Agent must provide Bank Guarantee equivalent to 2% of the cost of equipment from any Nationalized Bank to cover the warranty period. (18) In case any items is your proprietary product or if you are sole manufacturer/distributor of requisite item a certificate to this effect should be enclosed. (19) Discount, if any, should be indicated separately / prominently. (20) Concession to educational institutions, if any, should be clearly mentioned. (21) In case seller fails to complete in full, all deliveries of product in accordance with supply order, the seller shall be responsible for the liquidity damages that shall be defined by Departmental Purchase Committee / Registrar. Thereafter the buyer, will have right to terminate supply order in the case of such delay beyond period mentioned by seller in the offer and buyer will have total discretion to buy product from the market/other supplier at the lowest rates. (22) An undertaking should be submitted by your concern that rates quoted in this offer are lowest/at par with rates quoted to other Govt./Semi-Govt. institution in the country and your concern/firm has not sold your product to any other organization in India at the price lower than the price quoted in this offer. (23) Any disputes shall be subject to the jurisdiction of Jammu. (24). The Purchaser will not pay separately for Transit Insurance. (25) PAYMENT: 90% Payment will be made to the vendor against delivery, inspection and good condition and balance 10% after successful installation and commissioning. N. B. : In case the due date for opening tender happens to be a holiday, the same will be opened on the next working day. The timings will however remain unchanged. Please Note that the University remains closed on Saturday & Sunday.
