Change the Contract Term from 635 Days to be 1,127 Days. Scope of Work, Page 11, Project Schedule. In the table under Task Duration / Milestone Date change the Substantial Completion date from July 1, 2020 to be October 1, 2021 and change the Final Completion date from October 1, 2020 to be November 1, CHANGES TO THE CONSTRUCTION AGREEMENT EXHIBIT A, page 13, Key Dates, replace Substantial Completion to 1,096 days. EXHIBIT A, page 13, Key Dates, replace Final Completion to 1,127 days. CHANGES TO THE SPECIFICATONS Submittals, Section 01330, page , Paragraph 1.08, REPLACE Paragraph 1.08.A. with Except for submittals for record, information or similar purposes, where action and return is required or requested, ENGINEER will review each submittal, mark to indicate action taken, and return within three weeks, or fifteen business days of receipt. Summary of Work, Section 01110, page , Subsection 1.04.A.5.b. Add the following sentence to the end of this paragraph, Contractor shall assume all service water supply valves also leak. Summary of Work, Section 01110, page , Subsection 1.04.A.11.a. Replace with Contractor can use the existing plant bridge crane. Contract shall bring their own certified operator to operate the bridge crane. Working hours shall be restricted to 7:00am to 5:00pm. Painting, Section 09900, page , Subsection 2.03.D, add as additional subsections the following: 4. Potable Submerged and Intermittently Submerged Metal, Epoxy Coated: Apply 2 coats of an epoxy-polyamide or epoxy-polyamine system as approved by the NSF for potable water service conforming to AWWA D102 inside System No. 1. 2 4. Submerged ferrous metals shall have all welds ground smooth to remove spatter, recesses, pinholes, and protrusions. Metal shall be degreased in accordance with SSPC-SP1 and abrasive blast cleaned in accordance with SSPC-SP10, "Near White Abrasive Blast Cleaning." ALL CONE VALVES THAT ARE NOT REPLACED WITH NEW OR REFURBISHED VALVES SHALL HAVE THE EXISTING OIL HYDRAULIC ACTUATOR APPURTENANCES REMOVED AND THE VALVE STORED AT A LOCATION ONSITE AS DETERMINED BY GLWA OPERATIONS STAFF. RESPONSE TO QUESTIONS Rotor Electric Company dated 6/8/2018 Question 1: We have found a discrepancy in the Contract Documents. Specification Section states that the minimum Generator size is to be 350 KW. Contract Drawing E-601 shows the Generator sized at 150 KW. Please confirm the size of the Generator. The Generator is to be sized at a minimum 150 KW. Contract documents for this requirement have been amended herein. Clark Construction Company dated 6/11/2018 Question 1: Sheet D-002, There are two (2) New Gate Valves called off as G-100 & G101, on Sheet D-500 these valves are called off as G-100 & G-102, Please clarify which numbers are correct. Under CHANGES TO DRAWINGS, see change for drawing D-500 included in this Question 2: Sheet M-101, Shows V-20, 21, 22,23, & 24 as remaining in place. Sheet D-500 shows V- 20, 21, & 22 as New and V-23 & 24 as refurbished, Please Clarify Question 3: Question 4: Under CHANGES TO DRAWINGS, see change for drawing M-101 included in this Sheet E-101, Trenching Detail calls for YELLOW polyethylene Marking Tape, This tape is normally RED, Please clarify which color to use. Under CHANGES TO DRAWINGS, see change for drawing E-002 included in this Sheet M-104, Note 4 refers to a utility allowance to be used for additional gas line work. The RFB has a Cash Allowance of $15,000 for New Gas Service, are these the same? Please Clarify. Under CHANGES TO DRAWINGS, See change for drawing M-104 included in this Page 3 of 8

4 Question 5: Question 6: Appendix F of the RFB show a Cash Allowance for Permits, Please Clarify which Permits are required. Refer to Construction Agreement, 4.6 and Section for description of permits. Contractor is responsibly to obtain. Removal and lowering of equipment into the lower level of the pipe gallery will require the use of the existing 30-ton bridge crane. Please indicate whether Plant Operations will allow the contractor to use of the crane and whether a GLWA operator will be available to operate the crane as needed. Refer to Section 01110, page 4. Question 7: I would like to request another site visit of this project. Please let me know if this is possible. Refer to Addendum No. 2. Weiss Construction Co. LLC dated 6/11/2018 Question 1: Given the current bid due date s close proximity to the July 4th holiday, we respectfully request that the bid due date be extended a few days to allow for the necessary coordination for an accurate bid to take place. Refer to Addendum No. 2. Question 2: Question 3: We respectfully request a second site walkthrough be scheduled. See response to Clark Construction Question 7 included in this Please confirm this project has an anticipated Notice to Proceed of October/November 2018 as mentioned in the pre-bid conference. This is correct; the anticipated Notice to Proceed is in October Question 4: Question 5: Given the complexity of the construction sequencing, work restrictions, and coordination with other contracts, it will not be feasible to submit an accurate schedule in accordance with Appendix G of the RFB. Please confirm the submission of a plausible construction schedule will be satisfactory at the time of bid. Please also confirm that the contractor will not be held accountable for deviations from the dates shown in the bid schedule. Contractor shall submit a schedule that best anticipates the constraints as provided in the contract documents. Any assumptions or restrictions shall be noted on the schedule. Given the complexity of the construction sequencing, work restrictions, coordination with other contracts, and lead times for equipment and refurbishment, the targeted completion Page 4 of 8

5 dates of July 1, 2020 (Substantial) and October 1, 2020 (Final) do not appear to be feasible. We respectfully request the contract duration be extended ten months to include an additional Non-Peak season to allow the contract work to be completed based on the assumption of an October/November 2018 NTP. This would result in a targeted Substantial Completion date of May 1, 2021 and a targeted Final Completion date of July 1, Question 6: Question 7: Question 8: Question 9: Under CHANGES TO CONSTRUCTION AGREEMENT, See changes to duration included in this Please note Specification Section Paragraph 1.04.A.5.a.1.a, please clarify if GLWA plant staff is able to exercise the inlet isolation butterfly valves associated with HL Pumps 4 & 5 to determine if they are operable prior to the bid submission date. If not, please provide an alternate isolation plan to allow this work to be performed. GLWA plant staff has been able to exercise the inlet isolation butterfly valves at these locations. Please note Specification Section Paragraph 1.04.A.11.a, please clarify if a certified operator of the contractor is able to operate the bridge crane, or if we must use GLWA personnel. If GLWA personnel must be utilized, please confirm they will be available for all working hours that require crane use including extended hours as required to meet scheduling restrictions. Under CHANGES TO SPECIFICATIONS, see changes for Summary of Work included in this Please note Drawing D-503, please clarify if the existing design of the G-3 stop logs is adequate for the new stop logs, and if any specific manufacturers must be utilized for fabrication. Please also clarify if Tetra Tech will be performing the final structural approval of the new stop logs, or if the contractor is required to carry a PE stamp for the final shop drawings. Under CHANGES TO SPECIFICATIONS, see changes for Summary of Work included in this Please note Specification Section Paragraph 1.06.D.3, states work shall progress every day at a steady pace until completed. Please define this statement. The contractor assumes this mean a standard 5-day, 40-hr work week. Contractor shall review schedule and proceed accordingly to maintain project schedule at all times. Contractor would require written approval for work outside of normal business hours and shall coordinate such approvals with GLWA staff. Days where contractor does not work shall be documented during construction for purposes of tracking schedule progress and time delays. Standard work weeks are five days and for forty hours. Contractor shall note that taking equipment out of service shall not be Page 5 of 8

6 permitted unless work is actively progressing. Any long-term equipment shutoffs shall be coordinated and approved by the Owner, Engineer, and GLWASC as needed. Please provide the condition of these valves and if they are expected to leak. If they are expected to leak, please provide further direction on how to handle this water. Under CHANGES TO SPECIFICATIONS, see changes for Summary of Work included in this Please note Drawing D-503 Note 3, please confirm approved epoxy coating system manufacturers are the same as specified in Specification Section or if a specific system is required. See Valve Schedule on D-500, Valve Schedule, Remarks column for the service which the 42 valves is Open-Shut. Please note Specification Section Paragraph 3.03.D, please confirm that a temporary field office for the engineer is required to be provided by the contractor for this project. Contractor shall provide a temporary trailer field office during the duration of the project. The temporary field office shall have an office for the Engineer. Please note Specification Section Paragraph 1.08, please clarify what the expected review duration will be for submittals and shop drawings. Engineer s expected review duration for each submittal is three weeks, or fifteen business days. Please note Specification Section Paragraph 1.10 & 1.11, please clarify if the progress and record photographs must be taken by a professional photographer, and if so, please clarify the expected number of photographs to be submitted. Contractor shall provide photographs with clear and visible features. A professional photographer is not required. Contractor shall submit photographs to capture all pertinent information of the required subject. The number of photos necessary to capture each item will vary. PCI Vetrix LLC dated 6/12/2018 Question 1: Question 2: On the I&C drawings (I-xxx), there are references to "ECP" but there is no description of what this system or device is. Please clarify. ECP is the Electrical Control Panel as shown and labeled on E-603. Will the new gate actuators be controlled via a position setpoint, or full Open/Close? The I/O shown coming off of the actuators on I-101 through 104 shows both types - Z* for analogs, X* for digitals. The control scheme for each actuator is detailed out in Specification Question 3: Please provide a description of the I/O tags shown coming off of the actuators. Discharge Valves: signals to Ovation Panel - analog position feedback, analog position control, digital auto/man selection, digital open/close; signals to ECP - Valve 40% open NO, Valve 40% open NC, Valve 95% closed Header Valves: signals to Ovation Panel - Valve full open, Valve full closed. No. The Contractor is updating the existing controller programming to provide the control scheme called for in the specification. Spec section I calls for a 3-year warranty that includes software updates. What type of updates are inferred? Normal patches and fixes, or revision level updates/upgrades? As clearly stated in the specification service shall include software package updates and phone/personal support for software package issues D calls for an additional 160 hours of software support time after the SAT is completed. Please clarify the requirement and expectations for this time. 160 hours of programmer time to perform whatever tasks the Owner requests E calls for "minimum of 40 parameters" for each stormwater pump. Are the pumps included in this project? If the parameters called for in the specification do not exist, will the equipment be added by GLWA? The physical pumps are not part of this project, however, the updating of the HMI screens is part of this project. The HMI screens shall be updated as called for in the specification. Page 8 of 8
