2 Introduction Accurate records for all assets are vital for the safe and efficient operation of Northern Powergrid s electricity distribution network. For Northern Powergrid to meet the statutory obligations and to facilitate our agreement to adopt assets the ICP must provide a record of all works carried out under the adoption agreement and to enable compliance with those statutory obligations. The record(s) will conform to the asset recording guidance detailed on the following pages. The positional accuracy of all assets is vital. Measurements must be taken using a suitable measuring device, but not a global positioning system (GPS) device. More detail on dimensional accuracy requirements is detailed on the following pages. Northern Powergrid will be replacing their existing asset recording systems in the near future with a new solution that will modernise the methods in which asset data is viewed, captured and recorded. In turn, new business processes will give rise to process efficiency gains as the requirement to record asset data in hard copy format and manually process will diminish. If doubt exists as to the meaning of any part of the specification provided by Northern Powergrid, the ICP must request clarification from the Company before the commencement of any works The ICP must assume responsibility for recording any assets installed, removed or modified by its subcontractors. The ICP must notify Northern Powergrid s Information Management section of any anomalies with Northern Powergrid s records identified during site surveys / site works. The ICP must notify Northern Powergrid s Information Management section where third party assets directly impact Northern Powergrid s distribution network. 2 Northern Powergrids Asset Recording Guidance Version 1.0 Date: April 2017
3 General Requirements for all Asset Records Each record submitted to Northern Powergrid Information Management Department must contain the following information with each appropriate site record: Please copy of all records to the appropriate Northern Powergrid Project Engineer For new metered connections, records must be submitted 48 hours in advance of the connection and subsequent adoption to allow the records to be validated and approved. For new unmetered connections, records must be provided no later than 48hrs following connection. Any queries identified by Northern Powergrid must be addressed by the ICP prior to connection and adoption of the assets Location of work details Street, village, town, postcode & ordnance survey grid reference Geographic location site plan Job details Northern Powergrid ENQ prefixed reference number Northern Powergrid Project Engineer / Works Initiator Job title Date of work Contact details Name point of contact within organization Telephone number / address 3
4 Recording of Underground Assets All records submitted must contain the data shown under general requirements A drawing of all installed cables (including service cables, auxiliary cables and earth wires) and ducts relative to the geographic area, drawn to a size that is legible. The drawing should contain the route of the cable and ducts with dimensions so that it can be accurately recorded in Northern Powergrid s record systems. All underground cables must be recorded on site using a suitable measuring device (excluding GPS) when the cable is exposed. Measurements must be taken at regular intervals to an accuracy of +/- 0.10m (100mm). Measurements must be from existing features on the map background (e.g. building sightlines, kerbs, back edges, walls, field boundaries or new builds) within a development site and not street furniture e(.g. lamps, drains, kiosks). Dimensions from start and end positions of cables and duct runs (northing and easting). Intermediate measurements at approximately 10m intervals along the route unless it deviates from straight when more frequent measurements will be needed; all measurements must be taken from fixed ordnance survey features. Continuous dimensions around a curve with distances from kerb / back edge or building. Cross sections showing the formation of cables when there are multiple cables in a trench including ducts. Any unusual situations (e.g. where cables cross, deviate or transition under walls etc.) Cable protection details (e.g. tape / tiles) Cable depths along the route. Length of installed cable per feeder. Date of cable installation. Cable attribute data including cable type, cable size, conductor material, number of cores, number of phases, phase colour, operating voltage, insulation medium (EHV only), feeder identification (e.g. name and number). Duct attribute data including size, type, quantity, formation, cable position in duct, depth and protection and start and end positions. Where trenchless technology is used to install the cable / duct an underground profile drawing must be provided. 4
5 Recording Joints / Connections / Disconnections All records submitted must contain the data shown under general requirements The record should be submitted on the Northern Powergrid template or a similar version. Alternatively the positional accuracy can be recorded on a Northern Powergrid geographic record providing it is accompanied by the template with all the relevant data fields populated. The record must contain location details and contact detail as described under general requirements and a copy of the work instruction. A drawing of all joints and connections (including connections to overhead and substation equipment) with their location as described under general requirements relative to their immediate surrounding area. The drawing needs to be a size that is clear and legible so that it can be accurately recorded in Northern Powergrid record systems. All joints / connections including services joints must be recorded on site when the joint is exposed using a suitable measuring device (excluding GPS). Measurements must be taken from existing ordnance survey features that are on Northern Powergrids geographic records or suitable builders plan, not from street furniture (e.g. existing or new lamps, drains, kiosks etc). Measurements must be taken to an accuracy level of +/- 0.10m (100mm). Dimensions are needed for the position of all joints; minimum of two in opposite directions (e.g. from a sightline and in from the kerb). Dimensions are needed for any new street furniture that has been serviced (e.g. lamp bus shelter, cabinet etc. to allow the accurate recording in Northern Powergrid s record systems). A record of the depth of any underground asset must be provided. A record must be provided where a joint and or cable has been removed/ recovered. Record the attribute data for each joint / connection including type, compound, phase, Manufacturer (EHV only) feeder identification, voltage, date made, jointers name (printed rather than a signature) and phase connection. Not all connections / disconnections will require a drawing (e.g. cut out change (no joint) connection and LV Boards/ switchgear) however Northern Powergrid s Information Management department still need to be notified. 5
6 Recording of Overhead Assets All records submitted must contain the data shown under general requirements The positional accuracy of all new or relocated supports including service poles must be measured from fixed ordnance survey features using a suitable measuring device (not GPS) and recorded on an ordnance survey geographic record or a copy of a Northern Powergrid geographic plan. A geographic plan must be provided to indicate where poles and conductors have been added removed or updated. The overhead asset attribute data for feeder circuits, supports and conductors must be recorded using the appropriate Northern Powergrid form with each field completed as required (e.g. support details, ancillaries added / amended, line details). A geographic record of all existing services that are replaced or reconnected must be provided, regardless if they were previously shown on Northern Powergrid s records. Where the service is replaced with an underground service please follow the recording of underground asset / jointing process. Where pole equipment has been added, removed or updated the appropriate Northern Powergrid form must be used to supply the asset attribute data. A record of any changes to open points on the network must be provided. 6
7 Protective Equipment This section deals with those assets that are not power distributers, but ensure that the network performs to its optimum under extenuating circumstances such as lightning strikes, pole failure or damage by third parties. Earthing The positions of all earth stakes and plates and their associated cables and earth tape must be recorded. Measurements must be taken from the closest, most permanent physical features. Particular care must be taken to record the position of intermediate earth stakes where a network is being progressively extended. Items to include: Earth points (particularly important for PME networks). Purpose of Earth e.g. for a Substation or Network and its voltage HV or LV. Earth plates, stakes, etc. including the number and type installed. Auxiliary Networks (Pilot and Telephone networks) The location of such networks and joints should be recorded to accuracy levels equal to that stated for power cable networks. Relevant to all sizes of cable is a need to record the construction material. PVC, Paper / lead etc. Jelly filled, and it s rating e.g. 15kV. Fibre optic cables should also be recorded. Oil Pressure Tanks /Gas pressure Pillars The location and depth of these subterranean assets must be tied in to the closest and most permanent physical feature above ground. The feeder to which the oil is supplied must be identified by way of its feeder circuit number and name (usually the sites of origin and destination). 7
8 Additional Asset Information All records submitted must contain the data shown under general requirements Link Boxes, Feeder Pillars, Branch Boxes, LV Boards (Northern Powergrid street furniture) The positional accuracy of all Northern Powergrid s street furniture must be recorded with measurements from the closest ordnance survey feature to the centre point of the link box this can be recorded on the jointers record or geographic plan that includes the cable. Please refer to the cable and joint guidance notes for recording the cables and joints connected. The appropriate Northern Powergrid asset recording form must be provided with each geographic record to show; the maximum number of ways or fuses, open points, date installed, Northern Powergrids identification number, substation name responsible for each point of supply. Substation plant equipment / pole equipment The asset attribute data relating to substation plant and pole equipment must be provided to Northern Powergrid`s specification using the appropriate Northern Powergrid form. Any other asset installed / removed or updated that is not included in this document must be recorded to Northern Powergrid`s Specification 8
