7 Main Agenda of 25th Meeting of WR constituents for Connectivity & LTA applications Revised Revised Agenda for 25 th Meeting of WR Constituents regarding Connectivity & Long-term Access applications in Western Region Confirmation of the minutes of 24 th Meeting of WR Constituents regarding Connectivity & Long-term Access applications in Western Region held on at NRPC, New Delhi The minutes of the 24 th meeting of WR Constituents regarding Connectivity / Open Access Applications held at New Delhi on was circulated vide our letter dated IWISL vide letter no IWISL/Dayapar/PGCIL dated informed that they are not foreseeing any capacity expansion in above mentioned project. Accordingly, IWISL requested for Single Moose equivalent conductor instead of Twin ACSR Moose equivalent conductor mentioned in the MOM for their dedicated connectivity line. Accordingly, Corrigendum to the Minutes were issued vide letter dated No other comments were received. Members may confirm the minutes of the 24 th Meeting of WR Constituents regarding Connectivity & Long-term Access applications in Western Region held on LTA Application of REWA Ultra Mega Solar (RUMS) Ltd. for partial change in target region REWA Ultra Mega Solar (RUMS) Ltd. has been granted LTA with the following target beneficiaries: WR: 550MW and NR: 200MW vide intimation dated As informed by M/s RUMS Ltd., PPA has been signed among the developers, MPPMCL/DMRC and RUMS Ltd. on 17 th April, 2017 for supply of 651MW power to MPPMCL(WR) and 99MW power to DMRC (NR). Accordingly, M/s RUMS Ltd. has submitted a revised application (received on ) regarding change in target region (from NR to WR) for transfer of 101MW power from the solar project to MPPMCL (WR) so that the total power transfer requirement of MPPMCL(WR) for 651MW (550MW already granted+101mw requested) is met. In view of the above, the revised beneficiaries (firm) of M/s RUMS Ltd. shall be: WR (MPPMCL): 651MW ; NR (DMRC): 99MW From system studies, it is observed that existing as well as under construction transmission facilities shall be sufficient for transfer of 101MW additional power to MPPMCL and no additional system strengthening is required. For power transfer to NR (99MW), the enhancement in TTC in WR - NR corridor with progressive commissioning of elements as listed below shall be required: Transmission system for LTA: Inter-regional System Strengthening Scheme for NR & WR: Jabalpur Pooling station - Orai 765 KV D/c line Page 1 of 3

Members may deliberate please. 3 Operationalisation of 450MW LTOA for transfer of power from Essar Power M.P. Ltd. (EPMPL) to Essar Steel India Limited, Hazira (WR) Essar Power M.P. Ltd. (EPMPL) was granted Long Term Open Access vide letter dated for transfer of 1200MW from its generation project at Mahan (2x600MW). M/s EPMPL vide letter dated has intimated that it has decided to relinquish a part of LTOA upto 750MW and has requested to operationalise the balance LTOA of 450MW through existing LILO of Vindhyachal Korba 400kV S/c line at Essar Mahan. M/s EPMPL has further informed POWERGRID vide letter dated that the beneficiary for availing LTOA for 450MW shall be M/s Essar Steel India Limited (ESIL), Hazira located in Gujarat (WR) for which PPA has already been signed between M/s EPMPL and M/s ESIL. A meeting was held under the Chairmanship of Member (Power System), CEA on at CEA, New Delhi to discuss the extension of LILO arrangement for evacuation of power of M/s EPMPL Power Project (2x600 MW) at Mahan in Madhya Pradesh. During the meeting, the following was decided: The system studies indicate that the LILO of Vindhyachal Korba STPP 400 kv S/C line at Mahan STPS would also be essential to take care of contingency of outage of one ckt of Mahan SPTS Bilaspur Pooling Station 400 kv D/C line for reliable evacuation of power from 2x600 MW units of Mahan TPS. M/s EPTCL has agreed to complete the remaining works of Mahan STPS Bilaspur Pooling Station 400 kv D/C line by December Page 2 of 3

9 Main Agenda of 25th Meeting of WR constituents for Connectivity & LTA applications Revised The transmission system for evacuation of power from M/s EPMPL generation plant at Mahan is now an ISTS system being implemented by M/s EPTCL (ISTS Transmission Licensee) and not a dedicated transmission system of generation developer. As such LILO of Vindhyachal Korba STPP 400 kv S/C would not be an interim arrangement. In view of the above, it was decided in the above meeting that the LILO of Vindhyachal Korba STPP 400 kv S/c line at M/s EPMPL switchyard may be continued as part of ISTS system and this change would be brought to the notice of constituents in the next meeting of SCPSPWR. Further, from the studies discussed during the meeting, it emerged that power from one unit of EPMPL can be reliably evacuated through the LILO arrangement. Subsequently, in the 34 th WRPC meeting held on , Gujarat had opined that the 450MW LTA from the generation project to M/s ESIL, Hazira may be made operational. Accordingly, it is proposed that LTOA for transfer of 450MW power from M/s EPMPL generation project to M/s ESIL, Hazira may be operationalized. Regarding relinquishment of a part of LTOA upto 750MW, applicable relinquishment charges in line with CERC regulations shall be incident on M/s EPMPL. ----x x x---- Page 3 of 3
