1 ADDENDUM NO. 1 TO THE CONTRACT DOCUMENTS AND SPECIFICATIONS DATED JULY 2017 FLORIDA GOVERNMENTAL UTILITY AUTHORITY PROJECT NO. PS 061 SEVEN SPRINGS WASTEWATER TREATMENT FACILITY IMPROVEMENTS PASCO COUNTY, FLORIDA ADDENDUM DATE: August 17, 2017 Bidders on the Project are hereby notified that this Addendum shall be attached to and made a part of the above-named Contract Documents and Specifications. These items shall have full force and effect as the Contract Documents and Specifications and cost involved shall be included in the bid prices. Bids to be submitted on the specified bid date shall conform with the additions/deletions/revisions listed herein. LIST OF ATTACHMENTS 1. Pre Bid Meeting Sign In Sheet. 2. Concrete Pipe Support Detail SPECIFICATIONS 1. See Questions/Responses DRAWINGS 1. See Questions/Responses CLARIFICATION 1. None IN THE CONTRACT DOCUMENTS 1. None QUESTIONS/RESPONSES Q1. Section Measurement and Payment, 1.05 C2, Bid Item #3 calls for Sludge Draw Off Piping to be 6" SCH10 304L SS Piping, however the pipe schedule on Drawing P 22 calls for ductile iron. Please clarify. The Sludge Draw Off Piping shall be ductile iron. Revise Section C.2 to state that the Sludge Draw Off Piping shall be ductile iron. Page 1

2 Q2. Does the air supply piping require insulation? No. Q3. Drawing P 12, Section A, note calls for Contractor to provide pipe supports, see structural sheets. There is no detail for the 12" AS Pipe. Please provide. See concrete pipe support detail attached to this addendum. Q4. Section Process Piping and Valves, Section 2.06 B, the butterfly valve specification calls for flanged ends, the butterfly valve schedule calls for welded connection for 6 inch and 3 inch valves. Please clarify. Butterfly valves shall have flanged ends. Revised valve schedule on Drawing P 22 to state that butterfly valves shall have flanged ends. Q5. Section Process Piping and Valves, D.1 calls for stainless steel pipe greater than 3 inch diameter type 304L, Schedule 5. However, the pipe schedule calls for Schedule 10. Please clarify. Stainless steel pipe shall be Schedule 10. Revise Section D.1 to state that stainless steel pipe shall be Schedule 10. Q6. The air supply system is drawn with welded fittings, however the pipe schedule calls for flanged fittings. Please clarify. Air piping shall be welded. Revised valve schedule on Drawing P 22 to state that air piping is to be welded. Q7. Please provide a specification for the check valves. The following shall be added to Specification Section 15200, Paragraph E. Check Valves 1. Check valves shall be resilient seat swing check valves meeting the material requirements of AWWA C508. The valve body shall be ductile iron per ASTM Standards A536 grade and the valve disc shall be a carbon steel core completely encapsulated with EPDM. Bonnet bolts shall be 304/316 stainless steel. Body and bonnet shall have fusion bonded epoxy coating on interior and exterior complying with AWWA C550. Hinge and hinge pin shall be 316 stainless steel. O rings shall be Nitrile Buna N. All internal exposed metal shall be stainless steel. 2. The valve shall be pressure rated for 175 psi (minimum) working water pressure. Ends shall be 125 pound ANSI B16.1 flanges. 3. Factory Mutual Approved (FM) and Underwriter Laboratory Listed (UL) as noted by (UL/FM). Shall have UL, FM mark displayed visibly and permanently on the valve. Page 2

3 4. The valve shall have a resilient seat that is drop tight, even at low pressures. The valve shall also have no obstructions in the flow path for a 100% clear waterway. 5. Valves shall be constructed so that the disc, hinge, and bonnet can be removed as one assembly. 6. Valves shall be furnished with an outside lever and weight. 7. Resilient Seat Swing Check Valve shall DeZurik/APCO, American AVK, Pratt, Clow, or equal. Q8. What is the elevation for the plug valve PV on Detail 3, Drawing P 3? Elevation of Plug Valve PV is the same as the existing aboveground piping that it will be connected to. Q9. Drawing P 2 calls for plug valves PV 16 01, PV 14 01, PV 14 02, PV 08 01, PV 09 04, and PV to be for WAS, however Drawing P 7 shows the line to be sludge draw off piping with different tag numbers. Please clarify. Based on Drawing P 2 valve tag numbers, the following are WAS and Sludge Draw Off Valves: WAS: PV 09 03, PV 10 03, PV and PV Sludge Draw Off: PV 08 01, PV 09 04, PV 09 05, PV 10 01, PV 10 02, PV 14 01, PV 14 02, and PV Revise valve tag numbers in Drawing P 7 and the valve schedule in Drawing P 22 accordingly. Q.10 We are unable to locate check valve CK PS 01 at the Intermediate PS as shown on the valve schedule. Please advise. The check valve at the Intermediate PS (CK PS 01) is from a previous design that was inadvertently left on the valve schedule. Delete check valve CK PS 01 from the valve schedule on Drawing P 22. Q.11 Hudson Pump & Equipment is the Florida distributor for Crane Pumps & Systems. Their application manager carefully reviewed Section and confirmed that the Barnes 4SHDF solids handling pump will meet or exceed the specification. We have therefore prepared a concise package of information that includes a pump selection for this application. We request consideration to be added as an acceptable manufacturer by addendum. A more complete pre submittal package can be supplied. Per Article of the Instructions to Bidders (Section 00100), substitute or or equal items of material or equipment will only be considered after the Effective Date of the Agreement. Page 3

4 Q12. I noticed in the Pre Bid Notes from our Employee, that you stated Completion Time as Substantial=330 Days & Final=365 Days In your ITB, you state that it is only 360 Days NOT 365 Days Which is correct. Contract times shall be per Article 11 of Section 00100, Instructions to Bidder. Page 4
