4 Additional Agenda for 20 th Meeting of WR Constituents regarding Connectivity & Long-Term Access applications in ISTS for Generation Projects in WR 1. Gadarwara STPS : Revision of Transmission System & LTA Quantum LTA was granted to NTPC Gadarwara STPP with system strengthening in WR in the 36 th Standing Committee Meeting of Western Region constituents / 18th Meeting on Connectivity and Long term Open Access applications of Western region held on at NRPC, Delhi. In line with decisions taken in the 32 nd meeting of the Empowered Committee on Transmission held on , the above transmission system is being implementation through tariff based competitive bidding in two parts: Part (A) & Part (B) as detailed below. Part (A) Gadarwara STPS Jabalpur Pool 765kV D/c line (As per interim arrangement, LILO of existing Seoni Bina 765kV S/c line at Gadarwara STPP would be established. At a later date, LILO portion would be delinked from Seoni Bina 765kV S/c line to restore the Seoni Bina 765kV s/c direct, and the LILO portion would be extended to the Jabalpur 765/400kV Pooling Station to form the proposed Gadarwara STPS Jabalpur Pool 765kV D/c line) Gadarwara STPS Pooling Station (near Warora) 765 kv D/c line Establishment of 2x1500 MVA, 765/400 Substations at Pooling Station (near Warora) LILO of both circuits of Wardha - Parli (PG) 400 kv D/c quad line at Pooling Station (near Warora). Part (B): Pooling Station (near Warora) Parli (new) 765 kv D/c line Parli (new) Solapur 765 kv D/c line Establishment of 2x1500 MVA, 765/400 Substations at Parli (new) Parli (new) Parli (PG) 400 kv D/c (Quad) line Subsequently, in a meeting held at CEA to discuss the phasing of transmission elements of the above transmission system on , the following was decided: Entire power from Gadarwara STPS may be evacuated through Part A of the transmission system identified with Gadarwara STPS of NTPC.

5 Part B of the Gadarwara STPS transmission system is now to be implemented as System Strengthening in Western Region (WRSS-XV) to facilitate dispersal of power beyond Warora pooling station. Further, NTPC vide letter dated has indicated revised LTA quantum of MW instead of earlier quantum of MW. The revised quantum for beneficiaries is as given below: CSPDCL: 60.32MW, MP: MW, Gujrat: MW, Maharashtra: MW, Goa: 9.95MW, DNH: 5.73MW, DD: 3.76MW, Unallocated: MW Revised intimation for grant of LTA incorporating above modification i.e. LTA for Gadarwara to be made effective subject to commissioning of Part A of the transmission system as mentioned above proposed to be issued. 2. LTA Application of MB Power (Madhya Pradesh) Ltd. (2x600MW) M/s MB Power (Madhya Pradesh) Ltd. [MBPMPL] is implementing a 2x600MW thermal generation project at Anuppur in Madhya Pradesh. They have applied for Long term Access for 144 MW from their generation project at Anuppur, Madhya Pradesh to Northern Region as Target beneficiary, in accordance with CERC regulations 2009 (Grant of Connectivity, Long-Term Access and Medium-term Open Access in Inter-State Transmission). Drawee Entity Target Beneficiary: NR-144MW Proposal for LTA: M/s MB Power MP Ltd. and Madhya Pradesh Power Management Co. Ltd (MPPMCL) has already been granted LTA for 392 MW [WR: 192MW, NR: 200 MW] and 420MW (MP) from the same project. Another application for 200 MW LTA for power transfer to NR has been included as an agenda item in the Main Agenda. The present application is for grant of LTA for additional 144MW from the same generation project.

6 As mentioned in the Main Agenda, comprehensive studies carried out in this regard indicate that the above LTA may be granted with the commissioning of the new proposed Indore (WR) Chittorgarh (NR) 765kV D/c line corridor subject to fulfilling of other requirements in line with CERC Regulations. 3. Request of DB Power M.P. Ltd. for change in implementation agency for Connectivity transmission system. M/s DB Power M.P. Ltd. (DBMPL) is implementing a 2x660MW thermal generation project near Vindhyachal in Madhya Pradesh. DBMPL had applied for Connectivity and LTA to CTU in October, In the 14 th Open Access meeting held on , Connectivity and LTA was granted to M/s DB Power (MP) Ltd. for 810MW vide letter dated The transmission system for Connectivity is given as below: DBPMPL TPS - Vindhyachal Pooling station 400kV D/c (Quad) line The Connectivity transmission line was agreed to be implemented by the generation developer. Subsequently, M/s DBMPL, requested for change in point of connectivity from Vindhyachal Pooling station to Dhanwahi Pooling station. The proposal was discussed in the 19 th Open access meeting held on in Mumbai. In the meeting, it was informed to M/s DB Power Ltd. that proposal of Dhanwahi Pooling station has been dropped. Now, DBMPL vide letter dated , has requested that the connectivity line which was to be implemented by the generation developer (DBPMPL) may be taken up for implementation under the coordinated transmission planning. In this regard, it may be mentioned that LTA has been granted long back and DBMPL is yet to sign the LTA Agreement. If the immediate evacuation system is to be implemented through TBCB, the applicant has to sign necessary agreements in line with CERC regulations. Therefore, DBMPL shall have to sign Transmission Agreement for the connectivity line strictly following time line as per regulation / detailed procedure, failing which connectivity application shall be closed. Further, Transmission system strengthening for LTA indicated in LTA intimation for DBMPL is as below: 1. Transmission System strengthening in WR-NR tr. corridor (to be shared with other IPPs) Jabalpur Pooling station Orai 765kV D/c line (one ckt) Orai Bulandshahar Sonipat 765kV D/c line (one ckt) Sonipat Kaithal 400kV D/c (Quad) line. In this regard, it is to mention that the transmission system mentioned at Sl. 2 above has been revised in 31 st / 34 th SCM in Northern Region dated / and noted in 37 th SCM in Western Region dated The revised system is as below: Jabalpur Pooling station Orai (GIS) 765kV D/c line Orai (GIS) Aligarh (GIS) 765kV D/c line Orai (GIS) - Orai (UPPTCL) 400kV D/c (Quad) line LILO of one ckt of Satna Gwalior 765kV 2xS/c at Orai (GIS) S/s LILO of Agra-Meerut 765kV S/c at Aligarh (GIS) LILO of Kanpur - Jhatikara 765kV S/c at Aligarh (GIS) Establishment of 2x1000MVA, 765/400kV GIS Substation at Orai Establishment of 765kV GIS Substation at Aligarh Accordingly, it is proposed to issue the revised LTA intimation. DBMPL may sign the LTA agreement as per the modified intimation strictly following time line as per regulation / detailed procedure, failing which LTA application shall be closed. 4. LTA Application of Solar Energy Corporation of India (70MW) M/s Solar Energy Corporation of India [SECI] is an Electricity Trader. SECI has submitted the application for grant of LTA for 70 MW from the Solar PV Projects in Madhya Pradesh to the state of Chhattisgarh. Salient features of the application are as under: Sl. Drawee Entity Chhattisgarh (WR) Proposal for LTA: Considering the quantum of LTA, location of solar projects and time frame for which LTA is required, it is proposed that LTA may be granted to M/s SECI for 70MW without any system strengthening. The existing inter-state transmission system is adequate for transfer of this 70MW power from Madhya Pradesh to Chhattisgarh. The transfer of power shall be on the basis of displacement. The grant of LTA shall be subject to fulfilment of other requirements by SECI in line with CERC Regulations.
