1 1 P a g e DRAFT VERSION: 14 th Dec, 2017 PROCEDURE FOR GRANT OF CONNECTIVITY FOR WIND / SOLAR/ WIND-SOLAR GENERATOR/DEVELOPER TO INTER-STATE TRANSMISSION SYSTEM 1. This Procedure is in accordance with the Central Electricity Regulatory Commission (Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-state Transmission and related matters) Regulations, 2009 hereinafter referred to as the Regulations / Connectivity and General Network Access Regulations, 2017, as applicable. 2. This procedure shall come into effect from the date it is approved by Hon ble CERC. 3. Connectivity shall be applied and processed in two stages: o Stage-I Connectivity o Stage-II Connectivity Grant of Stage-I Connectivity shall not create any right of the grantee on ISTS infrastructure including bays. 4. Eligibility: Application for grant of Stage-I Connectivity can be made by: a. An entity intending to set-up wind, solar or wind-solar generating project for a capacity of 50 MW or above or, b. An entity authorized by the Central or State Government as Solar Power Park Developer, Wind Power Park Developer or Wind-Solar Power Park Developer. c. An entity acting as a Lead Generator on behalf of the constituting entities seeking connection from CTU at a single connection point using wind, solar or wind-solar energy sources, individually having less than 50 MW installed capacity but collectively having an aggregate installed capacity of 50 MW or above The generation capacity already connected to grid (Inter-State Transmission System or Intra-State Transmission System) or for which connectivity is already

2 granted under the present Regulations, cannot apply for additional connectivity for the same project capacity. Provided that in the event of a proposal to augment the capacity, a fresh application for additional capacity shall be submitted as per the provisions of this Procedure The Applicants granted Connectivity to the ISTS may change the Renewable energy source i.e. wind, solar or wind-solar after the grant of Connectivity. However, in case of any such change, the Connectivity grantee shall inform the same and obtain its acknowledgment from CTU for incorporation in relevant connection agreement(s) The applicant shall be required to submit the unique registration number issued by the appropriate authority notified in this regard after the same comes into effect All the present grantees of Connectivity for the purpose of wind/solar/wind-solar project shall be deemed to be Stage-I Connectivity grantees under this Procedure. Provided that the above shall not apply in cases where Agreement for Bay Implementation at ISTS substation has been signed before the issuance of CERC order in Petition No. 145/MP/2017 dated ; or the Solar Power Park Developers identified by MNRE whose transmission system is already under implementation. Provided that those wind/solar/wind-solar generator/developer who have emerged successful in the SECI bidding, before this procedure coming force, shall be required to sign agreement for bay implementation at ISTS substation for development of terminating bay at the ISTS pooling substation. 5. Application for Stage-I Connectivity 5.1. Applications for Grant of Connectivity to ISTS shall be made online as per the application form [FORMAT-CON-2A] available at The applicant shall clearly indicate that the nature of generation project is being established through the bidding route or as a merchant plant. 2 P a g e

3 Provided that, if at any stage, there is a change in the nature of the generation project, the same shall be intimated within 30 days to the nodal agency A printed copy of the electronically generated application form (duly signed and stamped by the applicant) along with all the necessary documents shall be submitted in a sealed envelope with Application for Grant of Connectivity clearly marked on the envelope at the following address: Chief Operating Officer (CTU-Planning) Power Grid Corporation of India Limited Saudamini, Plot No.-2, Sector-29 Gurugram , Haryana, India 5.4. Documents to be submitted along with the Application: (i) (ii) Printed copy of the electronically generated online Application duly signed and stamped with company seal by the applicant. Original notarized affidavit for authenticity as per FORMAT-CON-1 for each application. (iii) Bank generated UTR Number as proof of payment of Application Fee through NEFT/RTGS. (iv) Copy of the Board Resolution authorizing filing of application and designating a person for the same, where the Applicant is a company; (v) Copy of authorization certificate issued by the Central or State Government as wind/solar/wind-solar Power Park Developers, as may be applicable The application shall be summarily rejected in case of non-conformity with regard to: i) failure to attach any of the above documents, ii) iii) any deviation from the text of the FORMAT-CON-1, incomplete document ( e.g. sign, stamp, notarization missing etc.) 3 P a g e

4 Rejection of application on any of the above grounds or withdrawal of application shall lead to forfeiture of application fee Deemed Stage-I Connectivity grantees would have to secure the Stage-II Connectivity within 24 months from the date of original grant. 6. Grant of Stage-I Connectivity 6.1. Upon receipt of the Connectivity application, CTU shall carry out necessary study for grant of connectivity to the nearest existing ISTS sub-stations having requisite margin or to new sub-stations under planning/implementation stage New sub-stations for harnessing renewable generation potential shall be planned as per the mandate of the Ministry of New and Renewable Energy (MNRE) and based on information provided by MNRE for which CTU shall regularly interact with MNRE CTU shall grant Stage-I Connectivity by indicating two alternate locations within 60 days of the last date of the month in which the application was received CTU shall also indicate the Voltage level for the purpose of connectivity of the Dedicated Transmission Line to the ISTS line bay Unless otherwise specified at the time of grant of Stage-I Connectivity, the power carrying capacity of the Dedicated Transmission Line shall be as below: Sl. Progress Monitoring for Stage-I Connectivity 7.1. 6 7.3. The applicants granted Stage-I Connectivity shall have to update the quarterly progress of milestones covered in the FORMAT-CON-X by the last day of each quarter Failure to update the progress of Monitoring Parameters for three consecutive quarters shall lead to revocation of the Stage-I Connectivity, without prior notice CTU shall also update the progress of associated ISTS transmission system as applicable. 8. Application for Stage-II Connectivity 8.1. Applications for Grant of Connectivity to ISTS shall be made online as per the application form [FORMAT-CON-2B] available at A printed copy of the electronically generated application form (duly signed and stamped by the applicant) along with all the necessary documents shall be submitted in a sealed envelope with Application for Grant of Connectivity clearly marked on the envelope at the following address: Chief Operating Officer (CTU-Planning) Power Grid Corporation of India Limited Saudamini, Plot No.-2, Sector-29 Gurugram , Haryana, India 8.3. Eligibility Any of the following shall be eligible: (a) Stage-I Connectivity Grantee, after achievement of following milestones: (i) (ii) Completion of boundary wall and all civil works for its generator pooling station including control room and switchgear rooms and, Installation of required high voltage switchyard 132 kv, 220kV or 400kV level as the case may be at the generator pooling station at the Connectivity Grantee s end. 6 P a g e

7 (iii) (iv) Completion of at least 100 MVA (50 MVA for 132kV level in NER) transformation capacity at generator pooling station at the Connectivity Grantee s end. Installation of low voltage switchgear at the generator pooling station of Connectivity Grantee s end, capable of receiving power not less than 100 MVA (50 MVA for 132kV level) of planned capacity of the generator pooling station. Alternatively, (b) Wind/solar/wind-solar generator/developer who has been awarded PPA (of 7 years or more) through SECI/State agency s Bid for not less than 50 MW with delivery date within 24 months from date of submission of Stage-II Connectivity application, or (c) Wind/solar/wind-solar generator/developer who has executed PPA (of 7 years or more) for not less than 50 MW with delivery date within 24 months from date of submission of Stage-II Connectivity application. For (b) and (c) above, if the PPA has been executed with a trader, then it must also be supported with a back-to-back Power Supply Agreement (PSA) between the trader and the buyer. An entity seeking Stage-II Connectivity and not already applied for Stage-I Connectivity, shall have to simultaneously apply for Stage-I and Stage-II Connectivity The applicant seeking Stage-II Connectivity shall have to apply for LTA for minimum quantum of 50 MW within six months from the date of intimation of Stage-II connectivity grant, in default of which the Stage-II Connectivity shall be cancelled without prior notice. Provided that the start date of LTA shall not be later than the start date of Stage- II Connectivity The Applicant seeking grant of Stage-II Connectivity shall be required to submit the following along with the application: (a) Document for fulfilment of eligibility criterion: 7 P a g e

8 o In case of 8.1(a), status of the pooling station of wind/solar/wind-solar generator/developer with regard to item (i) to (iv) of 8.1(a) on an affidavit signed by board authorized representative with letter of authorization. o In case of 8.1(b) and 8.1(c), copy of PPA and PSA. (b) Construction Phase Bank Guarantee (CBG) issued by a scheduled bank in favour of Power Grid Corporation of India Ltd, as per the format given at FORMAT-CON-CBG, for the amount indicated below: o Rupees Four Crores (Rs. 4,00,00,000/-) only, for Connectivity quantum upto 80 MW (only in case of connectivity in NER). o Rupees Fifteen Crores (Rs. 15,00,00,000/-) only, for Connectivity quantum upto 300 MW. o Rupees Thirty Crores (Rs. 30,00,00,000/-) only, for Connectivity quantum exceeding 300MW and not exceeding 600 MW. o Rupees Forty Five Crores (Rs. 45,00,00,000/-) only, for Connectivity quantum exceeding 600MW and not exceeding 900 MW. o Rupees Sixty Crores (Rs. 60,00,00,000/-) only, for Connectivity quantum exceeding 900MW. 9. Failure to satisfy eligibility criteria for grant of Stage-II Connectivity 9.1. Failure to qualify for grant of Stage-II Connectivity within twenty four months of grant of Stage-I Connectivity shall result in cancellation of Stage-I Connectivity grant, without any prior notice. Provided that such a Stage-I Connectivity Grantee shall have an option to seek an extension for a period of six months on the request to be made atleast one month prior to the expiry of twenty four months from the date of grant of Stage-I Connectivity. Provided that the Stage-I Connectivity shall be cancelled, without any prior notice; in case of failure to qualify for grant of Stage-II Connectivity within the extension period of six months. 8 P a g e

Grant of Stage-II Connectivity CTU shall process Stage-II Connectivity application and may seek clarification, additional information, confirmation, and may verify the development of the generator pooling station at the wind/solar/wind-solar generator/developer end, if found necessary The intimation for Grant of Stage-II Connectivity shall be issued within a period of 30 days from the last day of the month in which the application was received, after obtaining the requisite information required for Stage-II Connectivity eligibility criterion The intimation for grant of Stage-II Connectivity shall indicate the name of the ISTS Sub-station. i) In case of an existing sub-station, the bay number and Single Line Diagram is to be provided with the intimation. ii) In case of a new or under construction sub-station, the confirmation of bay availability and the scheduled commissioning date of the sub-station shall be intimated as soon as finalised. In such cases, the bay shall be allocated to the Connectivity grantee after finalization of the same by CTU with the implementing transmission licensee of the sub-station The grant of Stage-II Connectivity shall be subject to signing of the Transmission Agreement for Connectivity with CTU within 30 days of issue of intimation, in default of which the grant of Stage-II Connectivity shall be liable to be cancelled without notice. In such case the CBG submitted along with Stage-II Connectivity application shall be returned The Transmission Agreement for Connectivity shall inter-alia include: i) Details of the allocation of bay at ISTS pooling station, if applicable ii) Scheduled commissioning date of the ISTS substation, as applicable 9 P a g e iii) Scheduled commissioning date of the wind/solar/wind-solar generator/developer pooling station and DTL in terms of para 11.2 and 11.3, as applicable iv) Penalty provision as per para 11.2 and 11.3

10 v) Undertaking to make best efforts to fully utilize the bays for dedicated transmission infrastructure Time Period of Stage-II Connectivity The grant of Stage-II Connectivity shall be for a period of twenty five years with a provision for further extensions in tranches of ten year each provided that the dedicated transmission line is being put to satisfactory use and subject to such conditions as may be notified by Central Transmission Utility from time to time. 11. Progress Monitoring after grant of Stage-II Connectivity Stage-II Connectivity grantee shall furnish progress of the monitoring parameters on quarterly basis in the format given at FORMAT-CON-Y of this procedure by the last day of each quarter. 11 (v) Stringing(ckm) (Total/Completed) 8 Award and Details of generator pooling station of wind/solar/wind-solar generator/developer (i) Planned capacity (not less than 300MVA) (ii) Voltages, MVA Capacity, No. & Rating of Transformers (iii) EHV Switchyard configuration, bays and status (iv) Low Voltage switchgear configuration, no. of sections, no. of bays in each section and status (v) Single Line Diagram of generator pooling station (vi) Date of Award of generator pooling station (vii) Progress of generator pooling station erection: Switchyard, Main Transformers, Low Voltage Switchgear # Status of the monitoring parameter may be indicated as completed, in case the same has already been achieved The Stage-II Connectivity grantees shall be required to complete the dedicated transmission line and pooling station of wind/solar/wind-solar generator/developer within 24 months from intimation of ISTS pooling station coordinates by CTU for dedicated transmission line or availability of the identified bay of the ISTS pooling station, whichever is later. The grantee shall have to furnish completion certificate issued by Electrical Inspectorate of CEA. If the grantee fails to complete the dedicated transmission line within above stipulated period, the LTA of the grantee shall be operationalized and they shall be liable to pay PoC transmission charges in terms of CERC Sharing Regulations, The grantee shall be permitted to switch-on the dedicated line bay circuit breaker with the ISTS sub-station only after payment of the above transmission charges The payment received in terms of above provisions in para 11.2 shall be adjusted in the POC pool on yearly basis. 11 P a g e

Technical requirements of Dedicated Transmission Infrastructure The developer shall follow the Central Electricity Authority (Technical Standards for Construction of Electrical Plants and Electric Lines) Regulations, 2010; Central Electricity Authority (Measures relating to Safety and Electricity Supply) Regulations, 2010; Central Electricity Authority (Safety requirements for construction, operation and maintenance of electrical plants and electric lines) Regulations 2011; CEA Manual on Transmission Planning Criteria, 2013 and any other applicable regulations and the amendments thereof. Additionally, the developer needs to comply with the following: Dedicated Transmission Line (DTL): a) The DTL shall be of Voltage class matching with the ISTS sub-station Voltage at which it is to be connected after allocation of bay. b) The power transfer capability (MVA) of the dedicated line from the wind/solar/wind-solar pooling station to the ISTS substation shall not be less than the quantum indicated at the time of grant of Stage-I connectivity. c) At least first six (6) transmission towers of the DTL starting from the ISTS substation shall be constructed with double-circuit (D/c) towers or multicircuit (M/c) towers. CTU in coordination with ISTS transmission licensee implementing the ISTS pooling station shall indicate the requirement of D/c or M/c towers near ISTS pooling station end for each developer. The double circuit towers or multi-circuit towers of the DTL are being specified in order to reduce the RoW requirement in the vicinity of the substation and accordingly the double circuit towers shall be shared with others. d) Depending on the topology, the wind/solar/wind-solar generator/developer would have the option to loop in and loop out (LILO) the DTL for injection of power Pooling Station of the wind/solar/wind-solar generator/developer a) The DTL shall be terminated at the high voltage side of the generator/developer s pooling station. The bus switching scheme should 12 P a g e

13 be in line with the requirements specified in the CEA Manual on Transmission Planning Criteria b) The planned capacity of the generator pooling station shall be not less than the capacity of the DTL required to be provided as per the grant of connectivity. c) The total capacity of the power transformers of the generator pooling station and the rating of associated equipment like CB, CT, CVT, bus duct etc. shall not be less than the planned capacity of the generator pooling station in case the entire power from the wind/solar/wind-solar generating station is being aggregated at the lower voltage side of the generator pooling station. d) Depending on the topology, the generator pooling station may be a switching station and the wind/solar/wind-solar generator/developer would have the option to directly feed power at the generator pooling stations with feeders of the same voltage as the generating pooling station. e) The minimum aggregate evacuation capacity of the generator pooling station of wind/solar/wind-solar generator/developer to be completed in the first instance shall not be less than 100 MVA (50 MVA for 132kV level in NER). f) Short circuit rating and line bay rating of the generator pooling station at developer end may be finalised by project developer in consultation with CTU. g) With regard to requirement of reactive compensation at the wind/solar/wind-solar generator/developer s pooling station the project developer needs to comply with requirements specified at Clause 16.4 of CEA Manual on Transmission Planning Criteria Enhancement of Connectivity a. For Stage-I Connectivity grantee: The wind/solar/wind-solar generator/developer already granted Stage-I connectivity may apply separately for additional quantum of Connectivity. The application shall be processed as per the procedure laid down for Stage-I Connectivity. 13 P a g e

For Stage-II Connectivity grantee: The wind/solar/wind-solar generator/developer already granted Stage-II connectivity may apply separately for enhancement of the Connectivity up to the capacity of the DTL in the FORMAT-CON-2C with application fee of Stage-I Connectivity. It is clarified that in case of the total Connectivity quantum including the already granted Connectivity is more than the capacity of the DTL, then a fresh Stage-I Connectivity application shall be required for additional quantum. 14. Sharing of Connectivity and Dedicated Transmission Infrastructure The wind/solar/wind-solar generator/developer would be required to develop the dedicated transmission infrastructure of a definite power evacuation capacity irrespective of the quantum of connectivity applied for. In case the wind/solar/wind-solar generator/developer is not able to fully utilize the dedicated transmission infrastructure, it shall be required to share the same with other wind/solar/wind-solar generator/developer with a view to ensuring optimum utilization of the transmission system The original Connectivity grantee for wind/solar/wind-solar generator/developer or its legal assignee, as the case may be, intending to share its dedicated transmission infrastructure may do so under intimation to CTU in the prescribed FORMAT-CON-2D. For such sharing of dedicated transmission infrastructure the original grantee shall perform duties of Lead Generator in terms of Connectivity Regulations and shall enter into an Agreement to undertake all operational and commercial responsibilities in following the provisions of the Indian Electricity Grid Code and all other regulations of the Commission, such as grid security, metering, scheduling and dispatch, collection and payment or adjustment of Transmission charges, deviation charges, congestion and other charges etc. FORMAT-CON-LGN An acknowledgement of the above request shall be issued by CTU within 30 days after all necessary details have been submitted The original Connectivity grantee wind/solar/wind-solar generator/developer may charge the entity with whom it is going to share Connectivity, an upfront charges 14 P a g e

15 not exceeding Rupees Seven Crores Fifty Lakhs per year for each 25 MW with an annual escalation of 3.5% from FY onwards. Provided that the original grantee shall provide adequate capacity in the generator pooling station for peak power evacuation of the sharing entity. Provided that the sharing entity shall not be required to incur any capital expenditure on the augmentation of the pooling station of the wind/solar/windsolar generator/developer and beyond belonging to the original grantee. Provided that Operation and Maintenance expenses and Transmission Losses from the pooling station of the wind/solar/wind-solar generator/developer upto the ISTS connection point shall be shared in an equitable manner. 15. Utilization of pooling station of wind/solar/wind-solar generator/developer The Stage-II Connectivity grantee shall be required to update the status/utilization of the dedicated transmission infrastructure as per the following format by 30 th day of June and 31 st day of December of each year: Table 4: Utilization and Sharing Status of Dedicated Transmission Infrastructure Date of updating of the utilization status: DD/MM/YYYY Date of Commissioning of DTL and generator pooling station: DD/MM/YYYY Sl. User-n Total Capacity Used In terms of undertaking given by the original grantee in the Transmission Agreement, the Stage-II Connectivity grantee shall make best efforts for utilization of transmission infrastructure to the fullest extent. If it is observed by CTU that the dedicated transmission infrastructure is under-utilized or the original grantee is abusing its position as Connectivity grantee then CTU shall seek an explanation from grantee which shall have to be furnished in an affidavit signed by representative authorized by Board of the Company within 30 days of issue of such notice. In case CTU is of the view that the spare capacity is not being put to use without reasonable justification, and it is resulting in denial of opportunity to other renewable generators/developers then the matter shall be brought to the 16 P a g e

17 notice of CERC with a recommendation for directions for use of the available spare capacity by other users in the area. 16. Transmission Planning for wind/solar/wind-solar generation project and Coordination with Ministry of New and Renewable Energy (MNRE) The location and capacity of various ISTS Pooling Stations and associated transmission facilities shall be developed keeping in view of the exploitable wind/solar potential in the area based on the information to be provided by MNRE from time to time The CTU shall coordinate with MNRE and their associated organizations in this regard at least twice in year preferably in the month of February and August of each year The location and capacity of each ISTS pooling station including its expansion shall be taken-up with explicit direction of MNRE The Transmission System planning for facilitating evacuation of wind/solar/windsolar generation shall be based on the potential of a given area and shall not be linked to number and quantum of Connectivity sought. The ISTS pooling stations including line bays at lower voltage for receiving power shall be developed as part of ISTS Based on the MNRE mandate, the transmission system so evolved shall be taken up for consultation in Standing Committee for power system planning. The transmission system shall be taken up for regulatory approval from the CERC, as applicable towards its advance implementation. 17 P a g e
