3 NEEDS / TARGETS Reduce the deadlines. Lower the costs of on-the-spot checks. Promote the use of new technologies in the field of geomatics in agriculture. Document streamlining. Ensure the rigor, objectivity and quality of checks. 5 IMPROVING CONTEXT EMERGING OPPORTUNITIES Continuous improvement of public (free) aerial images: spatial resolution and time availability. Low-cost aerial images orderable from the ICC. (Cartographic Institute of Catalonia) OrtoXpres: OGC Standards; mainly WMS. Unmanned Aerial Vehicles. 6

10 PERFORMANCE IN CHECKS WITH AERIAL IMAGES Image costs: / parcel in the case of public (free) images of ICC (DMC) / parcel in the case of ordered to ICC (DMC) 7 / parcel in the case of images with UAV * * This cost could be highly reduced in case of wider areas ordered Personnel costs: Check with aerial photograph in the office; parcels/day =,55 /parcel Visit to specific parcels ( less than 9%) when images are not clear enough. Considering that most of the images correspond to those provided by ICC, we can estimate that the cost of this new procedure for photo interpretation is approximately,5 /parcel. 9 COMPARISON OF APROXIMATE COSTS Cost estimation per parcel: Type of control Traditional in the field With satellite images With aerial photographs Cost / parcel, 7 *,5 * FEGA and EC costs (images) are not included.
11 QUALITATIVE - On-the-spot checks are easily repeatable, so that objectivity is reinforced. - Better synoptic vision of parcel/exploitation. - Low dependence on weather conditions. - Choice of flight date adaptable to different kinds of crop. - Minimal disturbance to farmers. - Less paper and fuel used. - Better comfort and less risks in work conditions. GENERAL EVALUATION Strong points: - Reduce deadlines. - Lower the costs. Weak points: - Require the learning of new method - Slight risk of being dependant on the providers of images, specially concerned about delays in delivery times and quality of images.
12 PERSPECTIVES WE ENVISAGE AERIAL PHOTOGRAPHS: We ll increase the number of checks with this method in the next campaign. SATELLITE IMAGES: For the moment, we consider it a fair solution, so we ll keep it. TRADITIONAL: Reduce them as much as possible. They will always be necessary to complete the files sample and in the case of certain checks like GAEC or some agri-environment measures. D UAVID OR OR SATELLITE GOLIATH? Osmar Schindler (869-97): David und Goliath, 888 UAV AND SATELLITE ARE COMPLEMENTARY The smartest thing is to join the intelligence of David to the strength of Goliath. The use of UAVs should be (well) regulated.
