3 KOREAN ACHIEVEMENTS IN EARTH OBSERVATION The Republic of Korea has - driven by its Ministry of Science and Technology (MOST) - entered into an ambitious space programme in the eighties and nineties and joined the exclusive club of the space faring nations MOST has also been playing a major role in co-ordinating the activities of the various actors in the nation s space programme The actors are mainly Government Supported Research Institutes (GRI's) which are endowed with a high degree of autonomy and flexibility in the definition of their research agendas Among the GRI s there are the Satellite Technology Research Centre (SaTReC) and the Korean Aerospace Research Institute (KARI) which are involved in establishing space segment infrastructures as well as useroriented end-to-end application developments SaTReC has been involved in various research projects in the field of satellite engineering space sciences and remote sensing since 1989 Various scientific microsatellites with broadcasting educational and technological demonstration missions have successfully been developed and in 1992 the first Korean low cost low weight satellite called KITSAT-1 - was launched KITSAT-1 was orbiting at an altitude of 1300km and an inclination of 6608 The satellite carried an Earth Imaging System (CEIS) payload The main objective of the mission was the familiarisation and acquisition of know-how in satellite technology therefore the training and education of satellite engineers has been the major priority One year later KITSAT - 2 with a weight of 475kg was launched into an 800km sun-synchronous (inclination of 9857 ) orbit The main objective of this second mission was to verify and enhance the technology used for the first satellite and to promote the domestic space industry The third and so far last in this series KITSAT-3 is a 3-axis stabilized Earth observation satellite It was launched in May 99 into an orbit height of 720 km and carries among other instruments - a Multispectral Earth Imaging System (MEIS) sensor with a ground sampling distance of 15 m KARI is the leading organisation for the development of the KOMPSAT satellite This programme started in 1994 The KOMPSAT satellite has been designed in a modular way to accommodate various Earth observation and scientific payloads Current payloads include an Electro Optical Camera (EOC) and an Ocean Multi- Spectral Imager (OSMI) The KOMPSAT-1 is expected to be launched in end of November to beginning of December this year The satellite orbits in a sun-synchronous orbit in an altitude of 685km and has an expected life-time of 3 years In parallel to developing and launching the above mentioned satellites the respective ground infrastructure was established to enable the storage processing and exploitation of the space data Within this chain an image processing software called GeoPixel is outstanding This data analysis toolset has been developed by the Korean Electronics and Telecommunications Research Institute (ETRI) GeoPixel is an easy to use imageprocessing package designed for display and interactive manipulation of satellite data The notable user friendly environment of GeoPixel is programmed in a fully Java-based and thus platform-independent environment The application areas of KITSAT and KOMPSAT are manifold With their different spatial and spectral resolutions the satellites offer capabilities both for land and sea-based applications More specifically the data are supporting ocean monitoring environmental impact assessment landcover and land use planning as well as cartography In addition the stereo capability of KOMPSAT will allow for digital terrain model generation (topographic mapping) with a very high accuracy Also from an Austrian perspective KITSAT and KOMPSAT are seen as very interesting opportunities One of the particular interests falls into the domain of urban monitoring applications where the data from both satellites offer a large potential On the one hand the resolution of KOMPSAT is comparable to the panchromatic data of the Indian Remote Sensing (IRS) satellite For the data from this satellite an extensive understanding in urban applications has been gained for instance in the MURBANDY project ( Monitoring Urban Dynamics ) of the European Commission The project had the aim to generate comparable information on the historic development of urban areas throughout Europe It will be of great interest to apply the processing and analysis techniques developed in MURBANDY also to KOMPSAT data On the other hand KITSAT has the potential to complement existing sensors such as Landsat in automated processes for detecting urban change Such change detection is necessary for city administrations to provide rapid updates on the changes between sealed and unsealed areas Sealed areas describe man-made land-uses that do not allow for natural water drainage When - for instance - looking at an individual property the built up structures as well as roads and paved terraces
4 would account for sealed land-use whereas lawn and patch would fall under the unsealed land-use categories The necessity to differentiate between sealed and unsealed areas is imperative for taxation purposes and for defining the size of drainage systems A first step - between Korean and Austrian organisations - towards joint data exploitation has been proposed in the project CitySat CitySat will test the feasibility of KITSAT data to identify sealed and unsealed areas The test will be carried out for a area of Seoul which is representative in size and structure Thereby CitySat will be the first and immediate outcome of bilateral meetings held between Korean and Austrian institutions during the United Nations UNISPACE III Conference At this occasion a principle understanding on the initiation of joint application development projects was reached The paper has been written by Dr Christian Hoffmann and Dr Gerhard Triebnig Dr Hoffmann is the Managing Director of the Austrian-based geo-consulting firm GeoVille Dr Triebnig is the Head of Infrastructure Research Division in the Austrian Research Centers Seibersdorf (ARCS) Both authors have been collaborating with Korean institutions and experts on various occasions The present paper has the objective to highlight from an Austrian perspective - major developments of the Korean Earth observation programme I Teltech ETSI MPET GE Lockheed-Martin Matri Marconi 45cm TV OJT(On-the-job-training) DAMA-SCPC VSAT Alenia- Spazio MPR Teltech DAMA-SCPC VSAT ( ) ( ) VSAT Paging paging 1993 MPR handover 1992 Ku- Band 1994 Ka/Ku band
